Abstract

Purpose

The purpose of this paper is to explore the effects of place attachment and risk perception with bounded rationality on the willingness to live in a high-earthquake-risk area.

Design/methodology/approach

The study establishes a hypothetical model on the basis of the theory of planned behavior, place attachment and risk perception. A structural equation model (SEM) measures the relationships between the variables.

Findings

Place attachment affects individuals and their preferences; it makes them willing to continue living in high-earthquake-risk areas. Additionally, risk perception with bounded rationality (fatalism and optimism bias) might make people believe there is only a slight risk of physical injury or property damage. The overall findings moderately suggest that land-use regulations along fault zone areas are not necessarily driving households away, and such allowance of residential use in the current zoning regulation might mislead people that it is a safe area.

Research limitations/implications

This study uses questionnaires in fault zone-regulated areas where only the fault line has zoning regulations. In addition, the application of SEM has to build upon theory and further examine both direct and indirect effects. The assessment criteria of the model might be limited by the sample amount, causing certain model-fitting results, which are not that significant. The overall findings might be limited by the geographical location and cannot be generalized to other areas in Taiwan.

Practical implications

A more thorough assessment of land-use planning in earthquake-risk areas should consider households’ risk perceptions and adaptation behaviors.

Originality/value

Land-use regulations along fault zone areas might reveal earthquake risk in such areas or mislead people that it is a safe area. Place attachment and risk perceptions might affect individuals’ judgments of whether such risk exists or not. The results could be referred to disaster management in high-earthquake-risk areas.

Abstract

Purpose

This study aims to present a novel Genetic Algorithm-Based Design Model (GABDM) to provide reduced-risk areas, namely, a “safe footprint,” in interior spaces during earthquakes. This study focuses on housing interiors as the space where inhabitants spend most of their daily lives.

Design/methodology/approach

The GABDM uses the genetic algorithm as a method, the Nondominated Sorting Genetic Algorithm II algorithm, and the Wallacei X evolutionary optimization engine. The model setup, including inputs, constraints, operations and fitness functions, is presented, as is the algorithmic model’s running procedure. Following the development phase, GABDM is tested with a sample housing interior designed by the authors based on the literature related to earthquake risk in interiors. The implementation section is organized to include two case studies.

Findings

The implementation of GABDM resulted in optimal “safe footprint” solutions for both case studies. However, the results show that the fitness functions achieved in Case Study 1 differed from those achieved in Case Study 2. Furthermore, Case Study 2 has generated more successful (higher ranking) “safe footprint” alternatives with its proposed furniture system.

Originality/value

This study presents an original approach to dealing with earthquake risks in the context of interior design, as well as the development of a design model (GABDM) that uses a generative design method to reduce earthquake risks in interior spaces. By introducing the concept of a “safe footprint,” GABDM contributes explicitly to the prevention of earthquake risk. GABDM is adaptable to other architectural typologies that involve footprint and furniture relationships.

Abstract

Purpose

The purpose of this paper is to examine how advertising is used by real estate companies as an instrument for managing the adverse effects of a catastrophe.

Design/methodology/approach

Through a theoretical analysis, types of post-disaster advertising messages were identified. On the basis of the likely variations in post-disaster advertising, a content analysis was conducted of a sample of 4,150 property print advertisements to identify advertising messages related to the earthquake. Finally, the message changes in these earthquake-related advertisements were evaluated and compared with the dimension of time to explore the development of advertising strategies.

Findings

The authors found that 12 types of advertising messages were used by developers in response to the Wenchuan earthquake. The initial advertising strategy was mainly to manage public relations, then the strategy was to reduce or compensate for the increased earthquake risk perceptions of buyers.

Practical implications

The findings provide valuable references for helping enterprises adopt effective advertising messages and strategies to reduce the negative effects of disasters.

Originality/value

There are only a few studies on advertising campaigns, especially in the real estate industry, that have been conducted in the wake of catastrophes. This study sought to expand upon the scarce findings in this particular field.

Purpose

To reduce financial and human losses, managing risks associated with earthquakes is essential in practice. However, in using common risk management methods, experts are often faced with ambiguities that can create profound challenges for risk management. Therefore, it is necessary to develop a logical and straightforward risk assessment model to provide scientific and accurate answers to complex problems. This study aims to recommend an innovative combined method based on the probability-impact (P-I) approach and intuitionistic fuzzy set theory to identify and prioritize the essential earthquake risks associated with worn-out urban fabrics in the context of Iran.

Design/methodology/approach

The opinions of 15 experts in the fields of civil engineering and urban construction were gathered during brainstorming sessions. These brainstorming sessions were conducted to determine the probability of risks and the effect of identified risks. After calculating the severity of risks using the P-I approach and converting them to intuitionistic fuzzy sets, the risks were measured and prioritized based on their individual scores.

Findings

The study results indicated that risk of damage due to buildings’ age and flooding risk had the highest and lowest priorities in causes of financial damage, respectively. Furthermore, the risk of damage due to building quality (demolition) and building age was the most important. The risk of flooding and damage to communication networks has the lowest importance among causes of fatalities in worn-out urban fabrics.

Originality/value

The study findings and recommendations can be served as a policy and consultative instrument for the relevant stakeholders in the area of urban management.

