Abstract

Purpose

Disasters and other emergencies are increasing, with millions of people affected by events like earthquakes, fires and flooding. The use of mobile emergency alert systems (MEAS) can improve people’s responses by providing targeted alerts based on location and other personal details. This study aims to understand the factors that influence people’s willingness to share the personal information that is needed to provide context-specific messaging about a threat and protective actions.

Design/methodology/approach

Drawing on protection motivation theory (PMT), this study proposes and tests a model of willingness to use personalised MEAS that incorporates key factors related to an individual’s appraisal of a potential threat (i.e. perceived vulnerability and severity) and coping capacity (i.e. response efficacy and self-efficacy), with deterrents like response cost and privacy concern. This study uses survey data from 226 respondents in New Zealand and SmartPLS to assess the model.

Findings

The results show how willingness to use MEAS is influenced by people’s appraisal of an emergency threat and their perception of how using MEAS would help them to cope effectively. Fear and perceived severity are significant motivators of MEAS use, along with coping appraisal. However, when the negative influences of privacy concern and response cost are strong enough, they can dissuade use, despite knowing the risks.

Originality/value

The study addresses a gap in research on the use of alert systems like MEAS, which require sharing of personal information and continuous engagement such as the real-time disclosure of one’s location. It confirms the significance of factors not studied in prior research, such as privacy concerns, that can dissuade use. This study also extends the application of the PMT in the context of emergency management.

Abstract

Purpose

This paper aims to look at a key trend shaking up universal service policy around the world – the emergence of mobile and wireless technologies as a central feature of telecommunications and convergent media.

Design/methodology/approach

The paper reviews the development of mobiles, and how they fit into the evolution of approaches to universal service. It then considers different facets of what mobiles represent for universal service, including the expansion of universal service, the relationship of access to universal service, spectrum management, and the user and innovation. The paper seeks to integrate these aspects into a consolidated account of what mobiles represent for universal service.

Findings

The paper finds that mobiles are providing timely access to basic telecommunications, and so we need to reconfigure the apparatus of universal service to acknowledge and build upon this. It finds also that there is a strong case for building mobility into definitions of universal service. Accordingly the paper advocates an evolution of the universal service concept to include mobility. In particular, there is a need for the role of mobile data, internet, and mobile media services to be evaluated – and thought about as part of the general policy discussions about building broadband platforms, and ensuring user access to and use of these. It suggests that there is now a rationale for explicitly giving an account of mobility in policies inspired by and relating to universal service. It recommends great adoption of new approaches to universal service, through flexible and open spectrum management, and also through policies that foster commons approaches. Finally, the paper suggests that stronger and more purposeful links be drawn between universal service and policies aimed at fostering innovation and at enabling and harnessing users (such as citizenship, cultural policies, and digital literacy).

Originality/value

The value of this paper lies in its dedicated focus on mobiles, and their implications are for rethinking universal service. To do so, the paper particularly draws upon user perspectives.

Abstract

Purpose

This paper aims to describe the phenomenon of multiple simultaneous un/natural disasters (MSDs). This study also aims to describe the importance and contribution of philosophy in describing MSDs warning and alarming systems.

Design/methodology/approach

The paper summarizes topics in the philosophy of MSDs that were covered in detail in previous research in order to continue with the topic of the philosophy of MSDs alarming and warning. A practical solution to conceptual paradoxes is researched by means of conceptual-morphological analysis.

Findings

The paper proposes a conceptual idea for MSDs alarming system which is its main topic; namely, it offers a conceptual solution to a series of practical-conceptual paradoxes that occur before, during and after MSDs.

Research limitations/implications

This is only a conceptual research, and it does not deal with particular technological solutions.

Practical implications

The proposed solution of this research could be implemented in various warning and alarm systems.

Originality/value

The proposed concept of a universal alarm system for MSDs was not previously proposed.

Abstract

Purpose

Fog computing is a new field of research and has emerged as a complement to the cloud which can mitigate the problems inherent to the cloud computing model such as unreliable latency, bandwidth constraints, security and mobility. This paper aims to provide detailed survey in the field of fog computing covering the current state-of-the-art in fog computing.

Design/methodology/approach

Cloud was developed for IT and not for Internet of Things (IoT); as a result, cloud is unable to meet the computing, storage, control and networking demands of the IoT applications. Fog is a companion for the cloud and aims to extend the cloud capabilities to the edge of the network.

Findings

Lack of survey papers in the area of fog computing was an important motivational factor for writing this paper. This paper highlights the capabilities of the fog computing and where it fits in between IoT and cloud. This paper has also presented architecture of the fog computing model and its characteristics. Finally, the challenges in the field of fog computing have been discussed in detail which need to be overcome to realize its full potential.

Originality/value

This paper presents the current state-of-the-art in fog computing. Lack of such papers increases the importance of this paper. It also includes challenges and opportunities in the fog computing and various possible solutions to overcome those challenges.

