Abstract

Purpose

This paper aims to study user acceptance of one of the Malaysian e-government services known as MyEG via a theoretical framework. The results are compared to a similar research conducted in Singapore. The motivation and benefits derived from this research can be used to improve the overall quality of services provided by MyEG and to enhance the efficiency as well as accountability of this e-government service.

Design/methodology/approach

This research was conducted by applying a theoretical framework known as technology acceptance model involving several factors such as intention to use, perceived ease of use, perceived usefulness, image, compatibility and trust. The research data were then validated by examining similar factors that had significance results, followed by the development of a simple prototype.

Findings

The results obtained from this research would be beneficial to enhance the level of adoption among the citizens in Malaysia. The identification of the different factors influencing the acceptance levels of users can also provide a better vision on the end-user perspective for MyEG developers and lead them to achieve better results in future platform developments. In addition, this study also fills the current existing gap in e-government research of Malaysia and contributes to the literature on the public users’ perspective of e-government services.

Practical implications

The results from this research would provide effective guidance to developers of e-government platforms to include specific criteria that would attract the general public in using the platforms.

Social implications

Besides that, it provides a new perspective from the general public on their interest to use any e-government platform specifically MyEG.

Originality/value

The findings of this research would assist in the improvement of the implementation and adoption of the current MyEG system. Besides that, this research will allow researchers to gain new insights about e-government services and apply the knowledge to further improve the current and other platform development.

Purpose

This paper aims to examine the potential liability of companies and their board members arising from the use of digital technology and social media as communication and engagement tools with investors and shareholders.

Design/methodology/approach

The research relies on a qualitative study using legal analysis of corporate and capital market laws as well as the outcome of legal proceedings and regulatory actions to ascertain conduct that could expose companies and boards to liability risks.

Findings

Social media characteristics expose unwary directors and companies to potential liability for oppressive conduct, selective disclosure or misleading statements.

Research limitations/implications

This paper informs boards and companies of the types of conduct that could expose companies and boards to liability when social media is relied on to communicate with shareholders and investors.

Originality/value

The paper contributes to the literature on social media, capital market and corporate communication by presenting the legal perspective concerning reliance on social media as shareholders’ engagement and corporate communication tool.

Abstract

Purpose

This study aimed to analyse the role of the Waqf Fund Scheme, by taking Penang (or Pulau Pinang) as one of the states in Malaysia as a sample of the study. Waqf Fund Scheme was established by the Islamic Religious Council of Penang, Majlis Agama Islam Negeri Pulau Pinang (MAINPP), in an effort to develop the economy of the Muslim community in the state.

Design/methodology/approach

This study analysed the contribution that this endowment fund makes towards a comprehensive scheme of economic development, namely, in terms of the economic, spiritual and social welfare of the Muslim community in Penang. The primary source of data was obtained through interviews conducted by the researcher with the Manager of the Waqf Fund Scheme, the Head of Administration and Finance Section and the Account Executive of MAINPP. The researcher also interviewed respondents from four institutions that were beneficiaries of the Waqf Fund Scheme.

Findings

The findings of this research show that the endowment fund scheme plays an important role in the economic development of the Muslim community in Penang. The Waqf Fund Scheme contributes by way of providing a financing facility towards the acquisition of waqf assets or through cash support channelled to associations or committees of a masjid.

Research limitations/implications

This study only focuses on Waqf Fund Scheme which was established by MAINPP.

Practical implications

This study is expected to contribute to the improvement of the Waqf Fund Scheme management.

Originality/value

The paper is the first attempt to address the Waqf Fund Scheme contributions by MAINPP, particularly in Penang.

Abstract

Purpose

The purpose of this paper is to assist in understanding that eGovernment is more than the implementation of IT. There are changes to the fundamental mechanisms of public governance including roles of citizens, organisations and government. This study explores the views, roles and responsibilities of stakeholders in promoting eGovernance, with a focus on countries that are in the early stages of developing their ICT strategies.

Design/methodology/approach

An exploratory case study approach is used based on the Malaysian experience. A combination of interviews and comments from questionnaires are used to examine government and citizens' viewpoints concerning eGovernment development.

