Abstract
Purpose
Community centers play a socio-economic and urban role of combining different communal necessities, that serve inhabitants, at different neighborhoods in cities. Their role emerged in importance as being a hub for improving and customizing quality of life experiences of the public. This research presents a code-based risk assessment tool for evaluating fire safety measures that can be adapted in the context of community centers. It also provides an exemplary case study to demonstrate its application.
Design/methodology/approach
The study identified the factors that render community centers as a high-risk type of facilities in fire events. Various fire codes and standards were reviewed to describe the relevant fire safety measures. A code-based fire risk assessment tool was developed and implemented, through a case study. A set of recommendations were developed to improve the fire safety conditions of the case study facility.
Findings
Several violations to fire safety were identified in the case study building. The findings led to identifying a set of recommendations to improve its fire safety conditions.
Practical implications
This research introduced a systematic approach to raise awareness about fire incidences and consequences in community centers, and provides facilities managers with a tool, to assess compliance based on international fire code requirements.
Originality/value
In fire events, community centers are considered as high-risk facilities that may lead to significant losses of human lives and damages to assets. It is significant to study the causes of fire, for ensuring effective prevention and safe operations.

Abstract
Purpose
This paper aims to investigate the disclosure of fraud-related activities in public sector organisations in Australia. Specifically, the study reviews and evaluates the level and nature of fraud control information in annual reports of Commonwealth agencies and bodies.
Design/methodology/approach
The study uses a qualitative approach with the aim of expanding the body of empirical literature on disclosure of fraud control information in annual reports. The study further uses the theory of accountability – an essential concept for organisations that exist for public interest.
Findings
The results show that there is some prima facie evidence of public accountability. However, these results suggest that current disclosures of fraud-related activities in annual reports are failing to ensure the public is aware of activities used to combat fraud and its implications for the public interest.
Practical implications
The results have important implications for developing a framework for good reporting of fraud control activities.
Originality/value
This research study adds to the limited body of knowledge regarding how public entities discharge their accountability in relation to their fraud control activities.

Abstract
Purpose
Brazilian sediment quality criteria were established based on pseudo-total metal contents, which is not suitable to determine their bioavailability and the ecological risk for aquatic biota. Therefore, the geochemical speciation of five metals (Cu, Fe, Ni, Pb and Zn) was determined to assess the distribution and ecological risk of sediments in a tropical shallow reservoir from Brazil. The paper aims to discuss these issues.
Design/methodology/approach
A survey of metals in ten representative stations of surface sediments (0-20 cm) from Carlos Botelho (Lobo-Broa) Reservoir was conducted during the dry season in April 2014. Sediment parameters were measured in situ. The geochemical speciation of metals was carried out using the modified three-stage BCR-701 procedure (Davutluoglu et al., 2011) and compared with pseudo-total metal contents.
Findings
Contamination at S-1 and S-8 was more severe than other sampling sites, especially for Cu, Ni, Pb and Zn. Metals such as Cu, Ni and Zn occasionally may be associated with adverse biological effects based on the comparison with sediment quality guidelines. The risk assessment code suggests no risk for Fe and low risk for Cu and Ni.
Originality/value
Geochemical speciation of metals could be useful in developing effective management strategies to control metal pollution in the Lobo-Broa Reservoir. Substantial amounts of Pb (classified as medium risk) were bound to humic substances and/or insoluble metal sulfides, and could pose serious risk to the benthic community through the food chain. Zinc at S-1, S-3 and S-8 showed high risk, indicating that an appreciable portion of Zn could be available to aquatic biota.

Abstract
Social and environmental standards-development organizations (SDOs) have been collaborating together to construct “meta-standards.” These exercises in standards-setting are part of a longer term process of transitioning innovative approaches to sustainable agriculture from diverse niches such as organic, fair trade, and environmental conservation into a regime of certified sustainability. Using participant observation during the development of an Assurance Code, we examine how actors construct the tools that enable them to influence the broader transition to sustainability. We do this by focusing on intermediation activities by “experts” during the development of a “meta-standard” for assurance. The purpose of this chapter is twofold. First, we propose that in order to understand transitions in progress, we should be attentive to how these processes are accompanied by intermediation activities. Second, we argue that intermediate objects (or boundary objects) are important in these processes as they help actors to create actionable knowledge. These intermediation activities and the production of actionable knowledge contribute to the ability of actors to govern markets in the transition toward sustainable agriculture.

