Abstract
Purpose
The purpose of this paper is to explore the role of local entrepreneurs, embedded in both the civil and the business arena, in creating public value by establishing strategic collaboration around smart technologies.
Design/methodology/approach
The paper suggests a novel – the local entrepreneurial – type of smart bottom-up initiative between civil grassroots and market-based initiatives. This idea is further evolved in the paper to define the patterns of this alternative type of smart bottom-up initiative. For this purpose, the paper conducts a case study of a community-based sustainable energy and mobility system launched by a local entrepreneur in Utrecht, the Netherlands.
Findings
The local entrepreneur has played a catalyzing role in public value creation by initiating and upscaling cooperative practices around smart technologies. This success has mainly been achieved due to the entrepreneurial attitudes of pioneering and risk-taking as well as the capability to bridge between the state, the market and society to accelerate urban sustainability transition.
Practical implications
This paper offers a practical illustration of the potential of local entrepreneurs to evolve cooperative practices with smart technologies for societal change. It also shows the vital role of local governments in the achievement of bottom-up initiatives contributing to urban smartness. However, in the case of commercializing initiatives, governments also need to take a balancing role to safeguard the needs of all citizens based on fairness and equity, which is at the core of public value creation.
Originality/value
The study adds to the citizen participation literature by revealing a novel type of active citizen grasping technological opportunities to mobilize networks to cooperate for the collective good. The research also contributes to a better understanding of the bottom-up smart city as a form of governance, and its advantages as well as drawbacks concerning public value creation.

Abstract
Hydrological and climatological modeling is increasingly being used with the intent of supporting community-based climate change adaptation (CCA) and disaster risk reduction (DRR) initiatives in the Hindu Kush-Himalaya (HKH), as well as filling critical data gaps in a region that contributes significantly to the water resources and ecosystem diversity of Asia. As the case studies presented in the previous chapters illustrate, the utility of modeling in informing and supporting CCA and DRR initiatives depends on a number of criteria, including:•appropriate model selection;•ability to interpret models to local contexts; and•community engagement that incorporates and addresses underlying vulnerabilities within the community.
There are significant challenges to meeting all three of these criteria. However, when these criteria are met, we find:•There is a clear role for modeling to support CCA. The climate is changing now and will continue to do so for several centuries, even if carbon emissions were to stabilize tomorrow. Models, and other scenario development tools, provide our best insight into what the future climate might be and resulting impacts on dynamic social, environmental, political, and economic systems.•There is a clear role for local CCA. The impacts of climate change will be felt mostly at local levels, necessitating community adaptation responses. At the same time, most of the HKH communities and countries engaged in CCA initiatives have pressing, immediate development and livelihood needs. Making current development and livelihood initiatives incorporate climate adaptation considerations is the best way to ensure that the choices made today can set us on paths of increasing resilience, rather than almost inevitable disaster, for the future.•To achieve the best of both modeling and CCA requires thoughtful and patient application of modeling, tailored to local needs, conditions, and politics, with communities engaged around all stages of generating, interpreting, and applying the results. This requires a rare combination of technical skill, cultural sensitivity, political awareness, and above all, the time to continually engage with and build relationships within the community in order to foster resilient change.

Abstract
Purpose
This paper has its focus on local initiatives in developing the work organization. Local initiatives describe how shop floor workers and middle managers initiate organizational change by developing ideas emerging in the daily operations. The purpose of this article is to elaborate on how and why such local initiatives emerge and develop.
Design/methodology/approach
The paper combines theories about entrepreneurship and organizational change as a framework to understand local initiatives. Local initiatives contribute to the understanding of organizational change processes by emphasizing not only the voice of the managerial discourse but also the voice of local actors. The empirical findings are based on interviews in a paper pulp plant.
Findings
Local initiatives are a way for shop floor workers and middle managers to translate work procedures into something that makes sense in their own context of daily operations. The intrapreneur acts not as a change agent for someone else's intentions but as a self appointed actor who initiates and drives the process of creating unequivocal interpretations of equivocal events.
Research limitations/implications
The findings are based on a single case study.
Practical implications
The paper stresses the importance for managers to find ways to deal with local initiatives. Generating and collecting ideas is the easy part, the challenge is to do something with the ideas received.
Originality/value
A model is suggested that describes four different approaches to organizational change.

