Abstract

Purpose

Policy is key for effective displacement governance in times of crises and in response and recovery. Therefore, this study assessed if Australian climate, disaster and emergency management policies provide effective mechanisms for governing displacement crises and areas where current approaches could be improved.

Design/methodology/approach

This study assessed 18 national and state-level disaster, emergency and climate change management frameworks to determine if best practice displacement governance themes were reflected in policy documents. Deductive thematic analysis was undertaken using Braun and Clarke’s six-phase method.

Findings

Issues of displacement are reflected in policies analysed in this study. However, current policy frameworks need to be equipped to comprehensively address the housing requirements of displaced people or provide long-term initiatives. Approaches are focused on crisis management rather than pre-emptively planning for displacement response and recovery. Therefore, Australia has not exercised national responsibility for displaced people appropriately.

Research limitations/implications

Disaster displacement is an under-researched area of Australian scholarship and disaster management policy and practice. Therefore, this paper has practical implications in so far as it draws attention to the issue of displacement in Australia. A limitation of this paper is that it only analysed policy frameworks specific to disasters. While broader engagement was outside the scope of this study, this limitation provides opportunities for further research from disciplinary perspectives of public housing and homelessness to examine displacement policy challenges in these fields. Furthermore, this study is limited to a theoretical inquiry into this topic through a desktop review of policy documents. While this is a necessary first step, empirical studies are required to determine accurate displacement rates, drivers and people’s experience of being displaced.

Practical implications

This research aims to inform policy by presenting recommendations for policy interventions for disaster displacement governance. Therefore, this research has practical implications as policy and disaster risk reduction (DRR) professionals can draw from the findings of this research when planning and initiating disaster response for displaced persons.

Social implications

This research draws attention to an area of disaster management practice and policy that has not been adequately accounted for. Highlighting gaps in current policy can assist in developing targeted strategies and solutions for internally displaced people, which protect their rights and meet their needs.

Originality/value

Displacement is a growing climate change issue. This research aims to help address this problem by drawing attention to areas where Australian disaster management approaches fail to account for displaced populations. Therefore, this research has practical implications for addressing future issues of disaster injustice that may arise if displacement continues, unacknowledged in disaster management.

Abstract

Purpose

The purpose of this paper is to present eight local elasto‐plastic beam element formulations incorporated into the corotational framework for two‐noded three‐dimensional beams. These formulations capture the warping torsional effects of open cross‐sections and are suitable for the analysis of the nonlinear buckling and post‐buckling of thin‐walled frames with generic cross‐sections. The paper highlights the similarities and discrepancies between the different local element formulations. The primary goal of this study is to compare all the local element formulations in terms of accuracy, efficiency and CPU‐running time.

Design/methodology/approach

The definition of the corotational framework for a two‐noded three‐dimensional beam element is presented, based upon the works of Battini .The definitions of the local element kinematics and displacements shape functions are developed based on both Timoshenko and Bernoulli assumptions, and considering low‐order as well as higher‐order terms in the second‐order approximation of the Green‐Lagrange strains. Element forces interpolations and generalized stress resultant vectors are then presented for both mixed‐based Timoshenko and Bernoulli formulations. Subsequently, the local internal force vector and tangent stiffness matrix are derived using the principle of virtual work for displacement‐based elements and the two‐field Hellinger‐Reissner assumed stress variational principle for mixed‐based formulations, respectively. A full comparison and assessment of the different local element models are performed by means of several numerical examples.

Findings

In this study, it is shown that the higher order elements are more accurate than the low‐order ones, and that the use of the higher order mixed‐based Bernoulli element seems to require the least number of FEs to accurately model the structural behavior, and therefore allows some reduction of the CPU time compared to the other converged solutions; where a larger number of elements are needed to efficiently discretize the structure.

Originality/value

The paper reports computation times for each model in order to assess their relative efficiency. The effect of the numbers of Gauss points along the element length and within the cross‐section are also investigated.

Abstract

Purpose

The purpose of this paper is to provide an axisymmetric model of tube hydroforming using a Fourier Series based finite element method.

Design/methodology/approach

Fourier series interpolation function, which considerably reduces the size of the global stiffness matrix and the number of variables, is employed to approximate displacements. The material of the tube is assumed to be elastic‐plastic and to satisfy the plasticity model that takes into account the rate independent work hardening and normal anisotropy. Numerical solution obtained from an updated Lagrangian formulation of the general shell theory is employed. The axial displacement stroke (a.k.a. axial feed) during tube hydroforming is incorporated using Lagrange multipliers. Contact constraints and boundary friction condition are introduced into the formulation based on the penalty function, which imposes the constraints directly into the tangent stiffness matrix. A forming limit curve based on shear instability and experimental measurements are used as fracture criteria.

