Abstract
Keberkesanan penyampaian sesuatu maklumat memerlukan individu, alat mahupun saluran yang unggul dan bersesuaian. Usaha ini haruslah dirancang dan dipertimbangkan dengan teliti oleh pihak tertentu agar setiap apa yang ingin disampaikan dan dilaksanakan itu dapat diberigakan dengan mudah dan berkesan. Dari itu, penggunaan bahasa retorik dilihat sebagai batu loncatan yang memberikan keyakinan dan tahap keberkesanan yang tinggi bagi sesebuah wacana yang disampaikan tersebut. Kewibawaan retorik sebagai seni yang mempengaruhi bukan sahaja berperanan untuk memperkukuhkan kekuasaan mahupun mempengaruhi fikiran dan emosi orang lain namun sebaliknya mampu menstimulasikan keseimbangan hubungan sosial yang terbentuk melalui sistem pemerintahan sesebuah negara. Melalui penyelidikan ini, setiap ciri khas retorik dapat diketengahkan dengan menghuraikan peranan dan fungsi-fungsi yang dimainkan oleh jenis-jenis retorik dalam penulisan sesebuah wacana. Hal ini khusus bagi mengilustrasikan idea, gagasan mahupun suatu fakta terhadap sesuatu pendekatan dengan cara yang kreatif dan terbaik. Di samping itu, keutamaan bagi penerapan bahasa retorik dalam perutusan kerajaan seharusnya dapat diperkasakan sewajarnya dengan menjadikannya sebagai anjakan paradigma ke arah perpaduan dan nilai kesaksamaan dalam masyarakat. Justeru, kajian ini memanfaatkan Teori Retorik Moden oleh Enos dan Brown (1993) sebagai landasan utama dalam menganalisis sejumlah 20 perutusan rasmi berkaitan jangkitan covid-19 di Negara Brunei Darussalam. Berdasarkan pemerhatian dan penganalisisan yang dijalankan, hanya empat jenis retorik yang diaplikasikan dalam wacana tersebut. Kesimpulan statistik merangkumi 34% teknik pendedahan, 30% teknik penerangan, 33% teknik pemujukan dan hanya 3% bagi teknik penghujahan. Dapatan penyelidikan ini membuktikan bahawa penggunaan bahasa retorik dalam perutusan rasmi kerajaan adalah amat penting dalam memperkukuhkan sistem pemerintahan negara serta mampu melestarikan cara hidup yang relevan dan berkualiti.
The effectiveness of delivering information requiresindividuals, tools or channels that are superior and appropriate. This effort must be planned and considered carefully so that everything that is to be conveyed and implemented can be conveyed easily and effectively. Therefore, the use of rhetorical language is regarded as a stepping stone that provides confidence and a higher level of effectiveness. `Rhetoric as an influential art not only plays a role in strengthening power or influencing the thoughts and emotions of others but also stimulate sthe balance of social relations. Through this research, each rhetorical feature is highlighted to discuss its role and functions in the discourse. Using Enos and Brown’s Modern Rhetorical Theory (1993), a total of 20 official conferences on the latest developments of the spread of covid-19 infection were discussed. Findings have shown that there were four main types of rhetoric, i.e. Statistical conclusions which include 34% of expository techniques, 30% of descriptive, 33% of persuasion and only 3% for argumentation techniques. This also implies that rhetoric language is very important in ensuring the dissemination of knowledge among the institution and people is effective and and transparent.

Abstract
Isu diskriminasi antara kaum telah tular di media sosial berikutan isu pemberian vaksin secara jumpa terus yang mula dibukakan di Pusat Vaksinasi Stadium Tertutup pada hari Jumaat, 24 September 2021. Jumlah orang ramai yang ingin mengambil vaksin telah melebihi jangkaan sehingga menyebabkan keadaan menjadi tidak terkawal dan berlakunya pelanggaran Prosedur Pengendalian Standard (SOP). Kajian ini dijalankan untuk membincangkan isu diskriminasi kaum yang berlaku semasa gelombang kedua pandemik COVID-19. Penelitian menggunakan metode kualitatif secara deskriptif. Data yang diperolehi daripada komen-komen dalam halaman Brunei Dot Com, dan Facebook ini seterusnya dianalisis menggunakan model tiga dimensi Fairclough (1992). Hasil kajian mendapati kesemua komen telah menunjukkan sikap diskriminasi dalam kalangan masyarakat Brunei secara sedar ataupun tidak. Isu diskriminasi ini bukan sahaja dapat dilihat dari sudut representasi linguistik, tetapi juga penghasilan dan pewahanaan wacana berkaitan pada halaman Brunei Dot Com, dan Facebook. Kajian ini juga menunjukkan bahawa wacana bukan saja mampu dibentuk masyarakat tetapi juga membentuknya.
The issue of racial discrimination concerning the commencement of walk-in vaccination at the Indoor Stadium Vaccination Centre on Friday, 24 September 2021 was widely addressed in the social media. Chaos ensued as an influx of people attended the centre and violated the Standard Operating Procedure (SOP). This paper examines the issue of racial discrimination during the second wave of COVID-19 pandemic in Brunei. As a qualitative-descriptive study, data obtained from Brunei Dot Com, and Facebook page, were analysed using Fairclough's (1992) three-dimensional approach. Findings have shown presence of discriminatory attitudes among the local community displayed as deliberately or unintentionally. This is manifested in its linguistic representations, discourse production and consumption in the selected Brunei Dot Com and Facebook pages. This study indicates that a discourse is not only capable of shaping but is also shaped by the community.

