Abstract
Purpose
Archival institutions must make their holdings and services known to the public to ensure increased usage. It is the obligation of archival institutions to adopt strategies to market their services to increase the usage of their holdings. Therefore, this study aims to assess the National Archives of Zimbabwe’s (NAZ) decentralisation drive as a strategy to market its archival services.
Design/methodology/approach
The multiple case study research design, which is interpretive and qualitative, was used for the study. The study used interviews, questionnaires and document review as data collection tools. The collected data were presented, analysed and discussed using the thematic data analysis approach.
Findings
Findings revealed that the NAZ decentralised provincial records centres were actively involved in the marketing of archival services offered by the NAZ. The study also established that the decentralised provincial records centres perform activities such as records surveys, training, oral history, issuance of brochures, guided tours and career guidance, which increase their interactions with communities they serve. The decentralised offices took advantage of these interactions to market archival services offered by the NAZ.
Originality/value
The study illustrated that decentralisation of archival institutions and services to the lower tiers of government is a powerful strategy for the marketing of archival services. Therefore, there is need for archival institutions to adopt or enhance the use of this strategy to increase the usage of archives.

Abstract
Purpose
This paper focuses on image-to-text manuscript processing through Handwritten Text Recognition (HTR), a Machine Learning (ML) approach enabled by Artificial Intelligence (AI). With HTR now achieving high levels of accuracy, we consider its potential impact on our near-future information environment and knowledge of the past.
Design/methodology/approach
In undertaking a more constructivist analysis, we identified gaps in the current literature through a Grounded Theory Method (GTM). This guided an iterative process of concept mapping through writing sprints in workshop settings. We identified, explored and confirmed themes through group discussion and a further interrogation of relevant literature, until reaching saturation.
Findings
Catalogued as part of our GTM, 120 published texts underpin this paper. We found that HTR facilitates accurate transcription and dataset cleaning, while facilitating access to a variety of historical material. HTR contributes to a virtuous cycle of dataset production and can inform the development of online cataloguing. However, current limitations include dependency on digitisation pipelines, potential archival history omission and entrenchment of bias. We also cite near-future HTR considerations. These include encouraging open access, integrating advanced AI processes and metadata extraction; legal and moral issues surrounding copyright and data ethics; crediting individuals’ transcription contributions and HTR’s environmental costs.
Originality/value
Our research produces a set of best practice recommendations for researchers, data providers and memory institutions, surrounding HTR use. This forms an initial, though not comprehensive, blueprint for directing future HTR research. In pursuing this, the narrative that HTR’s speed and efficiency will simply transform scholarship in archives is deconstructed.

Abstract
This paper seeks to understand how a new elite, known as the cork aristocracy, emerged in the Bordeaux wine field, France, between 1850 and 1929 as wine merchants replaced aristocrats. Classic class and status perspectives, and their distinctive social closure dynamics, are mobilized to illuminate the individual and organizational transformations that affected elite wineries grouped in an emerging classification of the Bordeaux best wines. We build on a wealth of archives and historical ethnography techniques to surface complex status and organizational dynamics that reveal how financiers and industrialists intermediated this transition and how organizations are deeply interwoven into social change.

The purpose of this paper is to report on bibliometric research on the activities and services offered by distance libraries that serve distance learning institutions.
Design/methodology/approach
The analysis of scholarly communication has always been a valuable tool for researchers and policymakers in order to understand trends, gaps and patterns in a specific field. In this paper, a bibliometric analysis has been applied based on a well-known bibliometric tool called “VOSviewer.” The articles that constitute the dataset of current research were drawn from two journals: the Journal of Library Administration and the Journal of Library and Information Services in Distance Learning.
Findings
The bibliometric analysis applied in distance libraries showed that the researchers in this domain are mainly introverts and need to prioritize engaging in the scientific research process over merely publishing good practices. Although there are a lot of libraries serving distance learning institutions (formal and non-formal), there is a notable lack of activity in the scientific publication field.
Originality/value
Distance libraries have played a significant role in supporting distance learning, and since distance education has become more important in the educational ecosystem, the analysis of its scholarly production would provide administrators, researchers and policymakers with insights for the next era of conventional libraries.

Abstract
Purpose
The paper explores how local authorities, particularly under the Open Government Partnership (OGP), respond to e-governance challenges in Georgia.
Design/methodology/approach
A weighted scoring system is adopted to assess e-governance in six OGP local authorities (Akhaltsikhe, Khoni, Kutaisi, Ozurgeti, Rustavi, and Tbilisi) in four areas, including access to information, digital service delivery, data management, and citizen engagement. Moreover, website analysis with a focus on transparency and citizen engagement supplements the evaluation.
Findings
The findings illustrate that the six local authorities have made certain accomplishments in e-governance and taken steps towards open government; however, these efforts lack coordination and systematic planning. Tbilisi embraces open governance principles with comprehensive action plans, strong transparency commitment, and engaging digital platforms. Kutaisi demonstrates notable progress with user-friendly digital platforms and a streamlined open data portal, emphasizing transparency. Rustavi shows significant development in digital service delivery and citizen engagement and a reputation as a transparent local government. Akhaltsikhe faces challenges in electronic service delivery and citizen engagement. Ozurgeti also encounters obstacles in information disclosure and electronic service delivery, while Khoni lags in information accessibility and citizen engagement.
Originality/value
This research is novel in studying the level of e-government among OGP local members in Georgia by a scoring system. The analysis will empower the government to proactively modify and adjust the situation on a regional scale, aligning with the challenges inherent in the country’s unique experiences.

