Abstract

Purpose

This study aims to explain the emergence and development of the concept of “Policy Networks” as a unit of analysis in the realm of public policies and their role in formulating a comprehensive policy for health insurance. The developments that took place over the past few decades had impacted a shift in the state’s role in shaping public policies, from a sole, key actor to one among other actors, both governmental and non-governmental, working interdependently through a set of networks.

Design/methodology/approach

The present study adopts the social network analysis as an approach and the social policy network as a tool to analyze public policymaking. The approach suggests the presence of a number of actors and interest groups that are actively involved in public policy and decision-making. These groups may vary from a cause to another and also from time to time. This research investigates and juxtaposes a selected sample of members of the health insurance policy network in Egypt.

Findings

In light of the study findings, one can see the existence of a policy network for the comprehensive health insurance system in Egypt. The study reveals the interrelations among a number of official and non-official key actors. The network has gone through several phases; the pre-establishment phase during the early stages of policymaking; the official establishment phase during the formative stage; and finally, the network operation phase during the implementation stage. The study also concludes that the policy network has influenced the different stages of policymaking through several tools and strategies. Moreover, the roles of different actors varied within the network; international organizations were the primary influencer in the early stages of policymaking; syndicates dominated the formative stage; and the public sector played the leading role in the implementation stage.

Research limitations/implications

Serious attempts were made to benefit from policy networks with a particular focus on using the strengths of each actor while establishing an official institutional framework that consolidates coordination and cooperation among the involved parties. This framework should keep pace with global changes and developments. It should also have an official meeting venue. Above all, all parties should be listened to and their demands should be considered seriously as long as they are not actualized at the expense of the public interest nor do they undermine the sovereignty of the state. The study also enhances researchers to use policy networking as a unit for analyzing public policy and their effect on these policies.

Practical implications

Public policymaking in Egypt can become more responsive to people’s demands and more democratic once it was made through informative and interactive policy network. This pattern of policymaking will enhance both efficient and responsive.

Abstract

Purpose

The purpose of this paper is to identify the historical trends and status of the national development of artificial intelligence (AI) from a nationwide perspective and to enable governments at different administrative levels to promote AI development through policymaking.

Design/methodology/approach

This paper analyzed 248 Chinese AI policies (36 issued by the state agencies and 212 by the regional agencies). Policy bibliometrics, policy instruments and network analysis were used to reveal the AI policy patterns. Three aspects were analyzed: the spatiotemporal distribution of issued policies, the policy foci and instruments of policy contents and the cooperation and citation among policy-issuing agencies.

Findings

Results indicate that Chinese AI development is still in the initial phase. During the policymaking processes, the state and regional policy foci have strong consistency; however, the coordination among state and regional agencies is supposed to be strengthened. According to the issuing time of AI policies, Chinese AI development is in accordance with the global situation and has witnessed unprecedented growth in the last five years. And the coastal provinces have issued more targeted policies than the middle and western provinces. Governments at the state and regional levels have emphasized familiar policy foci and played the role of policymakers, along with regional governments that also functioned as policy executors as well. According to the three-dimension instruments coding, the authors found an uneven structure of policy instruments at both levels. Furthermore, weak cooperation appears at the state level, while little cooperation is found among regional agencies. Regional governments cite state policies, thus leading to the formation of top-down diffusion, lacking bottom-up diffusion.

Originality/value

The paper contributes to the literature by characterizing policy patterns from both external attributes and semantic contents, thus revealing features of policy distribution, contents and agencies. What is more, this research analyzes Chinese AI policies from a nationwide perspective, which contributes to clarifying the overall status and multi-level relationships of policies. The findings also benefit the coordinated development of governments during further policymaking processes.

Abstract

Purpose

Inspired by the “responsibility turn” in the broader organization/management literature, the overarching aim of this article is to help scholars working at the gender × entrepreneurship intersection produce research with a higher likelihood of being accessed, appreciated and acted upon by policy- practitioners. Consistent with this aim, we hope that our paper contributes to an increased use of academic-practitioner collaborations as a means of producing such research.

Design/methodology/approach

We selected Cunliffe and Pavlovich’s (2022) recently formulated “public organization/management studies” (public OMS) approach as our guiding methodology. We implemented this approach by forming a co-authorship team comprised of a policy professional and an entrepreneurship scholar and then engaging in a democratic, collaborative and mutually respectful process of knowledge cogeneration.

Findings

Our paper is comprised of four distinct sets of ideas. We start by describing who policy-practitioners are and what they want from academic research in general. We follow this with a comprehensive set of priorities for policy-oriented research at the gender × entrepreneurship nexus, accompanied by references to academic studies that offer initial insight into the identified priorities. We then offer suggestions for the separate and joint actions that scholars and policy-practitioners can take to increase policy-relevant research on gender and entrepreneurship. We end with a description and critical reflection on our application of the public OMS approach.

