Abstract
Purpose
The coronavirus disease 2019 (COVID-19) pandemic drastically changed work arrangements, but COVID-19's impact on employee leave utilization is unclear. The authors sought to understand how sick leave and vacation leave utilization changed during the pandemic among clinical and non-clinical departments at an academic medical center (AMC).
Design/methodology/approach
Clinical departments were defined as work units with a primary mission of providing direct patient care. Per-person, per-month leave utilization data were obtained from the AMC's time-keeping system for 3 clinical departments and 4 non-clinical departments in the first 12 months of the pandemic and the preceding 12 months. Monthly data for each department were analyzed with mixed-effects regression.
Findings
Available data represented 402 employees from 3 clinical departments and 73 employees from 4 non-clinical departments. The authors found no statistically significant change in sick leave utilization among either clinical or non-clinical departments. Vacation leave utilization decreased during the pandemic by 5.9 h per person per month in non-clinical departments (95% confidence interval [CI]: −8.1, −3.8; p < 0.001) and by 3.0 h per person per month in clinical departments (95% CI: −4.3, −1.7; p < 0.001).
Originality/value
Among employees in clinical departments, the authors found no increase in sick leave utilization and a decrease in vacation utilization. These findings are concerning for presenteeism, risk of burnout or understaffing resulting in workers' inability to take time away from work in clinical departments.

Abstract
In this paper, we update and extend “Is There a Glass Ceiling in Sweden?” (Albrecht, Björklund, & Vroman, 2003) by documenting the extent to which the gender log wage gap across the distribution in Sweden has changed over the period 1998–2008. We then examine the Swedish glass ceiling in 2008 in more detail by documenting how it differs for white-collar versus blue-collar workers and for private- versus public-sector workers. We also examine when in the life cycle the glass ceiling effect arises and how this effect develops around the birth of the first child. Finally, we investigate the possible connection between the glass ceiling and the parental leave system in Sweden by linking wage data with data on parental leave from different Swedish registers.

Abstract
There has been extensive research on techniques to assign mechanics to machines in order to maximize their availability in corrective maintenance systems. However, the focus has been on achieving high machine availability, while disregarding the utilization of mechanics. The maintenance brigade system (MBS), a team‐based mechanic‐assignment technique based on the relay‐type, self‐balancing bucket brigade system created by Bartholdi and Eisenstein, was thus developed and tested. The MBS was compared to a traditional assignment technique via machine availability and mechanic utilization, each at different levels according to the industrial partner’s opinion of high and low, with medium levels taken to be the status quo. Each system was modeled and, after a validation and verification process, simulated under the same number of machines and mechanics. Results and implications are discussed

Abstract
Purpose
The paper attempts to closely look into childcare regime in South Korea as well as Korean parents' childcare preference and usage across their young's early years. Through ascertaining Korean family needs in childcare while considering their cultural and social context, directions for future childcare policy development are offered. In so doing, it is hoped to inform Korea and other Asian countries going through similar social and economic changes of ways to build upon childcare policy while taking into account their individual context.
Design/methodology/approach
A literature review took place using theoretical frameworks of poststructuralism and institutionalized individualization. First, further attention to “problems” on Korean childcare policy is paid while considering the nation's situated cultural and social context. Also, individual families are viewed with autonomy and responsibility in undertaking childcare duties; thus, further individualized childcare service is proposed for the integration of the nation throughout the paper.
Findings
It was found there has been a mismatch between the nation's childcare policy regime and culture. The state exclusively provides defamilialistic childcare service provision, while many Korean families uphold familialism in meeting their childcare demands. In order to meet the sociocultural needs of Korean families, therefore, the enactment of complementary childcare service provision and the establishment of generous parental leave policies were proposed.
Originality/value
Many Asian countries work toward resembling egalitarian societies implementing Western policies and values. However, in reality, little change has shown especially in the paradigm of family, family values and family responsibilities in Korea. Therefore, this paper suggests that policymakers should take a careful evaluation of current childcare provisions and strive for gradual improvement rather than radical changes in childcare policy regime.

Abstract
Purpose
The reduction in under nutrition is very slow in the past two decades in India even with high-economic growth rate and expansion in the ICDS programme. The ICDS evaluation studies majorly stressed on the general factors but they fail to acknowledge the structural factors - class and caste - while providing solutions. In Tamil Nadu nutritional status and utilization of ICDS services are better as compared to all-India average. The purpose of this paper is to explore the nutritional status of the poor and scheduled caste (SC) in Tamil Nadu and their utilization of ICDS services and to examine the role of group-specific factors in low reduction of nutritional status and utilization of ICDS programme.
Design/methodology/approach
Multivariate analysis and logistic regression method were used using SPSS.
Findings
The reduction of underweight is slow among the poorest and SC, moreover, the disparity between the richest and poorest as well as upper caste and SC is increasing. Logistic regression analysis shows that the poorest are marginalized, children belonging to poorer income group have higher chances of using the ICDS than the poorest and it is significant. After making the wealth quintile constant, the utilization of ICDS services across social groups showed that, though the poorest quintile has less access, within them the SC had utilized less compared to the other backward class (OBC). This indicates the poorest SCs are more vulnerable and marginalized across all quintiles and social groups.
Research limitations/implications
In Tamil Nadu there is no sufficient sample of other caste/tribe and scheduled tribe. It would have given more insight on the utilization pattern. Lack of qualitative data has limited in explaining few phenomena to get more insight.
Social implications
It will help the government to formulate more inclusive policy and address the issue of exclusion of marginalized people.
Originality/value
The main core argument was based on the Tamil Nadu National Family Health Survey (NFHS) III unit-level data.

