Abstract

Purpose

Enterprise architecture (EA) is usually adopted as an approach for managing enterprise complexities and aligning business and information technology (IT) capabilities. Although IT practitioners and researchers agree about the potential applicability and benefits of EA in smart cities, little is known about the factors that influence the acceptance and usefulness of EA in smart cities. Thus, EA acceptance and usage remains a central concern of urban research and practice. Similarly, there are fewer studies that explored EA adoption from the context of enterprises that provide digital services in cities grounded on empirical evidence. Therefore, this study assesses the acceptance and usefulness of EA in smart cities context by developing an EA adoption model drawing on the DeLone and McLean Information System (IS) success model.

Design/methodology/approach

Based on the identified factors survey questionnaire was designed and sent out to participants which includes IT professionals, senior managers and consultants from 18 organizations in Norway and Ireland involved in a smart city project (+CityxChange) (https://cityxchange.eu/). Statistical Package for Social Science (SPSS) and structural equation modelling using partial least square was applied for data analysis.

Findings

The results suggest that service quality and system quality positively impact user satisfaction of EA and user's intention to use EA. More importantly, information quality does not influence user satisfaction of EA, and the user satisfaction of EA and user's intention to use EA significantly influences the net benefit of EA.

Originality/value

This study provides a complete understanding for academicians and IT practitioners regarding the factors and impacts on EA acceptance and use in smart cities. Finally, this study discusses the implications of this research and provides recommendations for future research.

Abstract

Purpose

The relevant importance of enterprise architecture (EA) to an organization has gained the attention of the public sector. However, its adoption rate remains slow on the uptake. Thus, this study aims to investigate the various factors associated with adoption intention based on the technological, organizational and environmental framework for federal and state types of public organizations to provide greater predictive accuracy and relevance of EA adoption in Malaysia’s public sector (MPS) context.

Design/methodology/approach

An empirical study was conducted through an online survey in Malaysia. Based on 255 samples from public organizations throughout Malaysia, a multigroup analysis with partial least square structural equation modeling was performed to identify the respective influencing factors for adopting EA by federal and state organizations in the Malaysian public sector.

Findings

Five organizational factors (clear communication, normative pressure, expected benefit, good governance and organization size) and two environmental factors (coercive pressure and mimetic pressure) were found to be significant factors influencing adoption intention for EA. Additionally, clear communication and coercive pressure were noted to be significant factors influencing adoption for both federal and state organizations. Other significant factors for federal organizations include expected benefit and normative pressure, whereas for state organizations, another significant influencing factor was good governance. The predictive accuracy for federal organizations was slightly higher at 74.6% than that of state organizations, that is, at 65%.

Research limitations/implications

These findings imply that federal and state organizations respond to different factors that motivate their intention to adopt EA. These findings guide future intentional practice and ensure greater motivation for EA adoption.

Practical implications

The identification of specific factors that matter to the federal and state public organizations in driving intention to adopt EA in this study has provided significant information that could help in effective decision-making process for these organizations. Common strategies that emphasize on clear communication and coercive pressure can be applied to address EA adoption processes for both federal and state public organizations. Further to that, more specified strategies such as highlighting expected EA benefits and instilling good governance work more effectively for federal and state, respectively.

Originality/value

This study has provided a more extensive view of EA adoption in MPS by differentiating the discerning factors based on the technological–organizational–environmental framework significant for federal and state types of organizations. Hence, this could help in formulating strategies specified to the organization type and ensure greater success in EA adoption in both federal and state organizations.

Abstract

Purpose

The purpose of this paper is to understand why, and under which circumstances, enterprise architecture (EA) planning adoption improves information systems (IS) planning and supports administrative transformation in government.

Design/methodology/approach

About 12 cases in the USA were approached with a preliminary theoretical framework derived from the extant literature. Theory building had affinities with grounded‐theory approaches and came out of numerous iterations between the “deep cases” and the extant theory.

Findings

Three adoption patterns illustrate that the adoption of a new IS planning innovation does not create administrative or political transformation in itself. Compliance and imitation primarily drives the adoption process, while fundamental transformation to the tasks performed in government is only achieved if the institutional force at the micro‐and macro‐level promotes transformation.

Research limitations/implications

The neoinstitutional perspective proposed can be of value to other IS researchers as a basis for empirical work in other situations; the implications of the case study can be taken as starting point for further research into the important topic of IS‐based administrative transformation.