Findings

While these are preliminary, the qualitative findings are intended for reflection, as well as, suggestions for action. They include: creating eCitizen partnerships; narrowing the digital divide; finding consensus on structures and roles in an eGovernment strategy. The discussion calls for collective stakeholder involvement of government and citizens as partners in order to promote social inclusion.

Research limitations/implications

The study is exploratory and the findings cannot be considered as representative. However, they indicate areas for improvement. A second more robust empirical study is envisaged with more emphasis on application of stakeholder theory and techniques.

Originality/value

The debate is about collective social responsibility, arguing for social inclusion through the development of eGovernance for the national good which promotes concepts such as eDemocracy and eCommunity through stakeholder participation and partnership.

Abstract

Purpose

The Malaysian Government through the interventionist stance created an enabling environment for SMEs. Deliberate efforts for economic development started in the form of Industrial Estates and Export Processing Zones since early 1990s. This paper is a brief account of government efforts and its result for cluster development, in the light of recent literature. It is found that despite consistent efforts, the Malaysian answer to Silicon Valley – Multimedia Super Corridor (MSC) – could not become an industrial cluster in a strict manner of the term used in the industrial cluster literature. This review highlights an array of bottlenecks that impede the competitiveness of MSC. The critical observation is that the SME firms in this “constructed cluster” are not enjoying the benefits of co-location externalities rather consider government’s financial support as an important factor affecting their co-location decision. In the absence of the significant qualitative research in the Malaysian cluster milieu, the purpose of this paper is the unique attempt to compile the previous results of significant work on the MSC and proposes future directions of research on policy-led clusters.

Design/methodology/approach

This paper synthesized and arranged most recent literature on economic development efforts made by Malaysian Government. Furthermore, it highlights the issues faced by policy-led cluster of MSC.

Findings

There is scant research on policy-led clusters like MSC where government plays an instrumental role from conception of this ICT cluster to development of programs and initiatives for the sustainability of it. However, the review of recent studies indicates that MSC faces some limitations to perform as cluster. There is a strong evidence that firms are not enjoying the benefits of clustering rather are attracted toward the financial incentives offered by the government in return of the firms co-location decision.

Research limitations/implications

The theoretical contribution of the review is that it signals the scarcity of both breadth and depth of literature on policy-driven cluster. Although, few notable attempts indicated how cluster initiatives influence the clusters, yet various dimensions need to be explored in order to reach the conclusive findings. The current review provides a strong foundation for further empirical research. For example, the other possible avenues could be, cluster evaluation practices in policy-led clusters; enablers and barriers to innovation in policy-led clusters; development of comprehensive indicators for principled engagement, shared motivation and joint actions in collaborative initiative development and the relational dimension of networks like technological distance between the focal firms and local SMEs.

Practical implications

The review highlights that government agencies and the firms in the policy-led clusters perceive the cluster initiatives differently. For government an initiative may be a success but for firms it may be just eyewash. This perceptual difference can disrupt the government efforts for this cluster. Firms are dependent on Multimedia Development Corporation. They consider themselves as a guest in the cluster and expect that government will provide everything. Mere presence/attendance of firms in the programs may not indicate the effectiveness of the initiative.

Originality/value

The prime objective of the review was to highlight an array of bottlenecks that impede the competitiveness of MSC to become an ICT cluster. Since there is a dearth of significant qualitative research in the Malaysian cluster milieu particularly with respect to cluster initiatives taken in MSC, this review therefore is a unique attempt that compiles the previous results of significant work on a policy-driven MSC (ICT cluster) and proposes future direction of research on policy-led clusters.

Abstract

Purpose

Studies showed that a proactive delivery system employing innovative artificial intelligence (AI) in urban services might perform better. This has become an important national policy for many countries. Thus, this study aims to explore the influence of AI in urban services in Malaysia.

Design/methodology/approach

Official documents such as Structure Plan and Government Transformation Programme Policy Document covering various levels of cities in Malaysia, articles related to urban studies mostly written by researchers regarding urban growth in Malaysia and the Urban Development Bulletin from the Federal Department of Town and Country Planning from 1957 to date were reviewed and analysed.

