Abstract

Purpose – Health system performance depends on production and use of quality health data and information. Routine health information systems (RHIS) are defined as systems that provide information at regular intervals of a year or less to meet predictable information needs. These include paper-based or electronic health records and facility- and district-level management information systems. RHIS are receiving increasing attention as an essential component of efficient, country-owned, integrated national systems. To guide investment decisions on RHIS, evidence is needed on which types of RHIS interventions work and which do not.

Design/methodology/approach – This chapter is a systematic review of the literature on the evaluation of RHIS interventions in low- and middle-income countries, starting from the premise that investments in RHIS could be better understood and so produce greater benefits than they currently do.

Findings – We describe the conceptual literature on the determinants of RHIS performance and its role in improving health systems functioning, discuss the evidence base on the effectiveness of strategies to improve RHIS performance, provide an overview of RHIS evaluation challenges, and make suggestions to improve the evidence base.

Originality/value – The goal is to help ensure that (a) RHIS interventions are appropriately designed and implemented to improve health systems functioning and (b) resulting RHIS information is used more effectively.

Abstract

Purpose

The purpose of this study is to examine the financial autonomy that affects the financial accounting information quality of public organizations. This study also tests the impact of the financial autonomy on support from leadership. How this impact has affected elements of accounting information systems such as hardware, software, communications technology and chief accountant to support providing the quality of the financial accounting information.

Design/methodology/approach

The research model is in the SEM form and measurement models are reflective scales so this study applies the PLS-SEM analysis technique on the Smart PLS 3.2.7 software to test the research hypotheses. Analytical data is collected through survey questionnaires with observed variables measured using the typical 7-point Likert scales. The result obtained after cleaning the data includes 164 Vietnamese public organizations with the different levels of the financial autonomy.

Findings

This research has three primary findings: firstly, FA has a positive direct effect on FAIQ and SL. Secondly, SL influences FAIQ through four mediate variables including AM, HW, SW and CN. Finally, SL also acts as a mediate variable in the relationship of FA and FAIQ.

Originality/value

This is one of the first empirical studies to examine the role of financial autonomy in leadership support to improve the quality of the accounting information in the public sector in the context of the Vietnamese government is promoting the financial autonomy of public organizations.

Abstract

Purpose

The aim of this paper is to extend the understanding of the configuration of inter-organizational information exchange (IOIE) and the role of each aspect of IOIE in realizing potential communication benefits.

Design/methodology/approach

A conceptual framework on the configuration of IOIE was developed by examining the relationships between companies in the poultry supply chain in China. A sample of 165 buying companies and a sample of 96 sellers were analyzed by partial least square modeling.

Findings

Communication willingness plays a critical role in improving communication quality and realizing potential communication benefits. Modern media remain as a huge potential opportunity for improving performance. Meanwhile, the power of face-to-face communication should never be neglected, even in the coming Information Age. Higher communication frequency contributes to better understanding of companies' changing requirements and expectations. Taking use of senior managers and staff from different functions helps sellers grasp better changing markets. Communication quality is found as a multi-dimensional concept and plays a critical mediating role in realizing communication benefits.

Originality/value

The proposition of the model of configuration of inter-organizational information exchange and the quantitative empirical examination of the model fills an important research gap.

Abstract

Purpose

The purpose of this paper is to examine the relationship between implementation of quality management systems (QMS) and business performance, through mediating factors (operating performance, information quality, product quality, design performance, environmental performance and competitive priorities). Most of the published literature examines the direct impact of implementation of QMS on business performance, and on some of the above stated factors. However, the impact of implementation of QMS on business performance, through these mediating factors has not received much attention. Accordingly, the authors develop a theoretical framework depicting impact of implementation of QMS on business performance through the above stated factors.

Design/methodology/approach

The paper proposes several hypotheses linking implementation of QMS, mediating factors and business performance. The hypothesized model is empirically tested using data collected from 120 professionals working in quality engineering/management in India and North America. The collected data are analyzed with the aid of structural equation modeling (SEM) technique.

Findings

Information quality and design performance have emerged as the important factors in the research. Information quality directly effects design performance, operating performance and environmental performance. The model indicates that besides a well-designed product, managers need to focus on the operating performance to improve overall product quality. Empirical evidence is found regarding direct and indirect effect of implementation of QMS on above stated mediating factors and on business performance.

Originality/value

The research fills a gap in the literature by considering several mediating factors that aid in improving business performance with implementation of QMS.

Abstract

This article discusses the increasing importance of information to so called information factories. As information management is their core competence, development of information quality should be the key focus of quality management. Good quality information is error free and fulfills the user’s needs. Technology managers define their needs as having recent, relevant, reliable and analyzed information on competitive environment and development of technologies. Several methods used with full text search engines to improve different aspects of information quality, are demonstrated and described based on our constructive work, implementing Business Technology portals. Relevancy of information was improved with several used methods and reliability by structured searches with meta‐information and by reduced information space. Recentness of information was improved with push technology. As conclusion, full‐text search engines increase the information quality by filtering information, however recentness of information and analyzed information are more difficult aspects to improve than relevancy and reliability.

Abstract

Purpose

The purpose of this study was to evaluate the status of US hospital Laboratory Information Systems. Laboratory Information Systems are critical to high quality healthcare service provision. Data show that the need for these systems is growing to meet accompanying technological and workload demands. Additionally, laboratory tests provide the majority of information for clinical decision‐making. Laboratory processes automation, including patient result verification, has greatly improved laboratory test throughput while decreasing turn‐around‐times, enabling critical results to reach physicians rapidly for improved clinical outcomes.