Practical implications

The research illustrate that EA adoption is an emergent, evolving, embedded, fragmented, and provisional social production that is shaped as much by cultural and structural forces in the organizational context in which they are implemented as rational technical and economic ones. The findings helps public organizations better understand and manage the adoption of new IS planning innovations.

Originality/value

In the IS literature, very few have recognized the contribution of “new” institutional theory. Thus, this paper helps us understand how administrative and political transformation is adopted in government from a new perspective.

Abstract

Purpose

In smart cities pervasive systems are deployed by enterprises and stakeholders in municipalities to provide digital services to citizens. But cities are faced with the challenge of achieving system pluggability, mainly service integration due to numerous actors and systems needed for smart urban transformation. Hence, there is need to employ a comprehensive and holistic approach to help achieve service integration of pervasive platforms. Therefore, this study presents an Enterprise Architecture Framework (EAF) to support smart urban transformation.

Design/methodology/approach

In this study the design science research methodology is adopted based on a multi-case studies of two organizations and data is collected using semi-structured interview from an organizations and municipality in Norway to validate how service integration can be achieved by the developed EAF to address pluggability challenges faced in urban environment.

Findings

Findings suggest that the presented EAF provides the structure to manage changes and maintain urban transformation and aims to align the business with the underlying information systems from the perspective of the stakeholders. Additionally, findings from the case studies modelled in ArchiMate language depict how service integration of different pervasive platforms provide digital services for smart urban transformation.

Research limitations/implications

This research only employed semi-structured interviews to validate service integration of digital platforms, other identified dimensions of pluggability were not fully addressed in this study.

Practical implications

Findings from the case studies provides insights on how pervasive platforms can be integrated to achieve a pluggable digital service from different stakeholders and data sources in practice. The developed EAF presented in this study provide a model that supports collection and exchange of data from different data sources in smart urban environment to enable the provision and consumption of digital services.

Social implications

The developed EAF aids system pluggability of actors and systems in providing digital service such as smart urban transformation that contributes to sustainable use of electric mobility in cities.

Originality/value

As cities increasingly deploy pervasive platforms to support urban innovation, researchers are seeking to explore how these platforms shape urban transformation. Presently, prior studies do not offer important insights into pervasive platform management from urban perspective. Against this backdrop, this study employs the information systems perspective of digital platforms literature roots in software development and physical product development to depict how the EAF can be employed to describe specific cases that integrate different pervasive platforms deployed by different stakeholders communicating to co-create collective digital services to citizens.

Abstract

Purpose

Scant attention has been given to the role of enterprise architecture (EA) in relationship to risk management in information system development projects. Even less attention has been given to the inter‐organizational setting. The aim of this paper is to better understand this relationship.

Design/methodology/approach

The relationship between EA and project failure/success is investigated by – through a workshop – creating a retrospective view on the use of architectures in large and complex ICT‐projects.

Findings

Failure factors can be grouped in organization network, people, process, product and technology categories. The findings show that a disappointingly limited number of public sector development projects make sufficient use of architecture as a risk management instrument. Architectures should be considered both as a risk‐mitigating instrument and as an organizational shaping routine to reduce project failure and manage risk in organization networks.

Research limitations/implications

A single workshop with a limited number of participants was conducted. The findings need further refinement and generalization based on more empirical research investigating the relationship between architecture and project failure.

Practical implications

Architecture should give explicit consideration to risk management and help to draw attention to this. Governance mechanisms need be defined to ensure that the organizations' members become aware of both architecture and risk management. Risk management and EA have similarities, as they are both an instrument and an organizational shaping routine.

Originality/value

Governments collaborate more and more in organizational networks and for that reason often multiple organizations are involved in information system project developments. Enterprise architecture as a risk mitigation instrument has not, to date, been given attention.

Abstract

Purpose

Understanding the adoption of m-commerce in small and medium-sized enterprises (SMEs) is critical for their sustainable development. This study aims to investigate the adoption of m-commerce in Vietnamese SMEs, leading to the identification of the critical determinants and their relative importance for m-commerce adoption.

Design/methodology/approach

An integrated model is developed by combining the diffusion of innovation theory and the technology–organization–environment framework. Such a model is then tested and validated using structural equation modeling and artificial neural networks in analyzing the survey data.

Findings

The study indicates that perceived security is the most critical determinant for m-commerce adoption. It further shows that customer pressure, perceived compatibility, organizational innovativeness, perceived benefits, managers’ IT knowledge, government support and organizational readiness all play a critical role in the adoption of m-commerce in Vietnamese SMEs.

