Abstract

Purpose

The purpose of this study is to measure and analyze the national innovation efficiency of organisation for economic co-operation and development (OECD) countries. This is to determine to what extent OECD countries efficiently use the elements that enable innovation activities possible in generating innovation outputs.

Design/methodology/approach

An input–output model was constructed to measure efficiency. The inputs and outputs in the research model are the input and output sub-indices of the Global Innovation Index. Data envelopment analysis was used to measure the national innovation efficiency levels of OECD countries.

Findings

The results show that national innovation efficiency is generally high in OECD countries. However, some countries lag behind in innovation efficiency. OECD countries’ ability to create and provide the elements that enable innovation activities is higher than their ability to create innovation outputs. OECD countries have a good innovation environment and a high level of resources, but they should focus on how to create more innovation outputs.

Originality/value

This study presents a measurement of national innovation efficiency of OECD countries which contributes “Innovation Strategy” agenda. The results empirically show that overall innovation indices cannot be the only indicator of the performance of national innovation systems. In this study, an innovation efficiency/performance matrix is constructed to present the relative positions of the countries to help in examining countries’ strengths, weaknesses and potentials based on innovation efficiency and innovation performance simultaneously. This study contributes to the literature by presenting a broader perspective and measurement of national innovation efficiency by taking an extensive number of indicators into account.

Abstract

Purpose

The paper concerns the research problem of how to analyse the performance of a knowledge society as a whole, and in particular, of how to analyse national intellectual capital. The paper aims to build a conceptual foundation for national intellectual capital performance, and based on this, to construct a multidimensional measurement system for Finland and to investigate its usefulness.

Design/methodology/approach

The framework and measurement system of national intellectual capital performance is constructed on the basis of the intellectual capital and knowledge management research literature. The illustration of the measurement system is carried out using empirical data from various institutions.

Findings

The paper argues for the strategic, dialogic and societal measurement of national intellectual capital.

Research limitations/implication

There was neither an exact purpose of measurement nor a detailed strategy for the knowledge society to aim at. Because of this, the measurement system serves as an illustrative example that provides a starting point for more in‐depth case studies on national intellectual capital.

Practical implications

This paper is targeted at policymakers and government officials concerned with questions related to national knowledge‐based development. The framework and measurement system constructed can serve as a basis for the strategic measurement of knowledge societies.

Originality/value

The paper shows how to apply the concept of national intellectual capital performance to analyse knowledge society. The approach proposed takes into account the strategic nature of national intellectual capital that has been ignored in earlier studies.

Abstract

Purpose

With increasing globalization, supply chain management in various national cultures requires understanding. This study aims to examine the moderating effects of individualistic and uncertainty avoidance cultures on the relationship between supply chain integration (SCI) and different dimensions of firm performance (i.e. flexibility and financial).

Design/methodology/approach

This study collected 124 pairwise survey data from supply chain and senior managers of retail firms in 35 countries. Hofstede’s national culture index was used to examine the moderating effects. Structural equation modeling and regression analysis were used to test the model.

Findings

Results corroborate that in a higher uncertainty avoidance culture, the positive influence of SCI on flexibility performance is stronger, but that on financial performance is weaker. By contrast, individualism reduces the positive influence of SCI on financial performance, but does not moderate that on flexibility performance.

Originality/value

This paper proposes a contingent model for SCI-performance relationships by integrating the relational view and the national cultural perspective. Critical national cultural dimensions moderate the effects of SCI on flexibility and financial performance. Therefore, operational managers should design differential SCI strategies in various cultural settings.

Abstract

Purpose

The aim of this paper is to explore whether national diversity in the form of national variety (differences in kind, e.g. number of nationalities) has a positive effect on group processes and performance whereas national separation (differences in attitudes and beliefs; i.e. social distance and national stereotypes) has a negative effect.

