Abstract

Purpose

The purpose of this paper is to establish necessity and methods for considering greenhouse gas (GHG) mitigation policies at a system‐level. The research emphasizes connecting narrowly focused GHG mitigation objectives (e.g. reduce single occupancy vehicle travel) with broader institutional objectives (e.g. growth in student population) to demonstrate how policies operating at different scales individually and collectively influence GHG reductions.

Design/methodology/approach

First, a framework for defining divergent policy types and associated GHG impacts is developed. Second, relying on data from a higher education institution, a quantitative model for testing policy impacts is formulated. Last, through adjustment of the model's policy levers, GHG emission trajectories by policy type are compared.

Findings

The central finding is that broad level policies associated with housing stock and student growth are more capable of influencing GHG emissions than traditionally classified mitigation policies such as investing in alternatives transportation services. Moreover, based on the divide between stationary and mobile emission sources and related energy intensities, the incentive exists for reducing housing investments and increasing student commuting rates as a means of cost‐effectively managing GHG emissions in the short term.

Originality/value

Tradeoffs exist in GHG mitigation efforts and wider higher education planning. However, institutions lack the methods and tools to evaluate these tradeoffs, either within the narrow field of GHG mitigation efforts or across broader institutional priorities. This research presents a method and case study for better understanding tradeoffs through a systems approach.

Abstract

Purpose

The purpose of this paper is to investigate local climate change mitigation planning in California with the goal of understanding how the relationships between the state, the local air agencies, and the localities within their jurisdictions shape the willingness and capacity of local communities to plan for climate change mitigation through greenhouse gas emissions reduction.

Design/methodology/approach

The research: analyses documents relating to localities' climate change mitigation planning activities, including the production of action plans, general plan elements, emissions inventories, or official resolutions supporting mitigation planning, establishment of partnerships with other governmental and non‐governmental organizations, and development of community input processes and planning committee membership and structure. It also involves measurement and descriptive analysis of variables capturing: local air agencies' institutional character, orientation regarding climate change policymaking, and mitigation planning activities and programs; and localities' mitigation planning processes and policies, institutional and demographic characteristics, and relationships with other sub‐state entities working on climate change mitigation.

Findings

Intergovernmental partnerships can powerfully impact localities' technical and financial capacities for pursuing climate change mitigation planning. This exploratory study points to the potential for strong leadership by air quality control agencies to greatly influence the decision of localities within their jurisdictions to engage in voluntary mitigation planning. Furthermore, decentralized collaboration does not prevent, and may encourage, policy harmonization through localities' widespread reliance on the technical assistance from specialized non‐governmental organizations.

Practical implications

Findings might enable advocates of local‐level climate change mitigation planning to target their resources for maximal returns in terms of geographic policy coverage and pledged GHG emissions reductions. Theoretically, this study contributes to discussions on the relationship between the quality of policy outputs and various forms of environmental governance.

Originality/value

Climate change mitigation planning in the USA is in a formative stage. In fact, the authors found that even the California Governor's Office of Planning and Research (OPR) must work continuously and with imperfect data to compile a list of the state's local‐level mitigation planning efforts. This study contributes to the growing body of knowledge of local planning policy innovations in California and highlights the importance of leadership from the regional scale for city‐level engagement with mitigation planning.

Abstract

Purpose

This paper aims to assess agri-environment (AE) scheme options on cultivated agricultural land in England for their impact on agricultural greenhouse gas (GHG) emissions. It considers both absolute emissions reduction and reduction incorporating yield decrease and potential production displacement. Similarities with Ecological Focus Areas (EFAs) introduced in 2015 as part of the post-2014 Common Agricultural Policy reform, and their potential impact, are considered.

Design/methodology/approach

A life-cycle analysis approach derives GHG emissions for 18 key representative options. Meta-modelling is used to account for spatial environmental variables (annual precipitation, soil type and erosion risk), supplementing the Intergovernmental Panel on Climate Change methodology.

Findings

Most options achieve an absolute reduction in GHG emissions compared to an existing arable crop baseline but at the expense of removing land from production, risking production displacement. Soil and water protection options designed to reduce soil erosion and nitrate leaching decrease GHG emissions without loss of crop yield. Undersown spring cereals support decreased inputs and emissions per unit of crop yield. The most valuable AE options identified are included in the proposed EFAs, although lower priority is afforded to some.

