Abstract

Purpose

E‐government procurement (E‐GP) can improve the traditional government procurement process. E‐GP can help decrease corruption. This research aims to present the factors of E‐GP that can create good governance in government procurement through e‐auction.

Design/methodology/approach

A survey was conducted with Thai public managers who are involved in e‐government procurement. The sample size is 169 professionals representing 67 government agencies.

Findings

There are five factors that enhance governance procurement. These relate to the transparent e‐procurement process, committed public managers and political officials, honest vendors, and specific policies and regulations. A transparent e‐procurement process has a positive effect on good governance practice, increasing cost effectiveness and accountability, and decreasing collusion among vendors. Vendor honesty has a negative impact on collusion. Supportive policy and regulations requirements improve cost effectiveness, accountability, and law enforcement.

Practical implications

E‐GP is not a guarantor of enhanced governance and reduced corruption. It requires a dedicated commitment to strong rule enforcement and penalties to achieve successful implementation of e‐government procurement.

Originality/value

Using a wide range of government agencies, the research addresses the best practices e‐government procurement governance and the benefits of good governance in terms of cost effectiveness, accountability, collusion reduction, and stringent law enforcement.

There are Increasing applications of e-procurement by government along with active e-commerce by the private sector in an advanced information society. The Korea e-Procurement System (G2B) is recognized as a successful example of substantially enhancing procurement process efficiency by making it transparent and professional. An analytic work is needed to systematically assess the functionality and role of the system. This paper's purpose is the exploratory study on a mature indicator of evaluation of public e-procurement systems. This paper compares Korea’s case with those of the U.S., Australia, and New Zealand to show that in Australia and New Zealand, which are adopting a as dispersive supply method, the e-procurement system is not developed on a large scale in comparison with the US and Korea that are adopting a central supply method. There are some differences among the four countries according to the trait of their procurement institution and base value in terms of capability of system. Different usefulness for e-procurement depends on the public procurement institution in each country. This paper suggests that eprocurement systems can be used helping purchasing goods and services most reasonably. This paper can help us evaluating substantial value of eprocurement system clearly.

Abstract

Purpose

This study aims to examine Malaysian small and medium-sized enterprises (SMEs) Adoption of electronic government procurement (EGP) in the post-introduction phase as the portal was introduced in the early year 2000.

Design/methodology/approach

This study integrated electronic public services into two acceptance theories (the technology acceptance model [TAM] and unified theory of acceptance and use of technology [UTAUT] framework) and having a direct measurement of the criterion. Both TAM and UTAUT models measure the behaviour intention to use and indirectly measure the criterion of actual usage along with behavioural intention. Besides, this study conducted a systematic sampling survey in SMEs located in Klang Valley (the business hub in Malaysia).

Findings

The results confirm that effort expectancy, performance expectancy and social influences had a direct effect on the adoption of EGP in the private sector. Rather than the original UTAUT setup, the behavioural intention would influence user behaviour.

Social implications

The implications and policy recommendations of these findings will be used by both SMEs and the government to improve the EGP delivery.

Originality/value

The gap with this study is at the time the Malaysian Government introduced e-procurement. The SMEs were quite new and had limited knowledge in the e-procurement during the introduction phase. Both SMEs and the government will use the implications and policy recommendations of these findings to improve the EGP delivery in the current post introduction phase.

Abstract

Purpose

Most studies in electronic government (e-government) sustainability focus on the role of specific actors (stakeholders such as government employees or citizens) in sustaining an e-government project. However, such actors may not have sufficient resources to support e-government sustainability by themselves and must collaborate across different departments and stakeholders to sustain e-government projects. This paper aims to take a social systems theory perspective on sustainable local e-government, where actors cooperate and coordinate in a social system to leverage resources for e-government sustainability in local government contexts in developing countries.

Design/methodology/approach

This paper is an interpretive study of two local e-government case studies based on in-depth interviews with local government information technology (IT) managers, local leaders and staff. Data analysis based on constructivist grounded theory is used to understand the role of a social system in sustaining e-government systems in local governments in developing countries.