Design/methodology/approach

This cross-cultural comparative study examines the moderating role of national diversity in the relationship between social attitudes on conflict and performance across two samples. Participants are presented with one of the two national variety conditions (low or high national variety) who then report on social distance, national stereotype, conflict, and performance.

Findings

National separation negatively relates to performance and positively relates to conflict. However, there is less conflict and higher performance, despite national separation, when there is high national variety.

Research limitations/implications

This study is limited to individual perceptions. Research could be extended to experienced conflict and effects of individual national separation on conflict and performance at the group level.

Practical implications

Although social distances and negative stereotypes may not be completely eliminated, the results imply that managers can modify the effects by promoting and celebrating national variety. The results show that even conflict is modified (task conflict increases while relationship and process conflict decreases) when there is national variety despite social distances and negative stereotypes.

Originality/value

This study contributes to workgroup research on diversity and conflict management by exploring social attitudes and opinions. Individual attitudes are the bases of group processes and this study attends to two of the social attitudes that need to be added to our understanding of group processes.

Abstract

Purpose

For decades, expatriate scholars have understood that the individual factors of cultural humility and ethnocentrism and the contextual factors of feedback and support affect expatriates’ outcomes. The study, rooted in the observation that great advice and support are often ignored by expatriates, seeks to uncover why. Based in the humility literature, the authors test whether individual differences interact with support to affect expatriate performance. The paper aims to discuss these issues.

Design/methodology/approach

The authors surveyed a matched sample of 62 expatriates and their supervisors from one multinational organization.

Findings

The study found that expatriates higher in cultural humility benefit more from the support and feedback offered in the host national work environment which, in turn, facilitates better supervisor ratings of performance. The authors also found that expatriates’ ethnocentrism has a direct negative influence on their ratings of performance.

Research limitations/implications

The findings in the study are focussed and robust, but tested within a single organization. That said, the authors believe the results have implications for expatriate selection and for ways to manage the host national environment to improve expatriate performance.

Originality/value

The study joins the research conversation on how expatriates’ individual differences interact with the environments in which they are placed to affect their success. This study also underscores the importance of humility in the global professional context.

Abstract

Purpose

Amidst the scarcity of resources, it is undisputable that an effective public procurement performance measurement system (PMS) is required particularly in county governments, especially for Kenya to realize its ambitions in devolved governance system. County governments cannot be effectively evaluated on their performance if the long-term, strategic impact of public procurement processes and projects is not captured. Arising from this backdrop, this study aims to determine the predictors of strategic procurement performance metrics (SPPM) adoption in public procurement PMS of county governments.

Design/methodology/approach

Anchored on institutional theory and public sector scorecard model, a survey research design was adopted where data were collected through census from 115 respondents working in procurement, finance and stores department of Kakamega county government. Data were collected using questionnaire (75.56% response rate) and key informant interviews, and analyzed by using multiple regression model and ordinal logistic regression models.

Findings

Multiple regression model and ordinal logistics regression revealed that national government support negatively and significantly, and regulatory framework positively and significantly affects the adoption of SPPM.

Practical implications

There is need for formal mechanism that will enable the national government in partnership with the council of governors to be proactively involved in developing procurement performance measurement capacity of county governments. This study’s findings also provide suggestions for a working regulatory framework required for the adoption of SPPM by county governments.

Originality/value

This work adds value to the prevailing body of knowledge on public procurement PMS in the public sector.

Abstract

Purpose

This research seeks to explain how a national government becomes capable of constructing an account of its biodiversity performance that is aimed at enabling formulation of policy in pursuit of SDG 15: Life on Land.

Design/methodology/approach

The research examines a case study of the construction of the UK government's annual biodiversity report. The case is analysed to explain the process of framing a space in which the SDG-15 challenge of halting biodiversity loss is rendered calculable, such that the government can see and understand its own performance in relation to this challenge.

Findings

The construction of UK government's annual biodiversity report relies upon data collected through non-governmental conservation efforts, statistical expertise of a small project group within the government and a governmental structure that drives ongoing evolution of the indicators as actors strive to make these useful for policy formulation.