Abstract
Purpose
The paper seeks to introduce the “critical open access literacy” construct as a holistic approach to confront the challenges in open access (OA) as a dimension of scholarly communication.
Design/methodology/approach
The paper first introduces the concepts of information literacy (IL) and OA in the context of transformations in the scholarly information environment. Via a theoretical-analytical exercise on the basis of a literature review of the intersections between the two concepts and of the criticisms of OA, the paper discusses the role of critical IL in addressing the challenges in OA and lays the theoretical-conceptual groundwork for the critical OA literacy construct.
Findings
The structural nature of the challenges and transformations in the scholarly information environment require new foci and pedagogical practices in library and information studies. A more holistic, critical and integrative approach to OA is warranted, which could effectively be achieved through the re-conceptualization of IL.
Practical implications
The paper specifies the avenues for putting the theoretical conceptualizations of critical OA literacy into practice by identifying possible foci for IL instruction alongside a transformed role for librarians.
Originality/value
The paper extends deliberations on the role of critical IL for scholarly communication and attempts to advance the research fields of the two domains by proposing a new construct situated at the junction of OA and IL.

Abstract
Purpose
Tracing the development of a parallel-engaged pedagogy of care that extended and adapted the critical and transformative pedagogies of Freire, De Sousa Santos and hooks to the South African context. The development of this transformative pedagogy addresses the local conditions of an architectural design studio at a postcolonial, post-Apartheid and post “Fees must Fall” protests South African university. This pedagogy used practice-based design research to build a more conscious, critical and careful design practice in both students and educators.
Design/methodology/approach
The pedagogy was developed through participatory action research, over five years, from 2019 to 2023 including two years of the COVID-19 pandemic. Parallel and active engagement of students and educators within a nurturing and caring environment evolved from year to year, through a conscious and critical reflection on the process. Student surveys, reflective essays and focus groups unearth the impact of the parallel-engaged pedagogy of care.
Findings
The parallel-engaged pedagogy of care was shown to support and scaffold students becoming more conscious, critical and careful in their design practices validating diverse lived experiences as generative for design and important for social justice and transformative equity.
Research limitations/implications
The parallel-engaged pedagogy of care is part of a global shift to more transformative pedagogies that address student diversity and decoloniality.
Originality/value
Through dismantling traditional hierarchical teaching modes, the pedagogy is more student-led, agile and adaptable. Through centring and demonstrating care in the pedagogy, students are encouraged to develop both self-care and care in their design practice. This is especially critical in the South African context where the cultural capital of the institution, with its roots in colonial and Apartheid education differs from that of the majority of students of colour.

Purpose
The purpose of the study is to explore the integration of facets of information technology (IT) governance at a professional council in South Africa with the view to develop a framework.
Design/methodology/approach
This critical emancipatory study used the Information Governance Initiative pinwheel to explore the architecture facet of information governance at the professional council, with a view to developing a framework for entrenching a culture of good corporate governance. Qualitative data was collected through interviews and document analysis. The study was a participatory action research project that involved collaboration between the researcher and study participants in defining and solving the problem through a needs assessment exercise.
Findings
The key findings report on the processes taken by a professional council in identifying and implementing the facets of information governance, that is, records management, IT, content management, data governance, information security, data privacy, risk management, regulatory compliance, long-term digital preservation and, even, business intelligence.
Research limitations/implications
The study was a participatory action research project that involved collaboration between the researcher and study participants in defining and solving the problem through a needs assessment exercise.
Practical implications
The study’s findings suggest that, with the right information governance policy in place, adopting the facets of information governance can be used to address concerns related to information integrity in the short and medium terms. As a long-term option for retaining data and information, it would have various drawbacks and would not, however, ensure the initial dependability of the information.
Originality/value
A framework for information governance to ensure that the professional organisation and board members adopt a tailored governance system is suggested.

Purpose
The paper investigates the relationship between accounting and promises in the context of digital change.
Design/methodology/approach
Relying on emergent literature on accounting and promises, a qualitative field study has been conducted covering 57 interviews with municipal directors, digitalization strategists, administration managers and CFOs in a Swedish region consisting of 13 municipalities.
Findings
The paper provides insights into how municipalities draw on accounting in attempts to reconstruct promissory narratives of the digital. By highlighting two contrasting cases, we show how this can involve practices of either restoration or transformation. Likewise, we find that attempts to restore promises can sometimes have unanticipated effects, in our case a transformation of the promise instead.
Originality/value
We introduce a “promise” lens to the literature on accounting and digital change and empirically describe how accounting is implicated in shaping promises in the context of public sector digital change.
