Abstract

Purpose

The purpose of this study results and recommendations will have a paramount significance for policymakers, policy advocates, development planners and practitioners who may be in need of such information for reconsideration, evaluation and inclusion into their respective development and humanitarian programming and operational strategies. Above all, the study result has further provided the local community with viable adaptation strategies to climate-induced changes in the study area.

Design/methodology/approach

This study was conducted to measure the livelihood vulnerability of Borana pastoralists to climate change and variability in southern Ethiopia. Pastoralists’ households were sampled using multistage sampling techniques. A total of 27 socio-economic and biophysical indicators were used to reflect vulnerability components: adaptive capacity, exposure and sensitivity. Principal component analysis was used to develop weights for indicators and to produce livelihood vulnerability index to classify households according to their level of vulnerability. Ordinal logistic regression was used to identify the determinants of vulnerability to climate-induced stresses.

Findings

The results showed that 24.4% of households were highly vulnerable, 60.3% were moderately vulnerable and 15.3% of households were less vulnerable to climate-induced stresses. Factor estimates of the logistic model further revealed that early warning information, bush encroachment, coping strategy, temperature, drought frequency, provision of humanitarian services and food shortage during the normal season of the year have a significant influence on vulnerability in the study area.

Social implications

The study’s results and recommendations will be of great significance to policymakers, development planners, and practitioners who require such information for reconsideration, evaluation, and inclusion in their respective development and humanitarian program and operational strategies. Most importantly, the study’s findings have provided the local community with practical adaptation strategies to climate-induced changes in the study area.

Originality/value

The study explored pastoralist perception of climate change and variability and measured the livelihood vulnerability of pastoralists’ households to climate change and variability and finally investigated viable adaptation and coping strategies in the study area.

Abstract

Purpose

This paper aims to present the “Vulnerability Sourcebook” methodology, a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning. The Vulnerability Sourcebook has been developed for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and has been applied in more than twenty countries worldwide.

Design/methodology/approach

It is based on a participative development of so-called climate impact chains, which are an analytical concept to better understand, systemise and prioritise the climate factors as well as environmental and socio-economic factors that drive climate related threats, vulnerabilities and risks in a specific system. Impact chains serve as the backbone for an operational climate vulnerability assessment with indicators based on quantitative approaches (data, models) combined with expert assessments. In this paper, the authors present the concept and applications of the original Vulnerability Sourcebook, published in 2015, which was based on the IPCC AR4 concept of climate vulnerability. In Section 6 of this paper, the authors report how this concept has been adapted to the current IPCC AR5 concept of climate risks.

Findings

The application of the Sourcebook is demonstrated in three case studies in Bolivia, Pakistan and Burundi. The results indicate that particularly the participative development of impact chains helped with generating a common picture on climate vulnerabilities and commitment for adaptation planning within a region. The mixed methods approach (considering quantitative and qualitative information) allows for a flexible application in different contexts. Challenges are mainly the availability of climate (change) and socio-economic data, as well as the transparency of value-based decisions in the process.

Originality/value

The Vulnerability Sourcebook offers a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning.

Climate change and the COVID-19 pandemic are complex and have multifaceted effects on countries in an unpredictable and unprecedented manner. While both COVID-19 and the climate crisis share similarities, they also have some notable differences. Being both systemic in nature with knock-on and cascading effects that propagate due to high connectedness of countries, COVID-19, however, presents imminent and directly visible dangers, while the risks from climate change are gradual, cumulative and often distributed dangers. Climate change has more significant medium and long-term impacts which are likely to worsen over time. There is no vaccine for climate change compared to COVID-19. In addition, those most affected by extreme climatic conditions have usually contributed the least to the root causes of the crisis. This is in fact the case of island economies. The chapter thus investigates into the vulnerability and resilience of 38 Small Islands Developing States (SIDs) to both shocks. Adopting a comprehensive conceptual framework and data on various indices from the literature and global databases, we assess the COVID-19 and climate change vulnerabilities of SIDs on multiple fronts. The results first reveal a higher vulnerability across all dimensions for the Pacific islands compared to the other islands in the sample. There is also evidence of a weak correlation between climate change risk and the COVID-19 pandemic confirming our premise that there are marked differences between these two shocks and their impacts on island communities.

Purpose

Sub-Saharan Africa (SSA) is regarded as a region with one of the worst cases of armed conflict and climate risk. This paper examines the interactive effect of armed conflict and climate risk on gender vulnerability in SSA.

Design/methodology/approach

The difference and system generalised method of movement (GMM) were used to examine the relationship between the variables using annualised data of 35 SSA countries from 1998 to 2019.

