Abstract

ASVIN was a project funded by the Research Support for Libraries Programme (RSLP). The principal aim was to develop better co‐operation between nine UK libraries in the veterinary and animal health field. The project examined a number of library related areas, such as journal archiving, collection development policies, development of a common Z39.50 catalogue interface, grey literature, electronic journals and consortia purchasing. This paper examines the latter issue, taking a brief look at the historical developments and exploring the reasons why libraries enter consortia. It then focuses on the effects upon collection development, models of consortia and describes the ASVIN experience.

Abstract

Purpose

The Consortium of Academic and Research Libraries in Illinois (CARLI) consists of 128 libraries. This paper aims to present an analysis of collection and open educational resources (OER) initiatives undertaken by CARLI over the past decade that contribute to improving college affordability.

Design/methodology/approach

After reviewing important literature pertaining to library consortia and college affordability, this paper presents a detailed case study of CARLI’s collection and OER initiatives.

Findings

Owing to their economies of scale, library consortia have the potential to make substantial contributions to improving college affordability.

Originality/value

Compared to the efforts of individual libraries to improve college affordability, library consortium efforts have received far less attention in the professional literature. The work of the CARLI consortium documented here can provide a template for other library consortia that are working to improve college affordability.

Abstract

There is an intersection between the global refugee crisis and higher education within the context of the United States. This chapter provides an overview of emerging trends in refugee migration and internal displacement, reviews the historical approach to refugee resettlement to the United States, and offers a discussion of the relationship between K-12 schools and the United States higher-education structure. Data suggest that the majority of the refugee population resettled to the United States is below the age of 35 years, and is therefore most likely to engage with higher education. In the context of this chapter, refugees and those who have previously held refugee status, and interact with the higher-education system, are referred to as “students from refugee backgrounds.” Students from refugee backgrounds are a diverse group in many ways, including but not limited to country of origin, culture, religious and/or spiritual affiliation, English language proficiency, migration history, and educational background. The combination of these factors poses a unique set of challenges to their transition to the United States and the higher-education environment. This chapter highlights some of these challenges and explores the growing role of colleges and universities in facilitating educational access and support.

Abstract

Academic library consortia in South Africa are indeed beasts whose time has come at last, although whether they constitute a second coming for our profession or our end‐users remains to be seen. They can probably be described as a group of diverse entities, rough and as‐yet unsure of their destination. In this descriptive text, we attempt to outline, for a mainly North American audience, the specifics which distinguish the developing consortia in a newly democratic and newly globalised South Africa from those in other more economically advantaged parts of the world. It remains to be seen whether the center will in fact hold. Letting go reluctantly of this literary conceit, for the time being at least, we describe the all‐important social and political background in which our institutions must operate, moving on to an analysis of the impulse to cooperate and the obstacles that have emerged to stifle that impulse. In our conclusion we risk some predictions about where academic library consortia may be headed in our part of the world.

Abstract

This chapter explores the feasibility of establishing a consortium for the sharing of electronic resources between two libraries: the University of the West Indies at Mona and the University of Technology, Jamaica, both of which are located in Kingston. After a description of the institutional and library contexts, the two libraries are compared in terms of missions, staffing, funding, and collections and other differences and similarities including the e-resources. To analyze the feasibility of establishing a partnership/consortium, the exploration and evaluation of formation of a consortium were done using three kinds of analysis: a literature review, interviews, and a review of existing processes and documentation. The data gathering methods and results are described followed by a potential blueprint for implementation. The researchers did not interview or solicit the views of the university administrators and governing bodies or government officials as to the feasibility of such cooperation in light of the tentative nature of the investigation. The authors however worked with the premise that with the proper infrastructure, a consortium between the two universities would be viable. Other institutions considering development or formation of potential consortia might find the approach and methods in this chapter useful as a possible methodology.

