Abstract
Purpose
The purpose of this paper is to develop an integrated multi-risk identification procedure for World Cultural Heritage (WCH) sites exposed to seismic events, while considering characteristics of disasters from earthquakes in a multi-hazard context on one side and particular aspects of WCH (e.g. outstanding universal values and associated condition of authenticity and integrity) on the other.
Design/methodology/approach
An interdisciplinary review of current relevant approaches, methods, and practices is conducted through the existing literature of disaster risk management, heritage conservation, and seismology. Furthermore, a document analysis of concrete cases affected by seismic events supports concepts and the procedure.
Findings
This paper results in a methodology of identifying multi-risk of disasters induced by earthquakes. A bow-tie analysis diagram in combination with a risk identification matrix is developed for illustrating a multiple emergency scenario in identifying possible impacts of earthquakes’ primary effects, secondary hazards, and human-threats on tangible and intangible attributes of cultural properties.
Practical implications
The research aims to provide specialists and practitioners from multiple sectors engaged in pre-disaster risk mitigation and preparedness plan for cultural heritage with a practical risk identification tool. The proposed method, in a multiple hazard context, intends to enhance risk assessment procedure for determining more appropriate risk reduction strategies in the decision-making process.
Originality/value
This paper, through emphasising “earthquake disaster risk” rather than “earthquake risk”, illuminates the significance of quake-followed secondary hazards, potential human-induced hazards and human errors in the risk identification process, due to the fact that while a disaster may begin with a quake, its full scope might be triggered by a combination of the mentioned potential threats.

Abstract
Purpose
This paper explores the building blocks of risk governance systems that are equipped to manage systemic risk in the 21st century. Whilst approaches to risk governance have been evolving for more than a decade, recent disasters have shown that conventional risk management solutions need to be complemented with a multidimensional risk approach to govern complex risks and prevent major, often simultaneous, crises with cascading and knock-on effects on multiple, interrelated systems at scale. The paper explores which risk governance innovations will be essential to provide the enabling environment for sustainable development that is resilient to interrelated shocks and risks.
Design/methodology/approach
This interdisciplinary literature review-based thought piece highlights how systemic risk is socially constructed and identifies guiding principles for systemic risk governance that could be actionable by and provide entry points for local and national governments, civil society and the private sector. particularly in low- and middle-income countries (LMIC), in a way that is relevant to the achievement of the 2030 Agenda for Sustainable Development. This considers preparedness, response and resilience, but more importantly prospective and corrective risk control and reduction strategies and mechanisms. Only when systemic risk is framed in a way that is relevant to the political agendas of countries will it be possible to begin a dialogue for its governance.
Findings
The paper identifies opportunities at the global, national and local levels, which together draw up a viable framework for systemic risk governance that (1) embraces the governance of sustainability and resilience through a strengthened holistic governance framework for social, economic, territorial and environmental development; (2) improves managing conventional risk to ultimately manage systemic risks; (3) fosters the understanding of vulnerability and exposure to gain insight into systemic risk; (4) places a greater focus on prospective risk management; (5) manages systemic risk in local infrastructure systems, supply chains and ecosystems; (6) shifts the focus from protecting privatized gains to managing socialized risk.
Originality/value
The choices and actions that societies take on the path of their development are contributing intentionally or unintentionally to the construction of systemic risks, which result in knock-on effects among interconnected social, environmental, political and economic systems. These risks are manifesting in major crises with cascading effects and a real potential to undermine the achievement of the SDGs, as COVID-19 is a stark reminder of. This paper offers the contours of a new risk governance paradigm that is able to navigate the new normal in a post-COVID world and is equipped to manage systemic risk.

