Abstract

Purpose

Megaprojects stimulate and challenge public opinion across countries, generating extensive reactions from citizens. Given their ability to attract public attention, they may also influence public participation in collective choices and political decision-making. These issues are relevant for evaluating projects, but are unfortunately rarely discussed in the managerial literature. This study aims to open up a debate on social issues and how they could be taken into account within management studies.

Design/methodology/approach

This study carried out a systematic review of the literature on the social impact of megaprojects to identify different research areas related to the evaluation of megaprojects from a social perspective.

Findings

This study identified three different research areas related to the evaluation of megaprojects from a social perspective: the role of power and social issues; infrastructure and social space; and stakeholder engagement and endorsement.

Originality/value

This paper underlines the need to go beyond current understanding of the social impacts of megaprojects and calls for a more interdisciplinary research agenda.

Abstract

Purpose

The purpose of this paper is to explore top government hands-on megaproject management model applied to Istanbul’s new airport megaproject. The study aims to find an answer to this research question: “How is the organizational design and management of a megaproject that has been alive in a confrontational socio-political environment and whose national strategic importance is high?”

Design/methodology/approach

Organizational theory and critical theory perspectives are used in this study. Istanbul’s grand airport is chosen as the case study. Interview, focus group and document analysis methods are used together. The research yields data from qualitative resources. Verbal and written materials are organized into three major themes and 27 key subjects for content analysis.

Findings

A top level of organizational management can be attained in the state in order for the mega projects with high national strategic importance to survive without problems and with high performance. The top government-level organizational structure implemented at Istanbul’s new airport has reduced complexity, risk and uncertainty; increased performance and product quality; and strenghtened inter-organizational compatibility and communication within the megaproject organization. However, this structuring also increased centralization, reduced transparency and direct public participation in the decision-making process.

Research limitations/implications

The megaproject is run in strict confidence and limited information is shared gradually in a controlled way with public by the megaproject organization. Therefore, a qualitative methodology is followed and the usage of quantitative data remained limited in the research.

Practical implications

The study presents an exemplary top government-level megaproject management model for countries experiencing strong socio-political conflicts and aiming to perform megaprojects with high national strategic importance.

Social implications

The organization of Istanbul’s new airport megaproject offers an exemplary, flexible and innovative organizational management model for countries that want to realize mega projects with high national strategic importance and experience strong socio-political conflicts. The questions of how to cope with challenges, how to build management capabilities and how to improve the cooperation and coordination within megaprojects have found some answers with this study. In addition, this study provides an insight into how to make more effective objections to wrong megaproject practices and the right strategies that the opposing organizations can follow.

Originality/value

This empirical research widens and deepens the theoretical foundations of top government hands-on megaproject management. The study, which includes a process analysis, allows to better understand the philosophy, nature, success, planning process, social organization and dynamics of megaprojects and to explain them through the values and strategies of organizations.

Abstract

Purpose

In spite of the availability of metrics for measuring social impact (SI), it can be difficult for organisations to select tools that fit their precise needs. To address this challenge, this study conducts a systematic literature review by using legitimacy theory as a point of departure. It examines tools that capture three dimensions of sustainability – social, economic and environmental (SEE) – and firm size.

Design/methodology/approach

Top four journal databases in the social sciences from the FT50 review were searched to identify articles published in peer-reviewed journals in the 2009-2019 period, using keywords to conceptualise the construct. For comprehensive assessment, this study adopted a method that requires the logic synthesis of concepts and evidence emerging from the literature to address the research aim.

Findings

The results show that most of the articles developed tools or frameworks to measure SI based on the triple bottom line of sustainability – SEE – and firm size. However, there is insufficient evidence of their integration into practice.

Research limitations/implications

This work contributes to the legitimisation of social enterprises (SEs) by using validated tools and frameworks to develop practical suggestions for SI measurement (SIM).

Originality/value

As legitimacy is an important rationale for SIM, this study adds value through the development of a suitability framework. The framework enables SEs to identify the most appropriate tool for their purpose and size to establish legitimacy through impact measurement and reporting.

Abstract

Purpose

Transport megaprojects often struggle to offer social value (SV) that meets local communities' needs. This problem is embedded in how local communities' views are captured and incorporated into SV plans through local community engagement (LCE). By problematising the literature, this article aims to identify LCE issues and their impacts on SV plans at the front-end of transport megaprojects.

Design/methodology/approach

The theoretical lens of the study is the practice theory developed by Schatzki (2016, 2005). The authors conceptualised LCE as a practice and conducted 32 semi-structured interviews with UK practitioners. The authors collected data in three steps from three types of practitioners involved in LCE practice and SV planning: project managers, LCE experts and SV experts.

