Abstract

Purpose

This study aims to investigate whether social investment (SI) policies improve employment among single mothers.

Design/methodology/approach

This paper analyzes the potential effects of SI policies on vulnerable individuals and workers at the macro level by using the employment position of single mothers as a dependent variable. Time-series cross-national data from 18 OECD countries between 1998 and 2017 are analyzed. Multilevel model analysis is also used for robustness check.

Findings

I find that public spending on education and family support is positively associated with the employment rates of single mothers. In contrast, active labor market policy (ALMP) spending is negatively associated. ALMP’s negative effects stand out particularly with public spending on job training. Of all family support policies, family allowances are positively associated with single mothers’ employment, which runs counter to the conventional argument that family allowances are a disincentive for women’s or mothers’ employment. Paid leave (length and generosity) is also associated with higher employment for single mothers. There is also some tentative evidence that public spending on maternity leave benefits (spending level) may raise the odds of single mothers being employed, when individual-level factors are controlled for in multilevel analysis we implement for robustness check.

Research limitations/implications

This paper does not analyze the effects of the qualitative properties of SI policies. Future research is necessary in this respect.

Originality/value

The effects of SI policies on employment among single mothers have not yet been examined in the literature. This paper seeks to be a first cut at measuring the effects.

Abstract

Purpose

This paper evaluates the short-term impact of childcare centres' closures, due to COVID-19 restrictions, on Brazilian mothers' labour force participation and employment rates.

Design/methodology/approach

Formal education is non-mandatory according to Brazilian law until the age of four, allowing the identification of children that attend childcare centres and of those that do not attend. Using data from the Brazilian Household Survey, PNAD Contínua/IBGE, the authors construct a two-period panel with women sampled in the second quarter of 2019 and 2020. The authors apply propensity score matching and differences-in-differences methods to control selection into treatment.

Findings

The results show a negative impact in terms of employment for mothers whose children attended a childcare centre before the COVID-19 pandemic. But there was no impact in terms of labour force participation rates. Investigating heterogeneous effects associated with childcare centres' closures, the authors find that women with fewer years of schooling, with children aged two or three years old and located in urban areas, suffered greater penalties in the labour market due to the closure of childcare centres.

Originality/value

Few studies could distinguish the pandemic effects directly associated with childcare centres' closures. The paper is the first to analyse the Brazilian case, undertaking an original approach to handle the problem of selection bias. The results help identify the most vulnerable groups of women in the labour market, shedding light on the importance of childcare centres on women's labour supply and of compensating mechanisms to serve as protection during the crisis.

Abstract

The protective aspects of relationships for health have been extensively studied. Here, we assess whether different dimensions of partnership status at the time of a child’s birth are associated with better self-assessed health later in mid-life. Data are from three countries with different social welfare policies relating to union status and parenting: the US, the UK, and Norway. Results indicate that women who were partnered at first birth had better health at midlife in all three countries than women who were unpartnered. The analysis indicates no differences in the mid-life health of Norwegian women who were married or cohabiting at birth, whereas for US and UK women, being married at the birth of a first child is more beneficial for mid-life health than bearing the child in a cohabiting union. In the US, women who are least likely to marry do not demonstrate better mid-life health if they had wed relative to cohabiting. In the UK, in contrast, the women least likely to be married at the birth experience better returns if they marry. These findings highlight the importance of paying closer attention to heterogeneous treatment effects as they relate to childbearing, relationship status, and mid-life health.

Abstract

Purpose

The purpose of the study is to research the current state of fathers' involvement in childcare during parental leave and to assess attitudes of Russian population towards possible measures that can expand the use of parental leave by fathers in Russia.

Design/methodology/approach

The authors conducted a survey of Russian parents with children under the age of 18 months in 2022. The sample accounts for 1,000 people; the survey covered almost all Russian regions.

Findings

The authors found that the ideal workload of fathers is not expected to exceed a third of the total parental workload. Russian parents are not ready to admit dissatisfaction with the existing distribution of workload during parental leave. However, an egalitarian demand for greater involvement of fathers in parental responsibilities is forming, and an interest in transforming the parental leave policy is emerging.

