Abstract

Posits that collaboration in the UK is either recommended as good practice or enshrined within legislation as a necessity. Chronicles that there has been a sustained growth in the number of formal and informal collaborative relationships between state agencies and market, voluntary and community sectors, as well as within and between state agencies themselves. Uses illustrative case study materials drawn from the authors’ research and consultancy experiences, particularly in the areas of inner city community based mental health, urban regeneration, policing, and child and adolescent mental health. Concludes that research has extensively been drawn on to illustrate the dilemmas that regularly arise when attempting to implement this policy objective.

Abstract

Purpose

The purpose of this paper is to report on a systematic review that examined police social work and social service collaboration strategies implemented to address social problems.

Design/methodology/approach

A systematic review was conducted to identify the components of police social work and social service collaboration strategies. A total of 11 databases were searched. The inclusion criteria centered on the social problem, focus population, service providers, collaboration components and geographic location. Any methodological approach was included provided that a collaboration between police and social service providers focused on addressing a social problem was implemented and described.

Findings

The database searches identified 3,065 hits. After first eliminating duplicate titles, then reviewing and eliminating titles and abstracts that did not met the inclusion criteria, 119 full-text studies were reviewed. Among the 81 studies included in the systematic review, 83 implemented collaborations were found. The most collaborations were implemented in the USA, whereas only one implemented collaboration was found among the majority of the countries. Interpersonal violence was the most frequent social problem addressed by the collaborations followed by mental illness, crime, juvenile delinquency, and alcohol and substance use and abuse. Interventions were predominantly delivered by social workers who provided referrals and collaboration with social service agencies that assisted adults.

Practical implications

Given that police officers are first responders to a wide range of social problems, investigating and disseminating information about the characteristics of police social service collaboration strategies is an important endeavor. Whereas investigating the effectiveness of collaborations was not the aim of this review, several practical implications can be derived from the findings. These findings show the types of social problems, partners and tasks that comprise the collaborations. The present findings suggest that law enforcement agencies do not have accessible name brand social work and social service collaboration models that can be replicated. The majority of the collaborations found appear to be unique models implemented between law enforcement and social service agencies. More outcome studies are needed that investigate whether the social problem has improved among citizens that received services from the collaboration.

Originality/value

This paper is the first systematic review focused on police social work and social service collaboration strategies implemented to address social problems.

Purpose

This paper explores the communication of legitimacy in the annual reports of non-governmental organizations (NGOs), focusing specifically on the function of images. The visual mode of discourse and meaning construction has to date only scarcely been explored in legitimacy research, especially in the NGO context.

Design/methodology/approach

Distinguishing between normative, regulatory, cognitive and outcome legitimacy, the paper inquires into the kinds of legitimacy that NGOs communicate to their constituents and the claims that predominate. Turning to research on impression management, the paper explores whether and how organizations use images as symbolic mechanisms of legitimacy. Finally, the paper considers the socio-cultural implications of these legitimation strategies for beneficiary groups, donor communities and the organizations themselves.

Findings

A qualitative content analysis of images in the reports of the eight influential members of the US-based Global Emergency Response Coalition confirms the widespread presence of legitimacy claims in NGO visual communications, with normative (especially need) and output (especially implementation) categories predominating. However, these practices are potentially contradictory; measures to increase legitimacy to and of donors result in forms of beneficiary exclusion and reduction. Strategies of impression management, namely self-promotion, ingratiation and exemplification, appear to shape these NGO representative logics.

Originality/value

The results of this study extend prior research into legitimacy, legitimation and impression management in and beyond the non-governmental sector by differentiating among categories of legitimacy and incorporating images as the object of analysis. In this capacity, they also support and augment the emerging literature on imagery use in NGO annual reports.

Abstract

Purpose

The purpose of this paper is to present an inter-agency practice integrated within a police intervention model which was developed for police officers and their partners in Montréal.