Findings

The authors identified 18 LCE issues with thematic analysis and clustered them into five themes. These issues impact LCE with five mechanisms. Findings show that a weak link between LCE and SV plans due to the issues reduces LCE to a tick-box exercise and presents a distorted view of local communities. This reduces SV plans to the bare minimum for project approval instead of offering relevant SV to local communities. Addressing the issues goes beyond changing the approach of project teams to engagement (from instrumental to normative) and requires changing the practices.

Originality/value

For the first time, the study uses practice theory to conceptualise LCE as a practice, following the notion of project as practice. The study problematises the literature to address the under-represented link between LCE and SV plans.

Abstract

Purpose

The primary objective of this research is to chronicle how the Environmental Protection Agency (EPA) and other United States Federal Government Agencies (USFGA) agencies have played a role in shaping the trajectory of financial reporting for sustainability, with a particular emphasis on triple bottom line (TBL). This exploration extends to other indexes reporting sustainability data encompassed within financial, social and environmental reporting.

Design/methodology/approach

This study adopts an illustrative methodology, utilizing data sourced from governmental, business and international organizational documents.

Findings

Sustainability accounting predominantly finds its place within the framework of TBL. However, it is crucial to note that sustainability reporting remains voluntary rather than mandatory. Nevertheless, accounting firms and professional accounting societies have embraced it as a supplementary facet of financial accounting reporting.

Originality/value

The research highlights the historical evolution of sustainability within the USFGA and corporate entities. Corporations’ interest in accounting for sustainability performances has significantly contributed to the emergence of voluntary sustainability accounting rules, as embodied by the TBL.

Abstract

Purpose

The purpose of this paper is to investigate how to improve the effectiveness of public participation in public infrastructure megaprojects (PIMs). Conflicts among stakeholders and uncertainty disrupt the success of PIMs when public participation is ineffective.

Design/methodology/approach

Secondhand data are collected to study the effectiveness of public participation in the Beijing–Shenyang High-Speed Rail (China) and the California High-Speed Rail (USA). The employed research method is an inductive case study.

Findings

Ineffective public participation can cause schedule and cost overruns and increase uncertainty in PIMs. The ambiguity of meaningful public participation, ineffective participatory approaches and overburden of public participation in environmental impact assessment are the causes of ineffective public participation in PIMs.

Research limitations/implications

Public participation has become an essential part in PIMs management. This study looks at the understanding of the relationship between public participation and the success of PIMs.

Practical implications

Legislative bodies should perfect the laws to guarantee meaningful public participation. Lead agencies should adopt additional effective participatory approaches to solicit public comments and identify critical voices. A dispute solution mechanism is necessary to solve public participation disputes in PIMs in practice.

Originality/value

Stakeholder and uncertainty management are important to the success of PIMs. This study reveals methods to improve the effectiveness of public participation to alleviate the conflicts among stakeholders and reduce uncertainty in PIMs.

Abstract

Purpose

The purpose of this paper is to explore the formation mechanism of the host country people's coping behavior regarding the construction of transnational railways to help engineering managers and decision makers improve their risk management and lead to sustainable transnational railway construction projects.

Design/methodology/approach

This paper adopted the grounded theory methodology to analyze the news stories reported by “Belt and Road Portal” and “The New York Times” about eight transnational railways. They were China–Kyrgyzstan–Uzbekistan (Central Asia), Mecca-to-Medina (West Asia), Hungarian–Serbia (Europe), China–Nepal (South Asia), Bi-Oceanic (South America), Mombasa–Nairobi (Africa), China–Laos (Southeast Asia) and Panama railways (North America). The keywords for news search were the names of each railway. After eliminating the problem sentences with semantic repetition and ambiguity, 2,631 effective sentences were formed to screen the information and code. The process included open, axial and selective coding.

Findings

It was concluded that the core structure of the formation mechanism was “situation,” “influence factor,” “cognition” and “coping behavior.” The country-of-origin image has served as an adjustment function in the analysis for the host country people. Governance strategies were suggested focusing on risk prevention, risk mitigation and risk response according to social risk management.

Research limitations/implications

The rise of transnational railway construction is encouraged by the process of globalization. But during the long construction period, the host country people's coping behavior would develop into social conflicts and mass incidents, becoming a significant obstacle to construction objectives. Thus, studying the formation mechanism of public coping behaviors can better take measures to prevent social risks.

Originality/value

The contributions of this research are three aspects: first, a formation mechanism of the host country people's coping behavior based on grounded theory is presented. Second, the country-of-origin image is found to be a factor that cannot be ignored in a transnational context. The formation mechanism of public coping behaviors is improved compared to risk management in the domestic situation. Finally, the host country people pay more attention to the motivations of country-of-origin's controlling interests and their own emotions compared with internal stakeholders.

