Abstract

Purpose

This paper constructs a tripartite evolutionary game model between the government, the core enterprises of film copyright export and imports and uses the system dynamics model to simulate and find the optimal selection results of single and mixed government incentives under dynamic changes, aiming to promote the development of foreign trade of film copyright and innovation and development of the film industry so as to improve the overall social benefits of the film industry and provide policy enlightenment for enhancing the import power of foreign core enterprises to introduce domestic film copyrights.

Design/methodology/approach

In this paper, a tripartite evolutionary game model of the government, the core enterprises of film copyright export and imports is constructed, the evolution process of cooperation strategy is derived, the impact of innovation income coefficient, mixed incentive policy and single incentive policy on the evolution results is analyzed, and the system dynamic model is used to simulate to find the optimal selection results of single and mixed government incentives under dynamic changes, so as to provide reference for the government’s dynamic incentive decision-making.

Findings

The results show that export-oriented core firms are more sensitive to mixed incentives, while import-oriented core firms respond more quickly to single incentives. The large innovation income coefficient has a negative impact on the willingness of import-oriented core enterprises to cooperate. The study proposes measures to increase the willingness of core companies to participate.

Research limitations/implications

Due to the fact that numerical simulation is based on simulation, there may be a certain gap between it and the actual situation. Therefore, it is necessary to further use actual data to conduct empirical analysis on the theoretical model.

Practical implications

This article mainly focuses on analyzing the impact of strategy choices and related parameters of various entities on the incentive mechanism and studying the foreign trade cooperation strategies of film copyright export enterprises under policy support from a theoretical model perspective. Furthermore, research has proven that in order to effectively enhance the willingness of foreign import core enterprises to participate in the foreign trade of domestic film copyrights, the government needs to coordinate the use of single incentive policies and mixed incentive policies. This study provides a major contribution for policymaker to develop film copyright import and export trade.

Social implications

Based on the research conclusions, this paper puts forward management countermeasures to further improve the development of the film copyright import and export trade. The first is to enrich government incentive methods and stimulate the vitality of film copyright and foreign trade market entities. The second is to guide the core enterprises of film copyright export to increase investment in innovation and stimulate the endogenous driving force of industrial development. Finally, lengthen the foreign trade industry chain of film copyright and increase the income of film derivatives.

Originality/value

Firstly, this paper applies the research methods of evolutionary game and system dynamics simulation to the field of foreign trade research on film copyright and expands the research perspectives and methods of the film industry. Secondly, by analyzing the “cost-benefit incentive” relationship of the evolutionary game of government export-oriented core enterprises and importing core enterprises, an evolutionary game model is constructed, the quantitative point of tripartite interest decision-making is solved and the research object of the evolutionary game method is expanded. Finally, the system dynamics model is used to simulate and find the optimal selection results of single and mixed government incentives under dynamic changes, so as to provide reference for the government’s dynamic incentive decision-making.

Abstract

Purpose

This study reveals the green building development path and analyzes the optimal government subsidy equilibrium through evolutionary game theory and numerical simulation. This was done to explore the feasible measures and optimal incentives to achieve higher levels of green building in China.

Design/methodology/approach

First, the practice of green building in China was analyzed, and the specific influencing factors and incentive measures for green building development were extracted. Second, China-specific evolutionary game models were constructed between developers and homebuyers under the market regulation and government incentive mechanism scenarios, and the evolutionary paths were analyzed. Finally, real-case numerical simulations were conducted, subsidy impacts were mainly analyzed and optimal subsidy equilibriums were solved.

Findings

(1) Simultaneously subsidizing developers and homebuyers proved to be the most effective measure to promote the sustainability of green buildings. (2) The sensitivity of developers and homebuyers to subsidies varied across scenarios, and the optimal subsidy level diminished marginally as building greenness and public awareness increased. (3) The optimal subsidy level for developers was intricately tied to the building greenness benchmark. A higher benchmark intensified the developer’s responsiveness to losses, at which point increasing subsidies were justified. Conversely, a reduction in subsidy might have been appropriate when the benchmark was set at a lower level.

Practical implications

The expeditious advancement of green buildings holds paramount importance for the high-quality development of the construction industry. Nevertheless, the pace of green building expansion in China has experienced a recent deceleration. Drawing insights from the practices of green building in China, the exploration of viable strategies and the determination of optimal government subsidies stand as imperative initiatives. These endeavors aim to propel the acceleration of green building proliferation and materialize high-quality development at the earliest juncture possible.

