Abstract

Purpose

The rise of cultural governance has made cultural democracy important in East Asia. South Korea and China have chosen to develop cultural democracy by means of developing community-based cultural houses. Cultural houses in Korea were first managed from the center but have now been decentralized, and those in China have been developed based on local financing and administration. Since central-local intergovernmental relations, as they relate to public culture, have gone untouched in East Asia, the purpose of this paper is to study how central-local intergovernmental relations have impacted the development of cultural democracy in this area, in order to better understand how public culture should be developed.

Design/methodology/approach

A comparative study of the cases of South Korea and China has been used. The materials and information collected for the study were gathered by a review and an analysis of extant literature, policy documents, data and other materials from the relevant departments of both countries. It was also based on semi-structured interviews conducted with the national cultural departments, regulatory institutions, and with officials and scholars.

Findings

This study shows that central-local intergovernmental relations can have an impact on the management of community-based cultural houses and the effectiveness of cultural democracy’s development. Only complete decentralization that directly invites democratization will provide positive local conditions for cultural democracy’s growth. In short, meaningful governmental responses to local demands and a strong civil society are critical for the advancement of cultural democracy.

Practical implications

This study seeks to provide insights into the relationship between central-local intergovernmental relations and cultural democracy. At the micro project level, cultural project management should be improved; at the medium local level, the public must be made part of any decentralization effort; and at the macro national level, the multiple impacts caused by decentralization need to be considered.

Originality/value

This study is unique in terms of both its research questions and its research area. Central-local intergovernmental relations, as they relate to public culture, have gone comparatively untouched, especially in the context of East Asia. It is in this context that studying how central-local intergovernmental relations impact the development of cultural democracy is worthwhile, in order to better understand how public culture has developed and will be developed in future. A comparative study of the cases of South Korea and China has been used to discover the impacts of different dimensions of central-local decentralization on cultural development.

Abstract

Purpose

This paper aims to analyze the “crafts” of governance within social and solidarity economy (SSE) cultural organizations, considering formal and informal rules, to support their project of democratization of arts and culture and more generally of cultural democracy. The hypothesis is that it is through participatory and democratic governance that SSE can have a transformative role.

Design/methodology/approach

This paper builds upon a qualitative, multiple case study of three SSE organizations in the performing arts and audiovisual production in France. Although different in age, size and legal form, they all experiment a more participative governance system, not without tensions, to face deep institutional changes in their environment.

Findings

The results show that legal forms from the SSE are necessary safeguards but not sufficient to effectively implement a democratic governance beyond the “one member, one vote” principle. Democratic governance is supported by both formal and informal rules. By experimenting with innovative participative and democratic governance rules, these organizations contribute to the transformation of practices in the cultural field (democratization of art and culture) but also in society at large by fostering cultural democracy.

Research limitations/implications

Building upon three case studies, this exploratory work stresses important issues that are worth to explore on a larger scale to understand by which levers SSE can play a transformative role in the cultural field.

Originality/value

This paper contributes to the literature on SSE and on governance by enlarging the analysis beyond the board of directors and the statutory rules. Applying the approach of collective action and reasonable values developed by Commons to SSE, it shows that participatory governance cannot be based on an ideal or a choice of preestablished values and principles but must leave room for creativity and representations of stakeholders not only to support transformation of practices within the cultural field but also externally by increasing cultural democracy.

Abstract

Democratization has become the prescription for peace in conflictual societies, but often stagnates in a political standoff or devolves back to war. Sustainable and effective democracy in these societies requires a citizenry which actively guides and pressures political leaders toward effective policy making for peace. But in societies with little or no democratic tradition, it takes time to develop the attitudes and organizations required. This study examines the relationship of democratic exposure to the development of the ideology of external political participation among peacebuilding NGOs. Using original field interview data, it compares the ideology of 28 peacebuilding NGOs in Northern Ireland to 37 in the less democratic context of Bosnia. The study examines the effects of exposure to democracy on “externally democratic ideology,” defined as an ideology of participation in the political processes of society external to the organization. Three aspects of exposure to democracy are examined: societal democratization, internal democracy in the NGO, and mentorship by outsiders from established democracies. The findings are that internal democracy is associated with externally democratic ideology, but outsider mentorship is not, even when controlling for dominating relationships, and neither is societal democracy, except indirectly via its effect on internal democracy. Implications for theory, policy, and future research are discussed.

Abstract

Purpose

This paper aims to clarify the character of globalization, to identify the changes it brings to structures of governance, and to consider ways in which these arrangements could be made to serve a good (more global) society.