Findings

The original social system theory was developed for industry initiatives and adapted for public organisations in this paper. The unique characteristics of the public sector and e-government innovation are used to identify new components of the social system related to local e-government. Local e-government is sustained through a collaboration between actors in a social system to leverage resources and reduce challenges.

Research limitations/implications

While this is an exploratory study, the cases show that the use of a social system theory consisting of institutional, management, social and economic components requires multiple lenses for investigation. This is a challenging process because it requires different areas of knowledge to carry out the research. The challenges may influence the overall outcome of this study. In addition, the two cases may generate limited insight and experiences as this study was carried out within two local governments in Indonesia. The findings may not provide a strong basis for generalization to other contexts.

Practical implications

This study offers guidance to local government IT departments to improve collaboration in a social system between local actors (such as political, managers and staff) while implementing and using e-government systems.

Social implications

Sustainable local e-government requires all actors to coordinate and cooperate in a social system to reduce financial, political and technical challenges.

Originality/value

This paper offers new insight into how a local government collaborates in a social system to realize sustainable e-government systems. Collaborating in a social system reduces common challenges and leverages resources to support e-government sustainability.

Abstract

Due to the scope of procurement in the public sector, public procurement policy has the potential to shape the behavior of market actors and promote the growth of businesses with socially relevant characteristics. This chapter looks at the public procurement process in South Korea as well as the implementation of the country’s e-procurement system. Public procurement is vulnerable to corruption in various ways, and Korea’s KONEPS e-procurement system has reduced corruption in the procurement process by increasing transparency, the persistence of data, and the probability of detecting irregularities. Second, this chapter explores how Korea has increasingly incorporated sustainable procurement principles into procurement policy, attempting to foster innovative and environmentally friendly companies, as well as those led by individuals belonging to socially disadvantaged groups. The chapter concludes with a discussion of some of the historical and organizational factors underlying Korea’s successes in public procurement in order to better understand the extent to which currently developing countries can draw upon the Korean case to improve their own procurement policies.

Abstract

Purpose

Scholarly research on e-procurement has been limited and, like e-government, e-procurement has been researched primarily from the perspective of adoption/non-adoption. This paper aims to focus on public administration employees’ perceptions of the quality of národní elektronický nástroj (NEN) – the Czech national e-procurement tool they are required to use.

Design/methodology/approach

The paper is based primarily on statistical analysis of data obtained through two questionnaire surveys addressed to contacts from of all Czech central state administration bodies using NEN; 175 completed questionnaires were gathered in 2020 and 128 in 2022 and subjected to statistical analysis in SPSS.

Findings

NEN was launched as fully operational in August 2015. The research indicates that in 2022 there were still important gaps in the quality of NEN as perceived by public employees.

Social implications

The paper has important practical implications for e-procurement policymakers. It shows that making the e-procurement system compulsory is not sufficient. The government needs to guarantee that it would be competitive with tools that would otherwise be preferred. Otherwise, the application of the digital-by-default principle may lead to institutionalisation of services that are not user-friendly. This has important implications for e-government/e-procurement management and change management.

Originality/value

Little is known about public employees’ perceptions of the quality of e-government and e-procurement. Although e-procurement is an area where the digital-by-default principle was implemented rather early, the quality of e-procurement has still received limited attention in research.

Abstract

Purpose

Recent changes in the UK political landscape have brought about cuts in public sector spending. Local authorities, in common with other public sector agencies, are required to make significant cost savings over the coming years. Procurement is an area of public sector administration characterised by considerable costs and inefficiency where the adoption of innovative technologies, such as e‐markets, can be deployed to effect significant costs savings. However, there are many barriers to the adoption of such technologies. The purpose of this paper is to explore and expound the factors that impede local authorities from adopting e‐markets and to present a learning opportunity for procurement managers and other stakeholders involved in technology adoption in local government and the wider public sector.

Design/methodology/approach

A case study based on in depth interviews with 17 senior level executives in e‐markets and local authorities on barriers to e‐market adoption in the local government sector is presented. The interviews were transcribed and subsequently coded and analysed using the qualitative data analysis software QSR N6.