Originality/value

The value of the study consists of assessing the effectiveness of measures that may have a beneficial effect on the use of parental leave by fathers, as well as identifying consequences of the possible introduction of mandatory parental leave for fathers.

Abstract

Purpose

This paper aims to explore how the competence-based vocational education and training (VET) curricula facilitate shaping of work values of VET students. It discusses methodological and ideological orientations of competence-based VET in teaching work values and discloses the typical characteristics of teaching work values in the VET system of Lithuania.

Design/methodology/approach

A quantitative research approach leading to a survey method is adopted to investigate how VET students acquire and apply work-related values and attitudes to work.

Findings

The survey of the VET students has disclosed that students are open to accepting different values of work, including cognitive values, social prestige and altruist values. However, orientation of the VET curricula to and provision of instrumental values lead to relatively weak internalization of the work values related to societal and spiritual dimensions.

Originality/value

The paper provides empirical evidence regarding the implications of the competence-based curricula for teaching students work values in the school-based VET.

Abstract

Purpose

This paper aims to clarify an impact of Maternity Benefits Act, 1961 (Amendment 2017) on job employment of working mothers. It proposes the certain facts that has positive impact on employment of women from the point of view of Government of India, but at the same time it highlights some negative implications that are faced by the employers and working mothers. The objective of this act is to provide a woman with a financial assistance and make her free from engaging in any work so as to protect health of “New Mother” and “New Born child”. Also, the act ensures women to take care of her child without having worry about loss of her job and loss of her employment.

Design/methodology/approach

This paper carries efforts of researcher done on the topic of “Impact of Maternity Benefits Act, 1961 (Amendment 2017)” and measures its impact on employers and job employment of working mothers in India through literature review from various sources like SCOPUS, EMERALD, EBSCO, PROQUEST, SAGE, etc. The paper opted for an exploratory study using the questionnaire approach of grounded theory, including 50 in-depth interviews of working mothers.

Findings

Outcome of this describes both positive and negative implications of this amendment on businesses and job employment of working mothers. It throws the limelight on implementation of this act in real life and identification of problems and stress faced by women employee either to get the job or to retain the job during pregnancy period which is very hazardous to the health of women and her inborn child also.

Research limitations/implications

Because of the chosen research approach, the research results may lack generalizability. Therefore, researchers are encouraged to test the proposed propositions further.

Practical implications

The paper includes implications of the Maternity Benefits Act, 1961 (Amendment 2017) on employers whether to hire women employee or not and on women though they are having capability to do work but because of ignorance of government on ensuring proper implementation of act, women are not getting opportunity to work after baby birth.

Originality/value

This paper fulfils an identified need to study and find some measures for effective implantation of Maternity Benefits Act, 1961 (Amendment 2017) so as to protect and regulate employment of women workers before and after child birth so as to increase female labour force participation rate.

Abstract

Purpose

This article analyzes the challenges Finnish single mothers experienced in their everyday lives during the COVID-19 pandemic. In studies on challenges to family life during COVID-19 lockdowns, single-parent families remain a largely understudied group.

Design/methodology/approach

The authors apply triple bind theory and ask how did Finnish single mothers manage the interplay between inadequate resources, inadequate employment, and inadequate policies during lockdown in spring 2020? These data come from an online survey including both qualitative and quantitative questions which was conducted between April and May 2020 to gather Finnish families' experiences during lockdown. This analysis is based on the qualitative part of the survey.

Findings

This study's results show that lockdown created new inadequacies while also enhancing some old inadequacies in the lives of Finnish single mothers. During lockdown, single mothers faced policy- and resource-disappearances; accordingly, they lost their ability to do paid work normally. Furthermore, these disappearances endangered the well-being of some single mothers and their families.

Originality/value

This article contributes to the wider understanding of everyday lives of single mothers and the challenges COVID-19 pandemic created. Moreover, this study provides knowledge on the applicability of the triple bind theory when studying the everyday lives of single mothers.

Abstract

Purpose

This paper aims to explore challenges and opportunities of shifting from physical to virtual employment support delivery prompted by the Covid-19 pandemic. It investigates associated changes in the nature and balance of support and implications for beneficiary engagement with programmes and job search.

