Abstract
Purpose
Natural hazards occur frequently in Indonesia. When post-disaster recovery is prolonged and complicated, it is necessary to provide accommodations for homeless refugees in disaster areas. Since a transitional housing solution includes planning, design and execution phases, the design phase implements the decisions made in the planning phase and also affects the results of the execution phase. Therefore, the purpose of this paper is to assist communities to effectively deal with various processes during the design phase involving transitional housing solutions.
Design/methodology/approach
Based on eight factors associated with “building back better” and ten principles of transitional housing, the paper identified three problems in the design phase: inappropriate selection of settlement sites, improper representation of housing facilities and ineffective scheduling of construction projects. To resolve these problems, this study integrated a geographic information system (GIS), three-dimensional (3D) building models and construction project management tools to assess settlement sites, confirm housing facilities and configure construction projects, respectively.
Findings
After this study tested conventional methods (e.g. paper-based maps, drawings, reports) and the proposed approach, the results revealed that communities can appropriately determine settlement sites based on the GIS. The 3D building models enabled the communities to understand the external and internal layouts of housing facilities. Through construction project management, the communities could consider construction activities immediately when preparing the execution phase for transitional housing solutions.
Originality/value
This study offers a useful reference for similar applications in post-disaster reconstruction and management.

Purpose
Delivering housing to resource-constrained communities (RCCs) is a complex process beset with difficulties. The purpose of this study is to use a complexity lens to examine the approach taken by a social enterprise (SE) in Australia to develop and manage a housebuilding supply chain for RCCs.
Design/methodology/approach
The research team used a longitudinal case study approach from 2017 to 2022, which used mixed methods to understand the phenomenon and gain an in-depth understanding of the complex issues and problem-solving undertaken by an SE start-up.
Findings
Balancing mission logic with commercial viability is challenging for an SE. The supply chain solution that evolved accommodated the particulars of geography and the needs of many stakeholders, including the end-user community and government sponsors. Extensive and time-consuming socialisation and customisation led to a successful technical design and sustainable supply chain operation.
Practical implications
Analysing supply chain intricacies via a complexity framework is valuable for scholars and practitioners, assisting in designing and developing supply chain configurations and understanding their dynamics. Meeting the housing construction needs of RCCs requires the SE to place societal focus at the centre of the supply chain rather than merely being a system output. The developed business model complements the engineering solution to empower a community-led housing construction supply chain.
Originality/value
This longitudinal case study contributes to knowledge by providing rich insights into the roles of SEs and how they develop and operate supply chains to fit with the needs of RCCs. Adding a contextual response dimension to an established complexity framework helped to explain how hybrid organisations balance commercial viability demands with social mission logic by amending traditional supply chain and governance practices. The case provides insights into supply chain configuration, needed changes and potential impacts when an SE as a focal actor inserts into a traditional for-profit construction supply chain.

Abstract
Purpose
Emerging states confront staggering shortages in adequate housing stock. In response, governments have sought various supply-based solutions to mitigate growing housing deficits. While many of these mass housing efforts have not produced the desired outcome, the Republic of Korea’s Two Million Housing Drive (TMHD) was a comparatively successful intervention with its implementation from 1988 to 1992. The five-year initiative exceeded its objective with the construction of over 2.1 million units – of which two-thirds were built by the private sector. The purpose of this study is to analyse Korea’s relatively effective supply-based affordable housing approach and then extrapolate best practices and lessons learned with applications for real estate markets in the developing world. Comparative understanding of the TMHD can help promote greater access to adequate housing in the developing world, especially for the many who continue to live in impoverished conditions.
Design/methodology/approach
The research uses content-based and quantitative methods to analyze the case of the TMHD in Korea toward informing improvements in corresponding supply-based housing policies and programs in developing states.
Findings
While there were challenges with the TMHD, the program repositioned Korea’s urban housing market with greater access to affordable housing in cities for the lower-income and vulnerable. The TMHD enabled the subsequent effectiveness of demand-based housing policies.
Research limitations/implications
There are research limitations in fully understanding the complex relationships between mass housing programs, economic growth and government policies. The abductive reasoning used in this case study enables in-depth analysis of the TMHD with generalizable inferences for middle-range theories with applications for emerging markets.
Practical implications
The experience of the TMHD can promote policy harmonization by helping optimize corresponding mass housing efforts in the developing world with the potential to similarly close quantitative housing deficits and expand access to adequate housing for lower-income and vulnerable households.
Social implications
Deeper understanding of the TMHD can lead to reforms of other mass housing initiatives in emerging markets to make adequate housing more accessible and economical for the benefit of underserved segments of society.
Originality/value
The Korean experience with the TMHD can inform the optimization of other similar large-scale policies and programs seeking to sustainably overcome shortfalls in adequate housing that have become all too common in the developing world.

