Abstract

This chapter contributes to the discourse on the impact of employee participation in organisations. Using worker co-operatives as special cases of participatory firms, we discuss the role of values in organisations and their importance in a business context. We devise and apply the CoopIndex diagnostic tool as a method of assessment of the ‘health’ of an organisation whose members aspire to align co-operative management with the application of the co-operative principles and values.

Abstract

The purpose of our article is to contribute to the further understanding of individual responses to pluralism, by studying in particular the role played by critiques and compromises in the formulation of such responses. Drawing on theoretical insights from the sociology of conventions, we look at the various modes of justification publicly advanced by French co-operators when engaging with co-operative principles. Our analysis allows us to identify three main instantiations, that is situated and flexible enactments, of these principles: pragmatic, reformist, and political. Our contribution to the understanding of pluralism and its instantiations by organizational members is threefold. First, in contrast with studies drawing on an institutional-logics perspective, our study shows that individual instantiations of pluralism rely not only on positive affirmations of logics but also on critical mobilizations of competing logics. Second, our study shows that pluralism can be understood not only as co-existing multiple logics, but also as different possible instantiations of the same logic, the ambiguity of which allows compromises to be settled with other logics. Third, we suggest that organizational members’ responses to pluralism often involve more than two logics, which are combined into a complex set of interdependent judgments. In addition, in relation to co-operative studies, our proposed typology provides a mapping that usefully extends the range of possibilities found in co-operators’ instantiations of co-operative principles, thus furthering our understanding of the diversity of the co-operative movement.

Abstract

Purpose – The aim of this study is to examine the impact of co-operative governance structures on citizen participation in public service provision.Methodology – Using a multiple case study-approach, we analyse and compare five examples of co-operative public–citizen partnerships in Austria and Germany.Findings – The study clearly shows that co-operatives can be a tool for both, (1) the bottom-up self-organization of citizens (co-operative as ‘contested space’) and (2) the top-down organization to canalize citizen participation (co-operative as ‘invited space’). Co-operative public–citizen partnerships therefore represent a balancing act between dependency through public funding and autonomy through community-based decision making.Research implications and limitations – The chapter underlines the importance of context-sensitive qualitative research. Limitations might stem from the fact that municipal areas might differ in other countries than Germany and Austria, for example, due to legal prerequisites.Practical implications – If regional government representatives are supporting a bottom-up initiative, they are more inclined to provide crucial resources for the public–citizen partnership and tensions between different stakeholders involved are weakened.Social implications – Co-operative public–citizen partnerships might enhance participatory democracy and seem to strengthen solidarity and social cohesion on the neighbourhood level.Originality/value of chapter – In showing that co-operatives are a suitable governance structure for community organizations, which enhance democratic decision making and foster social innovation in public service delivery, we support the findings of other studies. The chapter suggests that in order to enhance our understanding of citizen participation, context-sensitive research that goes beyond merely descriptive governance analysis is needed, taking into account the historical trajectories of public–citizen partnerships.

Abstract

Purpose – The aim of this chapter is to explore the current trend for new ‘mutual’ models of public service delivery as part of a process of personalisation and commodification of health and social care design and service delivery.

Design/methodology/approach – The authors use the thesis of commodification and the concept of value to explore, with the aid of three examples from previous research, the complexity of transfer of large-scale services from local government and health bodies and the potential contribution of co-operatives and mutuals to this agenda.

Findings – Mutuals may provide an alternative to the supposedly inevitable progression to wholly commodified health and social care provision. However, a top-down push to encourage employee-owned enterprises may fail to take account of significant issues: high capital and labour costs; transfer of risk to consumers purchasing services; quality of care assurance; scope and scale of services; and enabling policies and structures to support democratic ownership and control of enterprises.

Research implications/limitations – Although the chapter focuses on Welsh experience, there are implications for the future provision of public services more generally.

Originality/value – This chapter contributes to a growing discourse and critical awareness of co-operatives and mutuals as potential public service providers. In particular, the nature of democratic engagement and involvement; models of co-ownership and co-construction of public services and the role of the State in promoting alternative non-marketised systems of design and delivery for the public good as well as maintaining accountability through local and national democratic processes.

Abstract

Purpose – Dairy has been the backbone of agriculture in regional Norway, and the processing of milk has been dominated by co-operatives owned by milk farmers. During the social democratic order (1945–1979), productivist agriculture thrived, while a more multifunctional agriculture was developed after 1980. As a measure against overproduction, a quota system was introduced in 1983. The purpose of this study is to see if there are signs of a neo-productivism revival after climate change and other global shocks, like the food crisis, featured prominently on the political agenda.

Design/methodology/approach – The chapter reviews the radical structural changes in Norwegian dairy production since the early 1960s, which reduced the number of milk farms radically from 148,000 in 1959 to almost 16,000 in 2009. According to the Agricultural Agreement between the Norwegian government and the farmers' organisations, the co-operatives are given an important semi-public role as market-price regulators and stock keepers. This Norwegian system may be described as a classical regulated dairy regime. The Norwegian dairy regime has been through several deregulations and re-regulations over the last 20 years, partly forced by internal pressures and partly inspired by liberalisation tendencies abroad.

Findings – After mid-1990s, there has been an increase in the number of joint dairy farms, where individual ownership of land is maintained while herds, buildings and machinery are merged. Three thousand six hundred thirty dairy farmers are now participating in 1,510 joint farming firms, producing 29 per cent of the milk in Norway. This rapid growth of joint farming is transforming the dairy sector in Norway. Analysis has shown that its evolution is closely tied to farmer socio-economic demands, including social benefits, such as increased leisure time, and security during illness. While there has been pressure to increase productivity, the food crisis changed attitudes, making the current policy of import tariffs and subsidies easier to defend.

