Abstract

Purpose

Urban‐rural interaction in China has evolved over time and presented features in different periods since 1949. The aim of this paper is to measure urban‐rural interaction in China in a 50‐year period from 1958 to 2007, and to see if it bears resemblance to the historical evolution.

Design/methodology/approach

The paper historically reviews urban‐rural interaction in four periods after 1949. Then, it uses principal component analysis (PCA) and assesses this interaction in the study period.

Findings

The quantification of urban‐rural interaction bears resemblances to its historical evolution. Reform and opening‐up as well as the rural‐favored policies contribute a lot to the increase of urban‐rural interaction.

Originality/value

The paper systematically reviews the evolution of urban‐rural interaction in China, and analyzes the features of this interaction in different periods since 1949. It introduces PCA and measures urban‐rural interaction.

Abstract

Purpose

The purpose of this paper is to make a general comparison between urban‐rural relationship in China and that in the developed countries, aiming to draw some experiences based on which future tendencies of urban‐rural relationship in China could be predicted.

Design/methodology/approach

The core analysis of this paper examines how the urban‐rural relationship develops especially when urbanization rate reaches a very high level. Through literature review, this paper explores the evolution of urban‐rural relationship in developed nations by referring to some international cities in different industrial stages. In parallel, it goes through this relationship in China from 1949 until now.

Findings

This paper shows that future urbanization development in China will be generated largely by rural‐urban migration especially the eastern‐inclined migration while rural industrialization‐lead urbanization would develop at the provincial level. It also points that education and training to the labor force is the crucial issue to future urbanization development in China.

Originality/value

The obvious value of this paper is to predict, through a historical review and comparison, urban‐rural relationship in China when it is approaching to high urbanization level. Literature review finds some experiences in developed countries that will somehow take place in China. It also analyzes the eastern‐oriented rural‐urban migration, rural industrialization and their influence on urban‐rural relationship in China.

Abstract

Purpose – The net increase in China's urban population in the last 50 years equals the current total population of the European Union. The scale and speed of urbanization in China requires a sustainable solution to unprecedented energy demands and elevated carbon emissions. As low-carbon development emerges in urban China, it offers a unique vantage point to examine some fundamental theoretical questions of the environmental state. How do structural socioeconomic changes affect the environmental state? Does the rise of the environmental state offer a basis for regulatory reform on a broader scale?

Methodology/approach – Case study of five low-carbon cities in China provides the empirical evidence for the analysis. The five cities represent a continuum in their levels of postindustrialization. I compare low-carbon development strategies in postindustrial cities with those strategies in industrial cities. Evidence is collected primarily by way of interviews with planning bureau officials, urban design professionals, involved NGOs, academics, and private sector individuals familiar with the matter.

Findings – First, in cities where the level of postindustrialization is high, state resources support innovative low-carbon development strategies that attempt to achieve emission reductions in a variety of sectors. In industrial cities, however, the environmental state's regulative power is limited to one or two (sub)sectors. Second, and more importantly, a new pattern of governance is emerging in postindustrial cities. Low-carbon development in postindustrial cities is a much less centralized process, having local levels of governments as key players of low-carbon policy making. When the environmental state intersects with the postindustrial city, it gives birth to a new urbanism that has profound implications for political structuring in China.

Research limitations – The analysis in this chapter is based on evidence from a purposefully selected set of Chinese cities, which may render the results biased. Future studies should aim for a more systematic analysis of cities in order to establish more generalizable conclusions. In addition, given the increasing availability of quantitative data at the city level in China, future studies should also seek to incorporate quantitative analyses to better substantiate existing knowledge derived from qualitative sources of evidence.

Originality/value of chapter – First, this chapter challenges the Western bias in the existing literature on the environmental state. The role of the civil society is far from salient in the Chinese context, and yet the environmental state demonstrates a robust level of activity despite the weak civil society. It therefore seems that a general theory of the environmental state can be built from existing literature, but needs to be sensitive to non-Western social conditions that might falsify parts of the theoretical claims. Second, the environmental state literature can be consolidated and further developed when examined in conjunction with other literatures in the modernity tradition. I have demonstrated the connection between the environmental state and the postindustrial city. More studies are needed to examine other facets of the environmental state, as it intersects with a multitude of (post)modern conditions.