Originality/value

The ideas presented in our article offer an original response to recent work that has critiqued the policy implications (or lack thereof) within prior research at the gender × entrepreneurship nexus (Foss et al., 2019). Our ideas also complement and extend existing recommendations for strengthening the practical contributions of academic scholarship at this intersection (Nelson, 2020). An especially unique aspect is our description of – and critical reflection upon – how we applied the public OMS approach to bridge the academic-policy divide.

Purpose

The study has practical implications for decision-makers in that increasing board competence and expertise through training on environmental issues will promote green policy-making.

Design/methodology/approach

This study included 655 firm-year observations from companies listed on the Indonesia Stock Exchange between 2017 and 2021. Panel data regression analysis is used to investigate the hypotheses. Additionally, a robustness test is conducted to validate the consistency of the primary test results.

Findings

The results demonstrate that green theme training from the board of directors, board of commissioners and independent commissioners has a positive and significant impact on the implementation of green innovation at each level of the board. This result is aligned with the robustness test performed.

Research limitations/implications

This study is restricted by the fact that the only data sources used to examine the board’s green training are publication reports and other reports that disclose the board’s training activities. Therefore, future research can be done by considering other methods, such as surveys to trace green training followed by the board. Additional research may also examine green theme training in the corporate governance structure from a different theoretical angle, such as agency theory and human capital theory.

Practical implications

In practice, the study has implications for decision-makers in that increasing board competence and expertise through training on environmental issues will be able to promote green policy-making.

Originality/value

This study concentrates on Indonesia with two-board governance characteristics: the board of directors and the board of commissioners. Several scholars have examined the board of directors in light of resource dependence theory. To the best of the authors’ knowledge, no research has explained the supervisory board within the context of two-board governance. In addition, the authors have not found research that analyzes board training activities related to the environment.

Purpose

All entrepreneurs interact simultaneously with multiple entrepreneurial contexts throughout their entrepreneurial journey. This conceptual paper has two central aims: (1) it synthesises the current literature on gender and entrepreneurship, and (2) it increases our understanding of how gender norms, contextual embeddedness and (in)equality mechanisms interact within contexts. Illustrative contexts that are discussed include entrepreneurship education, business networks and finance.

Design/methodology/approach

This conceptual paper draws upon extant literature to develop its proposed conceptual framework. It provides suggestions for systemic policy interventions as well as pointing to promising paths for future research.

Findings

A literature-generated conceptual framework is developed to explain and address the systemic barriers faced by opportunity-driven women as they engage in entrepreneurial contexts. This conceptual framework visualises the interplay between gender norms, contextual embeddedness and inequality mechanisms to explain systemic disparities. An extra dimension is integrated in the framework to account for the power of agency within women and with others, whereby agency, either individually or collectively, may disrupt and subvert the current interplay with inequality mechanisms.

Originality/value

This work advances understanding of the underrepresentation of women entrepreneurs. The paper offers a conceptual framework that provides policymakers with a useful tool to understand how to intervene and increase contextual embeddedness for all entrepreneurs. Additionally, this paper suggests moving beyond “fixing” women entrepreneurs and points towards disrupting systemic disparities to accomplish this contextual embeddedness for all entrepreneurs. By doing so, this research adds to academic knowledge on the construction and reconstruction of gender in the field of entrepreneurship.

Abstract

Purpose

To assess which partnerships were most critical during the recovery planning process following Hurricanes Maria and Irma. We discuss the roles and impact of different types of partners, barriers and facilitators to partnerships and lessons in collaboration during the development of the economic and disaster recovery plan for Puerto Rico.

Design/methodology/approach

The Homeland Security Operational Analysis Center (HSOAC) was tasked with assisting the Puerto Rican government with an assessment of damages from Hurricanes Maria and Irma and the development of the Recovery Plan. During the process, a small team compiled and coded a database of meetings with non-HSOAC partners. The team was divided into sector teams that mirrored FEMA’s Recovery Support Functions. Each sector completed two surveys identifying high impact partners and their roles and contributions, as well as barriers and facilitators to partnerships.

Findings

A total of 1,382 engagements were recorded across all sectors over seven months. The most frequently identified high impact partners were federal and Puerto Rican governmental organizations partners. NGOs and nonprofits were noted as key partners in obtaining community perspective. Sector teams cited a lack of trust and difficulty identifying partners as barriers to partner engagement. Given the expedited nature of disaster response, establishing partnerships before disasters occur may help facilitate community input. Early networking, increased transparency and defining roles and responsibilities may increase trust and effectiveness among partnerships.

Originality/value

To our knowledge, this is one of the few studies that quantifies and illustrates the partnerships formed and their contributions during recovery planning, and lessons learned.

Abstract

Purpose

This article focuses on regional-level cooperation in higher education by examining the functional, organizational and political approaches (FOPA) framework for higher education regionalization and using supra-national regional universities as established and successful examples of regional-level higher education cooperation among countries.

Design/methodology/approach

A conceptual framework is used to provide the structure for analyzing the key approaches to higher education regionalization, followed by an analysis of supra-national regional universities to demonstrate the application of the model.

