Abstract

Purpose

The academic library’s physical capacity and its service obligations to local users structured the traditional print collection. Largely freed of these constraints, the digital collection manager enjoys unprecedented freedoms but now contends with a collection susceptible to resource sprawl and scope ambiguity. This exploratory study aims to consider the possibility that intra-field social processes help to structure and routinize digital collection practice.

Design/methodology/approach

Lacking the constraints to which print collections are subject, electronic resource and digital library collections are more likely to reflect idiosyncratic institutional interests and therefore, to demonstrate significant variation. Evidence of homogeneity may suggest the influence of heretofore underexplored social structures. To determine the extent of such homogeneity, the author performed exploratory/descriptive content analyses on ten electronic resource collection development policies and six digital library collection development policies.

Findings

The data reveal among both the electronic resource and digital library collection policies significant uniformity. Content analyses demonstrate consistent themes (e.g. media, audience, selection priorities, etc.) and rhetoric. These findings lend support to the study’s central hypothesis regarding latent social structures. Analyses also reveal a set of unanticipated constraints unique to digital collection management.

Originality/value

Despite the breadth and maturity of literature addressing the Digital Turn in academic librarianship, relatively little attention has been paid to the social dimensions of collection management. This work represents an important corrective and suggests new theoretical approaches to the study of digital collection practice.

Abstract

Purpose

The purpose of this study was to determine the extent to which teaching staff cooperated with librarians in collection development, specifically in relation to electronic resources, and to identify barriers they encountered while performing collection development activities.

Design/methodology/approach

A mixed methods approach was adopted for the study. Quantitative and qualitative techniques of data collection and analysis were used to obtain a comprehensive understanding of the research topic. Data were gathered through a self-administered questionnaire and interviews. A total of 149 faculty members completed the questionnaire, yielding a response rate of 51.2%, while 16 library staff members were interviewed to obtain qualitative data.

Findings

The majority of the teaching staff who participated in the study affirmed that they had cooperated with subject librarians in collection development. A high percentage (62.4%) of the faculty members had collaborated with subject librarians in collection development activities. Only 37.6% of the faculty members had not participated in collection development activities with subject librarians to acquire library electronic resources. According to faculty members, some of the main challenges affecting collection development at the University of Namibia were a lack of catalogues for electronic resources and a lack of lists of titles from vendors. Moreover, librarians were not always available to assist faculty members. It is recommended that faculty members be part of the process of selecting materials and that a good relationship be fostered between librarians and faculty members to bring value to collection development activities.

Originality/value

Collection development in respect of electronic resources is a complex process to be undertaken by a single entity and, therefore, requires the collaboration of all stakeholders involved. In the case of institutions of higher learning, these stakeholders include faculty, librarians and vendors. The emergence of a variety of e-resources demands a meticulous strategy on the part of libraries to ensure they can offer a wide range of up-to-date and accurate resources that meet the evolving needs of their users. To the best of the authors’ knowledge, studies that are similar to this one have not been conducted in Namibia before. This case study presents useful findings and lessons on faculty–librarian cooperation for effective collection development, not only at the University of Namibia library but also at other academic libraries in economies with similar characteristics.

Abstract

Purpose

This study aims to examine the status, explores the hurdles and identifies the prospects for developing a union catalogue of university libraries in Lahore, Pakistan.

Design/methodology/approach

Following a quantitative research approach, a questionnaire was developed from literature and authors’ experience. After ensuring its validity and reliability, data were collected from librarians after the census. A total of 105 librarians were approached, of whom 73 (71%) responded to the survey.

Findings

University libraries in Lahore are well organized, have adequate collections and information technology-literate staff, are well automated, have good internet connections, are equipped with integrated software, follow cataloguing rules and MARC standards; however, the absence of standardized software, lack of funds, absence of uniform policy, professional workload and absence of standardized vocabulary are significant challenges. Private-sector librarians reported facing more challenges. Librarians consider all prospects vital for developing a union catalogue. These prospects include the availability of relevant information, incentives to librarians, coordination with librarians, a realization that sharing is caring, the Higher Education Commission of Pakistan taking initiative and librarians’ training.

Research limitations/implications

University librarians in Lahore are ready to cooperate with the development of a union catalogue; however, they seek support from higher authorities, professional library associations and the Higher Education Commission of Pakistan.