Abstract
Purpose
Vulnerability is understood as susceptibility to hazards born out of the complex interaction within the system scales. The current global economic system focuses on persistent growth and a top-down approach to wealth distribution, which not only puts a strain on the Earth's resources but also on communities by increasing vulnerability. Localised economy, on the other hand, uses a bottom-up approach to wealth distribution, whereby local resources are harnessed for sustainability of the local economy. Localising economies facilitate degrowth by shifting our focus to the quality of economies and the redefinition of growth and prosperity. The purpose of this study is to highlight the potentials of localisation and degrowth for vulnerability reduction.
Design/methodology/approach
In this study, the authors conducted a case study of the Lyttelton community in New Zealand, their local initiatives and how these efforts have been used to build capacities and reduce vulnerabilities in the community. Data were sourced from both primary and secondary sources. Primary data were sourced through observation of the day-to-day running of the community and interviews with community members, while secondary data were sourced from existing literature on the community and related concepts.
Findings
Lyttelton community provides a good example of a community where bottom-up initiatives are particularly felt, and there is very limited dependence on the conventional economic system to solve their problems. The study shows that degrowth initiatives within the community have gained momentum because initiators see the value in their coming together as a community and doing what is right for themselves and the environment. Furthermore, localisation fosters innovation, personal growth and development and care for the environment.
Originality/value
This paper contributes to the existing knowledge by discussing some local initiatives that serve an underlying purpose for degrowth based on a study carried out in Lyttelton, New Zealand. The study findings established that there is need for more focus on sensitisation about the risks of growth mania and the potential for degrowth in bringing about actual prosperity, for saving the environment and disaster risk reduction. Also, the encouragement of local production and existing institutions like the timebank, which give members access to the needed resources and skills contribute to vulnerability reduction.

Abstract
This study theorizes about the development of dominant tactics within social movements, as certain tactics within a tactical repertoire are used frequently and imbued with ideological significance. Little research has been done on hierarchies within tactical repertoires, assuming that all tactics within a repertoire are equal. Between 1974 and 2008, the US Religious Right attempted over 200 anti-gay referendums and initiatives to retract or prevent gay rights laws. This research examines how the lesbian, gay, bisexual, and transgender (LGBT) movement developed campaign tactics to fight these direct democracy measures. This research expands the existing literature on tactical repertoires by theorizing about the mechanisms by which tactics become dominant, namely, their affirmation by victories, responsiveness to countermovement escalation, and involvement of institutionalized social movement organizations to disseminate tactics. This research contradicts existing movement–countermovement literature that suggests that movements do not develop dominant tactics when mobilizing in opposition to a countermovement.

Abstract
Purpose
The purpose of this paper is to investigate to what extent the initiatives of local governments to launch modernisation processes are facilitated by local autonomy, which is increasingly important in both the theory and practice of public policy and management.
Design/methodology/approach
Local government reforms are distinguished according to the institutional structure at which they are directed and local autonomy is assessed as a multidimensional concept. Drawing on a multilevel analysis of the Swiss case, this paper combines data stemming from a survey conducted at the local tier with secondary data from the regional tier.
Findings
The main empirical findings are threefold. First, when local governments undertake managerial or political reform initiatives, their autonomy with respect to higher levels of government matters. Second, it is not local autonomy but rather the perception of structural problems that is the force driving territorial reforms. Third, it is not the autonomy enjoyed by local governments vis-à-vis local factors, but rather the pressures stemming from that context that may lead to reforms.
Originality/value
By adopting a comparative approach to local autonomy, this paper shows that local governments which have sufficient latitude for local policy making are likely to take initiatives to improve service delivery in accordance with local preferences.