Design/methodology/approach

The study draws on longitudinal interviews conducted with beneficiaries and delivery providers from a neighbourhood-based employment support initiative in an English region with a strong manufacturing heritage between 2019 and 2021. The initiative established prior to the Covid-19 pandemic involved a strong physical presence locally but switched to virtual delivery during Covid-19 lockdowns.

Findings

Moving long-term to an entirely virtual model would likely benefit some beneficiaries closer to or already in employment. Conversely, others, particularly lone parents, those further from employment, some older people and those without computer/Internet access and/or digital skills are likely to struggle to navigate virtual systems. The study emphasises the importance of blending the benefits of virtual delivery with aspects of place-based physical support.

Originality/value

Previous studies of neighbourhood-based employment policies indicate the benefits of localised face-to-face support for transforming communities. These were conducted prior to the Covid-19 pandemic and the more widespread growth of virtual employment support. This study fills a gap regarding understanding the challenges and opportunities for different groups of beneficiaries when opportunities for physical encounters decline abruptly and support moves virtually.

Abstract

Purpose

This work analyzes female immigrants’ integration in the dimensions of education, labor market participation and fertility in 15 European countries, considering individual characteristics, including cultural background, host countries’ attitudes towards immigrants, the role of women in the family and country-specific integration policy. All these aspects taken together are crucial to understand the main patterns of integration focusing on gender differences.

Design/methodology/approach

We focus on second- and first-generation male and female immigrants between the age of 25 and 41, with a length of stay of at least ten years. Enrollment ratios for tertiary education in parents’ countries, the total fertility rate and the female labor force in the mother’s country represent ethnic background. Diversity in the destination regions is captured by local attitudes towards immigrants, the perceived role of women and national policies to integrate migrants [Migrant Integration Policy Index (MIPEX)]. The data are drawn from the European Social Survey (ESS) for 2010–2018. Our results are based on ordinary least squares (OLS) and logit estimates; multilevel analysis was conducted.

Findings

We find significant evidence of gender role transmission from mother to daughter; age at immigration seems to be crucial to examine the importance of the culture of origin among immigrants. However, females are responsive to attitudes toward immigrants and gender equality in receiving societies, while integration policies, by defining the set of opportunities, may contribute to both genders’ tertiary education and women’s probability of being in the labor force.

Social implications

This work underlines that integration policies favoring equal rights as nationals may contribute to both women’s tertiary education and their probability of being in the labor force.

Originality/value

We explore female integration in Europe in the dimensions of education, labor market, fertility and the role of both immigrants’ cultural heritage and specific aspects of destination countries. Previous research, particularly in the USA, has generally focused on some of these features at the expense of a more comprehensive approach. This study builds upon the existing literature and contributes to it by taking a multifaceted approach to female integration in Western Europe, which presents not only an institutional context different from the USA but also some heterogeneity with respect to integration policies and socioeconomic factors.

Abstract

Purpose

To critically analyse how Latin American migrant women entrepreneurs living in Ireland and the UK negotiate their entrepreneurial and motherhood identities in transnational settings. The paper explores (1) how motherhood influences the choices of becoming entrepreneurs; (2) how women reconcile the social imaginaries of motherhood from their country of origin in the new contexts of settlement; and (3) the impact of these transformations on their businesses.

Design/methodology/approach

This paper draws on six biographical case studies (three in Ireland and three in the UK) and employs the theoretical lens of translocational positionality to analyse entrepreneurship as context-specific and relational processes that bring together a multiplicity of social and geographical locales.

Findings

Latin American women entrepreneurs navigate their roles as “good mothers” and “good businesswomen” by simultaneously (1) complying with core values of marianismo that confine them to traditional gender roles and (2) renegotiating these values in ways that empower them through entrepreneurship. Finally, juxtaposing these two contexts (Ireland and the UK), this study (3) illuminates the similarities of the ever-continuing gender power struggles of egalitarianism for Latin American migrant women in both contexts.

Originality/value

Despite the agreed need for exploring motherhood as one of the critical aspects shaping family and business cycles, this area needs to be sufficiently analysed in its intersection with ethnicity or migratory status, particularly with participants from the global South. This article aims at bridging that gap.