Originality/value

To the best of the authors’ knowledge, this research is the first of its kind that examines the status, explores the hurdles and identifies the prospects for developing a union catalogue of university libraries in Lahore. It would lead to the development of a union catalogue of university libraries in Pakistan.

Abstract

Purpose

This study aims to establish an assessment model to measure big data readiness in the public sector, specifically targeting local governments at the provincial and city/regency levels. Additionally, the study aims to gain valuable insights into the readiness of selected local governments in Indonesia by using the established assessment model.

Design/methodology/approach

This study uses a mixed-method approach, using focus group discussions (FGDs), surveys and exploratory factor analysis (EFA) to establish the assessment model. The FGDs involve gathering perspectives on readiness variables from experts in academia, government and practice, whereas the survey collects data from a sample of selected local governments using a questionnaire developed based on the variables obtained in FGDs. The EFA is used on survey data to condense the variables into a smaller set of dimensions or factors. Ultimately, the assessment model is applied to evaluate the level of big data readiness among the selected Indonesian local governments.

Findings

FGDs identify 32 essential variables for evaluating the readiness of local governments to adopt big data. Subsequently, EFA reduces this number by five and organizes the remaining variables into four factors: big data strategy, policy and collaboration, infrastructure and human resources and data collection and utilization. The application of the assessment model reveals that the overall readiness for big data in the selected local governments is primarily moderate, with those in the Java cluster displaying higher readiness. In addition, the data collection and utilization factor achieves the highest score among the four factors.

Originality/value

This study offers an assessment model for evaluating big data readiness within local governments by combining perspectives from big data experts in academia, government and practice.

Abstract

Purpose

This paper aims to understand the current development situation of scientific data management policy in China, analyze the content structure of the policy and provide a theoretical basis for the improvement and optimization of the policy system.

Design/methodology/approach

China's scientific data management policies were obtained through various channels such as searching government websites and policy and legal database, and 209 policies were finally identified as the sample for analysis after being screened and integrated. A three-dimensional framework was constructed based on the perspective of policy tools, combining stakeholder and lifecycle theories. And the content of policy texts was coded and quantitatively analyzed according to this framework.

Findings

China's scientific data management policies can be divided into four stages according to the time sequence: infancy, preliminary exploration, comprehensive promotion and key implementation. The policies use a combination of three types of policy tools: supply-side, environmental-side and demand-side, involving multiple stakeholders and covering all stages of the lifecycle. But policy tools and their application to stakeholders and lifecycle stages are imbalanced. The development of future scientific data management policy should strengthen the balance of policy tools, promote the participation of multiple subjects and focus on the supervision of the whole lifecycle.

Originality/value

This paper constructs a three-dimensional analytical framework and uses content analysis to quantitatively analyze scientific data management policy texts, extending the research perspective and research content in the field of scientific data management. The study identifies policy focuses and proposes several strategies that will help optimize the scientific data management policy.

Abstract

Purpose

The purpose of this study is to analyse the recommendations on knowledge organisation from guidelines, policies and procedure manuals of a sample of institutional repositories and networks within the Latin American area and observe the level of follow-up of international guidelines.

Design/methodology/approach

Presented is an exploratory and descriptive study of repositories’ professional documents. This study comprised four steps: definition of convenience sample; development of data codebook; coding of data; and analysis of data and conclusions drawing. The convenience sample includes representative sources at three levels: local institutional repositories, national aggregators and international network and aggregators. The codebook gathers information from the repositories’ sample, such as institutional rules and procedure manuals openly available, or recommendations on the use of controlled vocabularies.

Findings

The results indicate that at the local repository level, the use of controlled vocabularies is not regulated, leaving the choice of terms to the authors’ discretion. It results in a set of unstructured keywords, not standardised terms, mixing subject terms with other authorities on persons, institutions or places. National aggregators do not regulate these issues either and limit to pointing to international guidelines and policies, which simply recommend the use of controlled vocabularies, using URIs to facilitate interoperability.

Originality/value

The originality of this study lies in identifying how the principles of knowledge organisation are effectively applied by institutional repositories, at local, national and international levels.

Abstract

Purpose

The article investigates the institutional setup of e-lending in public libraries in Denmark, Norway and Sweden. Our point of departure is that e-lending has necessitated new library collaborations between local, regional and national levels, and therefore, institutional e-lending setups have emerged. The study seeks to provide better understanding of how the institutional setups are structured, how governance logics have shaped them and what tensions and dynamics become visible in the key actors’ problematisations of these setups.

