Abstract

Purpose

The purpose of this paper is to investigate the scope, issues and challenges in conceptualizing a comprehensive cultural heritage information system (CHIS) in the Indian context and examines the feasibility of designing such a system with the support of advanced conservation strategies and technological aids.

Design/methodology/approach

As the conservation efforts and its sustenance requires the support of a knowledge base cum digital archiving tool, comprehensions on the availability and usage of different software tools are indispensable. Assessing the availability of controlled vocabularies, ontology frameworks, metadata standards, classification schemes and architectural designs, language compatibility for implementing cultural heritage system is inevitable for developing CHIS. The present study examines the availability of such schemes and systems and emphasis the need for developing a reliable information system.

Findings

A comprehensive system at the country level to efficiently document, manage and update the knowledge on cultural heritage is required. CHIS created can be engaged in visualizing the cultural heritages of the country and can act as an interactive multimedia documentation system. The virtual recreation of cultural heritage in a holistic manner can also ensure its long-term sustainability.

Originality/value

The digital archive of different expressions will be a rich source of data for research, administration and development. The archive developed should cover the cultural heritage depicted in the form of published documents, images, audios and videos, documents and visuals on performing arts, buildings, sculptures, ecosystem, monuments, utensils, etc. and the history and knowledge pertaining to them and any other property belonging to the heritage.

Abstract

Purpose

Although heritage sites are numerous, facility management (FM) is maybe the most important process in heritage site management systems. The similarities and differences of the sites should be considered before implementing common FM information systems that support more heritage sites with various area types. The presented classifications are collected and made primarily to support this process. Specialties of heritage sites were also observed from FM point of view. The paper attempts to identify a few groups that can be used well for FM system installations.

Design/methodology/approach

The paper observes the sites from several points of view. The sites are classified by heritage types, by facility planning point of view, by fragmentation and the rate of built‐in area, by human influence, by application. It offers three methods for area classification, later the computerized supporting systems are observed.

Findings

On most heritage sites FM is probably the most important management process. These cultural and natural sites are handled usually by governmental authorities and/or such organizations that can serve more sites permanently.

Research limitations/implications

Since, the heritage sites are various, there might be several exceptional cases that are not collected in this paper.

Practical implications

The paper offers guidelines and ideas to enhance the FM system implementation on different types of heritage sites. Using these groupings, several problems can be identified early in the planning phase of such information systems.

Originality/value

This paper attempts to present the diversity of the objects on the heritage sites, trying to categorize them for FM purposes from more viewpoints. Most of these sites are currently not applied with efficient FM support.

Abstract

Purpose

The purpose of this paper is to emphasize the need for developing an Indian cultural heritage information system (CHIS) where the cultural heritages can efficiently document, manage and preserve and integrate with a searchable user interface mechanism. Further, the study scopes out the feasibility of developing single-window comprehensive national CHIS for all the cultural heritage properties of India enlisted in the United Nations Educational, Scientific and Cultural Organization (UNESCO’s) World Heritage list.

Design/methodology/approach

Conservation efforts and their sustenance require the support of a knowledge base cum digital archiving and information retrieval tool. The present study identifies the basic requirements, strategies and the execution of designing a reliable information system for cultural heritage inheritances to safeguard them to facilitate access to the current and future resilient communities. Approach on issues and challenges associated while developing such an information system has also been addressed with possible recommendations.

Findings

In India, even though regional level conservation efforts are occurring, no comprehensive information system, which gives the whole perspective of the item or environment of heritage site, has been developed for the heritage sites recognized by UNESCO in its World Heritage list from India. Developing such a comprehensive digital archive for cultural heritage helps to showcase its assets and ensures its visibility globally without hampering the physical form. Application Information and Communication Technology and digital technologies can extensively be used coupled with mechanisms such as mobile devices, digital systems and content visualization techniques to support the efficient and effective management in a systemized way.

Research limitations/implications

As a pilot study, this paper examined the cultural heritage properties incorporated in the UNESCO World list. There are many lesser-known and unprotected cultural heritages in different parts of the country having artistic value and the unique characteristics, and the possibility of building the similar kind of information system for them with innovative technological solutions are not covered under this study.

Practical implications

Access to such an exclusive digital archive in a single-window platform would greatly support administrators, tourist departments, culture departments, development administration and conservation activists. The digital version of cultural inheritances created under the cultural heritage of India must have relevance to different subject fields such as history, archeology, manuscript logy, art, administration, knowledge management, computer science and library science. Also, it ensures that the resources remain accessible to the public without any restrictions provided with a comprehensive recapitulation.