Abstract
Violence against women and girls is globally prevalent. Overcoming it is a prerequisite for attaining gender equality and achieving sustainable development. The United Nation's 2030 Agenda for Sustainable Development considers technology as a means to combat violence against women and girls, and there is ample evidence on the positive impact of technology in combating violence. At the same time, however, technology can promote and perpetrate new forms of violence. Research shows that more than 70% of women and girls online are exposed to forms of cyber violence. Most of these cases remain unreported.
This chapter argues that technology contributes to increasing cyber violence against women and girls which in turn leads to severe social and economic implications affecting them. It also argues that legislative and policy reforms can limit this type of violence while enabling women and girls to leverage technology for empowerment. It highlights cases of cyber violence in the Arab region and provides an overview of applicable legislative frameworks. The chapter concludes with recommended policy reforms and measures to strengthen and harmonize efforts to combat cyber violence against women and girls in the Arab region.

Purpose
Despite corporate communications having an immense impact on corporate success, there is a lack of dedicated techniques for their management and visualization. A potential strategy is to apply business process management (BPM) approach with business process model and notation (BPMN) modeling techniques.
Design/methodology/approach
The goal of this study was to gain empirical insights into the cognitive effectiveness of BPMN-based corporate communications modeling. To this end, experimental research was performed in which subjects tested two modeling notations – standardized BPMN conversation diagrams and a BPMN extension with corporate communications-specific concepts.
Findings
Standard conversation diagrams were demonstrated to be more time-efficient for designing and interpreting diagrams. However, the subjects made significantly fewer mistakes when interpreting the diagrams modeled in the BPMN extension. Subjects also evolved positive perceptions toward the proposed extension.
Practical implications
BPMN-based corporate communications modeling may be applied to organizations to depict how formal communications are or should be performed consistently, effectively and transparently by following and integrating with BPM approaches and modeling techniques.
Originality/value
The paper provides empirical insights into the cognitive effectiveness of corporate communications modeling based on BPMN and positions the corresponding models into typical process architecture.

Abstract
Purpose
The authors have faced rapid technological developments over the past few years. Still, the authors face challenges of maritime supply chain inefficiency, high costs and the low competitiveness of Indonesian ports. In line with the flow of this research, the purpose of this paper is to conceptualise best practices to improve port connectivity, which impacts improving maritime logistics capabilities in Indonesia that are relevant to the current situation.
Design/methodology/approach
The authors utilise surveys and interviews as a data collection method, where several sources were actors in the maritime logistics industry. The authors also use secondary data from the Ministry of Transport of the Republic of Indonesia, online databases as well as trade magazines and newspapers. This paper conducts a multiple case study and principal component analysis (PCA) to meet the research objectives.
Findings
The intention to use port digitisation services will increase if the perceived usefulness of the service also increases. Also, if the negative coefficient of user trust rises, it will bring a very sharp decrease in customers' intentions to use. Furthermore, the high estimated value of context indicates that users expect to have a good experience using the application and bring benefit to their business.
Originality/value
Based on the authors’ knowledge, there has been no review about port digitalisation, specifically in Indonesia. The authors initially provided best practices to improve port connectivity, which can impact improving maritime logistics capabilities.

Abstract
Purpose
This paper aims to make a modest attempt to classify the Asia-Pacific countries in terms of the access to information and communication technology (ICT) to unearth the prevalence of digital divide (if any) in the Asia-Pacific region. In addition to that, this paper also examines the role played by the digital skill in bridging the digital divide in the context of Asia–Pacific countries.
Design/methodology/approach
Secondary data on 43 Asia-Pacific countries for the period from 2012 to 2017 was collected from International Telecommunication Union (ITU) database and World Development Indicators, World Bank. K-means clustering technique was applied to explore the natural grouping of the Asia-Pacific countries based on ICT access. The role of digital/ICT skill in narrowing the access-based digital divide was investigated using panel data regression technique.
Findings
Clustering of countries suggested a significant difference amongst the Asia-Pacific countries in terms of ICT access, signifying the prevalence of access based digital divide. Digital skill played pivotal role in promoting ICT access and thereby reducing the digital divide during the period of the study. Per capita income level, level of education, openness of the economy and urbanisation were observed to be the determining factors in reducing the digital divide during the period of study in the Asia-Pacific region.
Originality/value
The study makes an unique attempt to explore the role of digital/ICT skill in tapering the access-based digital divide in the context of Asia-Pacific region.