Practical implications

The findings of this study can lead to the formulation of better strategies and policies for promoting the adoption of m-commerce in Vietnamese SMEs. Such findings are also of practical significance for the diffusion of m-commerce in SMEs in other developing countries.

Originality/value

To the best of the authors’ knowledge, this is the first attempt to explore the adoption of m-commerce in Vietnamese SMEs using a hybrid approach. The application of this approach can lead to better understanding of the relative importance of the critical determinants for the adoption of m-commerce in Vietnamese SMEs.

Abstract

Purpose

This paper aims to describe the results of applying ethical AI requirements to a healthcare use case. The purpose of this study is to investigate the effectiveness of using open educational resources for Trustworthy AI to provide recommendations to an AI solution within the healthcare domain.

Design/methodology/approach

This study utilizes the Hackathon method as its research methodology. Hackathons are short events where participants share a common goal. The purpose of this to determine the efficacy of the educational resources provided to the students. To achieve this objective, eight teams of students and faculty members participated in the Hackathon. The teams made suggestions for healthcare use case based on the knowledge acquired from educational resources. A research team based at the university hosting the Hackathon devised the use case. The healthcare research team participated in the Hackathon by presenting the use case and subsequently analysing and evaluating the utility of the outcomes.

Findings

The Hackathon produced a framework of proposed recommendations for the introduced healthcare use case, in accordance with the EU's requirements for Trustworthy AI.

Research limitations/implications

The educational resources have been applied to one use-case.

Originality/value

This is the first time that open educational resources for Trustworthy AI have been utilized in higher education, making this a novel study. The university hosting the Hackathon has been the coordinator for the Trustworthy AI Hackathon (as partner to Trustworthy AI project).

Abstract

Purpose

Understanding how value is actually generated in e‐government projects is one of the most challenging, and relevant, issues in e‐government research. This paper aims to investigate the contribution of service‐based information technology (IT) integration for generating value in the public sector, proposing a theoretical framework based on the theory of IT conversion effectiveness.

Design/methodology/approach

The paper illustrates this novel approach to electronic government evaluation with an exploratory case study of a service‐based IT integration project developed by the City of Genoa, showing how and why IT integration can substantially contribute to value generation in the public sector.

Findings

Contrarily to what one would expect according to the original theory of IT conversion effectiveness, value generation may happen even with no substantial growth in the pre‐existing IT asset portfolio. In fact, what is truly important is not only the availability of IT assets (policy output), but also their proper use (policy outcome) and their final effects on policy takers (policy impact). The case study shows how a low‐cost and small IT integration project based on agile information system development practices can significantly leverage the legacy systems, enhancing the overall degree of IT conversion effectiveness (first stage), with expected positive effects on policy outcomes (second stage) and policy impacts (third stage). The enabling effect of the web services technology has a central role in the overall value generation process.

Originality/value

While addressing a literature void in the context of public sector, this theoretical approach is substantial as it can be used to evaluate and maximize the value generated by e‐government projects, with a special focus on service‐based IT integration projects.

Abstract

Purpose

This paper aims to propose a conceptual framework showing factors favoring the adoption of information systems (IS)-based service innovations in the public sector at the organizational level.

Design/methodology/approach

The research design is based on the development of a theoretical framework from the technology–organization–environment framework and from a case study of an outsourced IS-based electronic document management system from six different ministries in the same state in Mexico.

Findings

Strong contrasts in the degree of adoption of the service innovation appeared among various ministries involved in state government, revealing differences in the presence or absence of key variables, integrated into theoretical framework, including perception of external pressure; perception of benefits and risks and organizational readiness; and political, sociotechnical and economical inertia in given institutional conditions, leading to different public value outcomes associated with intraorganizational efficiencies and to the relationship between public administration and politicians.

Practical implications

Public managers must consider process mapping and sources of political, sociotechnical and economical inertia in given institutional conditions, to ensure a satisfactory adoption of service innovations in public administration and create public value. The promotion of a more structured and enduring professional career system in such context is another key to the adoption of innovations.

Originality/value

Based on theoretical and empirical grounds, the main contribution of this paper is to emphasize, through an integrated theoretical framework, the relatively unexplored roles of process mapping in organizational readiness and of political, sociotechnical and economic sources of inertia in relation to specific agents in the adoption of public sector service innovations at the organizational level in the context of the public administration in Mexico to produce public value.