Originality/value

To the authors’ best knowledge, no such comprehensive system envisages or is practiced in the country. Developing such a system with technological and data infrastructure also helps to understand the value, support the activities related to cultural heritage and bring the local community to support and initiate such heritage conservation activities.

Purpose

The maintenance of original building materials is crucial to extending their lifetime and avoiding their repeated replacement in heritage buildings. In order to maintain the identity of built heritage and resolve possible deterioration over the years, special expertise is required to avoid possible materials decay and to preserve building elements in a way that allows them to function efficiently as originally intended.

Design/methodology/approach

An expert system is created to identify the most effective method of repair for each specific building material and to propose the appropriate conservation methods for resolving different types of damages. Artificial intelligence is used to provide a systematic problem-solving technique that saves time and provides the most efficient conservation and preservation method for heritage building elements.

Findings

Those expert systems could be generalized on similar historical structures to be used as a systematic guide for examining material, evaluating deterioration state and objectively suggesting their related repair techniques. Further deteriorated materials in heritage buildings should be investigated, such as stone and timber staircases, to provide a guide for usage by restoration and conservation authorities.

Originality/value

Using a user-friendly method, with special considerations to three major problematic building elements in terms of decay and material dysfunction in heritage structures, timber doors, iron gates, and ceiling paintings are selected for diagnosis and repair in an Egyptian heritage building.

Abstract

Purpose

Over the past 20 years, heritage inventories in Flanders (Belgium) have evolved from printed books to digital inventories. The purpose of this paper is to look at this evolution and highlight the interaction between the system and its users.

Design/methodology/approach

After a short introduction about the history of inventories in Flanders, this paper mainly concerns itself with the last decade. Discrete topics will be highlighted to show the effects of the interaction that has taken place.

Findings

It is obvious that a system that publishes a digital inventory needs to adapt to the user requirements. But, after years of working with a digital inventory system, it has become apparent that not only has the system been developed to the users’ needs, but also that user practice and the resulting data have been shaped by the system. Seeing data projected on a common basemap has led researchers to realise how intertwined and interdependent different types of heritage can be and how much their respective methodologies can benefit from more interaction. It has become apparent that data quality is of the utmost importance, something that can only be guaranteed by data entry standards, validation tools, and a strict editing workflow. The systems that are being developed are not expected to live on forever, but the data in them is.

Originality/value

This paper presents real-life use cases and practical applications of building and maintaining a large digital inventory system over the years and through changes in organisational structure and focus. It provides insights that are hard to ascertain from smaller projects due to the volumes of data that are handled.

Abstract

Purpose

Heritage buildings are significant for their historical and architectural value. Due to the lack of rating systems designed specifically for heritage buildings, it is essential to develop and validate a heritage building assessment tool that considers its specific characteristics. The purpose of this study is to provide an extensive review of research on Sustainability of Heritage Buildings (SHBs).

Design/methodology/approach

This review highlights methodologies applied in SHBs research and analyzes major global rating systems in order to identify their deficiencies for SHBs assessment. A systematic review was employed and articles from the top 10 high impact factor journals were studied. Twelve major global rating systems and their assessment criteria were identified.

Findings

Significant variability was observed among the assessment tools since each tool assesses several criteria, factors and indicators that fit its local context. Part of this variability can also be seen in the rating scales, threshold values and accreditation titles. As a result, the final sustainability ranking for a given building cannot be compared among the 12 rating systems. Most importantly, these systems fail to analyze some factors such as energy that are considered important with respect to heritage building assessment.

Originality/value

Since no specific rating system could be identified in this review as the most appropriate for heritage buildings, a new sustainability assessment tool that is specific to heritage buildings should be developed. Such a tool will enable facility managers to evaluate and improve the sustainability of their heritage buildings while preserving them.

Abstract

Purpose

The purpose of this paper is to presents a conceptual framework for a value-based monitoring system that serves as the core element for heritage conservation planning of World Heritage Sites. It reports on the early stage of heritage management research within the PRECOM3OS framework, in collaboration with the University of Leuven in Belgium and the Universidad de Cuenca in Ecuador. A new management concept was developed throughout a five-year interdisciplinary and multi-actor growth process within an international setting.

Design/methodology/approach

The application of the preventive conservation approach to world heritage management places the concepts of authenticity and integrity at the core of the heritage monitoring system. Moreover, the monitoring system is converted into a decision support tool for intervention and maintenance planning, beyond the mere purpose of inventorying or generating alerts.