Purpose
The purpose of this paper is to provide evidence-based policy recommendations for improving the implementation of universal service funds (USF) with a view to closing the digital divide in Africa.
Design/methodology/approach
The paper adopts a qualitative approach that draws examples from various African countries supported by 25 interviews from key stakeholders with hands-on experience and roles that shape telecommunications policy in Africa and other developing countries.
Findings
The study's findings point out that institutional voids which characterize several African countries inhibit the effectiveness of USF in African countries. The authors identify several institutional and organisational factors and explain how they negatively affect the performance of USF. The authors find that in order to overcome these obstacles, there is a need for a clear redefinition of Universal Access and Service (UAS) policies, restructuring the governance of USF, encouraging cross-sectoral collaborations, and bottom-up initiatives to bridge the digital divide in African countries.
Originality/value
The paper contributes to the underexplored USF literature by shedding light on the role of institutional factors in determining the success of USF. The paper thus complements and provides a different perspective on promoting digital inclusion in Africa from the viewpoint of institutional voids, bringing new insights into the existing literature on how to deal with an intractable area of UAS policy and the wider digital divide debate in developing countries.

Abstract
Purpose
This study aims to suggest directions for innovation-driving paths for sustainable growth through an in-depth case analysis of a successful Internet of Things (IoT) in small- and medium-sized enterprise (SME) in South Korea. IoT is expected to play a significant role in the future industry 4.0 platform. Yet, little is known about how SMEs in the IoT industry (IoT-SMEs hereafter) pursue innovation in alignment with attributes inherent in the IoT.
Design/methodology/approach
This study addresses relatively unexplored key research questions on innovation strategies of IoT-SMEs. To do so, we employ an exploratory research methodology, along with an extensive review of the literature in the areas of the IoT, SMEs innovation and sustainable growth strategy. Specifically, we conduct intensive individual interviews to find IoT inherent innovation attributes and a case study to explore the process of linking these attributes to innovation-driving paths.
Findings
The analysis results reveal that there exist disruptive and open innovation attributes in the IoT industry that enable IoT-SMEs to enhance their structure and process related capabilities, to create business models for products and services and to collaborate with external parties in marketing to enter the market. We excavate practical insights into driving innovation based on IoT attributes and suggest enabling paths for pursuing innovation and entering overseas markets for IoT-SMEs.
Originality/value
This study investigates an underexplored significant area of research on the relationship between IoT attributes and innovation paths. The findings provide profound theoretical and practical implications. To the best of the author’s knowledge, it is the first attempt to link disruptive and open IoT attributes to innovation paths of IoT-SMEs. The results provide directions for pursuing effective innovation in responding to the IoT market for sustainable growth.

Abstract
Purpose
The paper aims to identify the differences between developed and developing country firms with respect to firm-specific and country-level determinants of their capital structure. For this purpose, all constituent firms in one of the oldest Islamic equity indices, Dow Jones Islamic Market World Index (DJIM), are considered and the Muslim-majority status of each firm's domicile country is recognized.
Design/methodology/approach
The study employs Hausman–Taylor random effects regression with endogenous covariates to explain the debt ratios of firms in DJIM by separating them into developed and developing country subsamples in an unbalanced panel data setting. Developing country subsample is further split into two based on the Muslim-majority status of each firm's domicile country.
Findings
Consistent with the previous literature, this study finds that firm-specific characteristics are the main determinants of their capital structure. Additionally, the paper shows that country-level characteristics have an impact on the debt ratio, however, the types of factors vary across developed and developing countries. Debt ratios in developing country firms are lower than those in developed country firms, largely due to the significantly smaller leverage ratios of firms in Muslim-majority countries. Although the debt ratios of DJIM firms are higher in “non-Muslim” countries, the set of firm-level capital structure determinants are not statistically explained by operating in a “Muslim” country. The study also documents that, before the global financial crisis of 2008, companies in developing countries have gradually become less leveraged worldwide.
Originality/value
This paper provides a new perspective into the differences between developed and developing country firms' capital structures by focusing on a relatively homogeneous data set restricted by leverage screening rules of an Islamic equity index and recognizing the Muslim-majority status of each firm's domicile country.

Abstract
The COVID-19 pandemic has disrupted the ‘real’ world and substantially impacted the virtual world and thus the Internet ecosystem. It has caused a significant exogenous shock that offers a wealth of natural experiments and produced new data about broadband, clouds, and the Internet in times of crisis. In this chapter, we characterise and evaluate the evolving impact of the global COVID-19 crisis on traffic patterns and loads and the impact of those on Internet performance from multiple perspectives. While we place a particular focus on deriving insights into how we can better respond to crises and better plan for the post-COVID-19 ‘new normal’, we analyse the impact on and the responses by different actors of the Internet ecosystem across different jurisdictions. With a focus on the USA and Europe, we examine the responses of both public and private actors, with the latter including content and cloud providers, content delivery networks, and Internet service providers (ISPs). This chapter makes two contributions: first, we derive lessons learned for a future post-COVID-19 world to inform non-networking spheres and policy-making; second, the insights gained assist the networking community in better planning for the future.
