Abstract

Purpose

The interconnections between climate change and health are well studied. However, there is a perceived need for studies that examine how responses to health hazards (e.g. cardiovascular diseases, ozone layer effects, allergens, mental health and vector-borne diseases) may assist in reducing their impacts. The purpose of this paper is to review the evidence on health responses to climate hazards and list some measures to address them.

Design/methodology/approach

A mixed literature review, bibliometric analysis and an original online survey were undertaken on 140 participants from 55 countries spread across all geographical regions.

Findings

The bibliometric analysis identified that most climate-related health hazards are associated with extreme weather events. However, only one-third of the investigated papers specifically analysed the connections between climate change and health hazards, revealing a thematic gap. Also, although Africa is highly affected by climate change, only 5% of the assessed studies focused on this continent. Many respondents to the survey indicated “heat distress” as a significant vulnerability. The survey also identified social determinants relevant to climate-induced health vulnerabilities, such as socioeconomic and environmental factors, infrastructure and pre-existing health conditions. Most respondents agree that policies and regulations are the most effective adaptation tools to address the public health hazards triggered by climate change. This paper presents some suggestions for optimising public health responses to health hazards associated with climate change, such as the inclusion of climate-related components in public health policies, setting up monitoring systems to assess the extent to which specific climate events may pose a health threat, establishing plans to cope with the health implications of heatwaves, increased measures to protect vulnerable groups and education and awareness-raising initiatives to reduce the overall vulnerability of the population to climate-related health hazards. These measures may assist the ongoing global efforts to understand better – and cope with – the impacts of climate change on health.

Originality/value

The combination of a literature review, bibliometric analysis and an original world survey identified and presented a wide range of responses.

Abstract

Purpose

The overall objective of this study is envisaged to provide decision makers with actionable insights and access to multi-risk maps for the most in-danger stave churches (SCs) among the existing 28 churches at high spatial resolution to better understand, reduce and mitigate single- and multi-risk. In addition, the present contribution aims to provide decision makers with some information to face the exacerbation of the risk caused by the expected climate change.

Design/methodology/approach

Material and data collection started with the consultation of the available literature related to: (1) SCs' conservation status, (2) available methodologies suitable in multi-hazard approach and (3) vulnerability leading indicators to consider when dealing with the impact of natural hazards specifically on immovable cultural heritage.

Findings

The paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. The results highlight the danger at which the SCs of Røldal, in case of floods, and of Ringebu, Torpo and Øye, in case of landslide, may face and stress the urgency of increasing awareness and preparedness on these potential hazards.

Originality/value

The contribution for the first time aims to homogeneously collect and report all together existing spread information on architectural features, conservation status and geographical attributes for the whole group of SCs by accompanying this information with as much as possible complete 2D sections collection from existing drawings and novel 3D drawn sketches created for this contribution. Then the paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. Then it highlights the danger of floods and landslides at which the 28 SCs are subjected. Finally it reports how these risks will change under the ongoing impact of climate change.

Abstract

Living with physical hazards is an everyday issue for the people of Bangladesh because different seasons bring different kinds of uncertainties. Sometimes traditional knowledge and practices (Alam, 2007) help them to adjust to these conditions; in some occasions, these hazards turn into catastrophic disasters causing deaths and bringing unbearable damages in different sectors. In addition to the tangible damages incurred due to hazards, in most of the cases, these hazards injure the internal social organizations at different levels (for example, household, community, and institutional) and affect their assets. Thus, the community resilience is greatly weakened, which makes people susceptible to upcoming hazards. Scientists suggest that climate change-induced threats and uncertainties in the forms of erratic rainfall patterns that result in drought conditions and sometimes floods, abnormal foggy conditions, change in the wind direction and the characteristic patterns of seasons, anomalies in the temperature regimes, and the occurrence of cyclones will bring new dimensions to existing situations. These natural hazards, temperature rises, and sea level rise–induced inundations will contribute to the breakdown of the traditional systems of living; they also bring change in topographical factors (for example, flooding), biophysical factors (changes in the crop yields, runoff, risks of the spread of infectious diseases, changes in the vegetation pattern), and socioeconomic factors (per capital income, health, education, population density) (World Bank, 2001).