Originality/value

The model is grounded in China’s green building practices, which makes the conclusions drawn more specific. Furthermore, research results provide practical references for governments to formulate green building incentive policies.

Abstract

Purpose

Electric cars have very little market share in developing countries despite their environmental benefits. Thus, governments have started promoting electric cars by providing financial incentives to consumers. The current article aims to examine the direct and indirect effects of government financial incentives on consumer electric car adoption in India.

Design/methodology/approach

The study followed a quantitative research method that employed a self-administered survey questionnaire. Structural Equation Modelling and Multi-Group Analysis were followed for data analysis.

Findings

The study revealed that financial incentives have an indirect effect on electric car adoption intention rather than a direct effect. In addition, financial incentives were found to have a direct effect on attitude and Perceived Behavioural Control (PBC). Attitude and PBC positively influenced consumer adoption intention.

Practical implications

The insights and implications from the present study would help policymakers and marketers to formulate better incentive policies and market strategies to increase consumer acceptance of electric cars in developing countries.

Originality/value

The study contributes to the literature by analysing the underlying mechanism that links government financial incentives to electric car adoption intention. This study also explored the direct effect of financial incentives on attitude and PBC, which are less investigated in electric vehicle literature. In addition, the present article also assessed the moderating role of age in electric car adoption, which has mixed evidence in the literature, and such studies are scarce in the Indian context.

Abstract

Purpose

An optimal control model is built considering the private sector's opportunistic effort diversion and reciprocal effort improvement, while a numerical study is conducted to draw some managerial implications.

Design/methodology/approach

In infrastructure PPP projects, private sectors may opportunistically divert part of their effort from the current projects to other projects to allocate their limited human resources. Nevertheless, this effort diversion can be inhibited by dynamic incentives since the private sectors reciprocally exert greater effort into the current projects when receiving the dynamic incentives. This article investigates how the government specifies the output standard that the private sector should meet and offers dynamic incentives to mitigate the private sector's opportunistic effort diversion.

Findings

The output standard for the private sector to acquire the dynamic incentives should be specified as the output level corresponding to the private sector's optimal long-run stationary equilibrium (OLSE) effort level, which decreases with its reciprocal preference level but increases with its effort-diverting level. The optimal dynamic incentives comprise an initial incentive and a periodic OLSE incentive, which declines with the reciprocal preference level but improves with the effort-diverting level. Besides, the numerical study reveals that the government should distinguish whether the bidders have high effort-diverting levels and, if so, should focus on their reciprocal preference levels and decline the bidders with low reciprocal preference to avoid utility loss.

Originality/value

This article provides a theoretical model combining opportunistic behavior with reciprocal preference through an optimal control lens, thus embedding the problem of incentive design into a broader socioeconomic framework.

Abstract

Purpose

As an effective measure for reducing energy consumption and achieving carbon neutrality, prefabricated building projects (PBPs) have attracted considerable attention in China. Although the Chinese Government has vigorously promoted PBPs, neither developers nor consumers have high recognition of PBPs. This study aimed to explore the decision-making behaviour of governments, developers and consumers in promoting the development of prefabricated buildings in China and to better optimise the incentive strategies for prefabricated buildings in China.

Design/methodology/approach

Based on prospect and evolutionary game theories, an evolutionary game model of three stakeholders in the development of PBPs – government, developers and consumers – was constructed. Combined with the system dynamics theory, the incentive policy behaviour and influencing factors of the three parties in the evolutionary game model were analysed.

Findings

The results showed that the initial probability of the three parties affects the decision-making behaviour of each party and that of other stakeholders. Government subsidies to developers are more sensitive than developers themselves. There is a certain threshold for the scope of government subsidies to consumers, and exceeding this threshold does not promote the development of PBPs. Based on the results, policy recommendations to the government, developers and consumers were proposed to enhance PBP development.

Originality/value

This study provides suggestions for governments to formulate reasonable incentive policies for prefabricated buildings and a specific theoretical basis for the sound development of prefabricated buildings.