Abstract
Purpose
The purpose of this paper is to research how local councils in England responded to a national initiative intended to address the risk of the involvement of organised crime in local government procurement fraud. In so doing, it considers definitional issues before undertaking original research to explore how councils responded and, through in-depth interviews with three councils, what initial explanations may explain the responses. It concludes that the national initiative was insufficiently thought-through, and that councils’ responses were significantly influenced by the relevance of the threat of organised crime, financial constraints and competing priorities.
Design/methodology/approach
The case study involves a literature review, an analysis of official documentation, a questionnaire to local councils in the north of England and semi-structured interviews with anti-fraud practitioners in three councils in the northeast of England. The approach is to provide an analysis of the implementation of a national initiative to promote a local government response to procurement fraud by organised crime.
Findings
On the basis of original research, the paper proposes that the national initiative was insufficiently thought-through, and that councils’ responses were influenced by the relevance of the threat of organised crime, financial constraints and competing priorities.
Research limitations/implications
The research looks at a national initiative and how local councils responded within the context of financial and other constraints. The research is limited in terms of the range of responses it sought, and that it only studied the experience of three local councils in detail. On the other hand, its findings support further research into the implementation of national initiatives in terms of practice on the ground.
Practical implications
The findings identify issues surrounding the design and implementation of national anti-fraud policies from the perspective of local government and will be of value to practitioners and academics interested in fraud, policing, organised crime, local government and policy making.
Originality/value
The paper is the first study in the UK on the local implementation of national strategies on procurement fraud and organised crime and raises positive and less-positive aspects of how far national strategies and intentions are addressed on the ground, with a focus on what factors may influence local implementation.

While some EU countries have successfully reduced unemployment and increased employment, others could only accomplish partial success; therefore, unemployment rates across the EU are still much higher than in the 1970s. There are still large regional differences in terms of unemployment despite considerable region-specific transactions to counter-act such differences. Different employment outcomes are the consequence of many factors – such as the demographic trends, the general economic situation, the structure of the economy, the existing welfare and labour market situation, or the level of employment protection – but it may also be the outcome of the effectiveness of the local labour market measures. Local action is important for effective employment policies. Where national policies and implementation measures are sufficiently flexible and adjustable, local level actors can develop integrated approaches to economic growth, maximizing employment opportunities and helping to lessen inequalities and social exclusion in their communities. Mobilization and activity of local communities in combating unemployment are essential to translate national and regional strategies into action on the ground. Local actors purportedly best understand local conditions, aspirations, and needs. There is no magic button for overcoming obstacles and problems, but there are some positive experiences that can be applied or adjusted. The chapter describes the activities and experiences of EU and local initiatives and the problems of institutional organizations.

Abstract
Purpose
This paper aims to provide a contribution on the diffusion of Industry 4 (I4.0)-related knowledge in industrial districts (IDs). The main goal is to examine the dissemination of I4.0 knowledge, exploring the main mechanisms for its spreading and highlighting the main factors shaping such processes. Focus is on dissemination processes in IDs active in traditional industries, which could represent the “periphery” of I4.0 application context.
Design/methodology/approach
The methodology is qualitative. Notably, this paper presents a case study of the Pesaro ID specialized in furniture/woodworking machinery sector. A total of 18 in-depth one-to-one interviews have been conducted with relevant informants from a variety of organizations within the cluster: companies, institutions and universities.
Findings
The complexity of I4.0 requires a combination of traditional mechanisms with innovative ones within IDs characterized by the emergence of new players, activities and resources. These changes led to three main evolving patterns: the horizon of I4.0 upgrading shows blurred boundaries in terms of sectors and geographic location, the I4.0 diffusion appears fragmented in terms of initiatives and projects by both firms and institutions and the dissemination of I4.0 knowledge pushes ID firms and institutions to pursue deliberate initiatives leading to innovative forms of “collective” cooperation.
Originality/value
This paper contributes to both theory and practice. From the theoretical point of view, this paper contributes to the literature on innovation in IDs and clusters on two interrelated grounds. First, it provides further research on I4.0 and IDs and clusters. Second, it contributes to the stream of research on knowledge creation and diffusion in IDs and clusters, providing empirically based insights over emerging local learning processes in IDs. Moreover, relevant managerial and policy implications stem from the analysis.
