Abstract
The aim of this paper is to highlight the importance of Indigenous Knowledge (IK) in development. The paper focuses on the role that IK and local cultural values play in the process of development. Currently, knowledge, information, science and technology used in development are produced in developed countries without heed being paid to their impact on the local environment. IK, although often short‐shirted, establishes a harmonious relationship between the social system and the environment in any given developing countries. Access to global knowledge is vital for supporting IK as well as for sustaining development.

Abstract
Purpose
The purpose of this paper is to identify, analyse and document local traditional indicators used in drought forecasting in the Mzingwane Catchment and to assess the possibility of integrating traditional rainfall forecasting, using the local traditional indicators, with meteorological forecasting methods.
Design/methodology/approach
Self-administered structured questionnaires were conducted on 101 respondents in four districts of the Mzingwane Catchment area, namely, Beitbridge, Mangwe, Esighodini and Mwenezi from February to August 2012. In addition, key informant interviews and focus group discussions were also used in data collection and the collected data were analysed for drought history and demographics; drought adaptation and the use of drought forecasting methods in the catchment using Statistical Package for Social Science.
Findings
The paper reveals the growing importance of precipitation forecasts among Mzingwane communities, particularly the amount, timing, duration and distribution of rainfall. Rainfall was cited as the major cause of drought by 98 per cent of the respondents in the catchment. Whilst meteorological rainfall forecasts are available through various channels, they are not readily accessible to rural communities. Furthermore, they are not very reliable at local level. The paper shows that communities in the Mzingwane Catchment still regard local traditional knowledge forecasting as their primary source of weather forecasts. The paper finds that plant phenology is widely used by the local communities in the four districts for drought forecasting. Early and significant flowering of Mopane trees (Colophospermum mopane) from September to December has been identified to be one of the signals of poor rainfall season in respect to quantity and distribution and subsequent drought. Late and less significant flowering of Umtopi trees (Boscia albitrunca) from September to December also signals a poor rainfall season.
Originality/value
The paper fulfils an identified need to study and document useful traditional drought indicators. Furthermore, the paper provides a platform for possible integration of traditional drought forecasting and meteorological forecasting and ensure sustainable rural livelihood development. The paper is useful to both meteorological researchers and resource-constrained communities in Mzingwane Catchment.

Managing disasters using modern science and traditional knowledge systems in silos has several prospects and limitations. Despite the catalyst role of the traditional knowledge in reducing the risks of disasters and adapting to climate change, this knowledge has not featured prominently in any of the existing disaster policies and disaster science. The authors demonstrate how traditional knowledge and modern science can be integrated for holistic approach of disaster risk reduction and management.
Design/methodology/approach
Using qualitative research method complemented by thorough literature review, this article captures traditional knowledge and practices of communities in the Narayani Basin for flood disaster risks reduction and management and shows ways to integrate traditional knowledge and modern science for holistic approach of disaster risk reduction and management.
Findings
The authors found that traditional knowledge system and practices have worked as an alternative to modern technoengineering approaches of disaster risk reduction and management and hold immense potential to contribute against disasters; therefore, this knowledge system of the communities not only needs to be recognized, conserved and documented but also is to be incorporated into efforts to formulate effective disaster management strategies and be amalgamated with the technoengineering practices for a holistic approach so that it can ensure disaster safety and security of the communities.
Research limitations/implications
The authors conducted this study collecting primary data from Narayani basin only; however, the authors believe that these practices and findings of the research may still be representative.
Practical implications
The practical implication of this research is that traditional knowledge system needs to be integrated with technobureaucratic knowledge of disaster management, enabling to develop a more robust and holistic approach of disaster risk reduction and management.
Social implications
This research documents being extinct traditional knowledge system and empowers communities by supporting them to integrate and use both traditional knowledge and modern technobureaucratic knowledge for building communities flood resilient.
Originality/value
This research is based on both primary and secondary data and original in case of its findings and conclusion, and no similar research contextualizing the role of traditional knowledge system in flood disaster management has been conducted in Narayani Basin of Nepal in the past.