Findings

The findings show that the influence of AI in urban services has long existed and been carefully planned by local authorities since colonial times. The development of global digital technology influences the upgrading of AI in urban services in Malaysia. Also, the success of AI in these municipal services is influenced by the rate of information technology literacy among the urban population. These developments have led to the definition of a conceptual city.

Research limitations/implications

This paper's findings and conclusion were based on reviewed literature but did not compromise the strength of this paper. Thus, as part of the implications for future research, mixed-methods research design has been suggested.

Practical implications

As part of the implications, this article intends to promote AI in urban services in Malaysia and other developing countries with similar urban services challenges.

Originality/value

This paper encourages AI applications in urban services because it enhances service delivery performance. This intends to key stakeholders to promote AI via policies across Malaysia's urban services as part of the study implications.

Abstract

Purpose

The existence of policy serves as a guideline to facilitate actions and decisions to be taken. Electronic records management should be driven and guided by clear, comprehensive, understandable policy, to direct the organization and ascertain the effectiveness of functions implemented. The purpose of this paper is to find out whether government agencies in Malaysia do possess such a policy for electronic records management. In addition, the aim is to identify the responsible party for the policy besides investigating the sources referred to in developing the policy.

Design/methodology/research

The survey employs a questionnaire to gather the data from 25 selected government departments in Klang Valley and Putrajaya, Malaysia.

Findings

As anticipated, not all government departments possess electronic records management policy far from complete, clear, and easy to implement. Most surveyed samples are executing policy provided by Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) and National Archive of Malaysia (NAM) with some modifications to suit their needs. On the other hand, the number of organization carrying out electronic records management without any policy in place is alarming.

Practical implications

Electronic records management is carried out in some organisations merely based on their instinct and initiatives, far from complying with international standards of best practice.

Originality value

This paper provides evidence from an original study.

Abstract

Purpose

This paper aims to empirically examine the factors that affect the adoption of online banking in Vietnam. Perceived usefulness, perceived ease of use, trust and government support were examined to determine if these factors are affecting online banking adoption.

Design/methodology/approach

A survey was distributed to 156 respondents in Vietnam with 103 usable samples giving a response rate of 66 percent. Data were analyzed by employing correlation and multiple regression analysis.

Findings

The results showed that perceived usefulness, trust and government support all positively associated with the intention to use online banking in Vietnam. Contrary to the technology acceptance model, perceived ease of use was found to be not significant in this study.

Research limitations/implications

This study was conducted in Vietnam and future research can use this model to study the adoption of online banking in other countries.

Practical implications

The results allow banks' decision makers to develop strategies that can increase the adoption of online banking. Banks should improve the security and privacy of the web sites, which will increase the trust of users. Banks should also create features which are useful to users and make sure users are aware of these features. Lastly, government should also play a role to support banks in their efforts to increase online banking adoption.

Originality/value

The findings allow the factors that can influence the adoption of online banking in Vietnam to be understood. Unlike existing studies based on Technology Acceptance Model (TAM), this study includes both security and government support on top of the existing variables used in TAM. Most studies on adoption of online banking are focused on developed countries. By focusing on Vietnam, this model can also be applied to other countries which are relatively new to e‐commerce and online banking.

Abstract

Purpose

Despite the fact that the success of e-government services is contingent on their continuous usage, the continuance intention to use e-government services has received extremely little scholarly attention. This study aims to investigate the determinants of the residents’ continuous intention to use e-government services.

Design/methodology/approach

The research model was developed based on the integration of technology continuance theory along with trust, transparency and habit constructs. The authors adopted a survey approach to collect the data. The data were collected using an online questionnaire from 260 residents of Penang in Malaysia.

Findings

Results revealed that transparency has a positive effect on both perceived usefulness and trust. Contrary to earlier studies on e-government, perceived ease of use was found to have no significant relationship with residents' perceived usefulness. Similarly, the results also demonstrated that habit was not significantly related to users’ continuous intention to use e-government services. This study also applied importance-performance analysis map analysis and discovered that perceived usefulness has the highest impact on continuous intention to use e-government services, whereas satisfaction was found to have the least effect.

Originality/value

This study used an integrative framework and presented an in-depth knowledge of the basic aspects that contribute to the post-adoption usage process and resident satisfaction, trust and attitude towards e-government services.