Findings

The paper found strong evidence that armed conflict and climate change are positive predictors of gender vulnerability. The impact of climate change on gender vulnerability is found to be more direct than indirect.

Practical implications

The direct and indirect positive effect of armed conflict and climate change on gender vulnerability implies that climate change drives gender vulnerability through multiple channels. This underscores the need for a multi-disciplinary policy approach to addressing gender vulnerability problem in SSA.

Originality/value

The study contributes to the climate action debate by highlighting the need for climate action to incorporate gender inclusive policies such as massive investment in infrastructure and safety nets that offer protection to the most vulnerable girls and women affected by armed conflict and climate change. Societies should as a matter of urgency strive to structural barriers that predispose girls and women to biodiversity loss.

Abstract

Purpose

The concept of vulnerability in climate change literature is underpinned by numerous theoretical contributions across different disciplines leading to disparate understandings of what climate change vulnerability entails, as well as different methodological frameworks for assessment. This multiplicity of contributions helped not only to frame and shape different understandings of vulnerability but also to define the conceptual and analytical elements considered as critical in any climate change vulnerability assessment. The purpose of this paper is to review the literature on climate change vulnerability and explore and synthesize those conceptual and analytical aspects considered fundamental in a vulnerability assessment in climate change.

Design/methodology/approach

Drawing on existing literature on climate change vulnerability and vulnerability assessment frameworks, the paper provides a review of the conceptual elements regarded as critical in integrated assessments of climate change vulnerability to date.

Findings

A review of the existing literature identified nine critical elements in vulnerability assessments: the coupled human-environment system and place-based analysis; key components of vulnerability; multiple perturbations; scales of analysis; causal structures of vulnerability; engaging stakeholders; differential vulnerability; historical and prospective analysis; and dealing with uncertainty. The paper concludes by highlighting some of the remaining challenges and limitations for the development of integrated vulnerability assessment in climate change research.

Originality/value

The paper presents a synthesis that draws on existing literature on climate change vulnerability theory, as well as vulnerability assessment frameworks that attempt to apply those concepts in the assessment of climate change vulnerability.

Abstract

Purpose

This paper aims to investigate shrimp income losses of farmers in the four farming systems in the research areas of Ca Mau, Vietnam, and determine the vulnerability of shrimp farming income to climate change events.

Design/methodology/approach

Field research interviews were conducted with 100 randomly selected households across the four farming systems to access shrimp income status and vulnerability levels to climate change events. Four focus groups, each aligned to a particular farming system, were surveyed to categorise likelihood and consequences of climate change effects based on a risk matrix worksheet to derive levels of risk, adaptive capacity and vulnerability levels.

Findings

Shrimp farmers in the study areas have been facing shrimp income reduction recently and shrimp farming income is vulnerable to climate change events. There are some differences between farmers’ perspectives on vulnerability levels, but some linkages are evident among shrimp farmer characteristics, ramifications for each farming system, shrimp income losses and shrimp farmers’ perspectives on vulnerability levels of shrimp incomes. From an income perspective, farmers operating in intensive shrimp farming systems appear to be less vulnerable to existing and expected climate change effects relative to those in mixed production or lower density systems.

Originality/value

Having identified the vulnerability level of shrimp farming income to climate change events in different farming systems based on shrimp farmers’ perspectives, the paper adds new knowledge to existing research on vulnerability of the aquaculture sector to climate change. The research findings have implications for policymakers who may choose to encourage intensive shrimp farming to enhance shrimp farmer resilience to the effects of climate change as well as improving cultivation techniques for shrimp farmers. The findings could thus guide local government decision-making on climate change responses and residents of Ca Mau as well as within the wider Mekong Delta in developing suitable practical adaption measures.

Purpose

This paper aims to propose a collaborative approach toward an integrated vulnerability assessment to climate change in Germany that attempts to bridge the gap between scientific output and policy demand.

Design/methodology/approach

Conceptually, the approach follows the definition of vulnerability as used by the Intergovernmental Panel on Climate Change, but it has modified this basic concept. It clearly distinguishes between three time slices (presence, near and remote future) not only regarding the change in the climatic conditions but also socio-economic development trends.

Findings

The paper concentrates on the selected methodological framework, the collaborative research design and those preliminary results of the nationwide vulnerability assessment that are transferable to other settings.

Practical implications

A Vulnerability Network (“Netzwerk Vulnerabilitaet”) emerged from an applied research project commissioned under the Adaptation Action Plan of the German Strategy for Adaptation to Climate Change by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety and the Federal Environment Agency. The assessment serves as evidence basis for the implementation of the German Adaptation Strategy. Thus, all relevant federal authorities and agencies are represented in the Vulnerability Network.