Abstract
Purpose
Understanding risk is more than just modeling risk; it requires an understanding of the development and social processes that underlie and drive the generation of disaster risk. Here, in addition to a review of more technical factors, this paper aims to discuss a variety of institutional, social and political considerations that must be managed for the results of a risk assessment to influence actions that lead to reductions in natural hazard risk.
Design/methodology/approach
The technical approaches and the institutional, social and political considerations covered in this paper are based on a wide range of experiences gleaned from case studies that touch on a variety of activities related to assessing the risks and impacts of natural hazards, and from the activities of the World Bank’s Global Facility for Disaster Reduction and Recovery.
Findings
Risk information provides a critical foundation for managing disaster risk across a wide range of sectors. Appropriate communication of robust risk information at the right time can raise awareness and trigger action to reduce risk. Communicating this information in a way that triggers action requires an understanding of the developments and social processes that underlie and drive the generation of risk, as well as of the wider Disaster Risk Management (DRM) decision-making context.
Practical implications
Prior to the initiation of a quantitative risk assessment one should clearly define why an assessment is needed and wanted, the information gaps that currently prevent effective DRM actions and the end-users of the risk information. This requires developing trust through communication among the scientists and engineers performing the risk assessment and the decision-makers, authorities, communities and other intended users of the information developed through the assessment.
Originality/value
This paper summarizes the technical components of a risk assessment as well as the institutional, social and political considerations that should be considered to maximize the probability of successfully reducing the risk defined by a risk assessment.

Abstract
Purpose
Online knowledge communities have emerged as crucial places for knowledge and risk management in the face of systemic risks. The vitality of online knowledge communities requires users’ active engagement. This research paper aims to explore how text complex level and text analytic level as effective risk knowledge design leverages encourage users’ engagement under different “riskification” levels.
Design/methodology/approach
This paper performs linguistic analysis on 210 TED talk transcripts and 38,377 comments from 2002 to 2018. The authors construct the variable of text complex level and conduct ordinary least squares regressions to test the relationships among text complex level, text analytic level and user engagement under different levels of “riskification” in the online knowledge community.
Findings
High text complex level decreases engagement, while high text analytic level increases engagement. A high level of “riskification” exaggerates the negative effect of text complex level but diminishes the positive effect of the text analytic level.
Originality/value
This research advances knowledge management by highlighting users’ engagement and responding to shared risk knowledge from a different perspective than knowledge supply. The focus on risk communication in online knowledge communities broadens the scope of knowledge management literature beyond the confines of organizations. To the best of the authors’ knowledge, this research is among the first studies to propose risk knowledge design approaches for communicating systemic risks.

Abstract
Purpose
This study aims to answer the following questions: what is the time scale in which areas downstream are affected by significant rainfall upstream, which areas are first affected, which areas are most affected, how effective is the current warning system in allotting an appropriate amount of time for evacuation, what has been the response time thus far utilizing the current warning system, how can this response time be im-proved using numerical simulation were addressed. The accu-rate prediction of floods and potential inundated areas is crucial for effective flood risk management and this paper analyses the model created for the July 12, 2012 Kumamoto flood event.
Design/methodology/approach
Using GIS, LIDAR, SIS and levelling field survey data, the inundated areas were mapped; the sequence of events and the distribution of flood waters were recreated using numerical analysis and modelling. The inundated areas generated by the model were then compared to the actual inundated areas.
Findings
The Tatsuda Ichi Chome area was completely inundated within 40 minutes of the first pooling of flood waters, whereas the Tatsuda Jin area was completely inundated within 20 minutes of the initial pooling of flood waters.
Originality/value
This research provides empirical evidence of flood impacts and highlights the benefits that can be derived from incorporating accurate flood modelling results into flood risk management systems, as well as extends the methodological approaches of flood risk management.

Abstract
Purpose
Cities across the globe, particularly those of the less developed world, face long-term challenges associated with floods which impact negatively on the resilience of city systems and their inhabitants. In the city of Maroua, most urban management stakeholders have been unable to integrate flood resilience research into urban development issues. It is against this background that the purpose of this paper is to evaluate the governance issues constraining the deployment of flood resilience strategies implemented by residents in flood-prone zones and those used by the government via administrative authorities and institutions charged with urban development to flood-related risks in the city of Maroua, Far North Region of Cameroon.
Design/methodology/approach
Field surveys, participant observations, interviews, and on-the-spot appraisals were carried out with residents in flood-prone neighbourhoods and municipal authorities on the state of recurrent floods including mitigating strategies being implemented.
Findings
The results revealed that Maroua has a fragile ecological setting which has increased the vulnerability of the town to flood-related risks. This is further aggravated by the fact that municipal authorities are yet to have a thorough mastery of such recurrent flood incidences due to their limited planning horizons, rendering the urban poor disproportionately susceptible to flood-related stresses. This exposes them to unavoidable flood associated hazards such as water borne diseases (typhoid and cholera) as they are bogged down by physical and financial limitations. Besides, decision-making processes in relation to managing urban systems are not guided by good governance as efforts to enhance and integrate the local population for flood resilience are neither participatory nor inclusive, ushering the urban environment of Maroua into a frivolous path to profligacy.
Originality/value
For resilience to be deeply entrenched, the paper proffers for the mainstreaming of flood resilience strategies into urban development plans through multi-stakeholder involvement across different sectors and departments, as well as the setting up of a practical time table for monitoring the progress of these measures through geospatial technologies such as remote sensing and geographical information systems.