Design/methodology/approach

Data were drawn from the 2007 Healthcare Information and Management Systems Society (HIMSS) Analytics Database, which includes over 5,000 US healthcare organizations and provides extensive data on the hardware, software, and information technology infrastructure within healthcare organizations.

Findings

US hospitals are actively involved in laboratory systems planning to improve health service quality. Specifically, data show 76 new laboratory information systems are currently being installed in 2007 with another 399 under contract for future installation. As a result, increasing investment in laboratory information systems is providing state‐of‐the‐art clinical laboratory support, which enhances clinical care processes and improves quality. These state‐of‐the‐art Laboratory Information Systems, when linked with other clinical information systems such as Computerized Physician Order Entry and Electronic Medical Record, will support further healthcare quality improvement.

Originality/value

This article includes the most current information available on the US hospital laboratory information system applications.

Abstract

Purpose

This paper aims to address the association between the quality and quantity of information in supply chains and the costs and benefits of generating, using and sharing it.

Design/methodology/approach

The authors’ conceptual framework draws on multiple disciplines and theories of the value and use of product information. Controllable aspects of information, its quality and quantity, are the focus of the study as drivers of firm and chain performance. Structural equation models of constructs at two stages of the Australian red meat supply chain are employed, using data from a survey of 81 sheep and cattle breeders and commercial producers.

Findings

Information quality influences performance more for some product attributes than others and is more influential than is information quantity. Information sharing for many attributes generates benefits only at high cost. Investment in measurement and transmission technologies is supported for intrinsic and extrinsic measures of quality. Differences in respondents' evaluation of information quality are interpreted as evidence of persistent chain failure.

Originality/value

To the authors' knowledge, this is the first attempt at quantifying and comparing the benefits and costs of information sharing across multiple stages of a supply chain and the first to assess quantitatively the role played by information quality and quantity in generating costs and benefits.

Abstract

Purpose

The purpose of this paper is to investigate the impact of cooperative principle on the information quality (IQ) by making objects more relevant for consumer needs, in particular case Wikipedia articles for students.

Design/methodology/approach

The authors performed a quantitative study with participants being invited to complete an online survey. Each rater evaluated three selected and re-written articles from Wikipedia by four IQ dimensions (accuracy, completeness, objectivity, and representation). Grice’s maxims and submaxims were used to re-write articles and make them more relevant for student cognitive needs. The results were analyzed with statistical methods of mean, standard deviation, Cronbach’s α, and ICC (two-way random model of single measure).

Findings

The study demonstrates that Wikipedia articles can be made more relevant for student needs by using cooperative principle with increase in IQ and also achieving higher consistency of students’ scores as recent research. In particular, students in the research perceived the abstract, constructed with cooperative principle, more objective and complete as reported in recent research.

Practical implications

The work can benefit encyclopedia editors to improve IQ of existing articles as well as consumers that would obtain more relevant information in less reading time.

Originality/value

This is one of the first attempts to empirically investigate the application of cooperate principle to make objects more relevant for consumer needs and impact of this on IQ. IQ improvement evidence is provided and impacts on IQ dimensions such as objectivity, completeness, accuracy, and representation for research community to validate and compare results.

Abstract

Purpose

The purpose of this paper is to identify, present and categorise the main requirements, challenges and impacts of Lean Six Sigma (LSS) applications. Emphasis is given to the soft impacts of LSS applications, which are intangible in nature and difficult to quantify and measure, highlighting the most frequently cited ones.

Design/methodology/approach

A qualitative synthesis of the studies using the narrative synthesis approach is adopted to descriptively summarise and categorise the requirements, challenges and impacts of LSS applications. The studies were searched by using the following keywords: “LSS applications,” “LSS requirements,” “LSS challenges” and “LSS impacts” in almost all major electronic databases such as Emerald, Taylor and Francis, ScienceDirect and Wiley. A total of 116 articles published between 2007 and 2017 in 41 academic journals were collected and reviewed. Consideration was also given to a number of substantial publications in 2006, 2018 and 2019.

Findings

In addition to its process efficiency and financial impacts, LSS was found to have another impact category related to individual and organisational behaviours. Management commitment, training and organisational culture were concluded to be amongst the most important and required categories for successful LSS applications. It was also found that the lack of awareness of LSS tools and benefits and the lack of change management and resistance to change were amongst the most cited categories of implementation challenges.

Research limitations/implications

The studies published between 2007 and 2017 are mainly considered in this paper. It is believed that 10-year publication period considered in this research is sufficient to study the evolution, benefits, limitations and future trends of a particular research topic. However, the exclusion criteria used in the search process with respect to the articles’ year of publication and search terms and keywords may limit the generalisation of the research findings. In addition, the qualitative nature of this research study and the lack of empirical data to support its findings is another limitation that future research should consider.

Practical implications

This research paper may serve as a valuable source of information for LSS researchers as it will provide them with useful and new insights and directions for further research in LSS. It will also increase the awareness of LSS practitioners about the kind of impact LSS has, and therefore, achieve a better utilisation of its tools by ensuring availability of application requirements and overcoming application challenges.

Originality/value

This study differs from previous research studies as it focusses attention on the soft impacts of LSS applications and highlights them. The study identifies and prioritises LSS application impacts, requirements and challenges. The study on these aspects was found to be limited and lacking in previous research studies.