Findings

The FOPA framework for higher education regionalization includes three approaches. The first is the functional approach, which includes both collaborative academic and research activities among higher education institutions as well strategies and policies to help align systems across a region. The second is the organizational approach, which focuses on networks, organizations, institutions and programs, which facilitate partnerships. The third is the political approach, which includes regional-level agreements, declarations and strategic plans to promote higher education collaboration. Key higher education activities for each approach are discussed in generic terms, with examples provided from major regions of the world.

Research limitations/implications

The research was based on desk research only. No interviews were conducted.

Practical implications

A conceptual analysis and a model were provided for the concept of regionalization of higher education and for regional universities, which can help readers locate their interests and research in the regionalization of higher education. Examples of three different types of regional universities were provided to give concrete illustrations of a regional university.

Social implications

One of the rationales driving regional universities is to address and increase a sense of regional identify and to meet the social, economic and educational needs of the specified region.

Originality/value

Regional universities, such as the University of West Indies, Arab Open University and the Pan-Africa University, are an understudied phenomenon. Using them as innovative and sustainable examples of higher education regional cooperation and the FOPA model, this study illustrates how single-campus, multiple-campus and virtual regional universities are functioning to meet the diversified needs and priorities across a region through cooperation among countries.

Abstract

Purpose

In spite of wide civic and academic interest in obesity, there are no bibliometric records of this issue in the marketing corpus. Thus, this inquiry is conceived to address this shortcoming with a bibliometric analysis of Scopus indexed articles published on the subject.

Design/methodology/approach

The analysis followed a five-step science mapping approach of study design, data collection, data analysis, data visualisation and data interpretation. R programming software was used to review 88 peer reviewed journals published between 1987 and 2021.

Findings

A sizable stream of literature exploring obesity has accrued in the marketing area as authors have drawn parallels between the influence of persuasive communication and advertising on human wellbeing and child health. The United States of America is found to be by far the country with the highest number of publications on obesity, followed by Australia and the United Kingdom. The topic dendrogram indicates two strands of obesity discourse: (1) social and policy intervention opportunities and (2) the effects on social groups in the population.

Research limitations/implications

This review will shape future enquiries investigating obesity. Beyond the focus on children, males and females, an emerging focus on cola, ethics, food waste, milk, policy-making and students is highlighted.

Originality/value

This is the first bibliometric review of obesity in the marketing literature. This is especially timely for weighing up the utility of research aimed at understanding and reporting the trends, influences and role of stakeholders in addressing obesity.

Abstract

Purpose

Of critical concern to the world is the need to reduce consumption and waste of natural resources. This study provides a multi-level exploration of the ways situational and transformational links between levels and challenges are related to the adoption and utilization of material flow cost accounting in Vietnam, to encourage green productivity.

Design/methodology/approach

Based on triangulation of public documents at different institutional levels and a set of semi-structured interviews, situational and transformational links and challenges for material flow cost accounting in Vietnam are examined using purposive and snowball sampling of key actors.

Findings

Using a multi-level framework the research identifies six situational and transformational barriers to implementation of material flow cost accounting and suggests opportunities to overcome these. The weakest links identified involve macro-to meso-situational and micro-to macro-transformational links. The paper highlights the dominance of meso-level institutions and lack of focus on micro transformation to cut waste and enable improvements in green productivity.

Practical implications

The paper identifies ways for companies in Vietnam to reduce unsustainability and enable transformation towards sustainable management and waste reduction.

Originality/value

The paper is the first to develop and use a multi-level/multi-time period framework to examine the take-up of material flow cost accounting to encourage transformation towards green productivity. Consideration of the Vietnamese case builds understanding of the challenges for achieving United Nations Sustainable Development Goal number 12, to help enable sustainable production and consumption patterns.

Abstract

Purpose

This study explores how social partners contribute to the successful return to work (RTW) of individuals affected by chronic diseases, employing the framework of actor-centred institutionalism.

Design/methodology/approach

This paper adopts a comparative case study methodology to assess the role of social partners in the workplace (re-)integration of people with chronic disease in Belgium and Italy, both of which represent well-developed industrial relations systems yet having different institutional and policy frameworks on RTW.

Findings

Institutional factors are found to affect the type and degree of social partners' commitment and contribution to RTW. Differences in their commitment can be explained by their varied degrees of integration in public policy formation, which explain their different preferred stages of interactions in this field: national tripartite social dialogue for Belgium; and sectoral collective bargaining for Italy. Unsatisfactory outcomes of social partners’ contribution in facilitating RTW processes are attributed to the fragmentation of the legal framework and uneven development of collective bargaining in Italy. In Belgium, the authors find the presence of cumbersome RTW procedures downplaying the role of the worker representative.

Originality/value

This paper adds empirical evidence to the limited literature on the role of social partners in facilitating RTW and sheds light on how to improve the current policy context. It suggests involving the social partners in the development of a comprehensive public policy framework, which should allow for an early, flexible and multi-stakeholder (re-)integration procedure following chronic disease.