Practical implications

Recommendations are made where applicable to modify option management prescriptions and to further reduce GHG emissions.

Originality/value

This research is relevant and of value to land managers and policy makers. A dichotomous key summarises AE option prioritisation and supports GHG mitigation on cultivated land in England. The results are also applicable to other European countries.

Anyone who follows climate change policy debates even casually knows that these debates are shot through with controversy about what ought to be done and who ought to be doing it. What sometimes get lost in these debates, however, are much deeper differences over the nature of the climate change problem itself. That is my focus in this chapter. I will take climate change as a prime example of broader debates over what constitutes “sustainable development” and draw upon different strands of the sustainability literature to show how these disagreements play out in the climate change context.

Abstract

Purpose

We conduct a multidisciplinary systematic literature review on climate neutrality in the supply chain. While carbon neutrality has gained prominence, our study argues that achieving carbon neutrality alone is not enough to address climate change effectively, as non-CO2 greenhouse gases (GHG) are potent contributors to global warming.

Design/methodology/approach

We used multiple databases, including EBSCO, ProQuest, Science Direct, Emerald and Google Scholar, to identify articles related to climate neutrality in the context of non-CO2 gases. A total of 71 articles in environmental science, climate change, energy systems, agriculture and logistics are reviewed to provide insights into the climate neutrality of supply chains.

Findings

We find that, in addition to CO2, other GHG such as methane, nitrous oxide, ozone and fluorinated gases also significantly contribute to climate change. Our literature review identified several key pillars for achieving net-zero GHG emissions, including end-use efficiency and electrification, clean electricity supply, clean fuel supply, “GHG capture, storage and utilization,” enhanced land sinks, reduced non-CO2 emissions and improved feed and manure management.

Originality/value

We contribute to the literature on climate neutrality of supply chains by emphasizing the significance of non-CO2 GHG along with CO2 and highlighting the need for a comprehensive approach to climate neutrality in addressing climate change. This study advances the understanding of climate neutrality of supply chains and contributes to the discourse on effective climate change mitigation strategies. It provides clear future research directions.

Abstract

Purpose

The purpose of this paper is to develop a greenhouse gas (GHG) management model for mitigating GHG emission. GHG emission by way of human activities is causing catastrophic effects on the natural environment in the form of climate change and global warming. GHG management of different products, bodies and processes is going on worldwide, expressed through carbon footprints by using product life cycle assessment (LCA). LCA is a useful approach, but it only looks at the micro level of cause-effect scenarios rather than the macro level cause-effect scenarios of GHG emission. Therefore, a system to scrutinize underlined assumptions and values of such policies/strategies is an urgent necessity.

Design/methodology/approach

This paper uses the double-loop learning concept, which was proposed by Argyris in 1976, to develop a triple cause-effect model for the management of GHG emission. The proposed model has a knowledge system that introduces the learning loop of GHG emission and environmental impact management.

Findings

A case study is conducted to demonstrate how the proposed triple cause-effect model is operationalized. The ideas and benefits of the proposed model are further discussed.

Originality/value

A triple cause-effect model for the measurement and analysis of GHG emission is proposed in this paper to complement GHG management by using only product LCA. This paper seeks to show that GHG management should look at not only a single tree (product LCA approach) but also the whole forest (the proposed model).

Abstract

The observed increase in the atmospheric concentration of greenhouse gases since the industrial period, due to human activities, is very likely causing the warming of the climate system. Anthropogenic warming and rising sea levels will continue for centuries due to the time scales associated with climate processes and feedbacks. Even if greenhouse gas concentrations were to be stabilized, different types of adaptation measures are needed to cope with the inevitable change. At the same time mitigation measures aiming at decreasing greenhouse gas emissions and enhancing carbon sinks must be taken in order to reduce the potential extent of global warming. This chapter covers the main aspects of the current understanding of the physical basis of climate change, including the directly measured observations and estimated projections for the 21st century. Causes and effects of climate change are also addressed. Finally, the main uncertainties of climate projections and a few general considerations on the different ways to respond to the climate change issue are discussed.