As has been widely recognized in the literature, the post‐war economic boom which drew to a close by the early 1970s has been followed by an intense period of industrial restructuring characterized by marked instability in all three major spheres of economic activity: production, distribution, and finance. This process has taken place both at the global level and at the level of national economies (Cardenas, 1990). It reflects a profound change in the mode of capitalist accumulation. Prior to the current round of restructuring, accumulation was taken to be principally the inward‐oriented task of each nation's own economy. Now, it seems that successful capital accumulation (i.e. development) depends most upon a nation's competitive integration into the world market for goods and services (Garrido, 1995). The present mode of accumulation implies an opening of national economies to international trade in commodities and capital, both among the advanced industrial nations and between the industrialized and the newly‐industrializing countries. This has generated a heightened degree of competition among countries and among firms, given that the easy movement of capital, goods, and services has allowed for real competition to emerge among dispersed places around the globe based upon their comparative financial and productive advantages.

Abstract

Purpose

Today three out of four Europeans live in towns and cities. Urban areas are concentrated with most of the environmental challenges facing our society, but also bring together the commitment and innovation needed to resolve these challenges. The European Commission has long recognised the important role that local authorities play in improving the environment and their high level of commitment to genuine progress; in this regard, it launched the European Green Capital Award (EGCA) in 2009 as an initiative to promote and reward cities making efforts to improve the urban environment and move towards healthier and sustainable living areas. The EGCA is given each year to the city deemed to be most deserving on the basis of 10 environmental parameters: the local contribution to global climate change, local mobility and passenger transport, the availability of local public open areas, the quality of local ambient air, noise pollution, waste production and management, water consumption, waste water treatment, environmentally sustainable management of the local authority and sustainable land use.

Design/methodology

This chapter has been composed on the basis of materials found in the literature and on websites, and thanks to contacts created with some departments of the municipalities considered.

Findings

Stockholm, Hamburg and Copenhagen represent the winning cities in 2010, 2011 and 2014, respectively. This chapter focuses on the successful experiences of these cities, which show how the convergence of the environmental and economic development is important in order to reach sustainable development.

Originality/value

This chapter shows that environmental protection must not be thought of as a cost for our society. On the contrary, it illustrates how it can support economic development in urban contexts if well planned, managed and participated in at a municipal scale.

Abstract

Purpose

This study aims to acquire a better understanding on the characteristics and risks of heavy metals (HMs) in PM2.5 from an industrial city – Handan, China.

Design/methodology/approach

PM2.5 samples were collected on the basis of daytime and nighttime at the state controlling air sampling site in Handan city. Ten metal elements (V, Cr, Mn, Fe, Ni, Cu, Rb, Sr, Cd and Ba) in PM2.5 were determined with an inductively coupled plasma mass spectrometry. The pollution levels of metals were characterized by enrichment factors, and the sources of metals were identified with principle component analysis and cluster analysis. The ecological and health risks of metals were assessed using ecological and health risk indexes.

Findings

Results showed that the highest and lowest PM2.5 concentration appeared in winter and summer, respectively. The concentration of PM2.5 at night was higher than in the daytime in winter, yet it is the opposite in other seasons. The total mass concentration of detected metals was the highest in winter, and the total mass concentration in the daytime was higher than at night in all four seasons. The elements V, Rb, Sr and Ba exhibited a deficient contamination level; Cr, Ni and Cu exhibited a moderate contamination level; while Fe and Cd were at an extreme contamination level. The metals in PM2.5 originated from a mixture source of fossil fuel combustion and manufacture and use of metallic substances (34.04%), natural source (26.01%) and construction and traffic-related road dust (17.58%). Results from the ecological risk model showed that the ecological risk of metals was very high, especially risks related to Cd. Health risk model presented that both the non-carcinogenic and carcinogenic risk coefficients of metals were above the tolerance level of the human body.