Abstract

Purpose

High-tech enterprises, as the national innovation powerhouses, have garnered considerable interest, particularly regarding their technological innovation capabilities. Nevertheless, prevalent research tends to spotlight the impact of individual factors on innovative behavior, with only a fraction adopting a comprehensive viewpoint, scrutinizing the causal amalgamations of precursor conditions influencing the overall innovation proficiency of high-tech enterprises.

Design/methodology/approach

This paper employs a hybrid approach integrating necessary condition analysis (NCA) and fuzzy-set qualitative comparative analysis (fsQCA) to examine the combinatorial effects of antecedent factors on high-tech enterprises' innovation output. Our analysis draws upon data from 46 listed Chinese high-tech enterprises. To promote technological innovation within high-tech enterprises, we introduce a novel perspective that emphasizes technological innovation networks, grounded in a network agents-structure-environment framework. These antecedents are government subsidy, tax benefits, customer concentration, purchase concentration rate, market-oriented index and innovation environment.

Findings

The findings delineate four configurational pathways leading to high innovative output and three pathways resulting in low production.

Originality/value

This study thereby enriches the body of knowledge around technological innovation and provides actionable policy recommendations.

Abstract

Purpose

The increasing prevalence of a wide range of infectious diseases, as well as the underwhelming results of vaccination rates that may be traced back to problems with vaccine procurement and distribution, have brought to the fore the importance of vaccine supply chain (VSC) management in recent years. VSC is the cornerstone of effective vaccination; hence, it is crucial to enhance its performance, particularly in low- and middle-income countries where immunization rates are not satisfactory.

Design/methodology/approach

In this paper, the authors focus on VSC performance improvement of India by proposing supply contracts under demand uncertainty. The authors propose three contracts – wholesale price (WSP), cost sharing (CS) and incentive mechanism (IM) for the government-operated immunization program of India.

Findings

The authors' findings indicate that IM is capable of coordinating the supply chain, whereas the other two contracts are inefficient for the government. To validate the model, it is applied to a real-world scenario of coronavirus disease 2019 (COVID-19) in India, and the findings show that an IM contract improves the overall efficiency of the system by 23.72%.

Originality/value

Previous studies focused mainly on the influenza VSC industry within developed nations. Nonetheless, there exists a dearth of literature pertaining to the examination of supply contracts and their feasibility for immunization programs that are administered by the government and aimed at optimizing societal benefits. The authors' findings can be beneficial to the immunization program of India to optimize their VSC cost.

Abstract

Purpose

The paper aims to elucidate effective strategies for promoting the adoption of green technology innovation within the private sector, thereby enhancing the value of public–private partnership (PPP) projects during the operational phase.

Design/methodology/approach

Utilizing prospect theory, the paper considers the government and the public as external driving forces. It establishes a tripartite evolutionary game model composed of government regulators, the private sector and the public. The paper uses numerical simulations to explore the evolutionary stable equilibrium strategies and the determinants influencing each stakeholder.

Findings

The paper demonstrates that government intervention and public participation substantially promote green technology innovation within the private sector. Major influencing factors encompass the intensity of pollution taxation, governmental information disclosure and public attention. However, an optimal threshold exists for environmental publicity and innovation subsidies, as excessive levels might inhibit technological innovation. Furthermore, within government intervention strategies, compensating the public for their participation costs is essential to circumvent the public's “free-rider” tendencies and encourage active public collaboration in PPP project innovation.

Originality/value

By constructing a tripartite evolutionary game model, the paper comprehensively examines the roles of government intervention and public participation in promoting green technology innovation within the private sector, offering fresh perspectives and strategies for the operational phase of PPP projects.

Purpose

Promoting electric vehicles (EVs) is an effective way to achieve carbon neutrality. If EVs are widely adopted, this will undoubtedly be good for the environment. The purpose of this study is to analyze the impact of network externalities and subsidy on the strategies of manufacturer under a carbon neutrality constraint.

Design/methodology/approach

In this paper, the authors propose a game-theoretic framework in an EVs supply chain consisting of a government, a manufacturer and a group of consumers. The authors examine two subsidy options and explain the choice of optimal strategies for government and manufacturer.

