Abstract

Purpose

The purpose of this paper is to examine the attitudes of street-level bureaucrats from different agencies and sectors of the Finnish welfare state, namely municipal social workers, diaconal workers of the Lutheran church, benefit officials of the Social Security Institution and officials of private unemployment funds.

Design/methodology/approach

The authors are interested in the following questions: What are the attitudes of street-level bureaucrats towards the labour market allowance? What is the impact of individual characteristics? The study utilised the unique national survey data of different groups of street-level bureaucrats from the year 2011 (total N=2,313). The dependent variables focus on legitimacy of the basic level of labour market allowance and sanction policies. Analyses are built around five independent variables which measure professional, personal interest and ideological factors.

Findings

There are differences both between and within groups of Finnish street-level bureaucrats with regard to their attitudes concerning the labour market allowance. Social and diaconal workers believe more often than officials that the level of labour market allowance is too low, and offer less support for the idea that an unemployed person should take any job that is offered or have their unemployment security reduced. The results show that the attitudes of bureaucrats are explained by length of work history, economic situation and ideological factors.

Originality/value

There have been very few analyses comparing attitudes among different groups of bureaucrats. The present study is intended to fill this gap in the literature.

Abstract

In this chapter the restructuration of the Finnish welfare state is examined in the context of rural Finland and especially within the framework of the structural change in agriculture. After briefly outlining the context of globalizing food markets and the Common Agricultural Policy for the condition of Finnish farmers, the chapter focuses on the economic impacts of the ongoing structural transformation on ex-farmers' position in society and the cultural and political aspects of this transformation. After this, the transitions in the overall position of the farmers will be connected with the current restructuring of the Nordic welfare state in Finland. The conclusion highlights the most critical features in the structural change of the welfare state regime as they are recognized against this background. A special concern of this chapter is how the remodelling of the welfare state treats the principle of universalism, which is justly regarded as the focal characteristic of the Nordic welfare states. The changing position of farmers has been selected as a point of departure for two reasons: agriculture is still the most important rural livelihood in Finland and, consequently, transitions in agriculture have a strong impact on rural areas.

Abstract

Purpose

In this paper, the authors examined the changes in labour unrest and labour quality brought by high labour standards over a considerable period in Taiwan. Then, the authors studied the role of these changes in predicting the inflow of foreign direct investment (IFDI) in the country. To test the role, the authors measured the differences in effects of the two changes on wages, working hours and employment opportunities of skilled female and skilled male workers in FDI-intensive and non-intensive industries.

Design/methodology/approach

Using a model built on pooled cross-sectional time-series data from 1999 to 2012, the authors measured the effect of changes in labour unrest and the presence of skilled workers on the net inflow of FDI. Using data from the Manpower Utilisation Survey (MUS), the authors applied differences–in–Differences-in--ddifferences- (DDD) and differences–in–Differences-in-ddifferences-in--differences- (DDDD) estimation methods to test the effect of changes in labour unrest and labour quality on three labour market outcomes, namely wages, working hours and job opportunities of skilled workforce.

Findings

Increasing labour unrest affected the employment opportunities of almost every unemployed person seeking skilled jobs in Taiwan. When the authors compared the adverse effect of high labour standards on employment opportunities and working hours, the authors found women looking for skilled jobs in foreign-owned firms to be the worst affected. Besides, foreign firms paid different wages to skilled educated men than what foreign firms' domestic counterparts paid to skilled educated men employed in Taiwanese firms.

Practical implications

An in-depth analysis of changes in labour unrest and presence of skilled workers because of high labour standards and the extent to which such changes helped the nation to attract FDI should be useful to policymakers interested in understanding the impact of legislative measures and policy reforms on labour market outcomes across industry types, which matter to foreign investors. If changes in labour unrest and labour quality influenced the inflow of FDI more to firms in one set of industries than the others, the same should have a bearing on revamping of future enactment and enforcement in Taiwan.

Originality/value

Current study findings would not only provide broad lessons to policymakers in Taiwan but findings of the authors' country case study should be able to guide growing economies that are equally careful whilst raising the labour standards as most fear that high labour standards can deter inflow of FDI because of increasing labour cost.

Abstract

Purpose

Concerning the decision-making of frontline bureaucrats, research has suggested that caseworkers take into account a broader range of legal, organisational, professional and personal aspects. Their decision-making can offset social rights, when it neglects policy goals, but it can support social rights if the decisions consider clients' perspective.

Design/methodology/approach

Based on a factorial survey experiment with 197 Viennese caseworkers of the employment service, the caseworkers were asked how likely they would be to refer nine different typical clients to the introductory session for the programme “Women into Technical and Craft Professions”, whereby different dimensions were altered to grasp regulations and clients' perspective.

Findings

In the multilevel analysis, the interest of the clients in a technical-educational programme demonstrates the strongest positive effect, which complies with the programme's political intention. Other pertinent criteria may support clients' interests and the organizational performance goals, but neglect clients' position, when they counteract performance goals. Primarily, caseworkers do what they must and follow mandatory and performance criteria.

Research limitations/implications

On the caseworker's level, further research should aim to reach larger samples. Furthermore, the impact of performance goals on caseworker's decision making has to regard different professional groups beside personnel and labour market experts.

Practical implications

The findings suggest that a focus on the micro-level is needed to evaluate the impact of social policies. The practitioner's position is crucial to juggling legal goals and client's need.

Social implications

Performance goals ought to better reflect social rights on a broader scale.

Originality/value

This article provides new evidence on the level of discretion caseworkers execute.

The Howard Shuttering Contractors case throws considerable light on the importance which the tribunals attach to warnings before dismissing an employee. In this case the tribunal took great pains to interpret the intention of the parties to the different site agreements, and it came to the conclusion that the agreed procedure was not followed. One other matter, which must be particularly noted by employers, is that where a final warning is required, this final warning must be “a warning”, and not the actual dismissal. Abstract

It was not until the late 1960s that housing attracted much attention from academic social scientists. Since that time the literature has expanded widely and diversified, establishing housing with a specialised status in economics, sociology, politics, and in related subjects. As we would expect, the new literature covers a technical, statistical, theoretical, ideological, and historical range. Housing studies have not been conceived and interpreted in a monolithic way, with generally accepted concepts and principles, or with uniformly fixed and precise methodological approaches. Instead, some studies have been derived selectively from diverse bases in conventional theories in economics or sociology, or politics. Others have their origins in less conventional social theory, including neo‐Marxist theory which has had a wider intellectual following in the modern democracies since the mid‐1970s. With all this diversity, and in a context where ideological positions compete, housing studies have consequently left in their wake some significant controversies and some gaps in evaluative perspective. In short, the new housing intellectuals have written from personal commitments to particular cognitive, theoretical, ideological, and national positions and experiences. This present piece of writing takes up the two main themes which have emerged in the recent literature. These themes are first, questions relating to building and developing housing theory, and, second, the issue of how we are to conceptualise housing and relate it to policy studies. We shall be arguing that the two themes are closely related: in order to create a useful housing theory we must have awareness and understanding of housing practice and the nature of housing.

Training in the Swedish labour market started on a small scale just after the Second World War and increased considerably during the 1958 recession. Since the second half of the 60s, such training activities again expanded rapidly, with the number of trainees who completed their training growing from 40,000 in the fiscal year 1964/65 to 143,000 during 1972/73. After a fall in trainee numbers came an even sharper rise, when training subsidies were extensively allocated to corporations in an attempt to stem the tide of redundancies (245,000 trained during 1977/78). Subsequently, the overall trend was downwards, with 128,313 trained in 1983/84.