This paper aims to place a discussion of traditional knowledge and the indigenous voice within the framework of Arctic governance.
Design/methodology/approach
The study involves literature review spanning different disciplines and highlighting important case studies.
Findings
The advance of low-cost, portable technology has brought about tremendous opportunities for indigenous people. Knowledge and observation are no longer monopolised by scholars, filmmakers or politicians based in the West. Film has proved to be a powerful tool for cultural preservation while the internet (video sharing sites and social media platforms in particular) have empowered local communities and facilitated their involvement in political activism and local governance. New ways to represent themselves have been a crucial step forward, yet the new goal is to work towards greater recognition of the “indigenous voice” and ensure traditional knowledge is not treated as anecdotal and irrelevant in managing Arctic affairs..
Research limitations/implications
The conclusions reached in the discussion need to be further explored by extending the research into Inuit communities to survey how technology can facilitate and impact collaborative forms of governance in the Arctic.
Practical implications
This research provides an increased understanding of how technology transforms power relations. Policymakers can see that the indigenous community in the Arctic is not lodged in the past. Their increased use of new technology can serve as an effective oversight of political decisions and economic initiatives, particularly those relating to oil and gas exploration in the region.
Social implications
Indigenous views and knowledge are literally crossing borders through media. Initially perceived as a cultural threat, film, video and internet are now regarded as powerful technology tools for cultural preservation and empowerment of local communities. In other words, the modern communication patterns are a crucial mean of indigenous population take part of the current global debate, express their concerns, reinforce their values and traditions and have an active voice in the globalised world.
Originality/value
This paper illustrates how technology helps indigenous communities to address different economic, environmental, cultural, educational, research and other issues in the Arctic. Robust evidence is presented to support the call for traditional knowledge to become an integral part of decision-making processes across all institutions of governance in the Arctic.

Abstract
Purpose
This study aims to explore the similarities and differences between the three concepts that are commonly used to describe the knowledge of traditional and indigenous communities, namely, indigenous knowledge, traditional knowledge and local knowledge, with a view to contributing to the discourse on conceptualizing indigenous knowledge.
Design/methodology/approach
Data was extracted from the Scopus database using the main terms that are used for indigenous knowledge, namely, “indigenous knowledge” (IK), “traditional knowledge” (TK) and “local knowledge” (LK). Data were analyzed according to the themes drawn from the objectives of the study, using the VOSviewer software and the analytical tool embedded in the Scopus database.
Findings
The findings indicate that whereas IK and LK are older concepts than TK, TK has become more visible in the literature than the former; there is minimal overlap in the use of the labels in the literature; the three labels’ literature is largely domiciled in the social sciences; and that there were variations in representation of the labels according to countries and geographic regions.
Practical implications
The author avers that the scatter of literature on the knowledge of traditional and indigenous peoples under the three main labels has huge implications on the accessibility and use the literature by stakeholders including researchers, students, information and knowledge managers and information service providers.
Originality/value
This study demonstrates the application of informetrics beyond is traditional use to assess trends, nature and types of research patterns and mathematical modeling of information patterns to encompass the definition of the scope of concepts as covered in the literature.

Abstract
Purpose
Urban flooding in developing countries of the Global South is growing due to extreme rainfall and sea-level rise induced by climate change, as well as the proliferation of impervious, built-up areas resulting from unplanned urbanisation and development. Continuous loss of traditional knowledge related to local water management practices, and the de-valuing of such knowledge that goes hand-in-hand with globalised aspirations, is inhibiting flood resilience efforts. This paper aims to address the need to include traditional water knowledge (TWK) in urban living and development processes in the Global South.
Design/methodology/approach
This paper commences with a review of existing frameworks that focus on natural resource management, critically assessing two existing frameworks of traditional ecological knowledge (TEK). The assessment of the existing approaches contributes to this paper’s development of a novel framework to promote TWK with regard to resilience and risk reduction, specifically for developing flood adaptive strategies, which is the second stage of this paper. Finally, the paper explains how the framework can contribute to the field of urban design and planning using examples from the literature to demonstrate challenges and opportunities related to the adaptation of such a framework.
Findings
The framework developed in this paper reveals three proposed vertices of TWK, named as place-based landscape knowledge, water use and management and water values. This framework has the potential to produce context-specific knowledge that can contribute to flood-resilient built-environment through urban design and practices.

