Abstract
Purpose
France is a country that widely relies on a skilled labour force. Nevertheless, very little is written in the management literature on the career experiences of skilled migrants, in particular from developing countries, in France. This paper argues that in order to understand the management of skilled migrants in France, there is a need to better understand their career experiences. Therefore, the objective of this paper is to fill this knowledge gap by offering an enhanced understanding of the career experiences of Malagasy migrant physicians in France.
Design/methodology/approach
Based on the life story of 17 Malagasy migrant physicians and an interview with a Malagasy director of a private clinic who recruited Malagasy physicians to work in France, the paper sheds light on their career choices and challenges that they face in the French job market.
Findings
The results clearly highlight two career profiles: firstly, those who succeeded in working as physicians either directly upon their graduation, or throughout an “interstitial” career in nursing, a way to eventually reach their profession of physician. Second, findings show that there were participants who definitively switched to a nursing profession. For this second group, migration emerges as a challenging experience leading to talent waste and therefore to downward career mobility.
Originality/value
While literature on international careers frequently describe international mobility as being beneficial for skilled migrants, the findings yield limited support for this assumption. Instead, human capital was insufficient in explaining the career outcome of migrant physicians in France. Beyond the assumption that human capital is sufficient for undertaking a successful international experience, the paper contribute's to the literature on international careers by focusing on an under‐researched group (i.e. Malagasy physicians in France) and demonstrating the complex nature of their career experiences.

Purpose
The purpose of this paper is to present a history of social and environmental accounting (SEA) in France.
Design/methodology/approach
The choice is made to select and analyze three important breakthroughs in the development of SEA in France, at different periods. Three case studies are presented, based on secondary sources for two of them and on the author’s own research for the third one. The author choses the concept of organizational field, defined through its actors, how they interact, what they do, what tools and practices are being developed and what regulations are being enacted.
Findings
If each case is different in terms of context and outcome, all three present common characteristics which characterize the underlying forces which shaped SEA in France: mainly the role played by elites both in government and industry, an ability for industry to present its interests as the interests of France with an impact on the international standardization of some tools and regulatory issues such as product labeling. The French scene is dominated by engineers, characterized by quantitative tools which “measure” environmental performance, in line with the culture of the French elite for which mathematics are a tool for action and problem-solving. In a certain way this “depoliticized” environmental questions and made them a question of optimization more than a question of politics.
Practical implications
Because of the specific context in which some tools emerge, they may not be transferable to other countries without important changes.
Social implications
The focus on problem solving through quantitative tools to make the most rational decision, and the claim by the engineering profession to be in the best position to do so, is not a focus on accountability. This may be part of the reason why the accounting profession is not as involved as in other countries.
Originality/value
This paper also shows how France has been both a local field of SEA production, when it comes to developing quantitative tools, with occasional global reach, and an importer of global standards and SEA concepts which originated from the Anglo-Saxon word, when it comes to reporting. More generally, it is also a good illustration of how the development of a “local” organizational field is congruent with the characteristic of its national environment.

Abstract
Purpose
The purpose of this study is to assess differences between the adjustment of expatriates in Germany and France. Most research has focused on the individual in relation to expatriate adjustment. The general conditions of the host country, however, could represent an important contextual factor that needs to be explored further.
Design/methodology/approach
Based on an empirical study of 130 expatriate managers on foreign assignments in France (61) and Germany (69), the authors take a comparative perspective and examine differences for sociocultural and psychological adjustment as well as time to proficiency in both countries.
Findings
The authors found that expatriates assigned to France show higher degrees of work adjustment and general adjustment than those in Germany. This was unexpected as Germany is generally described as a more transparent, open and welcoming country. Results may thus challenge stereotypical conceptions of national differences and indicate that globalization processes are gradually changing country-specific conditions.
Originality/value
Only scant research has dealt with expatriates adjusting to Western European countries and no other studies have compared the adjustment of expatriates in Germany and France.

Abstract
Purpose
The paper has two goals. The first is to develop a conceptual framework for analyzing the strategies of internationally mobile professionals in managing barriers to their career development. This framework is developed using Duberley et al.'s and Richardson's concept of “modes of engagement”. The second goal is to better understand the nature of the careers that ethnic minority migrants undertake.
Design/methodology/approach
Qualitative interviews were conducted with 43 skilled Lebanese migrants. Six additional interviews were conducted with key informants involved in the development and implementation of immigration policies in France. Furthermore, French and European immigration policymaking is analyzed.
Findings
In order to manage structural barriers to their career development, participants navigated within the organizational and national structures using four modes: maintenance, transformation, entrepreneurship, and opt out.
Research limitations/implications
There was limited access to the developers of immigration policies. The paper focused on only one ethnic minority group.
Practical implications
The management of migrants in France needs to be more supportive of their efforts in using their capital.
Originality/value
The paper contributes to the literature on careers of internationally mobile professionals by offering an understanding of the experiences of an under‐researched group of participants, that is to say persons from an ethnic minority who relocated from Lebanon to live and work in France.

