Abstract
Sustainable development may best be achieved by enhancing the commitment of local communities. Stewart and Hams (1991) argue that the requirements of sustainable development cannot merely be imposed but that active participation by local communities is needed. However, the terms ‘community’, ‘host community’ and ‘participation’ can be interpreted in a myriad of ways. Before entering a full discussion of host community participation in tourism planning, it is first necessary to explore the various potential interpretations of these terms and to define their meaning and function. This chapter therefore clarifies some of the issues surrounding the terms community, host, host community and participation. The major typologies and available models in relation to host communities’ participation in sustainable planning for tourism are also reviewed.

Abstract
Citizen participation has attracted attention in the context of decentralization. In a disaster reconstruction process, a business plan for reconstruction can be modified in line with diversified situations of disaster-affected areas by citizen participation. In Japan, the central government makes a decision about the authority in charge of an overall disaster reconstruction and the budget planning, whereas local governments are in charge of creating and implementing a business plan for reconstruction of each local municipality. Therefore, local governments play an important role in organizing citizen participation to realize the reconstruction that fits reality. It has yet to be shown as decentralization reform and citizen participation system in Japan produce the socio-spatial inequality after the Great East Japan Earthquake. However, it remains to be elucidated how local government and community have to operate the institution about citizen participation during the disaster reconstruction process. I have been doing fieldwork on three tsunami-affected sites in Miyagi Prefecture over past 4 years: Onagawa Town, Higashimatsushima City, and Natori City. I have investigated the social processes of making and implementing a reconstruction plan, and citizen participation. The findings from my fieldwork are as follows: First, citizen participation is based on organizing residents at the community level. Second, traditional community organization (such as neighborhood organization abd industrial associations) contribute to organize residents especially in the emergency phase. Third, as the disaster phase moves, local government and community organization need to change the previous participation frame to ensure residents representation and policy legitimacy.

Abstract
Purpose
This paper analyses participatory budgeting (PB) in two Indonesian indigenous communities, illustrating how the World Bank sponsored neo-liberal model of “technical rational” PB is overshadowed by local values and wisdom, consisting of sophisticated, pre-existing rationalities for public participation.
Design/methodology/approach
Adopting a qualitative and interpretive case study approach, the study draws on data from semi-structured interviews with key stakeholders and periods of participant observation. The paper utilises Weber's characterisations of rationality to analyse the PB process in indigenous communities.
Findings
The co-existence of both formal (technical) and substantive rationalities leads two Indonesian indigenous communities to execute participatory budgeting pragmatically. The formal budgetary mechanisms (Musrenbang), cascaded down from central and local governments, are melded with, and co-exist alongside, a tradition of public participation deriving from local cultural values and wisdom (Rembug warga). Reciprocal relationships and trust based on a pre-existing substantive rationality result in community members adapting budget practices while also preserving their local culture and resisting the encroachment of neo-liberal initiatives. The paper offers deeper analysis of the unintended consequences of attempting to implement technical rational accounting reforms and practices in indigenous settings.
Originality/value
The paper provides important insights into the way the interplay between formal and substantive rationality impacts on accounting and budgeting practices in indigenous communities. Our study also presents a unique case in emerging economy contexts in which neoliberal initiatives have been outmanoeuvred in the process of preserving indigenous values and wisdom. The informal participatory mechanism (Rembug warga) retained the community trust that neoliberalism systematically erodes.