Findings

First, the authors find that the both network externalities of charging stations and government subsidy can promote the EV market. Second, under a relaxed carbon neutrality constraint, even if the government’s purchase subsidy investment is larger than the carbon emission reduction technology subsidy investment, the purchase subsidy policy is still optimal. Third, under a strict carbon neutrality constraint, when the cost coefficient of carbon emission reduction and the effectiveness of carbon emission reduction technology are larger, social welfare will instead decrease with the increase of the effectiveness of emission reduction technology and then, the manufacturer’s investment in carbon emission reduction technology is lower. In the extended model, the authors find the effectiveness of carbon emission reduction technology can also promote the EV market and social welfare (or consumer surplus) is the same whatever the subsidy strategy.

Practical implications

The network externalities of charging stations and the subsidy effect of the government have a superimposition effect on the promotion of EVs. When the network effect of charging stations is relatively strong, government can withdraw from the subsidized market. When the network effect of charging stations is relatively weak, government can intervene appropriately.

Originality/value

Comparing previous studies, this study reveals the impact of government intervention, network effects and carbon neutrality constraints on the EV supply chain. From a sustainability perspective, these insights are compelling for both EV manufacturers and policymakers.

Abstract

Purpose

This study aims to examine the relationship between political regimes and e-government performance, with a focus on governments’ perspectives of e-government. First, the authors use United Nations (UN) E-government Development Index (EGDI) to establish the current patterns of e-government performance across different regime types, and then develop their own typology of the various perspectives of different political regime types to e-government adopted in the literature. The purpose of this study is to explore the relationship between e-government performance and regime types.

Design/methodology/approach

This study adopts a mixed-method research approach that involves quantitative (statistical databases) as well as qualitative (interviews) methods to go beyond the statistics and obtain interpretations of explored patterns of e-government performance and regime types. The research instruments for this study include the Jupyter open-source software used for drawing the relevant correlations, and validating the results using expert interviews.

Findings

The results of the analysis support the research hypothesis that democracies have better e-government implementation than autocracies. The findings suggest that the type of a political regime has an influence on the conceptualization of e-government, the implementation of its practices and subsequently the assessment of its performance.

Research limitations/implications

This study relies on the UN EGDI and data from previous literature. the UN Index only measures the supply side of government outputs without taking into consideration their impact on citizens, which does not provide a holistic view of the whole picture. Therefore, the UN EGDI rankings do not necessarily imply citizen satisfaction or improved e-government.

Practical implications

From a practice point of view, this study gives information to government leaders as well as technical experts on how the political regime influences the government’s performance in e-government. In fact, this paper bridges the gap between theory and practice by calling policymakers to take different regime worldviews and motivations into consideration before setting e-government strategies or even assessing e-government performance. Considering the current global digital transformation, it should be ensured that practitioners take these regime specifications into consideration. In the long term, the results of this research will prove that setting up e-government or e-participation platforms is not enough as technology alone is not enough to strengthen democracy or let alone stimulate citizen engagement. When dealing with e-government initiatives, the focus should be broadened beyond the technological aspect and take the social and political motivations of governments into consideration.

Social implications

From a theoretical standpoint, this study calls for a more holistic e-government performance indicator that could take the regime perspectives into consideration and integrate them into its evaluation process. An indicator that can accommodate the different objectives pursued by different regime types. This could also be achieved by setting two indicators with each one matching the perspective of the specific regime type, which takes us to Ashby’s “Law of Requisite Variety” (1991). The Law of Requisite Variety states that “the system must possess as much regulatory variety as can be expected from the environment” (Ashby, 1956). This law has some implications for this study. It implies that the regime worldview influences the requisite variety depending on the political context where e-government is being implemented. Because we have two regime worldviews, we need to have at least two responses (in this case indicators) that consider the variety of political contexts. Therefore, through appreciating the differences between these two worldviews, this study recommends using the Law of Requisite Variety to investigate the influence of political regimes on e-government. In the same way, in our repertoire of responses, we should not assume that one discipline has the answer but have a variety of cross-disciplinary responses.

Originality/value

The contribution of this study lies in going beyond the statistical analyses of the UN EGDI to come up with possible interpretations of the reasons why political regimes differ in their e-government performance and what could be the reasons behind such variations. Based on analyzing correlations between e-participation performance and regime types, and interviews with experts, two different e-government perspectives could be identified: one for democracies and one for autocracies. Through identifying the relationship between these perspectives and the e-government performance of each regime type, this study provides governments and policy makers with new evidence that different regime types have different motivations for developing their e-government performance. Hence, e-government policies and strategies ought to match particular political contexts.