Design/methodology/approach

The Integrated Police Response for Abused Seniors (IPRAS) action research project (2013-2016) developed, tested, and implemented a police intervention model to counter elder abuse. Two linked phases of data collection were carried out: a diagnostic of police practices and needs (year 1) and an evaluation of the implementation of the intervention model and the resulting effects (years 2 and 3).

Findings

The facilitating elements to support police involvement in inter-agency practices include implementing a coordination structure regarding abuse cases as well as designating clear guidelines of the roles of both the police and their partners. The critical challenges involve staff turnover, time management and the exchange of information. It was recognised by all involved that it is crucial to collaborate while prioritising resource investment and governmental support, with regards to policy and financing, as well as adequate training.

Practical implications

The IPRAS model is transferable because its components can be adapted and implemented according to different police services. A guideline for implementing the model is available.

Originality/value

In the scientific literature, inter-agency collaboration is highly recommended but only a few models have been evaluated. This paper presents an inter-agency approach embedded in an evaluated police intervention model.

Abstract

Mounting evidence of a crisis in mental health care for young people has underlined the need for early and better recognition of mental health difficulties in children. Recent policy suggests that schools and teachers must play a pivotal role in smoother pathways to care. This will necessitate enhanced working relationships between schools and child and adolescent mental health services (CAMHS). However, there is little understanding as to how teachers and mental health professionals currently relate to one another or what difficulties undermine ‘joined up’ care. In this study we examine current systems of collaboration between schools and child and adolescent mental health services, paying particular attention to relationships between schoolteachers and mental health professionals. Data was collected using semi‐structured, in‐depth interviews. Our findings indicate deep‐seated barriers to good collaboration. Moreover, teachers experience significant frustration through feeling excluded from the mental health care management of children despite being affected professionally by such decisions taken, the delays to intervention and poor communication between agencies. Interprofessional trust and mutual suspicion emerged from these interviews as an over‐arching factor. The implications arising from expectations for greater inter‐agency collaboration are discussed.

Abstract

This article outlines the experience of the first 260 Sure Start Local Programmes of developing interagency partnerships in their areas. It draws on quantitative and qualitative data collected between 2000‐2005 by the implementation module of the government‐commissioned National Evaluation of Sure Start. Following a résumé of the aims and design of the Sure Start Local Programme initiative, a description of the implementation module methodology and an overview of existing knowledge around inter‐agency collaboration, five factors are identified which impacted on the partnership‐building task. These comprise: the nature of partnership history; clarity of purpose; the extent of strategic commitment at the highest levels; trust among partners; and the characteristics of the national workforce. The article concludes by highlighting the continuing relevance of these issues to the new collaborations required by the UK government's Every Child Matters agenda, including the work of children's centres.

Abstract

Purpose

The purpose of this paper is to analyse the processes and outcomes of a five‐year initiative to develop inter‐agency working between services for vulnerable 10‐ to 18‐year‐olds in a disadvantaged area of Dublin, Ireland.

Design/methodology/approach

A case study methodology included: review of documentation on 32 formal meetings of the network; 43 interviews with agency personnel involved in the network; in‐depth review of nine randomly selected cases which had been treated according to the network's agreed protocol of inter‐agency case management.

Findings

The initiative created a vibrant inter‐agency process in terms of developing and implementing an agreed protocol for inter‐agency care planning. However, assessment of the outcomes for young people and their families showed that only a few made any improvement. Four reasons are suggested for this relatively modest result: the target group of 10‐ to 18‐year‐olds had experienced neglect and abuse over many years and this made it difficult to achieve positive outcomes for them; the quality and standard of work by some staff in some agencies was questionable; agencies did not seem to include inter‐agency work in assessing their overall performance, or the performance of individual staff; and most agencies did not seem to have adopted an outcome‐oriented, evidence‐based approach to their work.

Originality/value

The paper points out that an effective and inclusive inter‐agency process is necessary but not enough for improving child outcomes; the sufficient condition for improved child outcomes is effective intra‐agency processes to deliver high‐quality services and a policy environment that supports and requires it.