Abstract
Purpose
As the investment in social and health protection remained poor in India, the most vulnerable citizens lack access to existing health related government initiatives with transformational benefits due mostly to the lack of “accurate information”. The purpose of this paper is to explore and demonstrate the impact of participation of the community through a structured intervention that promotes awareness, enables the community to ensure entitlements, and enhances the utilization of government initiatives.
Design/methodology/approach
Through a baseline–endline study using a quasi-experimental design, this research provides empirical evidence of such intervention on awareness and utilization of health, nutrition and developmental initiatives. It involved survey of 400 households from the four study locations before and after the interventions. The pre-post estimation in the “proportion of respondents who were fully aware” was analyzed to measure changes in knowledge. Mc-Nemar test was applied to measure the statistical significance of these changes.
Findings
The results indicate that the intervention of “empowerment centers” has increased knowledge and utilization of the various government schemes, services and facilities that are routine and offer benefits all household members, in general, and women as well as children, in particular. The intervention was found to be successful in improving the local governance systems; empowering communities, linking communities and local level government systems across all sectors, as well as bringing in inter-sectoral linkages across governments systems.
Research limitations/implications
Although there have been many interventions of community participation for reducing inequities across the globe, there is a dearth of documentation and evidence generation. More efforts are required to evaluate such interventions, identify which interventions work and how they can be adapted to different contexts. This also requires exploration of the social processes and contextual realities underlying these interventions.
Originality/value
To the best knowledge of the authors, this research is one-of-its-kind that assessed an intervention targeting cross-cutting schemes and services, beyond just health interventions. The evidence points to the success of grassroots level inter-sectoral community actions, in the form of empowerment centers, to improve awareness and utilization of government interventions through participatory governance, and points to the expanding scope of learning and adapting such interventions to different contexts and scopes.

Abstract
Purpose
This article aims to investigate the impact of (1) the establishment of a refugee settlement, (2) the energy demand of a host and refugee population, (3) the residence time of refugees and (4) interventions in the energy sector on sustainable utilization of the forest.
Design/methodology/approach
Refugee movements from the Democratic Republic of Congo and settlement construction in a Zambian host society provide the setting. An agent-based model is developed. It uses survey data from 277 Zambian households, geographic information system coordinates and supplementary data inputs.
Findings
The future forest stock remains up to 30 years without an influx of refugees. Refugee developments completely deplete the forest over time. The settlement construction severely impacts the forest, while refugees' energy needs seem less significant. Compared with the repatriation of refugees, permanent integration has no influential impact on forest resources. Interventions in the energy sector through alternative sources slow down deforestation. Once a camp is constructed, tree cutting by hosts causes forest covers to decline even if alternative energy is provided.
Practical implications
The analysis is useful for comparable host–refugee settings and United Nations High Commissioner for Refugees interventions in settlement situations. Forest and energy sector interventions should involve host and refugee stakeholders.
Originality/value
This article adds value through an agent-based model in the Zambian deforestation–refugee context. The study has a pilot character within the United Nation's Comprehensive Refugee Response Framework. It fills a gap in long-term assessments of refugee presence in local host communities.

Abstract
Purpose
This article explores the patterns and dynamics of parenting-related leave policy reforms in the European former socialist countries (EFSCs). It sheds light on the development pattern of their leave policies and their potential to reproduce, impede, or transform traditional gender norms in employment and care.
Design/methodology/approach
The article provides a historical comparative analysis of leave policy developments in 21 EFSCs in the 1970–2018 period. It systematically explores continuity and changes in leave policy design − generosity (leave duration and benefits level) and fathers' entitlements to leaves − as well as policy concerns and gender-equality-related implications.
Findings
Following the state-socialist commitment to gender equality, the EFSCs introduced childcare/parental leaves early. Nevertheless, they developed mother-centered leaves of equality-impeding character, in that they did not promote gender equality. The divergence of EFSCs' leave policies intensified in the period of transition from socialism to capitalism, as competing priorities and inter-related policy concerns – such as re-traditionalization, fertility incentives, gender equality, and labor market participation – influenced policy design. Leave policies of the EFSCs that joined the EU gradually transformed towards more gender-equal ones. Nonetheless, the progress has been slow, and only three countries can be classified as having equality-transforming leaves (Slovenia, Lithuania, and Romania).
Originality/value
This article extends existent comparative studies on maternity/paternity/parental leaves, exploring the region that has been overlooked by such research. It provides valuable insights into the implications of intersectional dimensions of leave design as well as competing priorities and concerns embedded in it. It points to the methodological complexity of evaluating the development of parental leave policies in a cross-country perspective.

Abstract
Purpose
The purpose of this paper is to explore the relationship between the availability and the real use of work-life (WL) benefits by employees. Most research focuses on adoption, and some studies have analysed the levels of use. However, it is yet to be explained why some firms offer formal WL benefits, which ultimately are not used by employees.
Design/methodology/approach
The hypotheses developed here are tested using data from a sample of 146 Spanish private firms, which is very relevant because findings from research developed in Anglo-Saxon contexts cannot necessarily be extended elsewhere.
Findings
The results reveal that availability significantly influences the level of use of WL programmes. Both the proportion of women employees in the organization and the formalization of the WL balance culture moderate the relationship between availability and use.
Practical implications
These findings hold lessons for practitioners and researchers interested in WL balance and its actual diffusion among employees. Practitioners should consider WL balance in an unrestrictive way, thinking about different kinds of employees and not only women with caring responsibilities. The mere provision of benefits to a small part of the workforce does not guarantee any of the positive outcomes related to WL balance.
Originality/value
Aside from exploring the availability-use gap, this research was conducted in a non-Anglo-Saxon context.