Design/methodology/approach

This essay takes a reflective approach.

Findings

The paper considers the rules and regulatory processes that govern today's more global world. The first step in the analysis identifies globalization as a trend whereby people's lives become more interconnected on a planetary scale. The second section describes the institutional apparatuses through which global issues are governed. Global governance is seen to take shape not as a “world government”, but as a complex array of regulatory networks that span local to global scales and also combine public and private sectors. The third section assesses the normative values that this “networked” and “polycentric” governance of global affairs might serve. Both an earlier “neoliberal” design of global governance and a currently prevailing “social market” paradigm are critiqued. An alternative vision of global social and ecological democracy is offered as a more promising road to a good society in the contemporary more global world.

Practical implications

The paper suggests alternative guiding principles for governance of today's more global society, including the role of corporations in it.

Social implications

The paper suggests ways in which global governance can deliver social justice, ecological sustainability and democracy along with material prosperity.

Originality/value

The paper consolidates a conception of post‐statist governance that can aid researchers and practitioners alike in mapping the processes of contemporary policymaking. The normative framework presented can, moreover, help to clarify the objectives that citizens of a more global world would wish regulation to provide.

Abstract

Focusing on The Agency, a project of Contact Theatre in North Manchester, the chapter uses records of a conversation between the two authors as well as detailed fieldnotes as the starting point for reflection on the nature of ‘youth participation’ which The Agency nurtures and supports. It shows how entrepreneurship can be and is being seized by young people who see the possibility of making a difference both for themselves as individuals and for their own communities. Young people are identified as protagonists of their own practice, becoming involved, with the support of facilitators, in both self-development and community development and, thus, we argue in new forms of cultural democracy in which relational practice that challenges the shaming of marginalised communities is at the fore. Historic and contemporary forms of working-class culture offer a powerful lens through which new anti-racist forms of community and cultural democracy emerge. For this to happen, recognition and resourcing are each essential.

Abstract

Purpose

Public libraries in the UK are increasingly expected to provide arts activities and events as part of their usual operations. The purpose of this paper is to summarise recent policy trends in this direction from both the perspective of libraries’ and the arts sector. A touring theatre project aimed at children and families is discussed in further detail to examine some of the outcomes of these policies.

Design/methodology/approach

The paper will present a brief history of policy developments and debate in this area. Mixed method findings from the research element of “Among Ideal Friends” will be discussed, having used surveys and interviews with audiences and librarians, geodemographic profiling, box office records and library card data.

Findings

Public funding across both libraries and the arts has decreased at a national and local level, though both sectors are encouraged to work together to share expertise and community knowledge.

Research limitations/implications

The primary funding for the project was an arts funding body. While a holistic approach to evaluation was taken, this limited any specific focus that might have been given to educational outcomes or cost-benefit analysis compared to other interventions.

Practical implications

Public libraries can see the results and challenges of a successful regional touring theatre project for consideration in their own activity planning, especially those related to families and younger users.

Social implications

Libraries and Arts organisations have different priorities in regards to these areas. Though co-operative, the situation is not without tension. The topic is illustrative of some wider debates around cultural value, everyday participation and cultural democracy.

Originality/value

This paper offers a timely discussion of cultural policy in relation to libraries, e.g. The Society of Chief Librarians “Universal Cultural Offer” (October 2017).

Abstract

This chapter is about the modern (Western) educational regime, educational industry paradigm and schooling process, while focussing on statutorily imposed and legally enforced schooling as the main aspect of the hidden curriculum within a globalizing world.

It is about children's productive labour through schooling, whereby children's labour power is consumed, produced and reproduced on behalf of social formations under the capitalist mode of production (CMP).

The claim that a well-educated population is essential for development so that all societies share an interest in having children participate in schooling as much as possible is the central element of the Western education industry paradigm, the global appeal of which is reflected in how compulsory schooling has been embraced almost everywhere in conjunction with being heavily promoted within the ‘international community’ and widely endorsed by researchers, scholars and similar observers.

Contrary to Bowles and Gintis's correspondence principle, the structure of schooling is not an identical to the structure of the workplace in that it entails compulsion, whereby schooling is as efficient and effective as possible in meeting the needs of the CMP.

The CMP benefits from the state having shifted confinement as a mechanism to force people to work onto schooling; or, from compulsory social enclosure, whereby schools increasingly resemble military and prison systems.

Compulsory social enclosure helps to ensure that children's productive capacity – or labour power – is enhanced to the benefit of the CMP, this being the major factor in accounting for its appeal and advance on the world stage, globally.
