Abstract
Purpose
Accra, the capital of Ghana is far away from major earthquake zones of the world, but has a history of destructive earthquakes. However, its seismic risk does not attract the requisite attention. The purpose of this paper is to give an overview of Accra's seismic risk, discuss challenges faced and risk‐reduction initiatives, and then to propose specific strategies that are necessary to reduce this risk.
Design/methodology/approach
The approach taken is to: give an overview of Accra's profile and seismicity; discuss disaster management structures in place and the challenges faced; discuss seismic risk‐reduction programs; discuss the risk‐reduction strategies of two cities in other developing countries, with the view of identifying specific strategies that would be helpful to Accra; and conclude with specific risk‐reduction action measures that are important for Accra.
Findings
A number of specific recommendations to reduce Accra's seismic risk are made at the end of the paper. Among these, the need to set up a national organization with the sole mandate of championing seismic risk reduction is identified as a critical step needed. Without this, and others, the paper contends that Accra would not experience any significant reduction of its seismic risk.
Social implications
The paper presents a viewpoint of important action steps that need to be taken to reduce Accra's seismic risk. The points raised in the paper are considered as important first steps necessary for any form of sustainable disaster risk reduction. The paper would thus be of interest to any person or organization interested in helping reduce Accra's seismic risk.
Originality/value
This is the first paper to put Accra's seismic risk in a global context, and then propose action steps that are necessary to help reduce this risk.

Abstract
Purpose
The purpose of this paper is to discuss how, despite increasing data availability from a wide range of sources unlocks unprecedented opportunities for disaster risk reduction, data interoperability remains a challenge due to a number of barriers. As a first step to enhancing data interoperability for disaster risk reduction is to identify major barriers, this paper presents a case study on data interoperability in disaster risk reduction in Europe, linking current barriers to the regional initiative of the European Science and Technology Advisory Group.
Design/methodology/approach
In support of Priority 2 (“Strengthening disaster risk governance to manage disaster risk”) of the Sendai Framework and SDG17 (“Partnerships for the goals”), this paper presents a case study on barriers to data interoperability in Europe based on a series of reviews, surveys and interviews with National Sendai Focal Points and stakeholders in science and research, governmental agencies, non-governmental organizations and industry.
Findings
For a number of European countries, there remains a clear imbalance between long-term disaster risk reduction and short-term preparation and the dominant role of emergency relief, response and recovery, pointing to the potential of investments in ex ante measures with better inclusion and exploitation of data.
Originality/value
Modern society is facing a digital revolution. As highlighted by the International Council of Science and the Committee on Data for Science and Technology, digital technology offers profound opportunities for science to discover unsuspected patterns and relationships in nature and society, on scales from the molecular to the cosmic, from local health systems to global sustainability. It has created the potential for disciplines of science to synergize into a holistic understanding of the complex challenges currently confronting humanity; the Sustainable Development Goals are a direct reflectance of this. Interdisciplinary is obtained with integration of data across relevant disciplines. However, a barrier to realization and exploitation of this potential arises from the incompatible data standards and nomenclatures used in different disciplines. Although the problem has been addressed by several initiatives, the following challenge still remains: to make online data integration a routine.

Abstract
The impact of climate disasters (e.g., floods, storms, or landslides), which are generally of low intensity and high frequency, should not be overlooked in developing countries. Global experiences related to the damage due to these disasters indicate that such events can be devastating in communities that are vulnerable to hazardous impacts. Cumulative effects of climate disasters are a sign of a potential catastrophe. Moreover, the recent increase in these events poses additional issues that increase the cost of local public administration, including emergency operation and infrastructure recovery. This chapter explains key problems related to climate disasters that are increasing, particularly in the local area of developing countries, and clarifies the need to incorporate climate disaster risk reduction into public development planning and practice. The chapter also provides descriptions of the research location, approaches of the study, and the structure of this book.

Abstract
Purpose
Disaster risk reduction is prominent in the international policy agenda, and the year 2015 brought together three international policy frameworks that contribute to disaster risk reduction (i.e. the Sendai framework for disaster risk reduction, the Sustainable Development Goals and Paris Climate Change Agreement – COP21). However, there is a dearth of effort at identifying and aligning the specific educational needs of built environment professionals with the three policy frameworks. This is needed to facilitate the incorporation of the contents of the policy frameworks into built environment professionals’ training. Therefore, this study aims to map the educational needs of built environment professionals with the core areas of the three international policy frameworks.
Design/methodology/approach
This study utilized CADRE (Collaborative Action towards Disaster Resilience Education) research project outcomes alongside the earlier mentioned three international policy frameworks. A comprehensive desk review was done to map the educational needs identified in the CADRE project with the core priority areas of the three policy frameworks.
Findings
The study revealed the educational needs that are significant towards an effective implementation of the core priority areas of the three international policy frameworks.
Practical implications
This study would be beneficial to the built environment professionals involved in disaster risk reduction. They will be aware of the specific knowledge areas that would aid the successful implementation of the aforementioned three international policy frameworks.
Originality/value
The outcomes of the study would be beneficial to higher education providers in disaster risk reduction and sustainable development. It has identified the knowledge and competency gaps needed to be bridged in the curricula to meet the demands created by the international policy frameworks.