Abstract

Purpose

This research explores the effect of bioenergy use on carbon dioxide releases in 28 European Union (EU-28) affiliated members starting from 1990 to 2018.

Design/methodology/approach

Applying panels' fixed effect (FE) estimator and random effect (RE) estimator, the regressed findings are highly validated as they were robust by panel least square dummy variable corrected (LSDVC) and pooled ordinary least square (Pooled OLS) estimators.

Findings

The findings claimed that carbon dioxide releases decrease with an incline in bioenergy use and trade openness. On the other hand, fossil-fuel and economic growth indicators mounting carbon dioxide releases. The result implies that carbon dioxide releases in EU-28 region members can be mitigated significantly by mounting the quantity bioenergy use in generation channel. This will mostly participate in combating environmental pollution.

Practical implications

The study suggests for EU28 region members to enhance the portion of bioenergy in their fuel access to decrease emitted carbon dioxide. Governors in EU28 members should mainly encourage bioenergy expansion to raise its security and availability. The politicians of the EU28 members must assert on efficacy and productivity of bioenergy production to achieve energy accessibility and decrease dependency on conventional energy.

Originality/value

This research applies the recently improved model, the panel data analysis approach, which considered for the first-class impacts of estimators on the dependent variable and deals with the several problems of the common Pooled OLS estimator's manner and performance. Finally, this research contributes to the previous studies on ecological sustainability by examining the presence correlation among carbon dioxide emissions, bioenergy sustainability, trade openness, fossil fuel and gross domestic product in the EU28 region. Hence, it proves our research novelty, originality and contribution to the body of knowledge.

Abstract

Purpose – This chapter examines the evolution of new audit and traceability systems in New Zealand horticultural export industries. Identified as one trajectory in New Zealand agriculture partly resulting from neoliberal reform, the arrival of audit culture in food export industries has significantly repositioned these export sectors, particularly in relation to how they might respond to new energy and climate change challenges.

Design/methodology/approach – The chapter reviews the neoliberalisation of New Zealand agriculture in the 1980s and then examines the emergence of specific industry, audit and regulatory responses to new challenges around energy and climate change. Horticultural export sectors are used to demonstrate these responses and then compared with other, more productivist-oriented sectors in New Zealand.

Findings – The argument presented at the end of this chapter is that those food export sectors that have embraced the new audit approaches rather than taking a more productivist pathway will be better positioned to cope with the shocks of new energy costs and climate change requirements.

Originality/value – This chapter demonstrates the variable outcomes of neoliberal reform in agriculture. It identifies new audit and governance technologies as both an essential contributor to understanding the nature of global food chains and a potentially important contributor to achieving greater agri-food resilience in the face of future shocks like climate change.

Abstract

Purpose

This paper aims to investigate the benefits derived from sustainable office buildings in People’s Republic of China (PRC) through their green features, with particular reference to energy efficiency.

Design/methodology/approach

A survey on operating costs, energy impacts, productivities from property managers and tenants of sustainable office buildings was conducted in Shenzhen, PRC. All survey data were collected from a portfolio of 12 sustainable office buildings and from 76 responses out of more than 400 tenants who had moved into these buildings from conventional office buildings.

Findings

Most tenants were concerned with sustainable operations, practices and policies. Some of them held that sustainable office buildings contribute to higher productivity and less sick time. These buildings typically consume less electricity and water, and have higher occupancy rates and rents.

Research limitations/implications

There are only 40 sustainable office buildings in Shenzhen, and our study, albeit with proper methodology, with 12 sample buildings may not reflect entirely the attitudes of tenants and property managers of sustainable office buildings in Shenzhen. Advisably, future works can be carried out on a larger scale in other main cities of PRC to obtain a more comprehensive and precise evaluation on which strategic sustainable central/local government policies might be formulated.

Originality/value

The concept of facilities management on sustainable buildings, especially on their derived benefits, is relatively new in developing countries such as China. This study is one of the first attempts in this area. In addition, this paper also contributes to existing literature by looking into the green lease provisions and operating policies of these sustainable buildings.