Abstract

Purpose

Accra, the capital of Ghana is far away from major earthquake zones of the world, but has a history of destructive earthquakes. However, its seismic risk does not attract the requisite attention. The purpose of this paper is to give an overview of Accra's seismic risk, discuss challenges faced and risk‐reduction initiatives, and then to propose specific strategies that are necessary to reduce this risk.

Design/methodology/approach

The approach taken is to: give an overview of Accra's profile and seismicity; discuss disaster management structures in place and the challenges faced; discuss seismic risk‐reduction programs; discuss the risk‐reduction strategies of two cities in other developing countries, with the view of identifying specific strategies that would be helpful to Accra; and conclude with specific risk‐reduction action measures that are important for Accra.

Findings

A number of specific recommendations to reduce Accra's seismic risk are made at the end of the paper. Among these, the need to set up a national organization with the sole mandate of championing seismic risk reduction is identified as a critical step needed. Without this, and others, the paper contends that Accra would not experience any significant reduction of its seismic risk.

Social implications

The paper presents a viewpoint of important action steps that need to be taken to reduce Accra's seismic risk. The points raised in the paper are considered as important first steps necessary for any form of sustainable disaster risk reduction. The paper would thus be of interest to any person or organization interested in helping reduce Accra's seismic risk.

Originality/value

This is the first paper to put Accra's seismic risk in a global context, and then propose action steps that are necessary to help reduce this risk.

Purpose

The purpose of this paper is to understand how framing messages about earthquake risk affect judgements about legislation requiring the strengthening of earthquake-prone buildings.

Design/methodology/approach

Scenarios described the legislation with a general population sample (n=271). Two types of framing effects were examined in a 2 (valence frame: positive or negative or positive) by 2 (numerical format frame: frequency/number or percentage) experimental design.

Findings

Scenarios reporting the number of earthquake-prone buildings (negative frequency format) increased support for the earthquake-strengthening legislation more than the same message framed positively (frequency number of resilient building) or as a percentage. Demographic variables such as previous earthquake experience and gender interacted with the framing effects, and other variables also predicted support for the legislation were identified.

Research limitations/implications

These results have direct implications for the use of framing effects messages in communications about earthquake risk and the wider domain.

Originality/value

This is the first study to show that the way the risk is framed affects citizens’ judgement of the value of earthquake legislation.

Abstract

Purpose

The purpose of this paper is to look at the role of community participation in reducing anxiety and trauma in communities during two New Zealand earthquakes: the 1987 Edgecumbe and 2003 Te Anau events and explore the effectiveness of various approaches in providing information, reducing stress, and facilitating a recovery process.

Design/methodology/approach

The principle methods of data collection were semi‐structured interviews were undertaken between October 2006 and March 2007 with key agencies and individuals involved in the response and comprehensive analysis of papers, reports and articles in newspapers. The research was undertaken prior to the 4 September 2010 and 2011 earthquakes in Canterbury, New Zealand, and therefore community recovery from these events are not discussed in this paper.

Findings

Effective survival and recovery from disasters depends not just on people's abilities to cope with the physical impacts of the event, but also on how the societal environment complements and supports the complex and protracted processes of community recovery. Central to recovery is how society organises, mobilises and coordinates the diverse range of organizational and professional resources that can be called upon to assist recovery.

Originality/value

The paper offers insight into the effectiveness and benefit of incorporating of community participation in reducing anxiety and trauma in communities during earthquakes.

Abstract

This article examines how reinsurance coupled with new financial instruments can expand coverage to areas exposed to catastrophe losses from natural disasters, and demonstrates how reinsurance and the catastrophe‐linked financial instruments can be combined to lower the price of protection from its current level. A simple example illustrates the relative advantages and disadvantages of pure catastrophic bonds and pure indemnity reinsurance in supporting a structure of payments contingent on certain extreme events occurring. The authors suggest ways to combine these two instruments using customized catastrophe indices to expand coverage and reduce the cost of protection. This article states six principles for designing catastrophic risk transfer systems and discusses practical issues for implementation, and then concludes with suggestions for future research.

Abstract

Purpose

This paper aims to evaluate emergency department (ED) design space planning approaches and draw lessons for developing more resilient and integrated ED guidelines. Two key objectives have been set; these include: exploring potential factors affecting the ED performance, and investigate how ED space planning is addressed internationally through the evaluation of international case studies and design guidelines.

Design/methodology/approach

A robust research method has been adopted including comprehensive literature review in addition to 76 case studies from Italy and the USA.

Findings

Findings show that the important factors in defining ED space requirements are attendance variability, vulnerable groups and mass casualty events. The study concludes that current design guidelines and approaches need to be updated to meet with the current and future demand by taking into account design performance: effectiveness, efficiency and resilience, to avoid underestimating ED space; and that the US EDs are in a better position, than Italian EDs, to increase capacity when needed.

Originality/value

The contribution of this study is in providing a tangible “understanding” of factors influencing ED design and prepares a firm ground to develop more resilient and integrated design guidelines, able to meet current, exceptional and long-term needs of EDs. The study also shows that research can provide a valuable contribution to improve ED design which needs to feed more in practice to improve design process and guidelines.