Findings

A number of factors (risk perception, knowledge deficits, trust, firm size, and organisational readiness) pertaining to Johnson's framework of e‐market adoption barriers were found to affect e‐market adoption and use in the local government sector. Importantly, the study also found factors that are idiosyncratic to the sector that impinged on e‐market adoption.

Research limitations/implications

The scope of the study is limited to examining such barriers from a buy‐side local authority perspective, the findings of which may have implications for the adoption of e‐markets and other e‐procurement technologies in the wider public sector and beyond. The paper also makes a contribution to the literature on e‐market adoption by adding to the body of knowledge relating to institutional theory.

Practical implications

The case study can help local authority and other public sector procurement managers, academic researchers, practitioners, consultants and other professionals involved in technology adoption better understand, and find practical ways to offset, the barriers that impinge on the adoption of e‐markets and other innovative technologies that can reduce costs within public sector organisations.

Originality/value

E‐market adoption has the potential to realise a number of significant cost saving benefits within and between organisations. However, such benefits cannot be realised if there are barriers to their adoption and full utilisation. To date, research on the dynamics of e‐market adoption has largely focused on private sector enterprises with few studies examining this phenomenon in public sector environments. Therefore, e‐market adoption in the public sector has received limited attention in the literature over the past decade. This study examines, and provides empirical evidence of, barriers to e‐market uptake and usage in the local government sector in order to act as a starting point to creating better understanding of such barriers among academic and practitioner audiences.

Abstract

Purpose

Realizing value from information and communication technology (ICT) in procurement in developing countries is complex due to diverse stakeholders and intertwined procurement processes. The purpose of this paper is to examine the experience of the Government of Jamaica in leveraging ICTs as an intervention to transform its procurement operations and combat corruption.

Design/methodology/approach

The study examines conversations with employees in the Government of Jamaica to understand key milestones in its procurement history. Based on the view that the intervention context is an ecosystem where multiple and inconsistent views of the e-procurement system evolve over time, the study analyzes milestones to reveal key actions that contributed either to the initial success of or introduced challenges to the e-procurement system.

Findings

The findings suggest that inducing positive sentiments about the intervention through transparency will overcome a long history of negative sentiments about the initiatives of government bodies in general. Furthermore, positive sentiments may not be directly related to the e-procurement system.

Research limitations/implications

The study offers important insights that government bodies in similar contexts can apply to guide initiatives for transforming procurement operations. For instance, training should emphasize not only the technical aspects of the system from the perspective of different stakeholders but also their job descriptions. Future research may examine other initiatives in developing countries to compare the role of sentiments over time.

Originality/value

The study adopts a unique approach to understand the experience of a developing country in harnessing ICTs to transform procurement operations.

Abstract

This article examines the development of the Internet and electronic procurement or e-procurement in American state governments. I am interested in discerning the extent of adoption of e-procurement, especially as it relates to the use of the Internet in the procurement function. Specifically, eprocurement is examined with data from a national survey of state procurement officers. The first part of this article demonstrates an e-government growth model as a way of modeling the development of e-procurement. The second part examines the existing literature on e-procurement development and challenges associated with its implementation. The third part constructs an eprocurement index, which measures the adoption rate of electronic procurement in each of the states. This e-procurement index is tested against management, organizational, and economic predictor variables. The results of the eprocurement model indicated positive support for electronic procurement on state management capacity and IT management capacity, indicating that high performing management is a critical catalyst for e-procurement development.

Abstract

In New Zealand (NZ) there are plans afoot to create an e‐government that will automate government‐to‐government and government‐to‐citizen interactions and allow anyone, anywhere to go online any time to obtain information, to complete transactions, and to communicate with their elected representatives, cheaply, quickly, and efficiently. A total of 16 key issues, which various authors argue are critical to the success of USA e‐government initiatives, are described and evaluated in light of the NZ e‐government environment. The significance afforded to these issues by NZ local authority e‐government policymakers when they implement their own e‐government initiatives suggests that eight of the issues are considered significant, four are not considered significant, and four remain inconclusive at this time. Of the key issues, six are not well understood. It is also concluded that NZ local authorities are at an early evolutionary stage of e‐government development.