Abstract
Purpose
The purpose of this study is to assess the application of knowledge management (KM) models in managing and integrating indigenous and exogenous knowledge for improved farming activities in Tanzania, by examining the management of indigenous knowledge (IK), access and use of exogenous knowledge, the relevance of policies, legal framework, information and communication technologies (ICTs), and culture in KM practices in the communities.
Design/methodology/approach
Semi‐structured interviews were used to collect qualitative and quantitative data from 181 farmers in six districts of Tanzania. Four IK policy makers were also interviewed.
Findings
The study demonstrated that western‐based KM models should be applied cautiously in a developing world context. Both indigenous and exogenous knowledge was acquired and shared in different contexts. IK was shared within a local, small and spontaneous network, while exogenous knowledge was shared in a wide context, where formal sources of knowledge focused on disseminating exogenous knowledge more than IK. Policies, legal framework, ICTs and culture determined access to knowledge in the communities. The study thus developed a KM model that would be applicable in the social context of developing countries.
Research limitations/implications
The study necessitates testing the developed model against existing KM models, in a specific context such as local communities of the developing world, to determine whether it is better at explaining the link between KM principles and KM processes.
Originality/value
The proposed KM model provides a deep understanding of the management and integration of agricultural indigenous and exogenous knowledge in the rural areas of developing countries. Previous KM models were developed in the context of an organizational environment, and thus failed to address the needs of rural communities. The proposed model thus advances the theory of KM in developing countries, and provides linkages between KM processes and KM principles.

Abstract
Purpose
This research paper is informed by a study to assess performance of local knowledge drought forecasts (LKDFs) in the Mzingwane catchment which is located in the Limpopo River Basin in Zimbabwe. The purpose of this paper is to validate local traditional knowledge (LTK) indicators being applied in Mzingwane catchment and verify their accuracy and reliability in drought forecasting and early warning.
Design/methodology/approach
LTK forecast data for 2012/2013 season were collected through structured questionnaires administered to 40 selected household heads and focus group discussions. Observations and key informant interviews with chiefs and the elderly (>55 years) were also used to collect additional LTK forecast data. Meteorological data on seasonal rainfall were collected from the meteorological Services Department of Zimbabwe (MSD). Two sets of comparisons were conducted namely the hind-cast comparison where the LKDF system results were evaluated against what the season turned out to be and forecast comparison where local LKDF system results were compared with downscaled meteorological forecasts.
Findings
The results showed that the majority of the LTK indicators used were accurate in forecasting weather and drought conditions when compared to the observed data of what the season turned out to be. LTK forecasts were found to be more accurate than meteorological forecast at local scale. This study has shown that the reliability of LTKs is high as demonstrated by the fact that the predicted event occurs.
Research limitations/implications
Further validation be carried out for a number of seasons, in order to standardise the LTK indicators per geographical area.
Originality/value
The research creates platform for adoption of LTKs into formal forecasting systems. The research is useful to both meteorological researchers and resource constrained communities in Mzingwane catchment.

The purpose of this study is to discuss how enhancing the role of local institutions (LI) and incorporating indigenous knowledge (IK) in climate change adaptation planning can improve adoption and scaling success of climate-smart agriculture innovations.
Design/methodology/approach
A review of relevant literature from sub-Saharan Africa was used to answer the study research questions.
Findings
Embracing IK and LI in climate change adaptation projects can enhance adoption and scaling success of climate-smart agriculture innovations in smallholder farming. Such efforts will improve: information gathering and dissemination, mobilization of resources, establishment of useful networks with relevant stakeholders, capacity building farmers on various fronts and provision of leadership in climate adaptation programs.
Practical implications
Fully embracing IK and LI can improve the scaling of climate-smart innovations only if development partners recognize IK systems that are to be transformed and build on them instead of trying to replace them. Also, participatory approaches in scaling innovations will enhance input from rural people in climate change adaptation programs.
Originality/value
Development interventions aimed at taking proven effective climate-smart innovations to scale must, therefore, engage local communities and their indigenous institutions as active stakeholders in designing, planning and implementation of their climate adaptation programs.

Based in existing Literature, this proposal is generative and descriptive—rather than prescriptive—regarding precisely how libraries should collaborate to employ technical and ethical best practices to provide access to vital data, research and cultural narratives relating to climate.
Findings
COVID-19 and climate destruction signal urgent global challenges. Library best practices are positioned to respond to climate change. Literature indicates how libraries preserve, share and cross-link cultural and scientific knowledge. With wildfires, drought, flooding and other extreme or slow-onset weather events presenting dangers, it is imperative that libraries take joint action toward facilitating sustainable and open access to relevant information.
Practical implications
An initiative could create an easily-accessible, open, linked, curated, secure and stakeholder-respectful database for global biocultural heritage—documenting traditional knowledge, local knowledge and climate adaptation traditions.
Social implications
Ongoing stakeholder involvement from the outset should acknowledge preferences regarding whether or how much to share information. Ethical elements must be embedded from concept to granular access and metadata elements.
Originality/value
Rooted in the best practices and service orientation of library science, the proposal envisions a sustained response to a common global challenge. Stewardship would also broadly assist the global community by preserving and providing streamlined access to information of instrumental value to addressing climate change.
