Abstract

Purpose

Parental leave in Sweden can be taken both as paid and unpaid leave and often parents mix these forms in a very flexible way. Therefore, multiple methodological issues arise regarding how to most accurately measure leave length. The purpose of this paper is to review the somewhat complex legislation and the possible ways of using parental leave before presenting a successful attempt of a more precise way of measuring leave lengths, including paid and unpaid days, for mothers and fathers.

Design/methodology/approach

The study makes use of administrative data for a complete cohort of parents of first born children in 2009 in Sweden. The authors examine what characteristics are associated with the use of paid and unpaid leave for mothers and fathers during the first two years of the child’s life, focusing particularly on how individual and household income is associated with leave patterns.

Findings

Among mothers, low income is associated with many paid leave days whereas middle income is associated with most unpaid days. High income mothers use a shorter leave. Among fathers it is the both ends with high and low household income that uses most paid and unpaid leave.

Practical implications

A measure that includes unpaid parental leave will be important to not underestimate the parental leave and to prevent faulty comparisons between groups by gender and by socioeconomic status.

Originality/value

A measure of parental leave including both paid and unpaid leave will also facilitate international comparisons of leave length.

Abstract

Purpose

The purpose of this paper is to identify the role of employers in creating employment gaps among women returning to the labor market after parental leaves of different durations.

Design/methodology/approach

The authors use a controlled correspondence field experiment that orthogonally manipulates parental leave length and the quality of fictitious female job candidates. The experiment is complemented with a survey among human resource managers.

Findings

High-quality candidates receive more interview invitations when applying after a short parental leave, while low-quality (LQ) candidates receive more interview invitations when applying after a typical three years long parental leave. Survey results suggest that the difference in invitations between short and typical leave treatments is driven by a social norm that mothers should stay home with children younger than three. Productivity gains from employing a LQ job applicant with a shorter career break might not be high enough to outweigh the adverse social norm effect.

Social implications

The presented results point toward the strong effect of prevailing social norms on job search prospects of women returning to the labor market after parental leave.

Originality/value

A correspondence experiment has not been used before to study the relationship between time spent on leave and the labor market prospects of mothers. It also extends research on social norms to the domain of hiring decisions.

Abstract

Purpose

The purpose of this paper is to analyse work‐family reconciliation policy during the Sarkozy presidency in France, assessing the extent to which Sarkozy's injunction on the French to “work more to earn more” has provided a new frame for policy in this area.

Design/methodology/approach

The paper analyses the policy debates and initiatives concerning work‐family reconciliation in France since 2007 and seeks to identify the frames of reference concerning the problems of and solutions to combining paid work and parenthood which have structured this policy process.

Findings

The change in employment policy away from work‐sharing and towards activation of previously economically‐inactive groups has influenced work‐family reconciliation policy in that both incentive measures (creation of more collective and subsidised childcare places) and coercive measures (reduction of the length of parental leave benefits) have been put in place or debated in order to increase the number of mothers of young children in the labour market. Feminist discourse has been used to justify proposals for the reduction in length of paid parental leaves representing an example of “triangulation” in which right‐wing governments invoke left‐wing ideology to defend policy.

Research limitations/implications

The present analysis emphasises the importance of incorporating the influence of the frames of reference which inform employment and poverty‐reduction policy into explaining approaches to work‐family reconciliation policy in France.

Originality/value

This article represents the first examination of work‐family reconciliation policy in France under President Sarkozy and emphasises the importance of incorporating employment‐related frames of reference in explaining work‐family reconciliation policy in the country.

Abstract

The Nordic welfare model is known in the literature for its explicit support of the equal treatment of men and women in both family and gender equality policies as well as its achievements in these policy areas. Policy arguments have to promote gender equality and act in the best interest of the child, ensuring that the child access to care from both parents as well as to early childhood education and care. However, the knowledge of how the Nordic welfare states frame and promote active fatherhood remains fragmented.

The chapter asks whether the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden) have developed similar policies on fatherhood or have taken different paths. Hence, the chapter examines three main policy areas affecting fatherhood: family law, family cash benefits and paid parental leave. Comparative perspective is applied and the chapter asks how the policies frame and promote active fatherhood while also looking into how fatherhood is shaped in interaction between policies, cultures and the daily practices of fathers.

Results show that while all Nordic governments promote a dual-earner/dual-carer social democratic welfare state model emphasizing the active participation of fathers in the care of their children, variations exist in policy and practices. Care policies and entitlements to a father quota of paid parental leave are a defining factor for enhancing fathers’ role in care of their children and the findings show that Nordic fathers are making use of their quota and gradually increasing their share in taking leave for the care of young children.

Abstract

Personal services are extremely important in the lives of working parents. This applies in particular to childcare services, as care responsibilities constitute a major obstacle to (full) employment. The importance of measures in this area has long been recognised by the European Council and Union. In March 1992, the European Council passed a recommendation on childcare to the effect that Member States ‘should take and/or progressively encourage initiatives to enable women and men to reconcile their occupational family and upbringing responsibilities arising from the care of children’ (92/241/EEC). Ten years later, at the 2002 Barcelona summit, the aims were formulated more explicitly and targets were set with regard to childcare. Confirming the goal of full employment, the European Council agreed that ‘Member States should remove disincentives to female labour force participation and strive, taking into account the demand for childcare facilities and in line with national patterns of provision, to provide childcare by 2010 to at least 90% of children between 3 years old and the mandatory school age and at least 33% of children under 3 years of age’ (European Council, 2002).