Abstract

Purpose

The aim of this study is to develop and redesign the Mobile Panic Button UI (PB1) application as an emergency notification service, as well as conduct a simulation on the use of the new version of the application.

Design/methodology/approach

This study used the operational research design with a theoretical research framework that followed input, process and output. Primary data were collected through observation, measurement and interview while the secondary data were obtained from literature review. The first step of the analysis was input analysis that included problem identification on the existing Panic Button as input, or PB 1 in this study. This was followed by the analysis of the planned second version of the Panic Button (PB2) development, starting from problem identification to trial and error testing and evaluation of the results of the simulation of seven types of emergency events that involved users, emergency response officers and experts.

Findings

The study shows that the first version of PB1, developed in and used since 2017 at Universitas Indonesia, still had several weaknesses, particularly in its inability to provide adequate information. Only 30% of the standards for a mobile emergency application were met by PB1, which affected the performance of emergency responses. This was one of the reasons why the new version of Panic Button UI (PB2) was developed. The new features in PB2 comprise the inclusion of features for collecting information on user's name and mobile phone number, emergency category options, victim information, photo/voice information, description on the nature of the emergency (text), location selection, emergency notification delivery, notification delivery popup and emergency notification delivery to the emergency response team (ERT) officer. The time needed for using the second version of the Panic Button UI mobile application is 20 s faster than the previous one. PB2 can accelerate response time and response action time; improve response accuracy; facilitate the emergency notification process; and facilitate emergency communication.

Originality/value

Various notification alert systems have been developed in many countries. However, there is a lack of information in Indonesia, especially in educational setting. This study is the first study on a notification alert system application applied in the university. Emergency response is critical due to the big impact of disasters. This study will inform the stakeholders or users, particularly those in educational institution on how to implement mobile app–based emergency response notification systems.

Purpose

Telephone calls are the predominant telecommunication mode in Sri Lanka. Consequently, leveraging voice-based applications for disaster communication would be acceptable and sustainable. The purpose of this paper is to realise the design requirements for an integrated voice-enabled alerting and reporting system, and then to use the lessons learned to influence disaster management researchers, practitioners and developers to invest resources in related new system developments.

Design/methodology/approach

The findings in this paper are from an experiment concerning interactive voice for connecting community-based emergency field operatives with their central co-ordination hub.

Findings

A particular challenge was in interchanging Sinhala and Tamil language speech data, generated by the Freedom Fone Interactive Voice Response, with the text-based “Sahana” disaster-management system for analysis and decision support. The Emergency Data Exchange Language interoperable content standard was adopted for mediation between the two disparate systems. Standard mobile phones were the interface linking the Community Emergency Response Team (CERT) members. Low quality voice transmissions over the GSM cellular infrastructure resulted in distorted data. This shortcoming was a barrier to automating transformations between text and speech.

Originality/value

Replacing those processes with human procedure significantly degrades their reliability. Nevertheless, the CERT members find voice-enabled information exchange useful and easy to use, because it diminishes the need for computer literacy and removes language barriers. The paper discusses the utility evaluation of the introduced system.

Abstract

Purpose

Over 50 percent of the disasters occur in Asia and in the past five year disasters in the region have killed around half million people. Most of these deaths could have been prevented if reliable and effective early warning systems were in place. The purpose of this paper is to discuss the use of the emerging mobile technology for disaster risk reduction.

Design/methodology/approach

LIRNEasia field tested five wireless technologies, including mobile phones, in 32 tsunami affected villages in Sri Lanka; where members in the village were provided training with emergency response planning and given one or more of the technologies for receiving hazard information. Further lessons were learned by sharing knowledge, through a consultation process, on early warning systems with stakeholders in India, Bangladesh, Malaysia, and Indonesia.

Findings

The evaluation process concluded mobile phones as the reliable, effective, and affordable solutions for alerting last‐mile communities. Disaster risk reduction can be improved using mobile application and leverage the explosive diffusion of the technology even among the poor in developing countries.

Practical implications

Coordination within government, including communication to first responders responsible for evacuation and localized warnings, and communication to mass media who serve a critical function in public warning, can be achieved through the use of an SMS engine supplemented as necessary by an informative and robust website. Cell broadcasting can serve as an extremely useful addition to the conventional public warning methods, especially in countries with significant mobile penetration.

Originality/value

The paper is intended for governments, researchers and practitioners working in the field of emergency communication.

Modern emergency management policy is built around the concepts of shared responsibility and the development of resilient communities. Drawing on the Australian context, this chapter argues that giving effect to these policy directions will require negotiation between stakeholders and an inevitable trade in values, interests, and resources. The chapter identifies an apparent contradiction at the heart of modern disaster management: that improvements in establishing professional emergency and risk management services may have reduced the capacity of individuals and local communities to take responsibility for disaster preparation and response.