Originality/value

The significance of the study is to further know the pollution characteristics of PM2.5 and related HMs in Handan city, and to provide references for ensuring local resident health and ecological environment.

Purpose

Severe airborne particulate pollution frequently occurs over the North China Plain (NCP) region in recent years. To better understand the characteristics of carbonaceous components in particulate matter (PM) over the NCP region.

Design/methodology/approach

PM samples were collected at a typical area affected by industrial emissions in Handan, in January 2016. The concentrations of organic carbon (OC) and elemental carbon (EC) in PM of different size ranges (i.e. PM2.5, PM10 and TSP) were measured. The concentrations of secondary organic carbon (SOC) were estimated by the EC tracer method.

Findings

The results show that the concentration of OC ranged from 14.9 μg m−3 to 108.4 μg m−3, and that of EC ranged from 4.0 μg m−3 to 19.4μg m−3, when PM2.5 changed from 58.0μg m−3 to 251.1μg m−3 during haze days, and the carbonaceous aerosols most distributed in PM2.5 rather than large fraction. The concentrations of OC and EC PM2.5 correlated better (r = 0.7) than in PM2.5−10 and PM>10, implying that primary emissions were dominant sources of OC and EC in PM2.5. The mean ratios of OC/EC in PM2.5, PM2.5–10 and PM>10 were 4.4 ± 2.1, 3.6 ± 0.9 and 1.9 ± 0.7, respectively. Based on estimation, SOC accounted for 16.3%, 22.0% and 9.1% in PM2.5, PM2.5–10 and PM>10 respectively.

Originality/value

The ratio of SOC/OC (48.2%) in PM2.5 was higher in Handan than those (28%–32%) in other megacities, e.g. Beijing, Tianjin and Shijiazhuang in the NCP, suggesting that the formation of SOC contributed significantly to OC. The mean mass absorption efficiencies of EC (MACEC) in PM10 and TSP were 3.4 m2 g−1 (1.9–6.6 m2 g−1) and 2.9 m2 g−1 (1.6–5.6 m2 g−1), respectively, both of which had similar variation patterns to those of OC/EC and SOC/OC.

Purpose

The purpose of this paper is to address the specific challenges with which resource‐based cities are faced when they begin along the path of industrial transformation and to employ empirical studies to determine whether relevant reforms in resource‐based cities (taking Pingxiang, one of the first round of resource‐exhausted cities acting as pilot cities in the national sustainable development transformation program, as an example), promoted by local government in recent years, have brought significant changes to their development modes and facilitated the real transition.

Design/methodology/approach

The paper carried out some empirical studies from different angles: employing the “vertical table graph” method, to turn Pingxiang's statistical data (1997‐2010) into a graph that visually shows Pingxiang's economic and social development; comparing several major economic and social development indicators (especially the energy consumption per unit of GDP) of 11 cities within Jiangxi Province in order to learn Pingxiang's relative positions; based on time series data from 1997 to 2009, calculating the change rates, the variation coefficients and the shift‐share indexes of industrial structure so as to measure the quality of Pingxiang's structural transformation; comparing the above results with the cities of Jiaozuo, Benxi and Dalian; and comparing economic and social development state of 16 resource‐based cities (which are all among the list of 44 national resource‐exhausted cities) from the perspective of “green GDP”.

Findings

Although Pingxiang has gained great progress in economic development, its industrial structure is not rational enough, and shows great dependence on mining industry with a too high share of the secondary industry and a too small proportion of the tertiary industry. Its heavy dependence on resources and investment does not suggest a fundamental change in development modes. Accordingly, the city's development idea should be switched from GDP‐orientation to sustainable development. It should proceed with the optimization of the industrial structure adjustment, increase manpower capital investment and develop new green substitutable industries, so as to catalyze the success of transition.

Originality/value

This integration of empirical analysis methods from three angles in multivariate statistical analysis, environmental economics, and industrial economics is novel in the field of research on resource‐city and industry change. It not only could be of some help in decision making for Pingxiang municipal government, but also could provide reference for other cities dependent on resource exploitation.