Abstract
The Ba River catchment and delta on the island of Viti Levu, Fiji, supports a wealth of livelihoods and is populated by diverse communities who are living with an increased frequency and intensity of hydro-meteorological hazards (floods, cyclones and droughts). Participatory mapping as part of focus group discussions is a tool that can be used to elucidate communities’ understanding of the differing impacts of multiple hazards, as well as the strategies used to prepare and respond to different hazards. In this chapter, the authors present the results of qualitative research undertaken with members of three communities along the Ba River, from the Nausori highlands to the coastal mangroves, with a particular focus on recent floods (2009, 2012) and Tropical Cyclone Winston (2016). The communities draw on a wide range of livelihood strategies from fishing and agriculture to tourism and outside work. Natural hazard events vary in their impact on these livelihood strategies across the landscape and seascape, so that community members can adjust their activities accordingly. The temporal ‘signatures’ of ongoing impacts are also variable across communities and resources. The results suggest that taking a broad, landscape (and seascape) approach to understanding how communities draw livelihoods is valuable in informing effective and inclusive adaptation strategies for environmental change. Furthermore, documenting how the landscape is used in a mapped output may be a valuable tool for future social impact assessment for resource extraction activities.

Abstract
Purpose
Using risk-related data often require a significant amount of upfront work to collect, extract and transform data. In addition, the lack of a consistent data structure hinders the development of tools that can be used with more than one set of data. The purpose of this paper is to report on an effort to solve these problems through the development of extensible, internally consistent schemas for risk-related data.
Design/methodology/approach
The consortia coordinated their efforts so the hazard, exposure and vulnerability schemas are compatible. Hazard data can be provided as either event footprints or stochastic catalogs. Exposure classes include buildings, infrastructure, agriculture, livestock, forestry and socio-economic data. The vulnerability component includes fragility and vulnerability functions and indicators for physical and social vulnerability. The schemas also provide the ability to define uncertainties and allow the scoring of vulnerability data for relevance and quality.
Findings
As a proof of concept, the schemas were populated with data for Tanzania and with exposure data for several other countries.
Research limitations/implications
The data schema and data exploration tool are open source and, if widely accepted, could become widely used by practitioners.
Practical implications
A single set of hazard, exposure and vulnerability schemas will not fit all purposes. Tools will be needed to transform the data into other formats.
Originality/value
This paper describes extensible, internally consistent, multi-hazard, exposure and vulnerability schemas that can be used to store disaster risk-related data and a data exploration tool that promotes data discovery and use.

Abstract
Purpose
The purpose of this article is to review the status of current research on how disaster response can best adapt to the urban environment. It looks specifically at water supply assistance, analysing the role and interaction of the various stakeholders and, in particular, the relationship between aid agencies and water utilities.
Design/methodology/approach
The review is based on published and unpublished documents produced on the response to emergencies having taken place in developing countries in the last 30 years.
Findings
The article reproduces statistical data on the rising trends in the incidence of disasters in cities, which emphasizes the relevance of the subject. It also shows that the experience accumulated in the last decade on the response to urban disasters suggests that partnerships between water utilities and aid agencies are beneficial. But the means to achieve this partnership require a more in‐depth analysis.
Research limitations/implications
This review is based only on the literature and should be completed by a case study research in order to support and further develop its theses.
Originality/value
While the level of access to urban services in the developing countries has been extensively researched in “normal times”, there has been little exploration of its role in crisis situations. This article points out the value of such research and recommends that more analysis is carried out.