Purpose
In 2016, Santé publique France launched for the first time “Moi (s) Sans Tabac,” a positive social marketing campaign inspired by Public Health England’s “Stoptober” campaign, the aim being to trigger mass quit attempts among smokers. Both programs include a mass-media campaign, national and local cessation help interventions, and the diffusion of various tools to help smokers quit. The purpose of this paper is to analyze the two programs’, specific national contexts and to describe resulting similarities and differences regarding campaign development.
Design/methodology/approach
A contextual analysis was performed to determine differences between the two countries regarding smoking prevalence, health services and culture.
Findings
Smoking prevalence is about twice as high in France as in the UK, leading to a lower degree of de-normalization of smoking. Moreover, cessation support services are much more structured in the UK than in France: all health professionals are involved and services are located near smokers’ residences.
Practical implications
Campaign progress and cessation tools provided during both campaigns are quite similar. However, Santé publique France needed to adjust the British model by favouring a regional smoking prevention network and by building an innovative partnership strategy to reach the target.
Originality/value
The results could be useful for other countries that wish to develop a smoking cessation campaign based on the same positive messaging at local and national levels.

Abstract
Purpose
France's defeat by Germany in 1940 is one of the most shocking events in the annals of military history. Explanations for France's defeat have traditionally focused on battlefield mistakes, an unmotivated population, and even bad luck. Yet, the seeds of France's failure were sown long before her 1940 surrender. The purpose of this paper is to examine the presence of groupthink in the French General Staff during the interwar years with its deleterious effect on France's military preparedness.
Design/methodology/approach
Groupthink is used to understand the reasons behind France's decisive defeat at the start of World War II. Historians of the period and primary and secondary works were consulted and analyzed.
Findings
Multiple examples of the main eight groupthink symptoms were identified from the documentary evidence. Groupthink present in the French General Staff had an adverse impact on the France's preparations. Groupthink led to the downplaying of important information, the failure to question vital assumptions about German capabilities, and the misapplication of new military technology. This led to inflexibility and the inability to respond to innovative German technology and operational doctrine.
Research limitations/implications
Groupthink is useful in explaining complex historical events – events which often have been attributed to poor leadership, corrupt or incapable politicians, or simply luck. The application of social science theory and methods to well‐documented events, whether “historical” or otherwise has the potential to enrich the understanding of these events and the ways in which they may be studied.
Originality/value
This study also contributes to evidence on groupthink and the application of theory in social science and management to the study of well‐documented historical events.

The purpose of this article is to present some observations on the distinctive characteristics of wage structure in France. These observations will be set out in two parts. Firstly, the changing pattern of wage structure in French industry during recent years will be examined. Abstract
Purpose
The object of this research is the reconstruction of the existing legal response by European Union states to the phenomenon of immigration. It seeks to analyse the process of conferral of protection.
Design/methodology/approach
One main dimension is selected and discussed: the case law of the national courts. The study focuses on the legal status of immigrants resulting from the intervention of these national courts.
Findings
The research shows that although the courts have conferred an increasing protection on immigrants, this has not challenged the fundamental principle of the sovereignty of the states to decide, according to their discretionary prerogatives, which immigrants are allowed to enter and stay in their territories. Notwithstanding the differences in the general constitutional and legal structures, the research also shows that the courts of the three countries considered – France, Germany and Spain – have progressively moved towards converging solutions in protecting immigrants.
Originality/value
The research contributes to a better understanding of the different legal orders analysed.

Abstract
Purpose
The paper aims to show how the introduction of the concept of universal service in the French telecommunications sector was impacted by the existence of a strong national tradition of public services. It also aims to show that universal service, as it is defined by the European telecom regulatory framework, was not the only possible set‐up. It also seeks to show how the concept of universal service was adapted to the French national situation and spread beyond the telecommunications sector.
Design/methodology/approach
The approach of the paper is chronological, starting with an analysis of the French tradition of public services and then showing how the discussion developed in France on the topic of universal service in the telecommunications sector. Then the paper deals with the practical implementation of universal service in the telecommunications sector and other sectors in France.
Findings
The paper shows that even though the French traditional views on public services did not make it easy to implement the European version of universal service in the telecommunications sector, it nevertheless happened. Universal service even spread beyond the telecommunications sector in France.
Research limitations/implications
The paper concentrates on French views on the topic and does not study the opinions of other stakeholders (the European Commission, other member states) as regards the French national tradition of public services.
Practical implications
The paper can be used as a guide to ongoing discussions on the evolution of universal service in Europe as it provides alternate views on the topic.
Originality/value
The paper provides a comprehesive review of the topic.

Abstract
Purpose
This paper aims to explore the experience of self-initiated expatriates (SIEs) moving from the global South to the global North. It considers the relationship between country of origin and host country, the role of non-traditional destinations and the choices made by SIEs.
Design/methodology/approach
In-depth interviews were conducted with Indian SIEs and key experts to explore the motives, identities and life narratives of skilled expatriate Indians in France.
Findings
The results shed light on how individuals’ careers are fashioned through the intersection of identities; highlighting the interplay between country of origin and the host country as a catalyst in SIEs’ choice of destination. Furthermore, the authors demonstrate a strategic form of agency exercised through these SIEs’ choice of an unconventional destination.
Research limitations/implications
The intricate nature of SIE trajectories holds implications for migration theory, diaspora studies and career theory. SIEs from the Global South adopt varying strategies linked to specific host-country career offerings, often in sharp contrast with home-country opportunities.
Practical implications
The results inform managerial and policy-maker understandings of career motivations for mobile skilled workers moving for career and lifestyle. For countries seeking to attract talent, the findings demonstrate the roles of host-country immigration policy, country reputation and perceived career opportunities.
Originality/value
This study helps address research gaps in relation self-initiated expatriation from the Global South to the North. At the same time, it identifies the potential for transitional spaces and the relationship between countries, identity-formation factors and career agency. These findings on France as a transitional space – one of intermediacy and in-betweenness, where self-identity and future career projections can be re-imagined and reshaped – shed new light on how SIEs and their movements can be conceptualized.
