Abstract

Purpose

The numerous spoil grounds brought about by mega transportation infrastructure projects which can be influenced by the ecological environment. To achieve better management of spoil grounds, this paper aims to assess their comprehensive risk levels and categorize them into different categories based on ecological environmental risks.

Design/methodology/approach

Based on analysis of the environmental characteristics of spoil grounds, this paper first comprehensively identified the ecological environmental risk factors and developed a risk assessment index system to quantitatively describe the comprehensive risk levels. Second, this paper proposed a comprehensive model to determine the risk assessment and categorization of spoil ground group in mega projects integrating improved projection pursuit clustering (PPC) method and K-means clustering algorithm. Finally, a case study of a spoil ground group (includes 50 spoil grounds) in a mega infrastructure project in western China is presented to demonstrate and validate the proposed method.

Findings

The results show that our proposed comprehensive model can efficiently assess and categorize the spoil grounds in the group based on their comprehensive ecological environmental risk. In addition, during the process of risk assessment and categorization of spoil grounds, it is necessary to distinguish between sensitive factors and nonsensitive factors. The differences between different categories of spoil grounds can be recognized based on nonsensitive factors, and high-risk spoil grounds which need to be focused more on can be identified according to sensitive factors.

Originality/value

This paper develops a comprehensive model of risk assessment and categorization of a group of spoil grounds based on their ecological environmental risks, which can provide a reference for the management of spoil grounds in mega projects.

Abstract

In this paper, we discuss methods to integrate ecological resources, ecosystem services, risk, and the transition to long-term stewardship on Department of Energy lands. Three types of information are required about ecological resources before decisions can be made about remediation, site transitions, and long-term stewardship: (1) the ecological resources and ecosystem functions (such as productivity) present on site and their spatial pattern, (2) the ecosystem services these resources provide to people, and (3) the risks from the interactions between people and these ecosystems. Once the ecological resources and ecosystem services are evaluated, then decisions about future land use, preservation, conservation, or protection of ecological resources within a designated land use can be implemented. Long-term stewardship requires both ecosystem protection in terms of biological resources and ecosystem function as well as biomonitoring to ensure minimal radiological or chemical risk and to inform future management. In some cases, protection of ecological resources may be preferable to cleanup that is physically disruptive, provided land use designation is consistent with ecological protection. In such instances, less site cleanup can prove preferable to more.

Abstract

Purpose

This study aims to acquire a better understanding on the characteristics and risks of heavy metals (HMs) in PM2.5 from an industrial city – Handan, China.

Design/methodology/approach

PM2.5 samples were collected on the basis of daytime and nighttime at the state controlling air sampling site in Handan city. Ten metal elements (V, Cr, Mn, Fe, Ni, Cu, Rb, Sr, Cd and Ba) in PM2.5 were determined with an inductively coupled plasma mass spectrometry. The pollution levels of metals were characterized by enrichment factors, and the sources of metals were identified with principle component analysis and cluster analysis. The ecological and health risks of metals were assessed using ecological and health risk indexes.

Findings

Results showed that the highest and lowest PM2.5 concentration appeared in winter and summer, respectively. The concentration of PM2.5 at night was higher than in the daytime in winter, yet it is the opposite in other seasons. The total mass concentration of detected metals was the highest in winter, and the total mass concentration in the daytime was higher than at night in all four seasons. The elements V, Rb, Sr and Ba exhibited a deficient contamination level; Cr, Ni and Cu exhibited a moderate contamination level; while Fe and Cd were at an extreme contamination level. The metals in PM2.5 originated from a mixture source of fossil fuel combustion and manufacture and use of metallic substances (34.04%), natural source (26.01%) and construction and traffic-related road dust (17.58%). Results from the ecological risk model showed that the ecological risk of metals was very high, especially risks related to Cd. Health risk model presented that both the non-carcinogenic and carcinogenic risk coefficients of metals were above the tolerance level of the human body.

Originality/value

The significance of the study is to further know the pollution characteristics of PM2.5 and related HMs in Handan city, and to provide references for ensuring local resident health and ecological environment.

Abstract

Purpose

The inherent risks and their interactive impacts in megaproject development have been found in numerous cases worldwide. Although risk management standards have been recommended for the best practice in engineering construction projects, there is still a lack of systematic approaches to describing the interactions. Interactions such as social, technical, economic, ecological and political (STEEP) risks have complex and dynamic implications for megaproject construction. For a better understanding and effective management of megaprojects such as the Edinburgh Tram project, the dynamic interaction of concomitant risks must be studied.

Design/methodology/approach

A systems dynamic methodology was adopted following the comprehensive literature review. Documentary data were gathered from the case study on Tram Network Project in Edinburgh.

Findings

A casual loop of typical evolution of key indicators of risks was then developed. A hypothesised model of social and ecological (SE) risks was derived using the system dynamics (SD) modelling technique. The model was set up following British Standards on risk management to provide a generic tool for risk management in megaproject development. The study reveals that cost and time overruns at the developmental stage of the case project are caused mainly by the effects of interactions of risk factors from the external macro project environment on a timely basis.

Originality/value

This article presented a model for simulating the socio-ecological risk confronting the management and construction of megaprojects. The use of SD provided the opportunity to explain the nature of all risks, particularly the SE risks in the past stages of project development.

Findings

Integrative environmental assessments are required to fully address the risks to resident fauna of anthropogenic contaminants deposited in estuarine sediments.

Abstract

Purpose

The purpose of this paper is to inform decision makers about the data and information generated by commonly‐used, holistic environmental assessment approaches.