Findings

The results obtained from this new formulation are compared against the nonlinear finite element code ABAQUS and experimental measurements for isotropic and transversely anisotropic tube materials. The hoop and axial strains predicted with AXHD code compared excellently with those from ABAQUS FEM code using plane stress axisymmetric (SAX1) and four‐node shell (S4R) elements. However, in the case of aluminum, the numerically predicted maximum hoop strain underestimated the actual hoop strain measured from the tube bulging experiment.

Practical implications

The axisymmetric hydroforming program (AXHD) developed in this work is very efficient in simulating the free‐forming stage of the tube hydroforming process under simultaneous action of internal pressurization and displacement stroke.

Originality/value

Although Fourier Series based finite element method has been used in metal forming, the extended application presented in this paper is novel in the finite element analysis of tube hydroforming.

Viscous dampers are commonly used in large span cable-stayed bridges to mitigate seismic effects and have achieved great success.

Design/methodology/approach

However, the nonlinear analysis on damper parameters is usually computational intensive and nonobjective. To address these issues, this paper proposes a simplified method to determine the viscous damper parameters for double-tower cable-stayed bridges. An empirical formula of the equivalent damping ratio of viscous dampers is established through decoupling nonclassical damping structures and linearization of nonlinear viscous dampers. Shaking table tests are conducted to verify the feasibility of the proposed method. Moreover, this simplified method has been proved in long-span cable-stayed bridges.

Findings

The feasibility of this method is verified by the simplified model shaking table test. This simplified method for determining the parameters of viscous dampers is verified in cable-stayed bridges with different spans.

Originality/value

This simplified method has been validated in cable-stayed bridges with various spans.

Abstract

Based on the recent advances of hybrid stress finite elements, a series of alternative stress assumptions for these elements are investigated. Several new element models are proposed by using different concepts for the stress interpolation. Under a unified formulation presented in this paper for Hellinger—Reissner principle based hybrid stress element models, the element series 5β‐family for plane stress and 18β‐family for three‐dimensional problems are discussed. The extra incompatible displacements sometimes also added are not introduced in this unified formulation. A number of popular benchmark elastic problems are examined for both two element families. In each family, the element model presented in this paper using normalized transformed higher order stress trials usually gives better predictions than the others.

Abstract

Purpose

The internally displaced persons (IDPs) are often overlooked population, falling between the cracks of international and national commitments. Displaced women and children go through more hardship than the male counterpart, as they are frequently at greater risk and do not get adequate access to the reproductive healthcare rights; they suffer from poor health amid threats of eviction. The purpose of this paper is to look into the IDPs reproductive healthcare situation in India and sustainable development goal (SDG) role in addressing the reproductive healthcare rights of the IDPs in India.

Design/methodology/approach

This paper is based on the available literature on reproductive rights of IDPs in India, analysis of the SDGs 3 and other legal safeguards.

Findings

The newly arrived IDPs in the camps have complex needs and health problems. They are susceptible to a number of health problems due to the exposure to physical and environmental threats, violence and trauma. Many of them face a loss of social networks and assets, knowledge and information in the new environment, and lack food security. They have inadequate shelter, healthcare services, sanitation and access to safe water.

Research limitations/implications

This is a viewpoint paper and most of the information in this paper are taken from different sources which are cited in the reference section. There is a lack of sufficient data on IDPs in India. Most of the IDPs figures/data are quoted from Internal Displacement Monitoring Centre and other literature.

Practical implications

To achieve the SDGs by 2030, India needs to take account of all people’s vulnerabilities to address their humanitarian and sustainable development needs. It is important that the development, humanitarian actors, along with the local communities, work collectively to respond to the health needs of the IDPs. Moreover, the active role of the government can provide the necessary assistance to guarantee the rights of IDPs health, adequate standard of living and to social security.

Originality/value

This paper highlights the reproductive healthcare rights of the IDPs in India and the challenges faced by them. It has analyzed the policy gaps. The paper also suggests few measures that can be undertaken to address those challenges under the SDGs.

Abstract

Purpose

The purpose of this paper is to present the major gaps in the field of planning policy and its implementation regarding climate change and disaster risk reduction (DRR), with special reference to the displacement of people, together with the knowledge needed to increase community resilience. The researched relations are illustrated by the example of Serbia. The Republic of Serbia has been faced with increasingly visible impacts of climate change in recent years – floods, heat waves, droughts and others. During the floods that hit Serbia in 2014, over 30,000 people experienced displacement. These events have triggered numerous efforts, both to repair the incurred damage and to analyze opportunities for prevention.

Design/methodology/approach

This research has used document analysis to investigate contemporary approaches defined by policies, programs and research reports regarding climate change and DRR, with special reference to the displacement of people. An analytical framework has been used to evaluate to what extent the planning policy framework in Serbia addresses these issues in the context of achieving resilient development. Secondary analysis of research data has been used to recognize the gaps and identify needs for increasing community resilience.

