Abstract

Purpose

The authors investigate natural disasters’ impact on manufacturing and services foreign direct investment (FDI), both, in contemporaneous and time-lag contexts. Manufacturing and services FDI account for different types of technology transfers, respectively, through tangible physical assets and intangible knowledge assets. This paper aims to hypothesize that natural disasters that have pronounced physical impact, have different effect on different sectoral FDI.

Design/methodology/approach

The authors merge a data set from emergency events database, which covers natural disasters occurrences with a sector-level data on FDI for 69 countries for the period 1980-2011, distinguishing between four different kinds of natural disasters such as meteorological, climate, hydrological and geophysical, as well as between different geographical regions.

Findings

Controlling for commonly accepted determinants of FDI, such as output growth, quality of institutions and natural resource abundance, the authors find that manufacturing FDI is negatively affected immediately after the disaster and positively in the longer run- a finding that is in unison with the “creative destruction” growth theory. Services FDI, on the other hand, do not show such pattern. Meteorological disasters have no effect on services FDI and climate and hydrological disasters have long-lasting negative effects. For both, manufacturing and services FDI, geophysical disasters have a positive impact on FDI in the long run.

Research limitations/implications

The study is limited to 69 countries for the period 1980-2011.

Practical implications

FDI bears tangible and intangible knowledge assets and provides means of financing, even in countries with under-developed banking systems and stock markets. FDI is impacted by climate change, manifested by intensifying and increase of frequency of natural disasters.

Social implications

Natural disasters destroy infrastructure and displace people. The rebuilding of infrastructure and intangible capital present an opportunity for upgrading.

Originality/value

This is the first study that analyzes the impact of natural disasters on sector-level FDI in a multicounty and regional context.

Abstract

Purpose

The purpose of this paper is to examine the short-run monetary policy response to five different types of natural disasters (geophysical, meteorological, hydrological, climatological and biological) with respect to developed and developing countries, respectively.

Design/methodology/approach

An augmented Taylor rule monetary policy model is estimated using systems generalized method of moments panel estimation over the period 2000–2018 for a panel of 40 developed and 77 developing countries, respectively.

Findings

In the case of developed countries, the greatest nominal interest rate response originates from geophysical, meteorological, hydrological and climatological disasters, whereas for developing countries the nominal interest rate response is the greatest for geophysical and meteorological disasters. For both developed and developing countries, the results suggest the monetary authorities will pursue expansionary monetary policies in the short-run to lower nominal interest rates; however, the magnitude of the monetary response varies across the type of natural disaster.

Originality/value

First, unlike previous studies, which focused on a specific type of natural disaster, this study examines whether the short-run monetary policy response differs across the type of natural disaster. Second, in relation to previous studies, the analysis encompasses a much larger panel data set to include 117 countries differentiated between developed and developing countries.

Abstract

Purpose

The number of care‐dependent people will rise in future. Therefore, it is important to support home health care (HHC) providers with suitable methods and information, especially in times of disasters. The purpose of this paper is to reveal potential threats that influence HHC and propose an option to incorporate these threats into the planning and scheduling of HHC services.

Design/methodology/approach

This paper reveals the different conditions and potential threats for HHC in rural and urban areas. Additionally, the authors made a disaster vulnerability analysis, based on literature research and the experience of the Austrian Red Cross (ARC), one of the leading HHC providers in Austria. An optimization approach is applied for rural HHC that also improves the satisfaction levels of clients and nurses. A numerical study with real life data shows the impacts of different flood scenarios.

Findings

It can be concluded that HHC service providers will be faced with two challenges in the future: an increased organizational effort and the need for an anticipatory risk management. Hence, the development and use of powerful decision support systems are necessary.

Research limitations/implications

For an application in urban regions new methods have to be developed due to the use of different modes of transport by the nurses. Additionally, an extension of the planning horizon and triage rules will be part of future research.

Practical implications

The presented information on developments and potential threats for HHC are very useful for service providers. The introduced software prototype has proven to be a good choice to optimize and secure HHC; it is going to be tested in the daily business of the ARC.

Social implications

Even in the case of disasters, HHC services must be sustained to avoid health implications. This paper makes a contribution to securing HHC, also with respect to future demographic trends.

Originality/value

To the best of the authors’ knowledge there are no comprehensive studies that focus on disaster management in the field of HHC. Additionally, the combination with optimization techniques provides useful insights for decision makers in that area.

Abstract

Purpose

The purpose of this paper is to construct a typology of a disaster that informs humanitarian-relief supply chain (HRSC) design across the stages of disaster relief.

Design/methodology/approach

In addition to an interdisciplinary review of pertinent literature, this paper utilises a typology construction method to propose theoretically and methodologically sound dimensions of disasters.

Findings

Whilst semantic arguments surrounding the concept of a “disaster” are ongoing, the authors propose three typologies based upon six dimensions that serve as interdependent variables informing resultant HRSC design considerations. These are speed of onset, time horizon, spatial considerations, affected population needs, perceived probability of occurrence and perceived magnitude of consequence. These combinational and independent relationships of the variables offer insight into key HRSC design-making considerations.

Research limitations/implications

The study improves conceptual knowledge of disasters, distilling the concept to only the dimensions applicable to HRSC design, omitting other applications. The typologies provide empirical cell types based on extant literature, but do not apply the models towards new or future phenomena.

Practical implications

This paper provides HRSC practitioners with normative guidance through a more targeted approach to disaster relief, with a focus on the impacted system and resulting interactions’ correspondence to HRSC design.

Originality/value

This paper provides three typological models of disasters uniquely constructed for HRSC design across the various stages of disaster relief.