Abstract
Purpose
The study aims to examine the potential benefits of integrating nature-based solutions (NbS) in the housing sector.
Design/methodology/approach
The approach adopted was a systematic literature review aided by the Preferred Reporting Items for Systematic Reviews criteria and the VOSviewer software. Abductive reasoning was used to analyze the collected data, which was then subjected to content analysis through an iterative read-and-review procedure.
Findings
The study identified green walls, indoor greenery, porous pavement and landscaping, rainwater harvesting and water purification and green roofs as elements of buildings where NbS should be incorporated. Although nature-based research on integrated greenery facades and roof applications was noted, rainwater harvesting and water purification-oriented research remained dominant. These findings demonstrate the advantages of implementing NbS in the housing sector, including energy efficiency, environmental development, flood prevention and sustainable water management. Integrating NbS into housing designs can considerably contribute to the creation of more resilient, eco-friendly and comfortable living environments. However, the adoption of NbS faces hurdles, including a lack of awareness, limited policy support and economic constraints.
Practical implications
This study recommends that NbS be mainstreamed into housing development and knowledge exchange opportunities between sub-Saharan Africa and Europe, as well as other regions, to promote the adoption of NbS through research and collaborations. Also, it contributes to the discourse of sustainable affordable housing in the Global South while addressing United Nations Sustainable Development Goals 11, 12, 13 and 15. This study offers valuable guidance to stakeholders, thereby fostering the development of more sustainable and resilient housing practices and policies.
Originality/value
The study used VOSviewer software visualization to identify structural patterns and track prominent research frontiers, allowing for a more thorough yet concise mapping and capture of a scientific knowledge domain.

Abstract
Purpose
This study aims to propose a new housing affordability solution by combining the Islamic finance concept of Musharakah Mutanaqisah (diminishing partnership) with a cooperative and crowdfunding model. The proposed alternative housing loan model is presented to experts in financing and real estate business, whose views and comments were solicited to evaluate the applicability of the proposed model in real world.
Design/methodology/approach
This is a qualitative study that uses semi-structured interviews to determine the initial thoughts of various stakeholders regarding the adoption and implementation of the proposed model.
Findings
The majority of experts (interviewees) agreed with and appreciated the model’s original ideas but expressed concern over the absence of community culture and trust in China, which could represent a serious threat to the model’s viability. It is anticipated that the suggested model will be implemented as pilot projects by the local government in places where Islamic culture and faith are more widespread, hence possibly impacting the model’s effective implementation.
Research limitations/implications
As there are insufficient Islamic financial specialists in China, the limitation of this qualitative study is the small sample size. If certain policymakers could participate, the outcomes would be more hierarchical and trustworthy.
Originality/value
This is, to the best of the authors’ knowledge, the first study of its kind to examine the viability of this innovative Islamic cooperative housing finance scheme within the context of a specific housing issue in China.

Abstract
Purpose
The purpose of this study is to identify building information modelling (BIM) input data sets within a BIM-embedded housing refurbishment process and enable construction professionals to use BIM as an information management platform for housing refurbishment projects.
Design/methodology/approach
A hypothetical case study using BIM tools for a housing refurbishment project is adopted to identify BIM input data sets to create a housing information model within a BIM system. Reliability of the research outcome is examined by conducting a comparative analysis between existing and simulated research outcomes.
Findings
This research identifies essential BIM input data sets during the early design phase. The importance of a well-integrated housing information model containing accurate as-built condition, cost and thermal performance information is essential to use BIM for housing refurbishment. BIM can be feasible for housing refurbishment when an information-enriched housing information model is constructed. Furthermore, the capability of BIM that can enable key project stakeholders to determine the most affordable refurbishment solution among various alternatives is identified as BIM can provide reliable cost estimations and thermal performance of refurbishment alternatives at the early design stage.
Research limitations/implications
The examined refurbishment processes and input data sets are confined to the early design phases as BIM use for housing refurbishment is limited.
Practical implications
This research will contribute to use BIM for housing refurbishment by providing essential BIM input data sets and BIM-embedded refurbishment processes.
Originality/value
This research reveals primary housing information data sets and BIM-embedded refurbishment processes at the early design phase.