Originality/value

The analysis problematises the SDG approach to accounting for sustainable development, whereby performance indicators have been centrally agreed and universally imposed upon all signatory governments. The analysis suggests that capacity-building efforts for national governments may need to be broader than that envisaged by the 2030 Agenda for Sustainable Development.

Abstract

Purpose

This study aims to design a national innovation capability appraisal model. This would indicate Iran’s competitiveness situation among regional countries and suggest factors influencing Iran’s performance promotion.

Design/methodology/approach

The methodology included four sections: bibliometric analysis to discover intellectual evolution of innovation capability and related concepts; construction of a multi-division structure of national innovation capability according to the clusters extracted from bibliometric results, and experts’ opinions; creating dynamic network data envelope analysis (DEA) according to designed structure, and analysis of Iran’s performance among regional countries; identification and prioritization of the factors extracted from experts’ opinions that improve Iran’s performance in created network using Fuzzy decision-making trial and evaluation laboratory method.

Findings

The contemporary bibliometric analysis by its extracted clusters proved the necessity of a multi-division for measuring national innovation capability performance that each division and indicators of each step were designed according to clusters concepts. In designed structure, dynamic network DEA results revealed the weakness of Iran’s performance in the third division in the transformation of patents and high-tech imports to high-tech and creative exports, which led to proposing improving factors by getting experts’ opinions to enhance Iran’s performance in this division by prioritizing them.

Research limitations/implications

One of the limitations of this research was that the indicators used in three phases of national innovation capability in DEA were extracted only from the World Intellectual Property Organization database. Another limitation was the number of experts in focus group sessions because due to the difficulty of gathering them in one session, the researchers lost the participation of some of these recognized experts. Also, the research concentration was on the improvement of the third phase of national innovation capability, in which Iran’s performance was weak.

Originality/value

Creating a relationship between the divisions of dynamic network DEA, as a national innovation capability appraisal model, and the concepts of clusters extracted from reviewing the intellectual structure and evolution of innovation capability and related concepts.

Purpose

The purpose of this paper is to explore the development of strategic performance indicators at the National Library of Scotland (NLS) over the past two years in response to the introduction of a new corporate strategy and the introduction of an outcome‐based public performance framework by the Scottish Government

Design/methodology/approach

The paper describes how NLS has developed and improved management of performance information and how the cultural, management and implementation issues have involved. At the same time, NLS has sought to align key performance indicators with the political agenda of the Scottish Government and the paper looks to future developments, particularly in developing outcome indicators which meet both government and NLS needs.

Findings

The development of strategic PIs meeting both library and governmental requirements if both practical and feasible.

Originality/value

The paper reports a journey of growth and development in performance measurement in a major national library, offering an example for similar libraries worldwide.

Abstract

Purpose

This work aims to analyse money prizes awarded in European football club competitions organised by UEFA and the impact of these prizes on club performance in National Leagues. In pursuing this objective, the authors discuss the overall effect on the competitiveness of national leagues. The ultimate goal is to provide valuable insights and useful indications relating to the future of National and European Professional Football Competitions, a topic of increasingly heated debate. The authors specifically address the possible creation of a European Super League.

Design/methodology/approach

In order to test the specific impact of UEFA money prizes on clubs' national performance, the authors applied two multiple regression models, with a sample of clubs participating in four out of the big five National Leagues in European Football over the period 2013–2108. The authors used a series of economic variables as control variables, in keeping with previous studies on similar topics as presented in the literature review.

Findings

The results of the analyses show that money prizes have a significant and specific impact on European club competitions organised by UEFA in terms of improving national sport performances for clubs participating in said competitions. More in detail, the authors found this degree of impact not only in the season when this money was awarded but also in the following season.

Originality/value

The originality of the paper lies in the empirical demonstration of the role of European competitions (via UEFA money prizes impacting clubs' national performances) in consolidating a general downward trend in competitive balance in the most important European Leagues.