Originality/value

The approach is the first really integrative vulnerability assessment for the whole Germany, as it considers not only 16 sectors but also interconnections between these sectors and cumulative effects for three different time slices. Moreover, the normative component of the assessment was clearly separated from the analytic one. The Vulnerability Network as a whole has been responsible for all normative decisions to be taken during the assessment procedure thus ensuring a wide understanding and acceptance of commonly achieved results.

Abstract

Purpose

This paper aims to investigate farmers’ vulnerability to climate change and variability in the northern region of Ghana.

Design/methodology/approach

The study assessed the vulnerability of male-headed and female-headed farming households to climate change and variability by using the livelihood vulnerability index (LVI) and tested for significant difference in their vulnerability levels by applying independent two-sample-student’s t-test based on gender by using a sample of 210 smallholder farming households.

Findings

The results revealed a significant difference in the vulnerability levels of female-headed and male-headed farming households. Female–headed households were more vulnerable to livelihood strategies, socio-demographic profile, social networks, water and food major components of the LVI, whereas male-headed households were more vulnerable to health. The vulnerability indices revealed that female–headed households were more sensitive to the impact of climate change and variability. However, female-headed households have the least adaptive capacities. In all, female-headed farming households are more vulnerable to climate change and variability than male-headed farming households.

Research limitations/implications

The study recommends that female-headed households should be given priority in both on-going and new intervention projects in climate change and agriculture by empowering them through financial resource support to venture into other income-generating activities. This would enable them to diversify their sources of livelihoods to boost their resilience to climate change and variability.

Originality/value

This is the first study that examined the gender dimension of vulnerability of smallholder farmers in Ghana by using the livelihood vulnerability framework. Female subordination in northern region of Ghana has been profound to warrant a study on gender dimension in relation to climate change and variability, especially as it is a semi-arid region with unpredictable climatic conditions. This research revealed the comparative vulnerability of male- and female-headed households to climate change and variability.

Abstract

Purpose

This research aims to develop a model that may be used to determine the effective adaptive measures to implement in a system affected by climate change.

Design/methodology/approach

The three primary dimensions of the model were individually investigated and then the linkages among them were developed. Specifically, the nature of climate change was examined and the issues emerging from the changes were analyzed. Next, an intensive study of system vulnerabilities was conducted, and the third factor in the model, risk, is then explored. Afterwards, the conceptual framework, which is the foundation of the climate change vulnerability risk model, was devised and the model created.

Findings

The model is a three‐dimensional matrix with the nature of climate change, vulnerabilities, and risks as its chief dimensions. It identifies the four natures of climate change, namely: variability, intensity, frequency, and quantity and the vulnerability types to be socio‐economic, biophysical, technological, and institutional. Meanwhile, risks are classified as income, biodiversity, health, mortality, and infrastructure risks.

Research limitations/implications

The research is the first phase of a three‐stage study on the linkages among climate change, vulnerability, and risks. It is the development stage of the framework that exemplifies the interrelationships among these variables and is the basis of the statistical and econometric analyses in the later stages.

Originality/value

The climate change vulnerability risk model was developed to act as an analytical guide in understanding the effects of climate change to systems. The model may be used to determine the effective adaptive measures to apply in the system, through a comparative analysis of the variables in the matrix.

Abstract

Purpose

This chapter proposes a way to deepen our understanding of the health impacts of climate change. It explores how and why individuals and communities may experience the climate change-human health interface in different ways.

Design/methodology/approach

We suggest that the concepts of structural vulnerability and narrative inquiry can provide a thick (ethnographic) description of how and why individuals and communities experience and give meaning to the health impacts of climate change. We begin by defining the two concepts before bringing them together to explore the relationship between climate change and health.

Findings

The combination of these two concepts offers the potential to advance our knowledge in two key ways. Firstly, they facilitate a critical and interpretive approach to both the notion of agency and the public health paradigm of the ‘rational-actor’. Secondly, they reveal how vulnerability to climate change is embodied at the level of the mundane and everyday.

Social implications

These concepts, when applied to the climate change–human health interface, can help demonstrate how vulnerability is often a social construction, and, with sufficient political will, may be ameliorated. We see the combination of the concepts discussed here as an opportunity for research to address inequality and justice.

Originality/value

This paper takes two innovative and established concepts in medical anthropology (structural vulnerability) and social science (narrative inquiry) and invites their application to our understanding of climate change and human health. Research analysed via these concepts will provide a clearer understanding of the impacts of climate change and experiences of vulnerability.