Abstract

Purpose

The market in trafficked children bought and sold for sexual exploitation is one of the most inhumane transnational crimes that appear to have been facilitated by globalisation and its many effects, such as growing disparity in wealth between North and South. Child sex trafficking (CST) in the Greater Mekong Subregion (GMS) is an extremely complex problem, deeply rooted in historical injustice, gender inequality and poverty. In addition to the complexities of the child trafficking issue, the organisations that seek to combat CST are themselves not always a united force and display their own internal and inter-agency complexities. The purpose of this paper is to examine some of the key complexities of responding to CST in Thailand and Cambodia.

Design/methodology/approach

The methodology for this research consisted of 22 semi-structured interviews with anti-child trafficking experts in Thailand and Cambodia, in addition to field observations in various child sex tourism hubs in Southeast Asia.

Findings

The complexities of the CST problem in Thailand and Cambodia are discussed as well as analysis of the internal and inter-agency barriers faced by the organisations that seek to combat CST. The research finds that, due to limitations in donor funding, anti-trafficking organisations face difficulties in effectively responding to all aspects of the CST problem. The recommendation is made for improved advocacy networking against this transnational crime. Recent success stories are highlighted.

Research limitations/implications

The research for this paper involved semi-structured interviews with staff from non-government organisations and United Nations agencies, but not with government representatives. The lack of available data from Thai and Cambodian government representatives limits the ability of the researcher to evaluate the effectiveness of anti-trafficking organisations’ response to the child trafficking issue. Also lacking is the voice of child trafficking victims, the key beneficiaries of anti-trafficking organisations’ aid and advocacy efforts.

Originality/value

There is an abundance of literature on the subject of CST but a dearth in scholarly literature on the subject of advocacy and policy responses to CST in Southeast Asia. This paper provides a valuable contribution the knowledge base on child trafficking by analysing both the complexities of the CST issue and the complexities, for anti-trafficking organisations, of effectively combating CST in the GMS.

Abstract

Purpose

Collaborative inter-agency working is of paramount importance for the public protection agenda worldwide. The purpose of this paper is to disseminate the findings from a research study on the inter-agency working within adult support and protection (ASP) roles in the police, health and social care.

Design/methodology/approach

This realistic evaluation study with two inter-related phases was funded by the Scottish Institute for Policing Research. This paper reports on Phase 1 which identified existing gaps in the implementation of effective inter-agency practice by reviewing the “state of play” in inter-agency collaboration between the police and health and social care professionals. In total, 13 focus groups comprising representatives from Police Scotland (n=52), Social Care (n=31) and Health (n=18), engaged in single profession and mixed profession groups addressing issues including referral and information exchange.

Findings

On analysing context-mechanism-outcome (CMO), gaps in joint working were identified and attributed to the professionals’ own understanding of inter-agency working and the expectations of partner agencies. It recommended the need for further research and inter-agency training on public protection.

Research limitations/implications

This unique Scottish study successfully identified the inter-agency practices of health, social services and police. By means of a modified realistic evaluation approach, it provides an in-depth understanding of the challenges that professionals face on a day-to-day basis when safeguarding adults and informed strategic recommendations to overcome the barriers to good practices in organisational working. The methods used to determine CMO could benefit other researchers to develop studies exploring the complexities of multi-causal effects of cross-boundary working. The use of the same case study in each focus group helped to neutralise bias. However, the voluntary nature of participation could have resulted in biased perceptions. The limited numbers of health professionals may have resulted in less representation of health sector views.

Practical implications

This paper reports on a Scottish study that focused on the coordinated and integrated practices amongst the police, health and social services’ professionals who support and protect adult members of society at risk of harm and has implications for their practice.

Social implications

Whilst the focus of this study has been on ASP, the conclusions and recommendations are transferable to public protection issues in many other contexts.

Originality/value

Studies on the joint-working practices amongst police and health and social services’ professionals who support and protect adult members of society at risk of harm are uncommon. This study investigated professionals’ perceptions of gaps and concerns pertaining to integrated working by means of a realistic evaluation approach. It recommended the need for further research and inter-agency training on public protection.