Abstract

Purpose

While corporate social responsibility (CSR) standards are amongst the most widely adopted instruments for supporting firms in becoming more accountable, firms who adopt them frequently fail to comply. In this context, the purpose of this study is to explore to what extent CSR standards are designed for accountability. In the analysis, this paper investigates design characteristics related to accountability across different standard types, namely, principle-based, reporting, certification and process standards.

Design/methodology/approach

This study reviews the design characteristics of 50 CSR standards in a systematic and comparative fashion. This paper combines qualitative deductive coding with exploratory quantitative analyses methods to elucidate structural variance and patterns of accountability-related design characteristics across the sample.

Findings

This study finds that the prevalence of design characteristics aimed at fostering accountability varies significantly between different types of standards. This paper identifies three factors related to the specific purpose of any given standard that explain this structural variation in design characteristics, namely, implementability, comparability and measurability.

Practical implications

Non-compliance limits the effectiveness and legitimacy of CSR standards. The systematic exploration of patterns and structural variation in design characteristics that promote accountability may provide valuable clues for the design of more effective CSR standards in the future.

Social implications

Better understanding the role of design characteristics of CSR standards is critical to ensure they contribute to greater corporate accountability.

Originality/value

This study strives to expand the current understanding of the design characteristics of CSR standards beyond individual cases through a systematic exploration of accountability-related design characteristics across a larger sample.

Abstract

Purpose

This chapter addresses the question how entrepreneurial synergies can be stimulated in places by leadership and network governance in the context of the knowledge economy. The chapter not only analyses the role of leadership in a regional case in the Netherlands, but also assesses to what extend place-based characteristics play a role.

Methodology/approach

The chapter is based on a case-study-analysis of the region Brainport Eindhoven. Data were collected via 27 interviews in 2 rounds (in 2008 and in 2012), and retrieved from academic literature, case documents and governmental plans.

Findings

This chapter shows the importance of knowledge leadership in creating entrepreneurial synergies in the region Brainport Eindhoven. Entrepreneurial synergies is defined here as the creation of governance conditions and a context for effective entrepreneurial activities and regional co-operation between entrepreneurs, to enhance innovation. The socio-spatial quality of this place, path-dependency and the establishment of a regional regime explain the clustering of high-tech firms in a context of pro-active policy support, embedded in a cultural tradition of public–private co-operation. Key-persons of the private sector, science, and government enabled the development by taking initiative, co-operating, framing issues and aligning people around the agenda of Brainport.

Practical implications

The chapter gives insights on how leaders can enhance entrepreneurial synergies rooted in place-based assets and characteristics, by using network power, resources, ‘windows of opportunity’ and by linking ideas, inspiration and individuals from different strands of the triple-helix.

Social implications

Revealing normative leadership lessons – how leadership is enacted in ‘everyday’ practice – may also allow us to explain, at least to some limited extent, why some localities are able to adapt to the ever changing social and economic conditions of the modern world, and are successful in creating entrepreneurial synergies. Beyond this, deeper critical appreciations provide us with insights into the interplay between leadership, power and resources – and shed light on the questions of why and for whom economy and society are ‘organised’, in different places and at different times.

Originality/value of chapter

The chapter offers new insights in the importance of place and the leadership dimension in the context of the continuing debate around the effectiveness of sub-national economic development policy for the so-called ‘knowledge era’.

Abstract

Purpose

There is a growing interest in artisan entrepreneurs around the world. Scholars are increasingly interested in how artisan enterprises use tourism in a resource-constrained resources. Based on the concept of artisan chocolate entrepreneur, the purpose of this paper is to examine the phenomenon of artisanal chocolate making in a small island with limited resources yet influenced by increased tourism.

Design/methodology/approach

Artisan enterprises are considered relevant in developing countries and their creation merits further attention. This study examines artisan enterprises using in-depth interviews, case studies, and an interpretative approach. The approach enables examining how artisan chocolate enterprises use tourism to develop their businesses in a context characterized by limited resources.

Findings

The findings show that artisan entrepreneurs are encouraged to start and develop enterprises due to lifestyle choices. The findings reveal a connection between artisan chocolatiers developing place-bound features to address a growing demand of tourists’ expectation for authentic and local products. The approach of artisan entrepreneurs in such conditions can be explained through entrepreneurial bricolage.

Originality/value

This study contributes to the literature on the initial stages of artisan enterprises particularly in resource-constrained environments influenced by tourism. More specifically, the study provides evidence of the relevance of tourism for artisanal enterprise emergence, which is a relatively overlooked area in tourism and artisanal studies in developing countries. The study highlights the key place bound features that artisanal chocolate entrepreneurs associate to their products based on tourists’ demand for authentic and local products.
