Abstract

Welfare state retrenchment in advanced industrialized countries seeks to expand market-like logics in public services, based on the assumption that public services benefit from non-state initiative and competition. This logic gained a stronghold in policymaking, but its implementation nevertheless struggled to find acceptance. Public university tuition is one such case where policymakers aimed to increase investment in human capital through cost sharing. While students in some countries accept them as a necessary evil, opposition arises in others. Students in Germany and Turkey took to the streets in support of tuition-free higher education. Despite differences in their political contexts and the differential mediating role political culture plays, student mobilization reversed right-wing parties' policies. This article focuses on how opposition to tuition policies is covered by the news in both countries. Using a mixed-methods approach combining topic modeling with qualitative analysis, I show that student protests and tuition policy discussions are reported separately. In both countries, student protests involving confrontation were highlighted whereas reports on institutional actors dominated policy discussions. However, when movements pressure political parties to “own” an issue in their platform, party endorsement subsequently amplifies issue salience even if movement organizations and parties are not covered together by the media. This indicates an indirect effect of movements' collective action on news coverage. Political party endorsements mediate the amount of coverage movement issues receive. This finding provides insights into how opposition to welfare state retrenchment might navigate difficulties in closed media cultures that heavily favor institutional actors.

Abstract

Purpose

This chapter focuses on the conflicts that have accompanied the development of Germany’s largest airport at Frankfurt/Main and examines how these conflicts are embedded in regional governance and airport planning. In the German context, the governance discourse is understood as a multi-faceted framework of actors, institutions and legislation that structures the actions of involved people.

Method/approach

The conflicts within this framework are structured by two aspects: the spatiality of the contested object, which results in tactical descriptions of the space involved, and an understanding of airports as parts of large technological systems which strongly influences the discourse of airport expansion. As spatial conflicts regarding large infrastructures develop over a long period of time, the chapter charts the historical evolution of the expansion conflict from the 1980s until today. It analyses the governance structure and the actor’s constellations throughout time to shed light on the use of narratives and the stability and change of pro and contra coalitions. It concludes with a critical reflection on the role of airports in the German planning system and the problems of governance in the multilevel, multi-actor environment of airports.

Originality/contribution

The chapter highlights the necessity of examining the environmental impact of airports at different scales, from neighbouring cities to the large labour market stretching up to 100km from the airport.

Abstract

Within the last two decades, entrepreneurship education has become institutionalized in Germany. It is offered as a stand-alone program or as part of a business degree, combining academic knowledge, practical skills, and personal development to enhance the entrepreneurial success of university graduates. While entrepreneurship education has experienced similar growth worldwide, its emergence in Germany is closely tied to the country’s political and economic developments. The significance of entrepreneurship education for a thriving entrepreneurial ecosystem and contemporary economic policy has been instrumental in advancing its academic recognition. This chapter provides a historical analysis of the academization of entrepreneurship in Germany. It explores the recursive and often idiosyncratic processes involving state and financial institutions, companies, and universities that have created, respecified, and mutually reinforced a subdiscipline and field of study. Academic entrepreneurship knowledge successively not only became relevant for starting a business but also for employment within the entrepreneurial infrastructure and beyond. This chapter follows a chronological order, highlighting three key stages in the academization of entrepreneurship education. First, the academic, financial, and political roots (I) of entrepreneurship up until the 1970s. Second, it explores the transformation (II) of entrepreneurship into a viable policy alternative and the challenges faced in establishing complementary research and education in higher education institutions during the 1980s. Finally, it sketches the institutionalization (III) of entrepreneurship as a central driver of government economic policy, allowing for the late bloom of entrepreneurship education and research at universities around the turn of the millennium.