Abstract

The Ba River catchment and delta on the island of Viti Levu, Fiji, supports a wealth of livelihoods and is populated by diverse communities who are living with an increased frequency and intensity of hydro-meteorological hazards (floods, cyclones and droughts). Participatory mapping as part of focus group discussions is a tool that can be used to elucidate communities’ understanding of the differing impacts of multiple hazards, as well as the strategies used to prepare and respond to different hazards. In this chapter, the authors present the results of qualitative research undertaken with members of three communities along the Ba River, from the Nausori highlands to the coastal mangroves, with a particular focus on recent floods (2009, 2012) and Tropical Cyclone Winston (2016). The communities draw on a wide range of livelihood strategies from fishing and agriculture to tourism and outside work. Natural hazard events vary in their impact on these livelihood strategies across the landscape and seascape, so that community members can adjust their activities accordingly. The temporal ‘signatures’ of ongoing impacts are also variable across communities and resources. The results suggest that taking a broad, landscape (and seascape) approach to understanding how communities draw livelihoods is valuable in informing effective and inclusive adaptation strategies for environmental change. Furthermore, documenting how the landscape is used in a mapped output may be a valuable tool for future social impact assessment for resource extraction activities.

Abstract

Purpose

This research aims to develop a model that may be used to determine the effective adaptive measures to implement in a system affected by climate change.

Design/methodology/approach

The three primary dimensions of the model were individually investigated and then the linkages among them were developed. Specifically, the nature of climate change was examined and the issues emerging from the changes were analyzed. Next, an intensive study of system vulnerabilities was conducted, and the third factor in the model, risk, is then explored. Afterwards, the conceptual framework, which is the foundation of the climate change vulnerability risk model, was devised and the model created.

Findings

The model is a three‐dimensional matrix with the nature of climate change, vulnerabilities, and risks as its chief dimensions. It identifies the four natures of climate change, namely: variability, intensity, frequency, and quantity and the vulnerability types to be socio‐economic, biophysical, technological, and institutional. Meanwhile, risks are classified as income, biodiversity, health, mortality, and infrastructure risks.

Research limitations/implications

The research is the first phase of a three‐stage study on the linkages among climate change, vulnerability, and risks. It is the development stage of the framework that exemplifies the interrelationships among these variables and is the basis of the statistical and econometric analyses in the later stages.

Originality/value

The climate change vulnerability risk model was developed to act as an analytical guide in understanding the effects of climate change to systems. The model may be used to determine the effective adaptive measures to apply in the system, through a comparative analysis of the variables in the matrix.

Abstract

Purpose

The purpose of this paper is to investigate the functionality and main results of the ImmoRisk tool. The aim of the project of the Federal Ministry for Transport, Building and Urban Development (BMVBS), in corporation with the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR), was to develop a user-friendly tool that provides a sound basis with respect to the risk situation caused by extreme weather events.

Design/methodology/approach

The tool calculates the annual expected losses (AEL) for different types of extreme weather hazard and the damage rate as the proportion of AEL on building value, based on a trinomial approach: natural hazard, vulnerability and the value of the property.

Findings

The paper provides property-specific risk profiles of both the present and future risk situation caused by various extreme weather events.

Research limitations/implications

The approach described in the paper can serve as a model for the realization of subsequent tools in further countries bound with other climatic risks.

Practical implications

The real estate industry is affected by a significant rise in monetary damages caused by extreme weather events. Accordingly, the approach is suitable for implementation in the companies’ real estate risk management systems.

Social implications

The tool offers homeowners a profound basis for investment decisions with regard to adaptation measures.

Originality/value

The approach pioneers fourfold: first, by meeting the needs of the housing and real estate industry based on a trinomial approach; second, by using a property-specific bottom-up approach; third, by offering both a comprehensive risk assessment of the hazards storms, flood and hailstorm and finally, by providing results with respect to the future climatic risk situation.

