Abstract

Sustainable Development Goal 14 of the United Nations aims to ‘conserve and sustainably use the oceans, seas and marine resources for sustainable development’. To achieve this goal, we must rebuild the marine life-support systems that provide society with the many advantages of a healthy ocean. Therefore, countries worldwide have been using Marine Protected Areas (MPAs) to restore, create, or protect habitats and ecosystems. Palau was one of the first countries to use MPAs as a tool to develop biodiversity within its exclusive economic zone. On 22 October 2015, Palau placed approximately 80% of its maritime territory in a network of locally monitored MPAs, which has now shown a population increase in stationary and migratory fish species. This movement towards a MPA was intentional and because of increased pressure from tourism and the increasing incursion of foreign fishing vessels in Palauan territorial waters. Since countries worldwide are using and looking towards MPAs, secondary protection projects are becoming more and more popular. This chapter highlights the practical implementations and results in Palau, how to theoretically apply this within the Greater North Sea in combination with Windmill Farms, and how the Marine Strategy Framework Directive stimulates these practices.

Abstract

Purpose

This study seeks to consider the recent evolution of the Italian policy in the field of marine protected areas (MPAs). In particular, it aims to point out the increasing role played by Italian regions in establishing and managing MPAs. This evolution is to be described by focusing attention on the North Adriatic case.

Design/methodology/approach

After a brief introduction on the legislative framework, points of weakness and strength of the Italian experience in the field of MPAs are discussed. Different initiatives for promoting and implementing an MPA strategy are analyzed through the North Adriatic case study, pointing out the increasing role played by the regions in the design and implementation of protection policies.

Findings

The analysis shows how regions direct greater attention to the involvement of the public and economic sector in the design and implementation of protection policies, and to the definition of more flexible management tools. This element clearly confirms the general and overall tendency towards more regional‐based forms of environmental policy, even in coastal and marine affairs. However, in order to improve the environmental gains and implement sustainable forms of economic development, these regional initiatives should be better linked to a more comprehensive coastal zone management framework, which is still lacking. From this perspective, a national strategy for the Italian coast system could strongly contribute to increasing the role and effectiveness of regional initiatives aimed at protecting coastal and marine ecosystems.

Originality/value

The North Adriatic case shows the growing need for integrated policies in different scale projects, enhancing the involvement of local communities toward their own territory.

Abstract

Purpose

The Convention on Biological Diversity (CBD), set specific targets for halting biodiversity loss, including the need to establish 10 per cent of coastal/marine areas conserved through, among other things, well‐connected systems of protected areas by 2020. The reality is that whereas nearly 15 per cent of land is protected, just over 1 per cent of marine space is similarly protected. The challenge is to reach “a global representative system” of Marine Protected Areas (MPAs), recognizing that countries need to establish cooperative mechanisms at ecoregion level. The purpose of this paper is to address the options and trends for countries to develop transboundary cooperation through MPAs.

Design/methodology/approach

The authors address several case studies, focusing on political, governance and financing frameworks.

Findings

The main findings revealed that countries use MoU, MoA or Joint Declaration supported on international conventions as the WHC, Ramsar Convention and CMS. Governance models seem to include political/management/technical levels, with political decisions translated into action plans carried out by joint committees, supported by national institutions and scientific/technical boards. Also the involvement of civil society in management is a growing driving force. Financing transboundary MPAs is going through an evolutionary process, from an exclusive binomial national budgets/UNEP‐GEF to a wider financial net through ecotourism income and private donors.

Originality/value

The different solutions found point out myriad possibilities where transboundary cooperation is envisaged. States can benefit from the experiences already acquired to jointly achieve the target of protecting 10 per cent of the marine environment by 2020.

Abstract

Purpose

This study investigates whether higher catch rates near a marine protected area (MPA), and/or in other fishing areas within a choice set, attract more fishers. A survey conducted in the fishing grounds near an MPA located in south east of Mauritius in the Indian Ocean shows concentration of fishers in regions with lower catch rates. This contrasts with the predictions of the “fishing the line” hypothesis and the ideal free distribution (IFD) that fishers are likely to be attracted near the MPA with higher resource abundance.

Design/methodology/approach

Using the random utility model as the framework and the random parameter logit (RPL) model, the study attempts to explain spatial behaviour of fishers. Expected catch and catch variability are modelled using the Just and Pope (JP) production function. The study also estimates effort elasticities with respect to expected catch and catch variability and simulates the relocation of effort from area closure.

Findings

The paper concludes that higher catch does attract fishers but is a partial and very restrictive explanation of fishers' behaviour. The “fishing the line” hypothesis does hold to some extent, but it should not be taken for granted that rising catch rates in adjacent waters will increase fishing pressure. The paper concludes that factors such as catch variability, distance from homeport to fishing ground, potential physical risk and attitudes towards risk of fishers affect spatial behaviour of fishers and should be considered for the placement and size of MPAs. The study also finds that the responsiveness of effort to catch rates is lowest in areas which are already heavily fished and easily accessible.

Practical implications

The identification of fishing areas as complements (when fishing in one area increases fishing effort in another) and substitutes is valuable information for determining the placement and size of an MPA. A larger reserve is likely to have more displacement effect in this case than a smaller one. Therefore, a small or a network of a small reserve may be appropriate. The premise to select the site and size of the reserve is to avoid overconcentration of fishers in alternative fishing areas, which can be vulnerable to excessive fishing and unintended effects from fishers.