Abstract

Purpose

The purpose of this paper is to understand the nomological network of associations between collective mindfulness and big data analytics in fostering resilient humanitarian relief supply chains.

Design/methodology/approach

The authors conceptualize a research model grounded in literature and test the hypotheses using survey data collected from informants at humanitarian aid organizations in Africa and Europe.

Findings

The findings demonstrate that organizational mindfulness is key to enabling resilient humanitarian relief supply chains, as opposed to just big data analytics.

Originality/value

This is the first study to examine organizational mindfulness and big data analytics in the context of humanitarian relief supply chains.

Abstract

Purpose

This study investigates the impact of economic policy uncertainty (EPU) on the inflows of foreign direct investment (FDI), specifically focusing on two components of FDI: greenfield investment and cross-border mergers and acquisitions (M&As). The objective is to analyze how EPU influences these two types of FDI differently. It further investigates how this impact varies during the Covid-19 pandemic.

Design/methodology/approach

Data were collected from various sources such as the United Nations Conference on Trade and Development (UNCTAD), Policy uncertainty index and the World Bank database to create a sample covering 213 countries from 2003 to 2020. The research objective was accomplished by utilizing the panel ordinary least squares (OLS) with fixed effects estimator.

Findings

The results demonstrate that countries that experience more EPU observe a decrease in FDI inflows. The authors also observe that FDI inflows have reduced due to the Covid-19 pandemic. Furthermore, the findings show that the impact of EPU is different between two components of FDI during the Covid-19 period. Specifically, the authors find that when uncertainty is trigged by the health crisis, there is an increase in FDI inflows in the form of cross-border M&As only. One possible reason is that cross-border M&As investors may take advantage of institutional quality (such as corruption) as an “efficient grease” to quickly expedite the entry process, which ultimately leads to a rise in cross-border M&As investment.

Originality/value

Overall, the study attempts to demonstrate empirical evidence about how EPU affects FDI inflows with an up-to-date dataset. In addition, the authors illustrate the significance of breaking down total FDI inflows into two sub-categories when examining the relationship between EPU and FDI. Third, the authors prove that the influence of EPU on FDI inflows differ significantly among different types of FDI components.

Two worldwide trends in recent decades are commonly noted and sometimes linked in discussing disasters. First, the reported global cost of natural disasters has risen significantly, with a 14-fold increase between the 1950s and 1990s (Munich Re, 1999). During the 1990s, major natural catastrophes are reported to have resulted in economic losses averaging an estimated US$ 54 billion per annum (in 1999 prices) (ibid). Record losses of some US$ 198 billion were recorded in 1995, the year of the Kobe earthquake – equivalent to 0.7 percent of global gross domestic product (GDP) (ibid).

Purpose

This paper addresses how local retailers remain resilient in negotiating the lead up to and immediate aftermath of two major disasters (Typhoons Nesat and Nalgae) within a developing urban context (Dagupan City, Pangasinan). It highlights the specific mechanisms by which urban traders engage the Philippines’ more pervasive and highly resilient “culture of disaster” vis-à-vis conditions of chronic natural hazard.

Methodology/approach

This study relies predominately on the traditional anthropological techniques of participant observation and informal/semi-structured interviews to gather relevant project data. Supplementing these two core methods are findings derived from secondary sources like local and provincial newspapers, government records, public and university libraries, and census findings.

Findings

Findings suggest that a continual cycle of disaster impact and response does not overtly affect small retailers’ entrepreneurial initiative. It becomes clear that a persistent threat of natural hazards fosters a rather fatalistic sense of self-reliance.

Research limitations/implications

Study was designed and funded as a quick-response study; therefore, the research timeframe was rather compressed and the informant pool somewhat limited.

Social implications

The Philippines is widely recognized as a “culture of disaster” given its volatile position along the Pacific’s “Ring of Fire” and “Typhoon Alley.” This distinction assumes added dimension as the effects of global climate change become increasingly pervasive at the local level.

Originality/value

This paper adds ethnographic detail to a growing body of data on small business resilience within disaster prone areas of the Global South amid intensifying global climate change.

Abstract

Purpose

This paper seeks to review the geophysical threats generated by volcanic activity and reports on the technological and social management techniques available to counter those threats.

Design/methodology/approach

The information presented was derived from a review of case studies of response to volcanic eruptions in the USA, Europe and Japan. The studies reviewed included both technical papers from geologists and volcanologists and research by social scientists.

Findings

The unique relationship between human settlements and volcanoes was described. This was done in the context of special features of volcanic hazards that set them apart from other natural hazards: time frame, multiple impacts, magnitude of destructive potential and predictability. Based on pairing geophysical threats with human safety concerns, three critical social management techniques were described: public education, access controls and evacuation systems. The social science and geophysical principles that underlie the effectiveness of these techniques are described.

Practical implications

The review brings together the results of numerous case studies over the years and highlights the hazard management issues that were common across them. Then, with respect to each of the techniques identified, a critique of issues associated with implementation was conducted that draws upon both the geophysical literature and social science literature. In particular, patterns of citizen resistance to public education, access controls and evacuation are described and approaches to implementation that minimize such resistance are suggested.

Originality/value

There are many discussions in the geophysics literature of the types and nature of volcanic eruptive behavior. In the social science literature there are discussions of public education strategies for hazards, controlling access to dangerous locations and evacuation systems. This paper pairs geophysical threats with appropriate techniques for protecting populations, specifically within the unique context of volcanic eruptions. There is also discussion of common problems that have arisen when the different techniques have been used in the past and suggestions for ways to avoid those problems. The paper is aimed at professional emergency managers and planners who are faced with managing dangers to populations from volcanicity.