Purpose
Cities are both at risk and the cause of risk. The interconnectedness of urban features and systems increases the likelihood of complex disasters and a cascade or “domino” effect from related impacts. However, the lack of research means that our knowledge of urban risk is both scarce and fragmented. Against this background, the purpose of this paper is to examine the unique dynamics of risk in urban settings.
Design/methodology/approach
Based on literal reading, grounded theory and systems analysis, this conceptual paper presents a framework for understanding and addressing urban risk. It conceptualizes how interdependent, interconnected risk is shaped by urban characteristics and exemplifies its particularities with data and analysis of specific cases. From this, it identifies improvements both in the content and the indicators of the successor to the Hyogo Framework for Action (HFA2) that will be adopted in 2015.
Findings
While it is common to see disasters as “causes”, and the destruction of the built environment as “effects”, this paper highlights that the intricate links between cities and disasters cannot be described by a unidirectional cause-and-effect relationship. The city–disasters nexus is a bidirectional relationship, which constantly shapes, and is shaped by, other processes (such as climate change).
Practical implications
This paper argues that in-depth knowledge of the links between cities’ characteristic features, related systems and disasters is indispensable for addressing root causes and mainstreaming risk reduction into urban sector work. It enables city authorities and other urban actors to improve and adapt their work without negatively influencing the interconnectedness of urban risk.
Originality/value
This paper presents a framework for understanding and addressing urban risk and further demonstrates how the characteristics of the urban fabric (physical/spatial, environmental, social, economic and political/institutional) and related systems increase risk by: intensifying hazards or creating new ones, exacerbating vulnerabilities and negatively affecting existing response and recovery mechanisms.

Abstract
Purpose
Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states.
Design/methodology/approach
The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey.
Findings
The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states.
Originality/value
The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

Purpose
Understanding bottom-up approaches including local coping mechanisms, recognizing them and strengthening community capacities is important in the process of disaster risk reduction. The purpose of this paper is to address the questions: to what extent existing disaster policies in Nepal support and enable community-based disaster resilience? and what challenges and prospects do the communities have in responding to disaster risk for making communities resilient?
Design/methodology/approach
This paper is based on policy and academic literature reviews complimented by field research in two communities, one in Shankhu, Kathmandu district and another in Satthighare, Kavrepalanchowk district in Nepal. The author conducted in-depth interviews and mapped out key disaster-related policies of Nepal to investigate the role of communities in disaster risk management and post-disaster activities and their recognition in disaster-related policies.
Findings
The author found that existing literature clearly identifies the importance of the community led initiatives in risks reduction and management. It is evolutionary phenomenon, which has already been piloted in history including in the aftermath of Nepal earthquake 2015 yet existing policies of Nepal do not clearly identify it as an important component by providing details of how communities can be better engaged in the immediate aftermath of disaster occurrence.
Research limitations/implications
The author conducted this research based on data from two earthquake affected areas only. The author believes that this research can still play an important role as representative study.
Practical implications
The practical implication of this research is that communities need to understand about risks society for disaster preparedness, mitigation and timely response in the aftermath of disasters. As they are the first responders against the disasters, they also need trainings such as disaster drills such as earthquakes, floods and fire and mock practice of various early warning systems can be conducted by local governments to prepare these communities better to reduce disaster risk and casualties.
Social implications
The mantra of community-based disaster risk management (CBDRM) is community engagement, which means the involvement of local people to understand and prepare against their local hazards and risks associated with disaster and haphazard development. CBDRM approaches motivate people to work together because they feel a sense of belongingness to their communities and recognize the benefits of their involvement in disaster mitigation and preparedness. Clearly, community engagement for disaster risk reduction and management brings great benefits in terms of ownership and direct savings in losses from disasters because the dynamic process allows community to contribute and interchange ideas and activities for inclusive decision making and problem solving.
Originality/value
This research is based on both primary and secondary data and original in case of its findings and conclusion.

Ever since human society developed, environmental and social changes have led to major challenges that must be dealt with. Some of these major challenges are seen as “disasters,” for which a definition that is frequently used is similar to “A serious disruption of the functioning of a community or a society causing widespread human, material, economic or environmental losses which exceed the ability of the affected community or society to cope using its own resources” (UNISDR, 2004; see, e.g., Quarantelli, 1998, and Furedi, 2007, for discussions on the meaning(s) of “disaster”). From witnessing disasters and being forced to work through the aftermath, humanity has been shifting toward trying to reduce disasters’ impacts or to avert them entirely. This field has the modern-day interpretation of “disaster risk reduction,” defined as “The conceptual framework of elements considered with the possibilities to minimize vulnerabilities and disaster risks throughout a society, to avoid (prevention) or to limit (mitigation and preparedness) the adverse impacts of hazards, within the broad context of sustainable development” (UNISDR, 2004).
