Abstract

The government's vision for children's services in England and Wales, Every Child Matters (DfES, 2003), and the subsequent Children Act 2004 are ground‐breaking in that they encourage local authorities to focus on child outcomes and demand the integration of previously separate services, such as social care and education. Previous articles in this series were by Herbert Laming (2006), whose inquiry helped pave the way for the 2004 legislation, and Tom Jeffery (2006), the Director‐General of the central government Directorate for Children, Young People and Families. In this article, John Coughlan, one of the new Directors of Children's Services, gives his perspective on implementing the new legislation at local authority level. What follows is an edited transcript of John Coughlan's comments.

Abstract

Purpose

Whilst the government makes progress on opening up children’s social work, including child protection, to the market place and to private and commercial businesses, there has been little comment on the strengths and weaknesses, and the opportunities and threats, of the political policy direction being pursued. In particular, what are the implications for the integration and consolidation of services, which had been the “joined-up” services policy ambition of previous governments and, for health and social care services, remain the declared ambition of the current government? The paper aims to discuss these issues.

Design/methodology/approach

This paper considers the potential impact on children’s social work services and child protection from the government’s policy and regulatory changes which open up all children’s social work to the market place.

Findings

Particular concerns are noted that the changes now being allowed and promoted will lead to greater fragmentation rather than integration.

Originality/value

This is the first paper to reflect on the government’s push and preference for the unregulated market place it created in 2014 for children’s social work, including child protection.

Abstract

The number of children in England, and the number who may need additional support from services, is large and growing. At the latest count there are approximately three million children aged under five, 6.4 m aged 5‐14, and 3.1m young people aged 15‐19. Children and young people from ethnic minority backgrounds make up about a fifth of the total population under 20 ‐ much higher than for other age groups. In total there are reckoned to be 12m children, 400,000 children in need, 59,700 looked after children, 320,000 disabled children, 600,000 live births a year and approximately one million with mental health disorders (DoH, 2003a).No single agency or profession can cater for such a large and disparate number of individuals, but increasingly their needs are crossing traditional organisational and professional boundaries. The partnership imperative that has become so influential in services for adults is now set to re‐shape the domain of children's services. Accordingly, the aim of this article is to examine the genesis of this imperative, to explore the emergent policy responses and to gauge their likely effectiveness.

Abstract

The Children Act 1989 sought to be evidence based in that its development reflected a growing body of research in the field of child care. This article explores the dynamic relationship between research, policy and practice in child welfare in the UK over the subsequent 21 years. It looks at the implications for the workforce and professional expertise, with a particular focus on social work. Initially, the implementation of the Act was closely associated with social services but provision has become more integrated and multidisciplinary. This has led to a far‐reaching debate about the roles and tasks of social work and its efficacy in safeguarding and promoting children's welfare. Social work can make a broad contribution to child welfare but to realise this both the role of social work and the knowledge base on which it is based must not be defined in a narrow or prescriptive way.

Abstract

Purpose

The purpose of this paper is to chart the history of personal social services for children and families in the UK and examine the factors that have influenced it. Special attention is given to changing perceptions of rights, the impact of scandals and the contribution of child development research.

Design/methodology/approach

Analysis of historical documents and research reports using four methods: a timeline of milestones, demarcation of distinct developmental periods, trends in policy and practice and comparisons of children’s needs and experiences at different times.

Findings

The evolution of services has not been linear. In policy, there have been reform and retrenchment, amalgamation and differentiation. Practice has been shaped by the emergence of new problems and the disappearance of old ones as well as by legislation, extreme events, research and finance, all occurring in specific political, moral and economic contexts.

Originality/value

An analysis of developments in children’s services in their political, economic, moral and research contexts.

Abstract

Purpose

The purpose of this study was to explore early help provision to children and families not reaching the Children Act (1989) child in need threshold, across all 152 English local authorities in 2017.

Design/methodology/approach

A freedom of information request was used, in September 2017, to obtain information regarding recorded numbers, attributes and referral reasons for Early Help cases, case categorisation, professional groups involved in this provision and models of practice.

Findings

Responses revealed there are no common protocols categorising referrals and identified needs of children and young people. Child behavioural issues were the most frequently occurring category followed by parenting issues and child emotional well-being. The numbers of children engaged by Early Help services varied with a range between Barnsley with 7.8% of children under 18 years old and Richmond on Thames with 0.33% and only exceeded children in need in a 7 out of 71 reporting authorities. Models of practice used were most commonly based on the assessment framework, which operates at all social work thresholds including child protection. The enquiry found a diverse workforce involved in Early Help and sets it within a context of local thresholds for dealing with large increases in referral rates to children’s services departments in recent years.

Originality/value

The study provides a unique insight into the nature and scope of Early Help provision across England. The relationship between existing thresholds of intervention in the child welfare system is underexplored in the social work literature.

Abstract

This article outlines the experience of the first 260 Sure Start Local Programmes of developing interagency partnerships in their areas. It draws on quantitative and qualitative data collected between 2000‐2005 by the implementation module of the government‐commissioned National Evaluation of Sure Start. Following a résumé of the aims and design of the Sure Start Local Programme initiative, a description of the implementation module methodology and an overview of existing knowledge around inter‐agency collaboration, five factors are identified which impacted on the partnership‐building task. These comprise: the nature of partnership history; clarity of purpose; the extent of strategic commitment at the highest levels; trust among partners; and the characteristics of the national workforce. The article concludes by highlighting the continuing relevance of these issues to the new collaborations required by the UK government's Every Child Matters agenda, including the work of children's centres.

Purpose

Following the passage of the Children Act, 2004, the leadership of children's services in England has been unified through the appointment of Directors of Children's Services. The role is demanding as it requires leading a range of services in each local authority, which are often subject to a high degree of public and political scrutiny. The change of government in May 2010 shifted the nature of these challenges by reforming the guidance to local authorities and by placing restrictions on local authority expenditure. This paper aims to explore the skills required by leaders in this complex and changing environment.

Design/methodology/approach

The paper draws on the findings of a scoping study conducted for the National College for Leadership of Schools and Children's Services and describes and analyses the skills and capabilities required by leaders of children's services in England.

Findings

The paper offers a view of what might constitute “effective” leadership, and the skills needed to meet the requirements of improving the lives of children and young people.

Originality/value

The paper offers an analysis of the way in which interventions to enhance leadership in this area might contribute to better outcomes for children and young people in the future in an era of significant change following the formation of the UK Coalition government in May 2010.

Abstract

Purpose

The purpose of this paper is to describe a collaboration between independent researchers and an English local authority to develop a framework for understanding and measuring outcomes in children centres.

Design/methodology/approach

The project was based on developing a system for collecting quantitative and qualitative data that would reflect the multi-dimensional services delivered by children centres. This was called the Early Intervention Performance Outcomes Framework. It utilised the concept of interim outcomes and in so doing the aim was to create a system that would provide evidence for the difference these services could make to children and their families’ lives. It was also important for the system to enhance and not detract from service capacity in a period of austerity.

Findings

The paper reports on the project when it had generated its first year of data. The paper describes the overall success of the project, the on-going challenges it faces and provides some examples of how interim outcomes represented “steps along the way” for children and families.

Originality/value

The innovative collaboration described in this paper provides a positive example of how research methods can enhance both service design and delivery. It will be of interest to both those who work and manage children’s services and those engaged in research.
