Abstract

We study ceremonial adoption of voluntary standards, where participants adopt the standard in principle but do not change their practices. Ceremonial adoption can benefit individual participants, who may be able to reap the benefits of association with the standard at lower cost, but it can be problematic for overall levels of adoption. We conceive of ceremonial adoption as an interaction between strategic incentives of participants and social ties to their audiences, such that not all participants are likely to ceremonially adopt. Our setting is the Leadership in Energy and Environmental Design (LEED) certification for sustainable construction. We study the conditions under which projects register for LEED certification, allowing them to claim affiliation with LEED, but then do not actually finish certification. While our data are correlational in nature, our results suggest that studying the competition for audience members (in our case, occupants) can provide greater understanding of certification behavior as well as overall levels of adoption. Our findings have implications for organizations that design and maintain voluntary standards and for organization theorists who wish to understand field-level change. Thus, we provide more evidence that strategy and organizational theory interact in important and often unexamined ways.

Abstract

Real estate investment trusts (REITs) provide a mechanism through which investors can participate in the real estate market with liquidity and transparency. In this study, we benchmark the performance of 11 residential REITs for the period 2009–2013. The study tracks the performance of residential REITs through the economic crisis period. The data envelopment analysis (DEA) model uses well-performing units (efficiency of 1% or 100%) that are closest to the underperforming unit on the efficiency frontier as a “role model” (peer units) for the underperforming unit. In addition, the DEA model also calculates by how much a nonperforming unit should increase the output level or decrease the inputs level to be on the efficiency frontier (100%) (slack values). Thus, the DEA model identifies the underperforming units and the most feasible path to move to efficiency frontier. The DEA model identifies the peer units that are closely related to these units and calculates the value of the slack variables required to achieve the same efficiency level as their peers.

Abstract

Although rental housing has historically maintained a peripheral position within the community-building sphere, the current economic volatility is evidence of how imbalanced housing policy can impact overall stability, particularly among low-income people within low-income communities. Economic and other macro-environmental shifts will have lasting and poignant impacts on low-income geographies; therefore, the state of rental housing within the context of urban neighborhoods will continue to be a critical policy matter. This research explores whether the low-income housing tax credit (LIHTC) program encourages the development of housing with the physical and operational attributes that strengthen low-income neighborhoods. Given the program's growing dominance, this study analyzes whether specific characteristics associated with neighborhood revitalization are prevalent in LIHTC properties located within qualified census tracts. Also examined are the methodologies among nonprofit developers and for-profit developers relative to these development characteristics.

The findings indicate that properties under 50 units are more likely to be located within suburban qualified census tracts. Within the urban core, the results reveal that qualified census tract LIHTC developments are more often serving extremely low and low-income families. The research outcomes also show that nonprofit developers are more likely to serve lower incomes and utilize certified property management agents for these properties. Given the unique needs of urban and suburban low-income neighborhoods and a national environment that portents a growing dependence upon the LIHTC, the findings suggest that both enhanced coordination between state, regional, and local interests and innovation in resource allocation policy are critical to erasing the neighborhood divide that marginalizes low-income people in low-income communities.

In recent years, a wide range of psychosocial health interventions have been implemented among military service members and their families. However, there are questions over the evaluative rigor of these interventions. We conducted a systematic review of this literature, rating each relevant study (k = 111) on five evaluative rigor scales (type of control group, approach to participant assignment, outcome quality, number of measurement time points, and follow-up distality). The most frequently coded values on three of the five scales (control group type, participant assignment, and follow-up distality) were those indicating the lowest level of operationally defined rigor. Logistic regression results indicate that the evaluative rigor of intervention studies has largely remained consistent over time, with exceptions indicating that rigor has decreased. Analyses among seven military sub-populations indicate that interventions conducted among soldiers completing basic training, soldiers returning from combat deployment, and combat veterans have had, on average, the greatest evaluative rigor. However, variability in mean scores across evaluative rigor scales within sub-populations highlights the unique methodological hurdles common to different military settings. Recommendations for better standardizing the intervention evaluation process are discussed.

Abstract

Purpose

To look at the role of local decision-making and control in the face of a trend towards unified national and transnational disaster protocols. To look at the implications of a shifting rhetoric – from sustainability to resilience – for this issue.

Methods/approach

This chapter draws upon the author’s case studies of the 2009 H1N1 pandemic in New York City and Hurricane Sandy (2013) in New York City, as well as studies of Hurricane Katrina (2006) in New Orleans, to discuss governance issues.

Findings

Empirical studies confirm the importance of locally based decision-making and control. There are tensions between national disaster protocols and local decision-making; urban governance matters given differences in political culture, leadership, and community participation.

Social implications

We need a resilient social infrastructure as well as a resilient physical environment. Strong social institutions are an essential part of this process but communities must be given material, not only symbolic benefits.

Originality/value of chapter

The conclusion that the threat of natural disasters requires more rather than less autonomy in decision-making for the locality.

Furthermore, that the shift in objectives, from sustainability to resilience (mandating redundancy and sophisticated data retrieval) requires what we might call a more empowered city.

Abstract

This chapter examines the history and evolution of land use regulation in the United States. The economic effect and influence on neighborhood composition is considered. The work of political theorists Antonio Gramsci and Michel Foucault is utilized to analyze the practice of zoning in the United States. An overview of the Standard Zoning Enabling Act, which sets the foundation for zoning within the United States, is presented. Michel Foucault’s notion of “disciplinary power” and Gramsci’s theory of “environmental hegemony” are highlighted to elucidate how land use regulations have operated to enhance the social and economic status of some populations, while limiting the opportunities of others. The potential for changing land use polices is also discussed.

Strong home-school partnerships consistently and substantially benefit children’s academic and social development. Home-school partnerships are considerably affected by the settings in which they take place (e.g., rural, urban, suburban), the characteristics of the partners (e.g., parents and teachers), and their relationships with one another (parent-teacher partnerships). In rural communities, supportive home-school partnerships promote young children’s success but have proven difficult to implement. African American families with young children residing in rural communities experience unique social and institutional challenges and benefits that are particularly salient for fostering home-school partnerships. Thus, the landscape of rural communities is an important and essential consideration for understanding the intersection between race and home-school partnerships. This chapter focuses on the promise of positive home-school partnerships for rural African American children, their families, and their schools. Home-school partnership as an essential component of children’s academic and social development is defined, and sample home-school partnership intervention programs are described. Finally, existing policy investments related to the facilitation of home-school partnerships are explored and policy recommendations that promote such partnerships are discussed.