Abstract

The chapter draws on recent scientific findings on the participation of fathers in childcare, and the perception of the role of fathers by both men and women in the Czech Republic. We apply a mixed method approach, combining qualitative data from longitudinal research on transition to motherhood and fatherhood (TransPARENT), which traced 16 parental couples for four years, with data from quantitative surveys on the topics of parenting and work–life balance. The data are examined for the incidence of breadwinner and the involved father models in Czech families. We focus on the earliest stage of the family life course, that is, when the children are aged between zero and four years. We show that fathers of young children still predominantly assume the breadwinner role, leaving most childcare to mothers. However, the growing number of parents expressing a preference for a more equal sharing of childcare indicates a shift in both the perception of fatherhood and the value placed on the active participation of fathers in early childcare in the Czech Republic. The main limitation of this text is that it only focuses on families with very young children. The future research should fill the gaps in contemporary knowledge of Czech families by addressing the division of roles, and particularly the roles of fathers, in households with school-age children. The chapter suggests that fathers’ greater involvement in childcare could be stimulated by policy measures such as the introduction of paternal leave or broadening the range of (public) childcare services for the youngest children.

Abstract

Purpose

The second Frankfurt Career Study was conducted in 2017 in East and West Germany to analyze the impact of motherhood on female professional advancement in the specific national context of Germany. In addition, this study aims to present a unique perspective of the similarities and dissimilarities between the Western and Eastern parts of the country.

Design/methodology/approach

The research is presented as a three-stage statistical approach based on quantitative data generated from a survey conducted among 2,130 working mothers. In the first step, the authors performed a multiple correspondence analysis to explore the relationships between important categorical variables. Using the object scores obtained in the first step, we then ran a hierarchical cluster analysis, followed by the third and last step: using the k-means clustering method to partition the survey respondents into groups.

Findings

The authors found that working mothers in Germany are distributed according to four clusters mainly described by demographics and orientation toward work. East Germany has been found as a more egalitarian context than West Germany with respect to family system arrangements. However, the upper bound of the sample in West Germany presented an atypical female breadwinner model in high-performance households.

Originality/value

The authors want to contribute to previous investigations on the topic by providing a more comprehensive view of the phenomenon, especially comparing the two different family systems and social norms from the Eastern and Western parts of the country. The authors ask whether and how career perspectives and female labor supply are influenced by drivers such as work–family conflict determinants, working mothers demographics, partner support and employer support.

Abstract

Most studies on work–life support at workplaces consider work–life balance to be a women’s issue, either explicitly or implicitly. This chapter analyses how fathers who are involved caregivers are supported or hindered in attaining work–life balance by their workplaces. It explores the following three questions: (1) why fathers value some job adaptations over others compared with mothers; (2) how organizational cultures influence the work–life balance of new fathers and (3) what differences exist across public and private sectors as well as large versus small companies. A qualitative approach with three discussion groups and 22 involved fathers enables us to explore these issues for large companies, public sector workplaces and small businesses. We find that tight time schedules, flextime, telework, schedule control and fully paid nontransferable leaves of absence constitute policies that favor involved fatherhood, while measures without wage replacement generate fear of penalization in the workplace and do not fit the persistent relevance of the provider role. In addition, un-similar supervisors, envy, lack of understanding and gender stereotypes among co-workers and clients constitute cultural barriers at the workplace level. Contrary to our expectations, small businesses may offer a better work–life balance than large companies, while the public sector is not always as family-friendly as assumed.

Abstract

Purpose

The purpose of this paper is to focus on two welfare state regimes with differing degrees of de‐familialisation strategies, Germany and Sweden, to study whether and how women's career interruptions influence their labour market prospects. By comparing women with continuous careers to those with discontinuous careers due to: parental leave or homemaking; unemployment; or other reasons, the authors explore the support for the skill depreciation hypothesis and signalling theory. Depending on the type of welfare state regime, the authors expect women to be subject to varying degrees of career punishment for time spent out of the labour market.

Design/methodology/approach

Cox proportional hazard regression models of the transition rate of an upward or downward occupational move among women in the labour market were estimated.

Findings

Focusing on upward career moves, the results show no significant relationship between a career interruption and upward occupational moves in Germany. In Sweden, the longer the accumulated duration of family leave, the lower the transition rate to an upward move. Overall occupational mobility is higher in Sweden, and in a policy regime where almost all women work, extended leaves may have a more negative effect on career prospects than in Germany, where many mothers drop out of the labour force altogether. In Germany, on the other hand, the authors find traces of unemployment to be scarring, as the risk of downward moves increases with increased unemployment experience.

Originality/value

The paper explores the impact of policies in shaping women's career trajectories and critically examines the often‐cited skill depreciation hypothesis.

Purpose

While women in most European societies still carry the largest burden in caring for the family, there is also an important unrealised learning interest among women. This has an impact on women's labour market and career opportunities. This paper aims at analysing empirically the role of family obligations in women's ability to realise their learning interests and how this differs across societal and institutional contexts across Europe.

Design/methodology/approach

The paper makes use of the second wave of Adult Education Survey from 2011, including data from 22 European countries. The article focuses on women aged 25–55 – an age group most affected by parental obligations. Logistic regression models are used to compare the effect that children in the household have on women's learning barriers across country groups of different family policy arrangements.

Findings

The results confirm empirically the situational nature of family barriers to learning as they grow and decline depending on the age of children. However, the level of intensity and the period when family-related barriers remain relevant for women vary across European countries.

Originality/value

This paper provides new insights into how women's caring obligations shape their labour market and career opportunities, focussing on the ability to take up adult learning. Involving data from 22 countries, including Eastern European countries, provides a broad look into the differing contexts shaping women's opportunities across Europe.
