Abstract

Purpose

The purpose of this article is to discuss the assessment and inclusion of stakeholders' perception, and citizen participation instances to implementing management options to deal with climate threats within the existing institutional framework in Uruguay.

Design/methodology/approach

The approach being followed has different directional approaches and integrates them within a single assessment. First, a prescriptive climate change top-down path. Second, stakeholders' perception is assessed within a bottom-up risk-management model. Third, institutional agreements, arrangements, and consensus are reached. Considering the need for agreed and effective options, the approach is customized and turned flexible enough to accept inputs from scientists, managers, and stakeholders.

Findings

The co-production of knowledge and the achievement of agreed and feasible options is achieved by means of a consultation process which results in adaptive co-management agreements and collective decisions. This process is seen as both an empowerment of local actors and a multi-stakeholder learning-by-doing experiment. This allows for both an increase in coping capacity to climate threats and facilitates long standing conflict resolution.

Originality/value

Much literature discusses the importance of the role of social power in inclusive processes towards adaptation, and how difficult is ceding a genuine voice to stakeholders. The co-production of knowledge is a way to achieve the rapprochement of scientists with institutional and community actors. Thus, the participatory process gives stakeholders responsibility for identifying their specific needs and priorities and helps to establish community ownership.

Abstract

Purpose

This paper aims to not only disentangle the recently altered law and policy on coastal management in New South Wales (NSW), Australia, but also raise opportunities for fresh ideas to develop when dealing with both existing and future coastal damage. The focus is on the role of local government which is not only closer to concerned citizens but also faces costal damage on its own doorstep.

Design/methodology/approach

The paper explores the topic from the beginnings of relevant statutory law to the current situation, supported by a case study. It is transdisciplinary in nature, encompassing land use and coastal legislation.

Findings

The narrative encourages further attention to the key issues at the local level. This is underpinned by the need for planners to move beyond zoning and other restrictive mechanisms to more strategic approaches. All levels of government must recognise that regulatory planning on its own is insufficient. This leads to the need for champions to consider opportunities beyond the ordinary.

Originality/value

While this paper will add to a growing literature on coastal damage and action at the local level, its emphasis on the benefits and limitations of the changing statutory system will assist not only policy makers but professional officers at the local forefront.

Abstract

Purpose

An efficient and adequate environmental monitoring plan is essential to any integrated coastal zone management (ICZM) program. The purpose of this paper is to apply an environmental diagnostic study to a coastal lagoon using anthropogenic markers as a decision support tool to aid the development of coastal environmental management policies.

Design/methodology/approach

Specifically, environmental status and anthropogenic sources were determined as part of a coastal environmental management plan; a study of human occupation and use was conducted to determine the predominant human activities around the lagoon; an environmental diagnostic study was conducted to determine the occurrence, levels and distribution of markers; and the results of the environmental diagnostic study were compared to indicators stipulated in Brazilian legislation.

Findings

Land use study revealed both urban and rural activities around the lagoon, as evidenced by the existence of residences, restaurants as well as poultry and livestock activities. The environmental diagnostic study revealed the input of human sewage (treated and raw) and runoff from animal husbandry activities.

Practical implications

The information produced using anthropogenic markers showed the influence of less studied rural activities, such as livestock and poultry farming, thereby providing a more reliable environmental status compared to the use of classic indicators employed in laws issued by international and Brazilian agencies.

Originality/value

The present results show that classic indicators used by environmental agencies are insufficient for an accurate diagnosis of coastal zones with multiple anthropogenic activities. Thus, the modernization of the environmental monitoring plan of the ICZM program is urgently needed for a more accurate assessment of coastal environments.