Findings

Based on the growing trends in projections of climate change as a result of induced natural disasters for the region in the future and international trends in coping with these issues, this paper argues that it is necessary to improve the implementation of the planning policy framework and the capacities of professionals and citizens, to reduce future displacement and increase community resilience to climate change. The key weaknesses found within DRR and the emergency management system in Serbia were the lack of an appropriate information base of the cadastre of risk zones and the lack of information and coordination of actors on the local to the national level. During the “pre-disaster” period, findings stress a weak partnership and capacity development practice at the local level, as well as between local responsible bodies and regional/national entities in charge of emergency management and DRR. The paper singles out the main preconditions for achieving effective resilient planning, so that such a plan can move “people away from marginal areas” and provide living conditions that are resilient.

Originality/value

This paper provides a comprehensive insight analysis of the relations between climate change and DRR, with special reference to the planning policy. Using the lessons learned from the recent climate-induced disaster with its implications on displacement, the paper identifies needs for strengthening capacities to establish more resilient communities in Serbia. The gaps and needs identified, as well as the recommendations provided, may be of value for neighboring countries as well, who face similar challenges in climate change adaptation and who need to increase disaster risk resilience.

Abstract

Purpose

It might seem plausible to argue that effective monitoring of disaster data loss can help achieve progress in reporting to the Sendai Framework for Disaster Risk Reduction (SFDRR) and the global targets of sustainable development goals and associated indicators. Nevertheless, with the lack of climate change and disaster data losses in the Arab region, the integration of risks associated with socio-economic dimensions at the wider scale of displacement is important to shape a regional understanding of resilience terminology and provides the means of translating it. The purpose of this paper is to identify the means of redefining “Resilience” in the Arab region context of climate change, conflict and displacement in association with the theoretical principles of the “fragile city”.

Design/methodology/approach

In an attempt to achieve the SFDRR target (E) “substantially increase the number of countries with national and local DRR strategies by 2020,” this study investigates the use of the (United Nations Office for Disaster Risk Reduction) disaster resilience scorecard as a guiding principle for city-to-city (C2C) resilience-building knowledge exchange between Amman (Jordan) and Khartoum (Sudan).

Findings

Facing similar urban challenges against disaster and violent conflict-protracted displacement, the study findings indicate that the C2C exchange program was useful in understanding the cities’ urban risk profiles, promoting dialogue among local governments and creating a culture of learning organizations for knowledge sharing on DRR governance and beyond. However, the applied resilience assessments overlooked the qualitative and socio-ecological understanding of climate change risk and human security principles among the most vulnerable groups of refugees and internally displaced persons in fragile settings. This is recommended to be integrated into building coherence for resilience across the 2015-2030 Global Agendas reporting and monitoring mechanisms, leaving “no one behind”.

Originality/value

The C2C exchange program for Amman and Khartoum was an opportunity for understanding the cities’ urban risk profiles, addressing challenges and building “decentralized cooperation” beyond the cities’ institutional boundaries (UN Habitat, 2001), with recommendations for “selecting resilience indicators specific to fragile cities” to quantitatively measure disaster displaced persons’ (DDPs) vulnerabilities and current status of “income and social equality, microeconomic security, provision of basic services and social protection” while providing qualitative evidence on “social cohesion, social networks/social support and local government–community cooperation” (Patel and Nosal, 2016).

Purpose

Addressing the housing needs of the displaced communities is an essential part of a recovery programme that has distinct links to livelihoods, health, education, security and social and family stability. The housing factor acts as a social centre for family and friends, a source of pride and cultural identity and a resource that commands both political and economic importance. Therefore, addressing the housing needs of the displaced communities should be seen as a mode to promote resilience and sustainable communities. Instead, the consideration of housing needs merely as a physical need results in many issues to the communities, including no access to livelihood, poor living condition, health problems, lack of financial independence, lack of social satisfaction and social cohesion, and sometimes even recreates and worsens the existing vulnerabilities of displaced communities. Within this context, the purpose of this paper is to investigate the factors to consider when addressing the housing needs of the displaced communities, promoting resilience and sustainable communities.

Design/methodology/approach

The research team of the project titled REbuildinG AfteR Displacement (REGARD) conducted 47 in-depth interviews in four partner countries (the UK, Sweden, Estonia and Sri Lanka) with officials, community representatives, social support networks, agency networks, etc. Apart from that, focus group discussions were conducted with the community members in Sri Lanka covering both conflict-induced and disaster-induced displacement.

Findings

The findings of this paper revealed that the housing factor has a significant role in rebuilding communities and determining the long-term satisfaction of displaced communities. Further, the results present eight essential factors to consider when addressing the housing needs of the displaced communities, promoting resilient and sustainable communities.

Practical implications

The findings are helpful for future planners, urban designers, architects and policymakers who work in the resettlement field. Planners, urban designers and architects can use these identified factors to cross-check their resettlement planning and designing strategies in addressing the housing needs of the displaced communities. Further, policymakers can mainstream these identified factors into the resettlement housing-related policies and regulations.
