Abstract

In this chapter we focus on food sovereignty and agroecology, in the transnational peasant social movement La Via Campesina, as issues which help us analyze mechanisms of internal convergence in rural social movements. We examine such convergence through the building of collective processes, and in the construction of mobilizing frames for collective action. In particular, we analyze the encounter and diálogo de saberes (dialog among different knowledges and ways of knowing) between different rural cultures (East, West, North, and South; peasant, indigenous, and rural proletarian; etc.) that take place within it. This dialog among the “absences” left out by the dominant monoculture of ideas, has led to a process of convergence that has yielded important “emergences,” which range from mobilizing frames for collective action – like the food sovereignty concept – to social methodologies for the spread of agroecology among peasant families.

Abstract

Purpose

The purpose of this paper is to provide a bottom‐up perspective about the operational and policy challenges of undertaking adaptive action in water‐scarce environments of India.

Design/methodology/approach

A cross section of 112 small, medium and big farmers drawn from three semi‐arid villages of rural Bangalore District were surveyed to assess their dependence on natural habitats and elicit information on costs and benefits of undertaking adaptation activities. Also explored were the possible impacts of institutional financing systems and publicly funded programs on adaptation action in the study area.

Findings

Small farmers in the study zone were conservation oriented and relied on a variety of terrestrial and aquatic habitats for cultivation operations. On the other hand, commercial and semi commercial farmers who practiced resource intensive cultivation systems were not conservation oriented and were reluctant to go beyond “modest” adaptation activities. Similarly loans provided by local financial institutions to support agricultural operations were designed to maximize crop yields than minimize input use. On the other hand, the conservation programs that were undertaken on common property resources though supportive of public adaptation action, had poor spill‐over effects on private adaptation.

Originality/value

The value of this paper lies in the interesting results it presents about a group of farmers in three semi‐arid villages of South India. The originality of the paper lies in the key policy issues it raises on climate financing in the light of ground level evidence. The paper proposes a compensation regime to incentivize adaptation.

Abstract

In recent years, small farmers have been coming together more and more in networks and organizations, joining forces to resist the squeeze process that they are being subjected to in a system dominated by agribusiness. In alliance often with consumers and other actors concerned with issues of quality food, the environment, and social justice, these farmers are interested in developing alternative forms of production and consumption. These farmers, who are struggling to achieve self-reproduction and the establishment of sustainable agro-food systems, appear to be mainly concerned with the control of resources. The spread of this kind of experience evokes the issue of repeasantization. In this chapter, I use the case of the French association Réseau Semences Paysannes (RSP) to highlight some recent innovations in alternative agro-food models, as well as paths of research and rural development emerging within this framework.

Abstract

Purpose

To summarize the shocks and stresses that peasants in Mexico have been subjected to since the 1940s and to examine the responses of sons of peasants working as semi-informal beach vendors in Cabo San Lucas as to what they define as the worst problems of the peasantry in their hometowns.

Methodology/approach

This chapter offers an analysis of the responses of 32 sons of peasants interviewed on Medano Beach in Cabo San Lucas in October of 2012 partially as concerns whether they would like to be peasants themselves and as to what they define as the worst problems of the peasantry in their hometowns.

Findings

Twenty-five of the thirty-two vendors interviewed would be happy to be peasants. According to all of the vendors, the overwhelming problems facing the peasantry were primarily droughts or floods (related to climate change) and lack of government aid (related to neoliberalization).

Social implications

The peasantry in Mexico is being and has been marginalized both by a number of stresses and shocks, currently identified by some of those at risk as factors related to climate change and neoliberalization.

Abstract

This chapter gives several explanations as to why peasant agriculture results in sturdy and sustainable growth – it also identifies the factors that undermine this capacity. Peasant agriculture entails a constructive capacity: it includes mechanisms that are used to make agriculture grow and to face adverse conditions. And when the ‘normal’ level of resilience does not suffice, the constructive capacity is employed to redesign and materially rebuild agriculture through the development of new products, services and markets. This capacity leads to a new farmer’s empowerment that have in the multifunctionality the key to go beyond the classical agricultural system where the farming capacity is completely expressed out of the farm leaving farmers to do only mechanical operation. The chapter illustrates several examples of how farmers are reclaiming control over their own resources by defining a new level of farm autonomy and by oriented their farm towards multifunctional activities and the concept of peasants agriculture. The ‘new peasantry’ is consolidating itself and becoming a highly effective alternative: a viable way of addressing the multifaceted crisis that beleaguers farmers, the increasing strictures they face and the ongoing challenges of sustainability.

Abstract

Purpose – This chapter responds to the re-centering of agriculture and food in official forums and public discourse in the current crisis context.

Design – It re-examines the assumptions of the agrarian question through the lens of food regime analysis.