Abstract

This paper presents part of the results of ongoing integrated and interdisciplinary studies conducted at a vulnerable coastal lagoon system with the aim of protecting it from further anthropogenic pollution. The target area is in southwestern Turkey, consisting of a lake that joins the Mediterranean Sea via a lagoon channel system. Land resources in the watershed are identified, including all the elements of the physical environment that influence potential land‐use, and are illustrated by the application of geographical information systems through mapping and visualization of various thematic layers of land. This study will enlighten those working on lagoon watersheds aiming at conservation of natural resources since it states the results of the studies conducted so far through various disciplines, and presents how data are utilized by the groups in an integrated manner. Based on the available data, pre‐modelling studies on hydrodynamic modelling and on water quality modelling are also referred. Identification of a watershed depends on gathering satisfactory data, which will further be used to establish sustainable development and management plans, apart from utilizing the obtained data for watershed and hydrodynamic modelling approaches and to better understand such complex systems.

Abstract

Purpose

Given the extensive destruction resulting from the devastating 2004 Indian Ocean tsunami that destroyed and damaged resort complexes in southern Thailand, the purpose of this research paper is to focus on the planning of architecture of resorts in two layers: the relationship of structures and land use to the natural environment, and the identification of specific design flaws that resulted in the loss of life.

Design/methodology/approach

An international collaborative effort led to site visits by our research team to the hardest‐hit resort areas of Khao Lak, Takua Pa, and Ko Phi Phi on December 29, 2004‐January 6, 2005, and in February 2005. The research team had direct contact with the adverse effects of the tsunami and gained insightful understanding on how structures and faulty architectural designs worsened the disaster and obstructed the process of saving lives. Analysis of these effects were then compiled and used to underpin subsequent proposals for resort reconstruction to minimize future destruction which may result from such calamities.

Findings

Close scrutiny and subsequent analysis of various factors which magnified the destruction and damage caused by the tsunami resulted in action plan proposals for sustainable resort development aimed at avoiding a repeat of the tragedy. These include responses to site, architecture, structures, building services and landscaping. More specifically proposals were made on issues of relocation, modifications of design flaws, introduction of escape routes, safer rooms, restoration of waterways, co‐generation, tree plantation and incorporation of natural landscape.

Research limitations/implications

Most of the information and data were gathered first hand at the location mentioned. More studies are needed to reinforce and further validate the proposed measures as generally applicable in similar locations.

Originality/value

An action plan outlining measures aimed at minimizing damage from such natural disasters could provide a useful resource in future planning of resorts in tsunami prone locations.

Abstract

All countries are addressing the drastic climate changes as high priority issues. The impact of climate change on coastal land use in Taiwan has been especially severe due to the country's long coastline. As such, developing strategies to promote the protection of coastal land is critical for the sustainable development of the land. At present, even though the central government has developed the relevant adaptation strategies and implementation plans in response to climate change. Due to the limited resources, determining which protection strategy should be implemented as a top priority will require a strategic evaluation for planning and reference purposes.

While most of the existing literature on coastal land use has been focused on the establishment of a vulnerability index along with an analysis of adaptation strategies very little of the existing literature discusses research that has been conducted in relation to an in-depth analysis of climate change and coastal land use. Therefore, this study uses the fuzzy analytic hierarchy process to conduct an exploration of coastal land use and protection strategy. The study compiled the literature and related data to establish five major assessment dimensions and 16 protection strategy evaluation indicators. After the empirical investigation and analysis, the findings demonstrated that the designation of coastal conservation areas is the most important aspect in terms of strategies to protect coastal land, followed by land subsidence control and the establishment of land disaster warning systems.

Abstract

Purpose

This study aims to show a case study of ecosystem-based adaptation (EbA) measures to increase coastal system’s resilience to extreme weather events and sea-level rise (SLR) implemented at Kiyú (Uruguayan coast of the Rio de la Plata river estuary).

Design/methodology/approach

A participatory process involving the community and institutional stakeholders was carried out to select and prioritise adaptation measures to reduce the erosion of sandy beaches, dunes and bluffs due to extreme wind storm surge and rainfall, SLR and mismanagement practices. The recovery of coastal ecosystems was implemented through soft measures (green infrastructure) such as revegetation with native species, dune regeneration, sustainable drainage systems and the reduction of use pressures.