Originality/value

The paper contributes to an understanding of fishing behaviour and its impact on the configuration of marine reserves. It discusses the importance of effort elasticities to determine the placement and size of an MPA. Studies on this topic are very scanty in the Indian Ocean region. It also shows the application of location choice model, the RPL model and the JP production function in the fisheries sector for a small island.

Abstract

IUCN ‐ The World Conservation Union defines a protected area as an area of land and/or sea especially dedicated to the protection and maintenance of biological diversity, and of natural and associated cultural resources, and managed through legal or other effective means. The Convention on Biological Diversity (1992) describes a protected area as a geographically defined area, which is designated or regulated and managed to achieve specific conservation objective. Protected areas‐national parks, wildlife reserves, wilderness areas, etc. ‐ are the cornerstones of national and international conservation strategies. They act as refuges for species and help maintain critical ecological processes and ecosystem services that intensely managed landscapes and seascapes cannot provide. These places provide space for natural evolution and future ecological restoration. In recent years there has been growing recognition of the benefits that protected areas provide for people: genetic resources for pharmaceuticals and agriculture, traditional medicines; recreational opportunities and ecotourism revenues; sustainable sources of goods such as non‐timber forest products; and refuge for traditional and vulnerable human societies (Dudley et al. 2005). A wide range of management objectives, approaches and types of governance are used within protected areas in different countries. In terms of management objectives, these range from strict protection and exclusion of humans to broad‐scale approaches that include cultural landscapes such as farms and managed forests. IUCN‐The World Conservation Union subdivides protected areas into six categories based on management objectives: Ia: strict nature reserve/wilderness protection area; Ib: wilderness area; II:national park; III:natural monument; IV:habitat/species management area; V:protected landscape/seascape; and VI:managed resource protected area. In terms of governance types, protected areas may be managed directly by a government, co‐managed with other actors such as nongovernmental organizations, or even declared and managed collectively by indigenous peoples and local communities or by the relevant individual or corporate landowner. Today, there are more than 100,000 designated protected areas in the World Database on Protected Areas covering around 11.4 per cent of Earth’s land surface, along with more than 1,300 marine protected areas covering less than 0.5 per cent of the oceans (Dudley et all. 2005).

Through a comprehensive examination of the significance of conserving and sustainably using oceans, seas, and marine resources, this chapter sheds light on how such endeavors contribute to sustainable development across social, economic, and environmental realms. Drawing on a plethora of case studies and analyses, the chapter also underscores the central role of marine ecosystems in supporting livelihoods, cultural identities, and economic growth. It showcases how tailored conservation strategies, rooted in the unique territorial identities of places, can yield better outcomes. By recognizing the intrinsic value of marine ecosystems and their interconnectedness with human well-being, the chapter underscores the urgency of collaborative efforts to achieve SDG 14, which seeks to establish a harmonious coexistence between humanity and the oceans for present and future generations.

Abstract

Purpose

This paper aims to assess the willingness of individuals living in coastal communities affected by climate change to financially support mitigation policies towards the preservation of marine ecosystems and fish resources and to identify the key drivers of their behaviour.

Design/methodology/approach

A survey was carried out involving 994 people living in three main Italian coastal communities. To investigate the main factors affecting Italian coastal communities’ willingness to pay (WTP) to support climate change mitigation measures to protect the marine ecosystem and fishery resources, a Tobit regression model was implemented.

Findings

The results show that these communities are likely to pay to safeguard fish resources and the marine ecosystem, owing to their social and economic importance for these communities. In particular, this study’s findings highlight that the individuals’ attitudes towards climate change, social pressures and their perception of the phenomenon play a significant role on their intention to support mitigation policies. Moreover, the findings demonstrate that the communities most threatened by the negative effects of climate change are more willing to contribute financially to protect fish resources and the marine ecosystem.

Research limitations/implications

A limitation is related to the adopted methodology. In particular individuals’ intention to adopt pro-environmental behaviours does not always translate into real WTP through additional taxes.

Originality/value

The value of the research stems from its unique collective cross-communal comparison of attitudes and intentions, its parallel identification of behavioural drivers at the individual level and its prescriptive conclusions of both scholarly and practical worth.

Abstract

The chapter provides an overview of the book and addresses the rationale for the selection of cases reflecting teaching and research in major areas of SDG14. For example, the impact of increasing global sea temperature, ocean acidification, and pollution on aquatic life and biosciences. Fisheries and aquaculture for seafood and marine ingredients and marine protected areas (MPAs) that favour the assemblage of fish, crustaceans, alga, coral, and mussels to enhance and stimulate biodiversity. New products derived from marine biotechnology are viewed to conserve and sustainably use the seas and oceans whilst promoting wealth creation and employment. Marine parks allow scientists to better study the marine environment and explore sustainable balances between tourism, work, and recreation in harmony with the Life Below Water – SDG14 mandate. Finally, the aspects of governance and roles of stakeholders and societal involvement are advocated in achieving the safe and effective use of marine resources. Throughout, the role of higher education in providing educated scientists and multidisciplinary specialists for future generations to come is highlighted.

This chapter provided systematic and comprehensive analysis on trawl fisheries management and conservation measures in the Straits of Malacca. Detailed analysis is conducted on Malaysian fishery management framework particularly domestic country's trawl fishery status, legal structure, input-control strategies, ecosystem protection plan, pollution, law enforcement, and complementary measures that designed to reduce and prevent overfishing in the exclusive economic zone (EEZ) of Malacca Straits. Gaps and challenges found in existing trawl fisheries literature are presented followed by recommendations for improvement in the management and conservation of trawl fisheries.
