The chapter summarises findings from a study on administrative reforms covering all central government ministries and agencies in 19 countries, examining reform trajectories seen from the top of the central administrative apparatus. Core structural features of the central bureaucracy are described, along with role perceptions, values and motivation of administrative executives. Reform processes, trends, content and management tools are addressed, leading up to similarities and differences between the Nordic countries and between them and other European families of countries. A main finding is that the Nordic bureaucracy represents a layered, complex and hybrid system combining different reform trends and that there is a clear North–South divide in Europe when it comes to administrative reforms.

The two concepts of metal music and identity are often linked to each other, from the bands' and their audience's perspectives as well as in the academic field of metal studies (von Helden, 2017; Kärki, 2015; Moberg, 2009a; Mustamo, 2016). One significant example of the interaction between metal and identity can be found in the Nordic scene. North-related themes and Nordic languages are used by metal bands in their music, visual representations, or narratives as components of their identity. Despite the increasing number of studies about Nordic metal scene and identity, the case of Nordic minorities seems to remain in the shade of major Nordic cultures. Willing to draw the attention on this shortcoming, this chapter will study the case of Finland's Swedish-speaking population. After a presentation of the groups analysed, the paper examines how the culture and language of Swedish-speaking Finns is represented through their works. This textual analysis will further discuss the particularity of being situated at the crossroads of Scandinavian and Finnish cultures and languages.

This paper aims to demonstrate how the Nordic model, featuring highly regulated trade union–employer collaboration, has enabled the building of learning organizations through a co-generative learning model involving both practitioners and action researchers.

A literature search on the Nordic sociotechnical systems tradition led to a further search based on the snowball method. This paper reveals how the unique features of the Nordic model for work life through union–management relations constitute a formal system for building learning organizations.

This paper acknowledges the difference in power that exists between the social parties within the Nordic model. However, the practice is not due solely to the political structure in which trade unions, employers’ associations and the state form a tripartite collaboration, and thus, create a framework for workplace collaboration. This tripartite collaboration has enabled the development of an organizational practice by action researchers, union representatives and companies over several decades.

Limited literature has explicitly linked the formal structures of the Nordic model of work life and the effort to develop learning organizations. This paper addresses criticism that the research field has not fully considered power issues when developing a learning organization. It demonstrates how the Nordic model as a formal structure creates a system of democratic norms and rules that facilitates a safe arena for employees to invest their effort in co-generating a learning organization.

Logistics and supply chain management (SCM) are broad disciplines in which many different, cross‐functional tasks are investigated. In Scandinavia, research in logistics and SCM experienced a significant boom during the 1990s; the steadily increasing interest in participation in the annual NOFOMA Nordic Logistics Conference and the steadily growing number of PhD students enrolled in the Scandinavian research environments emphasizing the study of logistics and SCM bear witness to this intensification. In addition, a great number of doctoral dissertations in this field are completed in Scandinavia, adding greatly to the existent store of knowledge concerning a wide range of logistics and SCM phenomena. However, to date, precious little effort has been devoted to providing an overview of these dissertations. This paper is designed to fill that void. To that end, 75 doctoral dissertations published from 1990 to 2001 are identified. The framework classifies the dissertations into a series of main themes indicative of the state of Nordic research in logistics and SCM. Suggestions for future research based on this survey are likewise provided.

Public sector audit has grown in importance since the 1980s across the world. In this chapter, the authors outline the state of the current debate about public sector audit – including the role of the auditor, the purpose of audit, developments in the content of audit and the function of audit. The authors argue that these can be conceptualised through the literature of regulatory space. Drawing on the work of Ferry and Ahrens (2021), the authors set out categories which can be used to compare the ways in which different systems of local government audit can be compared and provide the justification for the intellectual approach taken by the rest of the volume.

Services are processes, and hence service firms do not offer products that are comparable to preproduced bundles of physical resources and features that are provided by manufacturing companies. Instead the outcome of the process is an integral part of the service process which is consumed by customers as a solution to perceived problems. Thus the use of a service can be characterized as process consumption as opposed to outcome consumption, where only the outcome of a process is consumed or used. In the present article the marketing consequences of the process characteristics of services are analyzed and compared with the marketing of physical goods, which is characterized by outcome consumption. The most important difference is the fact that service firms do not offer preproduced products but processes as solutions to the problems of their customers. Because of the process nature of services, the fulfillment of promises given through external marketing is dependent on the attitudes and behavior of a large number of part‐time marketers. Moreover, operational systems and physical resources in the service system have to be customer oriented. To increase the understanding of service processes as solutions to customers’ problems and as objects of marketing, the present article proposes that the perceived service quality concept can provide a way to replace the missing product construct with a conceptual framework for planning a customer‐oriented process. This is illustrated by a case study in an industrial service context.

Travel and tourism have had a long history in the Nordic countries, but research on tourism has a relatively short tradition in the region. Recently, academic interest in the Nordic tourism space has grown and diversified especially as a result of increasing numbers of academics and institutions involved with tourism geographies and studies and education in the region. The Nordic context has provided thematic focus areas for empirical studies that characterize tourism geographies in the region, with topics including nature-based tourism, utilization of wilderness areas, second-home and rural developments, impacts in peripheries, and tourism as a tool for regional development. In addition, there are emerging research themes outside of the traditional core topics, such as urban, events, and heritage tourism.

This analysis attempts a comparative specification of certain aspects of the country studies contained in this volume. The point of departure is the banking crises of the early 1990s (deep in Finland, Norway and Sweden, mini-crisis in Denmark and absent in Iceland) and the contrast to Iceland's financial meltdown in 2007/2008 (no crisis in the three, a new mini-crisis in Denmark). Detailed process tracing of the Icelandic crisis is provided. The case account is then used to shed light on the different roles of neoliberalism, economics expert knowledge and populist right-wing party formation in the five Nordic political economies.