Findings

Main achievements of this case study include capacity building of municipal staff and stakeholders, knowledge exchanges with national-level decision makers and scientists and the incorporation of EbA approaches by subnational-level coastal governments. To consolidate EbA, the local government introduced innovations in the coastal management institutional structure.

Originality/value

The outcomes of the article include, besides the increase in the resilience of social-ecological systems, the strengthening of socio-institutional behaviour, structure and sustainability. This experience provides insights for developing a strategy for both Integrated Coastal Management and climate adaptation at the national scale.

Purpose

Environmental threats of immediate risk in areas such as coastal zones (CZ) have aroused new trends of citizenship and participatory democracy. The purpose of this paper is to analyse elements within those trends, such as environmental culture, socio‐political context, dynamics of social associative movement and integration of local knowledge. It also aims to contribute to an overview of the opportunities and barriers found in considering socio‐cultural and educational challenges in CZ.

Design/methodology/approach

In this analysis, case studies of integrated coastal management occurring worldwide were selected and reviewed, considering several nuances of socio‐economic and political contexts of CZ. Experiences of public response to coastal catastrophes such the Prestige oil spill in Spain, are also described.

Findings

Whether implementing sustainable coastal management through either balanced systems (between large and small‐scale strategies) or through largely bottom‐up approaches, participation is detected as one of the main factors for a successful integrated approach. Principles such as participatory governance and social justice should be adopted in initial phases of sustainable management processes and preferably involve all of the implied actors of CZ.

Originality/value

The literature reviewed highlighted specific factors that have empirically contributed to participatory sustainability of CZ, integrating three dimensions of citizenship: education, society's dynamics and culture.

Purpose

The purpose of this paper is to examine how, why and to what effect pounamu (New Zealand greenstone) came to be owned and managed by Ngai Tahu as part of a Treaty of Waitangi settlement.

Design/methodology/approach

The value of pounamu to the Maori iwi Ngai Tahu, and the strategic importance and legislative mechanism of its vesting in Ngai Tahu are described. The current legal arrangements for pounamu are compared with those for other minerals and natural resources affected by Treaty of Waitangi settlements. The legally controversial issues of mandate, entitlement and enforcement that have arisen since the vesting are traversed.

Findings

The return of pounamu was critical in settling Ngai Tahu's Treaty claims. Other natural resources have also been subject to Treaty claims, and some have been restored in whole or in part to Maori control. Pounamu is now owned and controlled by Ngai Tahu. Customary uses of pounamu are allowed, as potentially is mining that is supported by research. Current research aims to determine extraction rates for sustainable use, based on a definition of the resource as pounamu that is available for surface discovery and collection. The process of vesting pounamu in the legal entity established to represent Ngai Tahu was controversial, and complex disputes about customary rights and pounamu source(s) have dominated criminal proceedings undertaken to protect Ngai Tahu interests in pounamu.

Originality/value

The story of pounamu provides an interesting example of a developing feature of resource management law and practice in New Zealand: resources that are owned and/or managed under a set of legal arrangements designed within the terms of settlement for a claim under the Treaty of Waitangi.

The increased awareness of the need to preserve and improve the natural and social environment has given rise to many studies and international conferences. Coast cities are especially vulnerable, since many have to cope with industrial and other pollution from inland as well as their own (which may include smog, e.g. Los Angeles), while their tourism depends on the attractiveness of their beaches (which may be restricted in length and area), water quality etc. Their urban and tourism development may have detracted from their attractiveness. Tourism movement to, in and from them may be highly seasonal, causing congestion and accidents, and entailing the building of accommodation and other services for peak demand. Many once popular resorts have lost much of their past tourism. The urban coastal population is over 800 million, and is forecasted to reach one billion about the year 2000, about 16% of the world's population: over 6 million tons of litter reach the sea each year [Time Magazine June 1, 1992 — based on UNEP and World Resources Inc.].