Purpose
This paper aims to address to what extent local administration is involved in national planning focusing on drafting and reviewing processes of “Egypt Vision 2030”.
Design/methodology/approach
The paper plan to use focus group discussions and descriptive-analytical approach with representatives of local administration in three governorates.
Findings
Importance of local participation is not any more a question; however, participation concept and methodology are what matters. Participatory approach is not complex-free. It is crucial to consider conflicts of interest groups, ideologies, and political trends, communities’ high expectations, particularly of those who were marginalized and deprived for long time. Definitions should not be unified on national, regional and local levels. Each community needs to agree on its own definitions, needs, dreams and paths toward development. Accordingly, the role of the planner is to expand choices and opportunities for each citizen. Participation in planning for the future must include the coming generation who are opting to live this tomorrow. That requires institutionalization of youth participation in the decision-making processes.
Research limitations/implications
It was difficult to ensure meeting adequate sample; however, the author does believe that the participated sample represents the case.
Practical implications
The impact of public participation in planning on enhancing the planning processes and strategic planning outcomes and implementation is not a matter of questioning anymore, although governments do not pay due attention.
Social implications
Public participation in planning processes named participative planning is crucial for achieving development, social justice, economic development and public trust in governments.
Originality/value
The paper depends on focus-group discussions that were conducted by the author. Analysis and discussions reflect the author’s academic and practical experiences.

Abstract
Purpose
This study aims to examine community participation in cultural heritage management with regard to sustainable heritage tourism management in Sukhothai Historical Park (SHP) in Sukhothai Province.
Design/methodology/approach
The qualitative and quantitative research approaches were applied; in-depth interviews were conducted with 27 key informants, and 104 questionnaires were distributed among stakeholders and local communities.
Findings
The results revealed that sustainable park management has made a positive impact upon local economy, social and cultural conservation of the world heritage site. The Park Authority has developed and conserved archaeological sites with local community assistance, particularly for physical management, but it has not yet used archaeological heritage in the park for more benefits of tourism development.
Research limitations/implications
The results reveal that sustainable park management has made a positive impact on the local economy and social and cultural conservation of the World Heritage city. The Park Authority has developed and conserved archaeological sites with local community assistance, particularly for physical management, but it has not yet used archaeological heritage in the park for greater urban tourism development. Sustainable cultural heritage management in SHP is government-led, so community participation is based upon two-way communication in the form of “tokenism.”
Practical implications
Sukhothai is encouraged to find suitable mechanisms to facilitate multisectoral communication and development to jointly face the challenge of more visitors and urbanization.
Originality/value
Guidelines for enhancing community involvement in cultural heritage management of the park were proposed.

Abstract
Purpose
The concepts of well‐being and participation are prevalent in current regeneration policy, being seen as crucial to alleviating disadvantage and marginalisation in deprived communities. However little is understood about how such ambiguous concepts are articulated within urban regeneration practice. This paper seeks to present a reflective case study of research in a New Deal for Communities (NDC) area designed to understand different conceptualisations of well‐being and participation in community places and regeneration practices.
Design/methodology/approach
The perspectives of regeneration professionals, local residents and academics were revealed through the development of a multi‐method and participatory research approach using interviews, observations, video diaries and workshops. An action oriented event aimed at developing overlapping communities of practice was held to engage in active dialogue and develop shared understandings between the resident, professional and academic communities.
Findings
Conceptualisations of well‐being and participation articulated through regeneration policy and practice between the different stakeholder groups are contradictory. The absence of a shared vision for regeneration and differing expectations of participation can have detrimental effects on both the well‐being of local residents and the sustainability of the long‐term participation of local residents in the regeneration process. This challenges the recent government approach to creating a Big Society which is underpinned by devolved decision making and the desire for local leadership through realising the potential of communities.
Originality/value
The research has helped to create new relationships between residents and professionals organised around joint working and changed practice.