Abstract

Over the last decade, the accounting convergence process with the development and adoption of IFRS as national standards has become the focus of governments, professionals, and researchers. In 2005, the EU (including Germany) and Australia adopted IFRS. A survey by Deloitte Touche Tohmatsu (2010) reported that 89 countries have adopted or intend to adopt IFRS for all their domestic listed companies. Currently, more than 100 jurisdictions require or permit the use of IFRS, with countries such as Canada, Brazil, and Argentina being the most recent adopters (IFRS Foundation, 2011b). This growing number of countries implementing IFRS and their experiences and emerging challenges have further raised researchers' interest in this controversial topic (Ashbaugh & Pincus, 2001; Atwood et al., 2011; Byard et al., 2011; Christensen et al., 2007; Daske et al., 2008; Ding et al., 2007; Hail et al., 2010a, 2010b; Kvaal & Nobes, 2010; McAnally et al., 2010; Mechelli, 2009; Niskanen, Kinnunen, & Kasanen, 2000; Stolowy, Haller, & Klockhaus, 2001; Tyrrall et al., 2007). However, these studies have concentrated on the development and application of specific accounting standards and practices and/or cross-national and cross-cultural issues concerning adaptation, implementation, and evaluation of IFRS. Moreover, an increasing number of studies have been devoted to classifications of accounting models and categorization of accounting standards, principles, and values (Chanchani & Willett, 2004; D'Arcy, 2000, 2001; Doupnik & Richter, 2004; Doupnik & Salter, 1993; Gray, 1988; Kamla, Gallhofer, & Haslam, 2006; Nair & Frank, 1980; Patel, 2003, 2007; Perera & Mathews, 1990; Salter & Doupnik, 1992). However, very few studies have critically examined the historical development of accounting practices and issues related to convergence in its socioeconomic context and, importantly, we are not aware of any study that has rigorously examined the institutionalization of Anglo-American accounting practices as international practice with an emphasis on power and legitimacy in the move toward convergence of accounting standards.

Abstract

Purpose

The era of globalization has increased the challenges for multinational corporations (MNCs) to retain legitimacy. In striving for legitimacy, MNCs increasingly engage in dialogue processes with their stakeholders. However, the era of globalization and the parallel rise of the Internet and the new “Web 2.0” have dramatically widened the range of options for such dialogue processes. Non-governmental organizations (NGOs) in particular make use of “social media” (e.g., Facebook, Weblogs, Twitter) which enable them to quickly generate attention regarding socially and environmentally harmful business practices by MNCs. In response, MNCs have started applying social media technologies for corporate communication purposes. However, given the novelty of these activities, we lack knowledge on how these organizations make use of social media. Therefore, in this chapter, we examine how MNCs and NGOs utilize one particular social media application, that is, Twitter, for dialogic stakeholder communication.

Design/methodology/approach

In our empirical study, we examine current practices of Twitter usage by MNCs and NGOs. We investigate a dataset of more than 3,000 Twitter articles from 30 MNCs and 30 NGOs in the German-speaking world. Our analysis is based on the “conceptual orality or literality” scale by Koch and Oesterreicher (1994).

Findings

The comparative analysis shows that on average MNCs and NGOs exhibit a surprisingly similar profile on Twitter. Both tend toward conceptual literality. However, the analysis of Tweets per organization reveals a much larger variance. At the extreme poles, while some NGOs (like Greenpeace Youth) make extensive use of the medium’s potential for conceptual orality, some MNCs (like Deutsche Börse) almost entirely adhere to conceptual literality. In other words, these MNCs promote a classical one-way model of communication and fail to make use of the dialogue-like qualities of the medium.

Research limitations

We analyzed a small number of organizations and we restricted our study to MNCs and NGOs in the German-speaking world. Furthermore, Twitter only allows for short messages with a maximum of 140 letters or signs. This, in turn, renders questionable whether the medium is suited to establish deliberative dialogues between MNCs and NGOs that are based on more elaborate arguments which can be expressed in the short format.

Originality/value

Our study addresses the lack of research regarding new possibilities for stakeholder communication in the age of social media. Moreover, the study methodologically contributes to the study of social media in the context of corporate communication by applying the scale of “conceptual orality or literality” to MNCs’ and NGOs’ Twitter usage.