Originality/value – This chapter shows that neo-liberalism in Norway was not pursued as far as in most other OECD countries, although some deregulation was taking place. Norwegian agricultural policies are still regulating the sector to a substantial degree, with the annual Agricultural Agreement negotiations serving as a centrepiece. Norway has ambitious climate goals, and by 2020 greenhouse gases emissions should be reduced to 30 per cent of the 1990 rate. A further goal is that Norway will be carbon neutral by 2030. As part of the implementation of its climate policy, a White Paper on agriculture and climate change was put forward in May 2009. For Norwegian food production as a whole, a change towards more grazing at the expense of crops would improve carbon storage and reduce the overall use of fertiliser. Such a shift in land use would benefit the dairy sector, in part because of easier access to domestically grown cow feed.

Abstract

This paper presents integrated models of probabilistic vehicle routing and scheduling model with time windows and dynamic traffic simulation. The probabilistic model incorporates the uncertainty of travel times. After applying the models to test road network, incorporating the uncertainty of travel times using the models not only allows freight carriers to reduce their total costs, but also improves the environment in terms of decreasing CO2 emissions. As well, the paper investigated the effects and profitability of co-operative freight transport systems using a simulation model based on forecast vehicle routing and scheduling model. Results showed cooperative freight transport systems can lead to a substantial reduction in total delivery costs and total travel times within the whole road network.

Abstract

Purpose – The chapter is concerned with the practice of social accounting as enabling understanding and development of accountability relationships within a global values-based organisation operating with those in emerging and less developed countries.

Design/methodology/approach – The research takes a case-based approach to the experience of social accounting and reporting from 2005 to 2009 with Shared Interest Society, an international fair trade finance organisation.

Findings – The findings are better understandings of how accountability relationships within the case organisation are developed over time through social accounts. Shared Interest's social accounts suggest a way to move towards understandings of accountability that acknowledge organisational values and the needs and expectations of different stakeholder groupings.

Research limitations/implications – The research examines a single organisation with a particular focus on their social accounts. Nevertheless, this offers considerable insight into how accountability is developed within a single organisational setting.

Social implications – Through social accounting, awareness of issues concerning fair trade can be raised at an organisational, local and national level. The case organisation is underpinned by the fundamental value of working for the common good to benefit humanity and/or the planet rather than working for individual gain using financial assets held for the benefit of society, in this case through the financing of international fair trade within developing nations where fair trade is seen as part of a solution to bring benefit to the world's poorest people.

Originality/value – The research responds to a lack of empirical studies within social accounting addressing fieldwork exploration in ‘values-based’ organisations and specifically co-operative-based organisations where social accounts are used to communicate with stakeholders, in this case at the level of fair trade producers.

Abstract

The transformation from an industrial to a knowledge economy and society are underway. In the knowledge economy, the knowledge of people and organizations—their intellectual capital assets—are the primary factors of production and the source of wealth. This is in contrast to other kinds of capital that fueled the industrial and the agricultural economies. Librarians have understood the knowledge society as one characterized by an increased focus on digital resources and an expanded use of virtual channels to deliver those resources. However, the nature of the knowledge society and economy is far more expansive than a digital environment. A knowledge society is one in which all members of a society engage in knowledge transactions—in the business environment, in the social sphere, in civic activities, and in everyday environmental actions. This view of the knowledge society presents new opportunities for librarians to leverage their intellectual capital. This chapter profiles the intellectual capital assets of librarians, considers how they align with professional competencies, and presents use cases that illustrate the value of these assets. Future scenarios illustrate how traditional functional competencies might shift in the knowledge economy. These also suggest contexts which highlight undervalued or new competencies. Seven observations describe how librarians might prepare for expanded roles in the knowledge society.

Abstract

Within hierarchical relationships, subordinates are expected to obey the existing order and to function well. Their deviance or organisational misbehaviour is usually regarded negatively and as a threat to the system. However, there seems to be a paradox: Subordinates' deviance and (occasional) misbehaviour does not threaten organisational hierarchy but often re-establishes or even strengthens hierarchical order even though it challenges it. In itself, this phenomenon is quite self-evident. What is less clear is when exactly subordinates' deviance might contribute to the (further) stabilisation, continuation and persistence of the hierarchical social order and when it might be indeed system threatening. For interrogating the specific conditions and consequences of subordinates' deviance within organisational settings, the concept of crossing of boundaries will be introduced and differentiated into weak, medium and strong crossings. The concept will then be applied to subordinates' deviance in the realms of social action, interests, identity and norms and values.

Abstract

Purpose

To examine metrics used for performance measurement, analysis, and decision-making by insurance cooperatives.

Design and approach

A documentary review and semi-structured interviews of three large insurance cooperatives form the basis of the study.

Findings

The analysis suggests insurance co-operatives metrics are consistent with investor-owned companies. These measures do not recognize the cooperative principles and values which consistent the formative basis of these insurance co-operatives.

Practical implications

The insurance co-operatives under examination do not engage in a comparison to other insurance co-operatives; rather comparisons are made against investor-owned companies. As this analysis is used in decision-making and strategy formulation, guiding the direction of the co-operatives the questions must be raised: does the co-operative difference exist in the insurance sector and how (and what) performance analysis tools are used to assess their performance?

Originality

There is a paucity of research in the area of metrics and analytics of co-operatives. As such this article expands the academic scope of examination of co-operatives in the context of financial and accounting operations. Additionally, it adds to the ongoing discussion in the academy focused on the nature of co-operatives and the nature of the co-operative difference.