Abstract

Purpose

The purpose of this study is to identify organizational cultural factors and overarching themes on emergency management evident across the Facebook page of an emergency management organization. This study also aims to understand the dimensions of social capital that influence the reputation of emergency management organization using the lens of organizational culture.

Design/methodology/approach

The organizational cultural factors defined in the literature were used to classify content posted by the organization during a six-month period. The posts were read and analyzed thematically to determine the overarching themes evident across the collected posts. The dimensions of social capital defined in the literature were used to determine its influence on the reputation of an emergency management organization.

Findings

The organizational cultural factors that emerged from the analysis are openness and future orientation without any evidence on risk-taking and flexibility. An analysis of cultural factors indicates that organizational culture facilitates knowledge exchange and knowledge combination. The key themes embedded in the organization's posts are emergency preparedness, communication devices for emergency management, coordination and admiration. The dimensions of social capital that influenced the reputation of emergency management organization were group characteristics, volunteerism, generalized norms and togetherness. Though previous studies have found the influence of culture on social capital, this study extends those findings by identifying the dimensions of culture (i.e. openness and future orientation) that reflects the social capital dimensions (i.e. generalized norms and group characteristics) in an organizational setting.

Research limitations/implications

This study contributes to theory on the identification of cultural factors from content posted by emergency management organizations on a public social networking site (SNS). The organization benefited in terms of its reputation through the dimensions of social capital which are group characteristics, volunteerism, generalized norms and togetherness. One of the organizational reputation dimensions that was evident in this study was moral reputation which is a contribution of this study.

Practical implications

Among the guiding principles of Sendai Framework for Disaster Risk Reduction, three guiding principles were evident in the posts of the emergency management organization. These principles which represent the practical implications of this study are disaster risk reduction through cooperation, inclusiveness of minority community members and implementing cost-effective and sustainable development policies for future through investment.

Originality/value

Previous studies have examined organizational culture in general, but to date there has been very little research into determining cultural factors that facilitate knowledge exchange and knowledge combination. This is also a unique study which identified the dimensions of social capital and organizational reputation in emergency management.

Abstract

Purpose

The purpose of this paper is to investigate the way technology affects the provision of prehospital emergency care, upgrading the quality of services offered and significantly reducing the risk of premature termination of the patients.

Design/methodology/approach

The paper presents the development of the eEKAB, a pilot emergency medical information system that simulates the main services offered by the Greek National Instant Aid Centre (EKAB). The eEKAB was developed on an agile system methodology. From a technical perspective, the features and the technology were mainly chosen to provide reliable and user-friendly interfaces that will attract many users. eEKAB is based on three important pillars for offering health care to the patients: the “On-time Incident Reporting”, the “On-time Arrival at the Incident” and “Transfer to the Health Center”. According to the literature review, the emergency medical services (EMS) systems that combine all the features are very few.

Findings

It reduces the total time of the EMS procedures and it allows for an easier management of EMS, by providing a better allocation of human resources and a better geographical distribution of ambulances. The evaluation displayed that it is a very helpful application for the ambulance drivers as it reduces the ambulance response time to arrive in the patient's location and contributes significantly to the general performance of the prehospital medical care system. Also, the survey verified the importance of implementing eEKAB on a larger scale beyond the pilot usage. It is worth mentioning that the younger ambulance drivers had a more positive view for the purpose of the application.

Research limitations/implications

The paper clearly identifies implications for further research. Regarding interoperability, the mobile app cooperates with the Operational Center of EKAB, while further collaboration could be achieved with other operational ambulance handling center, mainly, of the private sector. The system can evolve to include better communications among the EKAB departments. Particularly, the ambulance crew as well as the doctors should be informed with more incident features such as the emergency signal so that they know whether to open the siren, the patient's name, etc. The authors are currently working on implementing some features to provide effective medical health services to the patient in the ambulance.

Practical implications

eEKAB will have very significant implications in case of its enforcement, such as the reduction of the total time of EMS procedures with a corresponding reduction of the operating costs of an accident management system and an ambulance fleet handling system while in parallel informing in time the doctors/clinics. It will provide better distribution of ambulances as well as of total human resources. It will greatly assist ambulance drivers, while reducing ambulance response time to reach the patient's location. In other words, the authors will have a better performance of the whole prehospital care system.

Social implications

Providing emergency care before the hospital is of great importance for upgrading the quality of health services provided at the accident site, thus significantly reducing the risk of premature death of patients. This in itself has a significant social implication.

Originality/value

The paper demonstrates a solid understanding in the field of the EMS systems and the corresponding medical services offered. It proposes the development of an effective, feasible and innovative EMS information system that will improve the existing emergency health care system in Greece (EKAB). An in depth literature review and presentation of the adopted new technologies and the respective architecture take place. An evaluation and statistical validation were conducted for proving the high applicability of eEKAB in case of real-life running.