Abstract
With many natural disasters such as earthquakes, cyclones, bushfires and tsunamis destroying human habitats around the world, post-disaster housing reconstruction has become a critical topic. The current practice of post-disaster reconstruction consists of various approaches that carry affected homeowners from temporary shelters to permanent housing. While temporary shelters may be provided within a matter of days as immediate disaster relief, permanent housing can take years to complete. However, time is critical, as affected communities will need to restore their livelihoods as soon as possible. Prefabricated modular construction has the potential to drastically improve the time taken to provide permanent housing. Due to this time-efficiency, which is an inherent characteristic of modular construction, it can be a desirable strategy for post-disaster housing reconstruction. This paper discusses how prefabricated modular structures can provide a more time-efficient solution by analysing several present-day examples taken from published post-disaster housing reconstruction processes that have been carried out in different parts of the world. It also evaluates how other features of modular construction, such as ease of decommissioning and reusability, can add value to post-disaster reconstruction processes and organisations that contribute to the planning, design and construction stages of the reconstruction process. The suitability of modular construction will also be discussed in the context of the guidelines and best practice guides for post-disaster housing reconstruction published by international organisations. Through this analysis and discussion, it is concluded that prefabricated modular structures are a highly desirable time-efficient solution to post-disaster housing reconstruction.

This paper considers the challenges and solutions in relation to older lesbian, gay, bisexual and trans (LGB&T) housing in the UK. The purpose of this paper is to identify the key housing issues and concerns affecting older LGB&T people in the UK, and ways in which these might be addressed.
Design/methodology/approach
This is a practical discussion which focusses on the issues of policies and provision in relation to older LGB&T housing in the UK, both specialist and mainstream housing.
Findings
There is a growing body of literature from both the voluntary sector and academic researchers highlighting the housing issues affecting older LGB&T people. There is a need for both specialist and appropriate mainstream housing provision. However, policy and funding issues constrain the creation and/or development of such provision.
Practical implications
Policy makers and housing providers in the UK need to address, and meet, the diverse housing needs of older LGB&T people.
Social implications
Until their housing needs are met, many older LGB&T people remain concerned about their housing futures, and may end up living in housing which is not their preference and which is not suitable for them.
Originality/value
This paper is the first to provide a comprehensive overview of the work of Stonewall Housing’s network for older LGB&T people, and the challenges and solutions which have been identified in relation to their housing issues and concerns.

Abstract
Purpose
This paper develops a novel user-acceptance model for circular solutions to housing design. The model has been systematically developed from a case study of an upcycled plastic bottle building in a low-income community in Nigeria. It is common practice to use participatory approaches to consult end users in communities, typically after design concepts have been proposed and conceptualised. However, this often leads to critical socio-cultural or usability elements being overlooked and the design being substandard. Therefore, this paper develops a robust model for designers, specialists and activists involved in construction that can be used during all phases of a project. This approach demonstrates that user needs should be considered before building designs and plans are generated, providing a greater frame of reference for practitioners, consultants and end users. Enabling the integration of holistic needs of the community and the development of circular design solution.
Design/methodology/approach
A case study methodology has been employed to develop this model, uses appreciative inquiry methodology. This includes multiple methods to capture end users’ perception: focus groups, interactions with the local community and self-recorded comments. This case study is part of a broader research project to develop replicable low-cost self-sufficient homes utilising local capacity using upcycled, locally available materials.
Findings
The findings identify the challenges associated with designing circular solution housing without a robust understanding of interrelated factors, which ensure sustainability and user acceptance. The conclusions demonstrate why essential socio-cultural factors, usually unrelated to technical development, should be understood and contextualised when designing sustainable solutions in low/middle-income communities. The authors argue that without this holistic approach, undesirable consequences may arise, often leading to more significant challenges. Instead of referring to multiple frameworks, this distinctive model can be used to evaluate user acceptance for low-cost housing in particular and other dimensions of circular solution design that involve end-user acceptance. The model blends circular solution dimensions with user-acceptance concerns offering a guide that considers essential features that are both user-friendly and pragmatic, such as utility, technological innovation and functionality as well as their intersectionality.
Research limitations/implications
The research relied on a single case study, which focussed on end-user engagement of upcycling waste materials as an application of circular solutions. The model will contribute to developing socially accepted circular solutions taking into consideration local context factors.
Originality/value
The paper is proposing a model for user acceptance of circular construction materials relevant to low- and middle-income countries (LMICs).

The purpose of this paper is to identify the factors that cause housing shortage for low‐income groups in Yemen and recommend some solutions to alleviate the problem.
Design/methodology/approach
A questionnaire survey has been used as the tool to carry out this study. The first part of the questionnaire consisted of three groups namely: economic, administrative, and legal factors. The second part consists of suggestions on housing supply, construction methods, and materials used for low‐cost housing in Yemen. The level of importance of the categories was measured and the relative importance of weightage was ranked.
Findings
The results show that the most important economic factors causing housing shortage were poor handling of available economic resources and shortage of economic resources. The most important administrative factors causing housing shortage were lack of organization and synchronization and not conducting studies on housing. The most important legal factor causing housing shortage was lack of legalization of housing.
Originality/value
The findings could be used to improve housing policies and strategy in Yemen in order to decrease the housing shortage, particularly for the low‐income group.