Abstract
Purpose
The purpose of this paper is to find theoretical and practical linkages between social capital, network and community participation. The study examines the role of popular social capital and its forms in shaping community participation under the influence of socioeconomic status of individuals.
Design/methodology/approach
The paper uses household survey data (N = 135) from select north Indian villages to assess the role of social capital and individuals’ networks (measured through their network size) in participation. The participation is measured in terms of attendance and vocal participation.
Findings
The study finds significant evidence that the networks do not play a uniform role in collective participation. The elitist form of social capital exists in the community which can leverage the networks to their benefit, whereas many people, despite large network size, cannot actively participate. Social capital and networks are not entirely conducive for collective participation and favours a few in the community. Additionally, networks do facilitate information flow but do not help in achieving active engagement. Hence, the peer effect is not truly reflected in vocal participation all the time, especially in local governance context.
Research limitations/implications
The conclusion of the study is based on small sample size from seven villages. Nonetheless, in light of the supporting literature available, it provides useful insights and triggers important questions that need microscopic analysis under the macroscopic umbrella of social capital.
Practical implications
On policy fronts, takeaway from this paper can be used for policy and law formulation for lower strata of the society such as labour law formulation and labour behavioural practices in community participation.
Social implications
The research findings can be utilized for the emerging applications of social networks in understanding local governance and community engagement in developing societies.
Originality/value
This research has used a novel field experiment conducted by one of the authors himself. The empirical assessment of social capital and networks in local governance can be replicated elsewhere to study participation in other societies as well. In terms of policy, the research underscores the need of using social capital notion while assessing the community engagement in local governance.

Abstract
Purpose
This paper aims to explore the Kinh and ethnic stakeholders’ participation and collaboration in tourism planning in Sapa, Vietnam.
Design/methodology/approach
The primary data collection involved semi-structured interviews with 33 key tourism stakeholders, and data were analyzed using qualitative content analysis.
Findings
The findings reveal that in terms of participation and collaboration in tourism planning, there is little difference between the Kinh and ethnic groups. Tourism planning is viewed as a top-down approach, and both groups at the community level have very limited participation in tourism planning activities. However, at the on-site management level, there are opposing views between high (Kinh) and low (ethnic) management levels about participation in tourism planning. Both groups recognize the need for interdependence regarding collaboration in tourism planning. They also share similar aspects in regard to facilitating and hindering their participation in tourism planning.
Research limitations/implications
The limitations of this study include the use of a qualitative method, which limited the number of respondents. Future research could benefit from the application of quantitative research methods to include a greater number of local tourism stakeholders.
Practical implications
This study contributes to a better understanding of tourism planning in the Vietnamese context and has some practical implications for destination management and policymaking.
Originality/value
This is the first study to investigate the perspectives of Kinh and ethnic groups in term of participation and collaboration in tourism planning in the Vietnamese context.

Abstract
Purpose
The purpose of this paper is to debate on community engagement and participation in local community festivals and events by empirically analysing the factors which either inhibit or facilitate engagement. The application of the motivation-opportunity-ability (MOA) model to the analysis of community festivals is an important contribution.
Design/methodology/approach
Recognising the complexity associated with community participation in festivals produced a set of four research questions which are addressed via a mixed methodology research design. The model was then tested using four key data collection methods including the interviews and the questionnaires analysed within this paper.
Findings
The MOA model can be seen as an appropriate framework with which to analyse community engagement in a local community festival setting, in the case of “The Utcazene-Fesztival”, a Street Music Festival in Veszprém, Hungary. Community participation is often interpreted quite simply as a way of involving local people in community planning and development. However, within the realm of community festivals and events the reality reveals a multitude of stakeholder webs and interconnected decision-making processes within a multi-faceted phenomenon. The paper reflects on the value of the MOA model to guide analysis within event studies and further considers the methodological challenges that the study brings to events studies.
Research limitations/implications
This paper presents two key data sets as part of a broader study of the MOA model. Due to size restrictions only the primary data derived through qualitative interviews and quantitative questionnaires are analysed here.
Originality/value
Currently there is limited understanding, agreement and research within community engagement remains an increasingly important area of academic enquiry. This particular paper explores the central concepts of inclusivity and engagement which can be considered as fundamental to the creation of successful community festivals and events. The paper begins by defining community festivals and events; it builds on Jepson and Clarke's (2012) work on developing inclusive community festivals and events through inclusive participation within the planning and decision making process.