Design/methodology/approach

Descriptions of eight types of lifecycle‐based methods are provided: Carbon/Greenhouse Gas (GHG) Management, Ecological Footprint, Energy Assessments, Fuel Cycle Analysis, Life Cycle Assessment (LCA), Life Cycle Risk Management (LCRM), Material Flow Analysis (MFA), and Sustainability Indicators. Example assessments of bio‐based products are provided because of the current environmental and socio‐economic relevance of bio‐feedstocks.

Findings

Assessment methods that focus on single impact indicators, such as air emissions (Carbon Management and Fuel Cycle Analysis) and energy, typically show biofuels in a favorable light compared to conventional gasoline (petrol). Ecological Footprint addresses land use implications; LCRM addresses possible impacts to human and ecological health due to chemical contaminant exposure; and MFA identifies areas to improve resource management and decrease the use of natural resources. LCA and Sustainability Indicators cover a wider range of environmental factors.

Research limitations/implications

This study of environmental assessment approaches that incorporate a life cycle perspective revealed the importance of integrating the data and information generated by these disparate evaluations to make quality decisions. Developing such synergies is identified as a research need.

Practical implications

The growing need by decision makers to look broadly at engineered systems led to a proliferation of approaches that are holistic and wide reaching. This paper provides clear descriptions of them to help dispel the potential confusion regarding what the various approaches cover when applying a lifecycle perspective.

Originality/value

The paper bridges the gap between science and the decision‐making process by describing what the various lifecycle‐based methods for environmental assessment can and cannot do. Moreover, it provides evidence that no single tool encompasses all possible environmental impacts.

Abstract

Purpose

Brazilian sediment quality criteria were established based on pseudo-total metal contents, which is not suitable to determine their bioavailability and the ecological risk for aquatic biota. Therefore, the geochemical speciation of five metals (Cu, Fe, Ni, Pb and Zn) was determined to assess the distribution and ecological risk of sediments in a tropical shallow reservoir from Brazil. The paper aims to discuss these issues.

Design/methodology/approach

A survey of metals in ten representative stations of surface sediments (0-20 cm) from Carlos Botelho (Lobo-Broa) Reservoir was conducted during the dry season in April 2014. Sediment parameters were measured in situ. The geochemical speciation of metals was carried out using the modified three-stage BCR-701 procedure (Davutluoglu et al., 2011) and compared with pseudo-total metal contents.

Findings

Contamination at S-1 and S-8 was more severe than other sampling sites, especially for Cu, Ni, Pb and Zn. Metals such as Cu, Ni and Zn occasionally may be associated with adverse biological effects based on the comparison with sediment quality guidelines. The risk assessment code suggests no risk for Fe and low risk for Cu and Ni.

Originality/value

Geochemical speciation of metals could be useful in developing effective management strategies to control metal pollution in the Lobo-Broa Reservoir. Substantial amounts of Pb (classified as medium risk) were bound to humic substances and/or insoluble metal sulfides, and could pose serious risk to the benthic community through the food chain. Zinc at S-1, S-3 and S-8 showed high risk, indicating that an appreciable portion of Zn could be available to aquatic biota.

Abstract

Purpose

Across societies, gendered climate response decisions remain top-down and have limited progress because the influenced risk dynamics and their interrelations are not adequately understood. This study aims to address this gap by proposing an interdisciplinary innovative method, called women climate vulnerability (WCV) index, for measuring and comparing a diverse range of risks that threaten to undermine the adaptive capacity and resilience of rural women.

Design/methodology/approach

This paper builds on the literature to identify 12 risk categories across physical, economic and political sectors that affect rural women. These categories and attendant 51 risk indicators form the WCV index. A case study in Ben Tre Province (Vietnam) was used to demonstrate the application of the WCV methodology to rural contexts. The authors combined empirical, survey and secondary data from different sources to form data on the indicators. Structured expert judgment was used to address data gaps. Empirical and expert data were combined using a few weighting steps and a comprehensive coding system was developed to ensure objective evaluation.

Findings

The WCV assessment results reveal a reasonably worrisome picture of women’s vulnerability in Ben Tre as top highest-likelihood and deepest-impact risks predominate in physical and economic risk sectors. Stability, human security and governance categories have lowest scores, demonstrating a fairly politically favourable condition in the province. The medium risk scores captured in land and infrastructure categories reveal promising determinants of the adaptation of women in this rural province. The results demonstrate the usefulness of the WCV index in collecting bottom-up data, evaluating a wide variety of risks that rural women face and pinpointing priority areas that need to be addressed.

Originality/value

The WCV is systematic, customisable and localised. It combines field research and empirical data through structured expert judgment, thus enables researchers to fill data gaps and to do evidence-based assessment about diverse risk vulnerabilities. By doing so, the WCV index gives critical insights into the challenges that rural women face. This enables local governments to better understand cross-sectoral risks, pinpoint priority areas of action and timely channel funding and policy resources to support women where they need it most.

Strong versions of the Precautionary Principle (PP) require regulators to prohibit or impose technology controls on activities that pose uncertain risks of possibly significant environmental harm. This decision rule is conceptually unsound and would diminish social welfare. Uncertainty as such does not justify regulatory precaution. While they should reject PP, regulators should take appropriate account of societal aversion to risks of large harm and the value of obtaining additional information before allowing environmentally risky activities to proceed.

Organizations, would they be individual companies or large multi-firm networks, face a wide variety of potential risks requiring dedicated keen management. It all the better applies to supply-chains as risk, related to both physical and information flows, pervades the whole logistics network and has acquired a new and growing security dimension since 9/11. More specifically, as they are now under the permanent threat of terrorism, and because offering sufficient security levels is bound to become a necessary condition for global supply-chain membership, seaports need to adjust their risk management strategy and processes accordingly. In such a context, this paper aims at describing the project of a decision-support system, dedicated to container transit security-wise decision making and which features an expert-system architecture.