Design/methodology/approach

The study is situated in the neo-institutional tradition and applies the institutional logics perspective. The research questions are answered by taking a qualitative approach, grounded in an extensive interview study with representatives of libraries, publishers and policy actors in three Scandinavian countries. To provide in-depth insight into e-lending setups, the scope of empirical material is then limited to accounts the central library and policy actors involved in establishing e-lending.

Findings

The analysis shows that the e-lending setups are both similar (especially when it comes to financing), and different across Scandinavia, especially when it comes to centralisation and involvement of librarians in this task. The differences are attributed to the influence of different governance logics (question of administrative autonomy, collaboration in the field and existing legal and political frames), and to what extent the digital and market logics are incorporated or rejected in the field.

Originality/value

The study provides new insights into the question of how Scandinavian public libraries face the consequences of the digitalisation of book distribution and consumption by investigating how they organise their e-lending services. This has not been explored before, notably in a comparative perspective.

Abstract

Purpose

The purpose of this study is to assess the awareness and preparedness level of the chief librarians (CLs) of the universities of Punjab and the Federal area in Pakistan concerning censorship. The study also aims to identify the preferred sources the respondents use to update their knowledge about censorship.

Design/methodology/approach

The research work is based on the survey method. A questionnaire was used to collect data from the CLs of 105 universities. The collected data was analysed descriptively.

Findings

The major findings of the study are that there is a dire need to improve the awareness level of the university library CLs regarding censorship. It was also found that a majority of the CLs do have not any formal written policy to handle censorship issues. However, religion was the main cause of censorship in a majority of cases. The study also indicated that social media was the most preferred source CLs use to update their knowledge.

Research limitations/implications

The current study covers only the CLs of universities of Punjab and the Federal area. Therefore, its findings cannot be generalized to all the library professionals of Pakistan.

Practical implications

The study will help to understand the awareness level of CLs about censorship-related issues and provide an opportunity for university authorities to arrange training programs for the CLs to enhance their capabilities to deal with censorship issues.

Originality/value

The study will provide awareness and preparedness status of CLs regarding censorship issues.

Abstract

Purpose

Data protection requirements heavily increased due to the rising awareness of data security, legal requirements and technological developments. Today, NoSQL databases are increasingly used in security-critical domains. Current survey works on databases and data security only consider authorization and access control in a very general way and do not regard most of today’s sophisticated requirements. Accordingly, the purpose of this paper is to discuss authorization and access control for relational and NoSQL database models in detail with respect to requirements and current state of the art.

Design/methodology/approach

This paper follows a systematic literature review approach to study authorization and access control for different database models. Starting with a research on survey works on authorization and access control in databases, the study continues with the identification and definition of advanced authorization and access control requirements, which are generally applicable to any database model. This paper then discusses and compares current database models based on these requirements.

Findings

As no survey works consider requirements for authorization and access control in different database models so far, the authors define their requirements. Furthermore, the authors discuss the current state of the art for the relational, key-value, column-oriented, document-based and graph database models in comparison to the defined requirements.

Originality/value

This paper focuses on authorization and access control for various database models, not concrete products. This paper identifies today’s sophisticated – yet general – requirements from the literature and compares them with research results and access control features of current products for the relational and NoSQL database models.

Abstract

Purpose

The purpose of this article is to share this study’s efforts to foster belonging in special collections public service spaces, as Black and Latina practitioners of color, while navigating known systemic professional barriers to inclusivity in the library information profession.

Design/methodology/approach

In this conceptual essay, frameworks from Black and Chicana feminist theories are applied which resonate deeply with this study’s practices but are not often encountered in library spaces, namely intersectional nepantla, which is used to situate the positionality within special collections.

Findings

Fostering belonging in special collections environments is an ongoing effort, but this study offers reflections in solidarity with all who seek to increase inclusivity and equity in their spaces. It is believed that the cumulative impact of many small actions implemented from the ground up can potentially be as significant as top-down, administrative charges.

Originality/value

This article's originality stems from both its authors and the methodology. As BIPOC practitioners, to the authors emphasize the authentic, day-to-day interactions that are essential to developing inclusivity and equity in special collections and archival spaces. Special collections reference workers have limited time off desk to collaborate and conduct research.