Climate change and the COVID-19 pandemic are complex and have multifaceted effects on countries in an unpredictable and unprecedented manner. While both COVID-19 and the climate crisis share similarities, they also have some notable differences. Being both systemic in nature with knock-on and cascading effects that propagate due to high connectedness of countries, COVID-19, however, presents imminent and directly visible dangers, while the risks from climate change are gradual, cumulative and often distributed dangers. Climate change has more significant medium and long-term impacts which are likely to worsen over time. There is no vaccine for climate change compared to COVID-19. In addition, those most affected by extreme climatic conditions have usually contributed the least to the root causes of the crisis. This is in fact the case of island economies. The chapter thus investigates into the vulnerability and resilience of 38 Small Islands Developing States (SIDs) to both shocks. Adopting a comprehensive conceptual framework and data on various indices from the literature and global databases, we assess the COVID-19 and climate change vulnerabilities of SIDs on multiple fronts. The results first reveal a higher vulnerability across all dimensions for the Pacific islands compared to the other islands in the sample. There is also evidence of a weak correlation between climate change risk and the COVID-19 pandemic confirming our premise that there are marked differences between these two shocks and their impacts on island communities.

Abstract

Private household insurance has been relatively uncommon among households in Samoa to date. Meanwhile, numerous other adaptation interventions are also being implemented, including community-based adaptation (CBA) projects which draw on the skills of the community to address the climate change-related hazards that are expected to affect local communities. Through semi-structured interviews with community members from the urban/peri-urban area around Apia (with and without insurance) and an insurance company representative, this research explores private household natural perils insurance uptake in Samoa and the effect that the uptake of this insurance has on household engagement in other climate change adaptation (CCA) strategies such as CBA projects. Findings suggest that individuals whose homes are already insured with natural perils insurance are more likely to express more individualistic values or beliefs than those without natural perils insurance. Insured homeowners commonly framed adaptation as a technical challenge, with insurance being part of the technical and expert-led approach to prepare for, manage and recover from extreme events. In contrast, householders without insurance perceived CCA as less of a technical task and more of a social process. Those individuals with private household natural perils insurance coverage (in keeping with their more individualistic values) reported that they were less engaged in CBA projects compared to participants without insurance (who held more communalistic values). Given the importance of household participation in CBA projects, an increased uptake of insurance may have problematic outcomes for the adaptive capacity of the broader community.

Abstract

The impact of climate disasters (e.g., floods, storms, or landslides), which are generally of low intensity and high frequency, should not be overlooked in developing countries. Global experiences related to the damage due to these disasters indicate that such events can be devastating in communities that are vulnerable to hazardous impacts. Cumulative effects of climate disasters are a sign of a potential catastrophe. Moreover, the recent increase in these events poses additional issues that increase the cost of local public administration, including emergency operation and infrastructure recovery. This chapter explains key problems related to climate disasters that are increasing, particularly in the local area of developing countries, and clarifies the need to incorporate climate disaster risk reduction into public development planning and practice. The chapter also provides descriptions of the research location, approaches of the study, and the structure of this book.

Abstract

Purpose

A number of severe weather events have influenced a shift in UK policy concerning how climate-induced hazards are managed. Whist this shift has encouraged improvements in emergency management and preparedness, the risk of climate change is increasingly becoming securitised within policy discourses, and enmeshed with broader agendas traditionally associated with human-induced threats. Climate change is seen as a security risk because it can impede development of a nation. The purpose of this paper is to explore the evolution of the securitisation of climate change, and interrogates how such framings influence a range of conceptual and policy focused approaches towards both security and climate change.

Design/methodology/approach

Drawing upon the UK context, the paper uses a novel methodological approach combining critical discourse analysis and focus groups with security experts and policymakers.

Findings

The resulting policy landscape appears inexorably skewed towards short-term decision cycles that do little to mitigate longer-term threats to the nation’s assets. Whilst a prominent political action on a global level is required in order to mitigate the root causes (i.e. GHG emissions), national level efforts focus on adaptation (preparedness to the impacts of climate-induced hazards), and are forming part of the security agenda.

Originality/value

These issues are not restricted to the UK: understanding the role of security and its relationship to climate change becomes more pressing and urgent, as it informs the consequences of securitising climate change risks for development-disaster risk system.