Findings – By examining these developments, particularly the recommendations of the IAASTD report, it is clear there is growing interest in the multifunctional conception of farming that is attentive to ecological and social sustainability.

Research implications – This rethinking is symptomatic of a transformation of the agrarian question: moving away from a concern with the political trajectory of capital in agriculture and the process of depeasantization, towards a concern with ‘peasant’ renewal. This registers an ontological shift towards an agro-ecological paradigm in which an ecologically driven conception of ‘value’ addressing social reproduction rather than capital accumulation is emerging.

Practical implications – New research on “repeasantization” undergirds this claim, and complements the global mobilization of small farmers around the project of food sovereignty. Practically, food sovereignty projects mean growing land rights claims and adoption of diverse forms of biological (rather than chemical) farming.

Social implications – This implies stabilizing rural populations and the possibility of health food and environments.

Value – Intellectually, such developments call for an analytical shift (in food regime and other analyses) towards values other than those of price and productivism in assessing the contribution of agriculture to human survival in a climate-challenged future.

Abstract

Purpose

It has been argued that scholars in management and organization studies (MOS) need to take the peasantry into account in their work. This study aims to address the complexity revealed by these arguments, suggesting that one needs clearer definitions and an appreciation of the complexities of historical development if one is to gain appreciation of the impaction of agriculture more generally on MOS.

Design/methodology/approach

This study uses historical material to develop a conceptual argument that challenges the homogenous nature of the peasantry. It uses a detailed contrast between two peasant groups in 19th and early 20th century Scotland to suggest divergent patterns of development.

Findings

Paying closer attention to definitions and historical development indicates that, as well as the survival of so-called archaic practices alongside highly developed agriculture, the main impact of agriculture on MOS might be the legitimacy it accords, as a cultural resource, to particular forms of organizing. While the issues outlined by previous authors are significant, they need to be discussed with more care to avoid a scattergun approach to analysis.

Originality/value

This study points to the neglect of agriculture more broadly and not just the peasantry, in MOS. It suggests the need to look at not only the economic impact but also the cultural resonance of agriculture in ideas about legitimate forms of organization. It also demonstrates the value and necessity of paying close attention to history in the analyses.

Abstract

Purpose

The purpose of this paper is to explore smallholder farmers’ risk perception associated with climate change, the adaptation strategies used and determinants of their adaptation decision behaviour in Eferatena-Gidem district, Ethiopia.

Design/methodology/approach

The study used household survey methods of data collection. The data were collected using a structured questionnaire survey by interviewing 261 randomly selected smallholder farmers and analysed using both descriptive and inferential data analysis techniques including Participation Index, Adaptation Strategy Index and Binary Logistic Regression Model.

Findings

Results of the survey revealed that the vast majority of the respondents perceived the long-term changes in temperature and rainfall pattern. Although they are not transformational in nature, the majority (77 per cent) of the respondents who had perceived changes in climate took adaptive measures. Results of the econometric model analysis revealed that farmers’ perceptions of climate change, extension contact frequency, farmers’ attitude towards adaptation measures, tailor-made training and membership of farmers in peasant associations were found to be significant predictors that positively influenced farmers’ decision behaviour, whereas off-farm employment and the age of the household head were found to be negative and significant determinants.

Practical implications

This study, in general, provides an insight into the risk perception, adaptive response and determinants of farmers’ decision behaviour in implementing response strategies and suggests that policies and strategies intended at building the adaptive capacity of the farming community in the study area need to take into account the aforementioned significant factors and framers risk perception, as they highly determine their decision behaviour and help in designing effective and context-specific adaptation strategy.

Originality/value

The findings of this study could be informative for policy makers and development practitioners in designing locally specific effective adaptation menu that shapes adaptation to current and future climate risks.

Abstract

This paper suggests that a corporate-environmental food regime is emerging as part of a larger restructuring of capitalism. Like past food regimes, it reflects specific social and political compromises, which I interpret through the social movement concept of interpretive frames. The diasporic-colonial food regime of 1870–1914 grew up in response to working class movements in Europe, and created a historically unprecedent class of commercial family farmers. When world markets collapsed, those farmers entered into new alliances, including one that led to the mercantile-industrial food regime of 1947–1973. Lineaments of a new food regime based on quality audited supply chains seems to be emerging in the space opened by impasse in international negotiations over food standards. Led by food retailers, agrofood corporations are selectively appropriating demands of environmental, food safety, animal welfare, fair trade, and other social movements that arose in the interstices of the second food regime. If it consolidates, the new food regime promises to shift the historical balance between public and private regulation, and to widen the gap between privileged and poor consumers as it deepens commodification and marginalizes existing peasants. Social movements are already regrouping and consolidation of the regime remains uncertain.