Abstract
Purpose
Accessing and distributing child pornography is an emerging problem. This paper aims to examine the judicial sentencing decisions of child pornography cases and whether they differ from decisions of child molestation cases.
Design/methodology/approach
Using a legal database of Canadian court judgments, the study examined sentencing decisions of 50 child pornography and 50 child molestation cases, identifying variables that were present in the judges' reasons for their decision.
Findings
The results revealed a disparity in sentencing that favours incarceration rather than community sentences for child molesters over child pornography cases. Despite what appears to be lighter sentences for child pornography offenders, judges were more likely to sanction treatment and recommend restrictions in cases of child pornography than child molestation. In light of the absence of literature exploring sentencing disparity among child sexual offences, further directions and suggestions for practice are discussed.
Practical implications
The examination of the disparity of sentencing decisions for child molesters and child pornography offenders and the identified variables that may contribute to these decisions suggests that the judiciary views child pornography and child molestation offenders differently and are more punitive toward contact offenders. Such disparity has implications for the criminal justice system.
Originality/value
This study offers the first exploration of sentencing disparity and decisions on child pornography and child molestation cases in Canada.

Abstract
Purpose
There is still significant variation in firms' efforts to address modern slavery issues in supply chains despite the importance of this grand challenge. This research adopts the awareness-motivation-capability (AMC) framework to investigate AMC-related factors that help to explain this variation.
Design/methodology/approach
The authors hypothesize how AMC-related factors, including media coverage of modern slavery issues, slavery risks in supply chains and corporate sustainability performance, are related to firms' efforts to address modern slavery in supply chains. The proposed hypotheses are tested based on 201 UK firms' modern slavery statements and additional secondary data collected from Factiva, Factset Revere, The Global Slavery Index, Worldscope and Sustainalytics.
Findings
Consistent with the AMC perspective, the test results show that firms put more effort into addressing supply chain modern slavery issues when there is greater media coverage of these issues, when firms source from countries with higher slavery risks, and when firms have better corporate sustainability performance. Additional analysis further suggests that firms' financial performance is not related to their efforts to address modern slavery issues.
Originality/value
This is the first study adopting the AMC framework to investigate firms' efforts to address modern slavery in supply chains. This investigation provides important implications for researchers studying firm behaviors related to modern slavery issues and for policymakers designing policies that enable firms to address these issues, in view of their awareness, motivation and capability.

Abstract
Purpose
In shield tunneling projects, human, shield machine and underground environment are tightly coupled and interacted. Accidents often occur under dysfunctional interactions among them. Therefore, this paper aims to develop a multi-agent based safety computational experiment system (SCES) and use it to identify the main influential factors of various aspects of human, shield machine and underground environment.
Design/methodology/approach
The methods mainly comprised computational experiments and multi-agent technologies. First, a safety model with human-machine-environment interaction consideration is developed through the multi-agent technologies. On this basis, SCES is implemented. Then computational experiments are designed and performed on SCES for analyzing safety performance and identifying the main influential factors.
Findings
The main influential factors of two common accidents are identified. For surface settlement, the main influential factors are ranked as experience, soil density, soil cohesion, screw conveyor speed and thrust force in descending order of influence levels; for mud cake on cutter, they are ranked as soil cohesion, experience, cutter speed and screw conveyor speed. These results are consistent with intuition and previous studies and demonstrate the applicability of SCES.
Practical implications
The proposed SCES provides comprehensive risk factor identification for shield tunneling projects and also insights to support informed decisions for safety management.
Originality/value
A safety model with human-machine-environment interaction consideration is developed and computational experiments are used to analyze the safety performance. The novel method and model could contribute to system-based safety research and promote systematic understanding of the safety performance of shield tunneling projects.

Abstract
This paper presents an institutional theory framework integrating normative, regulatory and cognitive-cultural pillars (Scott, 2008) to depict an interinstitutional system within which professions operate and develop. The pillars highlight the trade-offs between institutions leading to conflicts of interest that also impact the stability of the system and the ability of the profession to self-regulate. To illustrate the framework, the paper uses selected accounting-based professions and their alignment with the institutional pillars. Drawing from examples emerging from the Enron experience, the paper delves more deeply into the regulatory profession and professionals as agents to explore implications of their role in interpreting and in some instances developing institutions. Further, the paper highlights the potential fissures that emerge in a competitive environment between the public interest and market-based cognitive-cultural pillars that tends to erode public trust and weaken the institutional system, leading to the need for increased regulation to maintain the stability of the pillars. Overall, the framework presents a unique perspective on the role of public interest as a component of the normative pillar in aligning and thereby, stabilizing the functioning of the interinstitutional system. This perspective provides a basis to contextualize and articulate a public interest perspective for the accounting profession in an interinstitutional system.

Abstract
This chapter examines existing approaches to conducting qualitative process research (i.e., studies that view phenomena as becoming or evolving over time) by analyzing published process research in six premier organizational journals from 2010 to 2017. We identify four modes of performing process research that we label evolutionary process stories, performative process stories, narrative process stories and toolkit-driven process stories, and explore the particular ways in which they formulate and link empirical and theoretical elements. We also identify some of their specific challenges and suggest directions for the future.