Findings

The regular update of information for condition, risks and value assessment strengths and support strategic heritage planning. The conceptual information system developed is based on an inventory system and updated through monitoring. Therefore, planners are supplied with a tool for alternative scenarios, potential prioritization of intervention, options for preventive conservation and multi-criteria support for strategic planning over time.

Research limitations/implications

The monitoring system is not fully implemented in the World Heritage Site of Cuenca; however, a generic model is put forward, developed to generate a planning tool that can be applied for different heritage sites.

Originality/value

More specific, the integration of two concepts: the value assessment and monitoring from a preventive conservation perspective is considered an innovative contribution to the development of decision-making systems in the broader urban planning context of historic cities.

Purpose

The purpose of this paper is to introduce the South African Heritage Resources Information System (SAHRIS), developed by the South African Heritage Resources Agency (SAHRA) in 2011. The paper aims to describe how SAHRIS facilitates online applications for heritage approval and/or permits for developments and research, fulfils SAHRA’s mandate as a repository for a national inventory of heritage sites and objects in the country, and serves as an integrated, responsive tool for reporting heritage crimes and tracking the progress of the resultant cases. The paper also aims to explain, simply, the application processes for each of these functions.

Design/methodology/approach

The paper provides an explanation of the design and functions of the system and outlines how each of the content types and applications are created.

Findings

The system has improved the process of South African heritage resources management by decreasing the turnaround time for submissions to heritage authorities, raised the standards of good governance and increased public compliance with the heritage legislation.

Practical implications

Poor uptake of the system by provincial heritage authorities has limited the impact of the system on heritage management as practiced in South Africa.

Social implications

The system, when used effectively provides an efficient service to the public, while promoting good governance, transparency, public access to information and improved compliance with the heritage legislation.

Originality/value

Through the creation of a single, unified platform for heritage management processes, geo-referencing of heritage sites and development areas, the provision of a national fossil sensitivity map, and the national heritage inventory, SAHRIS represents a world first in terms of proactive, integrated heritage management tools.

Abstract

Purpose

This paper questions the common perception within heritage science that the environment is seen primarily as a risk factor that can change or impact heritage. The purpose of this paper is to reconceptualise the relationship between heritage and the environment within an Earth System Science framework, enabling a more sustainable approach for understanding and conserving heritage sites to be implemented.

Design/methodology/approach

To explore the relationship between heritage and the environment, this paper considers how perceptions of the environment within heritage science have been shaped in response to the conservation challenges facing movable heritage. Furthermore, as heritage encompasses a wide array of immovable buildings and sites whose relationships with the environment are complex and nuanced, this paper premises that the environment cannot be considered separately from heritage as it is intrinsically related by: providing components of heritage; modifying heritage; being modified by heritage; adding to heritage value; and acting as a co-creator of heritage.

Findings

This paper proposes that heritage science should learn from, and work within, the well-established Earth System Science framework. This enables interactions and feedbacks between heritage and components of the environment to be explored across a range of scales.

Practical implications

This systems-based approach allows heritage science to consider the environment more holistically and sustainably within its research and practice and better equips it to conserve movable and immovable heritage in the Anthropocene.

Originality/value

This paper provides a novel approach for viewing the relationship between heritage and the environment by using a well-established framework from other highly interdisciplinary fields.

Abstract

Purpose

The purpose of this paper is to explore the application of a hermeneutic-based approach as innovative way to study the Cultural Heritage management in a mesoeconomic space.

Design/methodology/approach

The paper builds a theoretical framework based on the analysis of relevant literature in the field of cultural economics, heritage economics and conservation and restoration techniques. Then, after having defined the conceptual hypothesis, a hermeneutical interpretative model is designed for the analysis of the processes of Cultural Heritage management with particular regard to the strategies of stakeholder engagement.

Findings

The research shows how the mesoeconomic space is that border area where it is possible to solve more easily the conflicts that arise as a result of the different expectations of stakeholders. Hermeneutical analysis, applied in iterative form, allows us to find common connections, points of contact and convergences between the interpretative horizons of the various stakeholders.

Practical implications

The application of the interpretative model allows the identification of the expectations of stakeholders, improving the knowledge of the tangible and intangible attributes of works of art, in order to design appropriate interventions of restoration, conservation and valorization.

Social implications

The new model of analysis, based on hermeneutic methodology, is designed to understand and describe the social and economic relations between the different stakeholders involved in the management of Cultural Heritage.

Originality/value

This paper examines for the first time the Cultural Heritage sector within the mesoeconomic area between the micro and the macroeconomy. In addition to this mesoeconomic analysis and conceptual approach, the authors introduce as methodology the economic hermeneutics that represents an innovative tool in the field of economic and business disciplines.