Abstract

Enacted in August 2008, the Higher Education Opportunity Act (HEOA), PL 110-315, represents a landmark public policy effort on behalf of students with disabilities and a natural outgrowth of the impact of Individuals with Disabilities Education Act (IDEA) and No Child Left Behind (NCLB). This chapter examines the myriad new provisions in HEOA intended to improve access to higher education for students with disabilities as well as HEOA's provisions related to preparing teachers to effectively instruct students with disabilities in the K-12 environment. Multiple new provisions reflect an invigorated commitment to developing a workforce for today's schools – schools with unprecedented diversity – and to addressing the critical teacher shortages, including special education. This chapter is organized around three themes: access to higher education for students with disabilities, investing in the capacity of higher education to serve students with disabilities, and strengthening the preparation of teachers of students with disabilities, including accountability for this preparation.

Abstract

Purpose

The purpose of this paper is to describe the objectives, activities and outcomes of the National Science Foundation ADVANCE project, Institutions Developing Excellence in Academic Leadership (IDEAL) during 2009–2012. The goal of IDEAL was to create an institutional learning community empowered to develop and leverage knowledge, skills, resources and networks to transform academic cultures and enhance gender equity, diversity and inclusion in science, technology, engineering and math (STEM) disciplines at six research universities in the northern Ohio region. Over the three-year period, these institutions developed academic leaders and institutionalized gender equity transformation through multi-dimensional and multi-level initiatives, improving the advancement and leadership of women faculty in STEM disciplines.

Design/methodology/approach

The authors describe the objectives, activities and outcomes of the NSF ADVANCE project, IDEAL during 2009–2012. The six research institutions included in IDEAL were Bowling Green State University, Case Western Reserve University (the lead institution), Cleveland State University, Kent State University, University of Akron and University of Toledo.

Findings

IDEAL’s outcomes included the institutionalization of a number of gender equity initiatives at each university, an increase in the number of tenured women faculty in science and engineering disciplines over three years across the six universities, and increases in the numbers of women in faculty and administrative leadership positions. Out of 62 of the IDEAL participants (co-directors and change leaders), 25 were promoted or appointed to roles of leadership within or beyond their institutions during or after their participation in IDEAL. A number of new institutional collaborations and exchanges involving the six universities occurred during and emerged from IDEAL. An integrative model of the IDEAL program is developed, describing the nested components of each institution’s gender equity transformation within the IDEAL partnership consortium and the larger NSF ADVANCE community, and highlighting the dynamic interactions between these levels.

Social implications

The IDEAL program demonstrates that systemic change to achieve equity for women and underrepresented minority faculty in STEM disciplines must be rooted on individual campuses but must also propagate among higher education systems and the broader scientific community. The effort to develop, sustain and expand the IDEAL partnership model of institutional transformation (IT) in higher education illuminates how innovative, context-sensitive, cost-effective and customized institutional strategies may be implemented to advance gender equity, diversity, inclusion and leadership of women faculty at all levels across the country.

Originality/value

This is an original description of a unique and distinctive partnership among research universities to foster gender equity IT. The manuscript details the objectives, activities and outcomes of the IDEAL program, established with the aim of broadening participation in the STEM academic workforce and advancing gender equity, diversity and inclusion in institutions of higher education. An integrative model is developed, illustrating the key components and outcomes of the IDEAL program.

Abstract

The United States is becoming more diverse, a trend that is reflected in institutions of higher education; college campuses are filled with various subgroups of “non-traditional students,” many of whom are students from marginalized populations. Throughout history, the United States denied access to education to students from historically marginalized backgrounds and while society promises access to students today, it is not provided equally; gaps in educational access and achievement among marginalized groups persist. Some of the fastest growing subgroups of our population are least likely to succeed in higher education, because they face barriers as they navigate the university experience. This chapter spotlights the key access and persistence-related challenges faced by students from six marginalized populations: African American/Black students, students with disabilities, Hispanic/Latinx students, lesbian, gay, bisexual, and transgender (LGBT) students, undocumented students, and student veterans.
