Abstract
This chapter reviews some of the technical background relating to the designs of digital infrastructures for financial services. Such technical background could be useful to the understanding of the design choices that the central banks and pertinent regulators face when developing or promoting open digital infrastructures for financial services. First, the chapter reviews modularity and interoperability in the design of digital infrastructure. The chapter then examines three broad architectural models of open digital infrastructures: decentralized, centralized and distributed. The chapter ends with some lessons learnt from the different architectural models that have been implemented in practice.

Abstract
Purpose
This study investigates into how organizations enable the compatibility between intermediary role of conventional systems with disintermediary potentials of blockchain toward the coordination of multiple actors in operations management.
Design/methodology/approach
The data were collected from 31 interviewees of the case organizations. We conduct an in-depth case study of successful BC implementation in operations management, by using affordance-actualization (A-A) theory as the theoretical lens.
Findings
This study identifies the incompatibility between the affordances of conventional systems and blockchain in coordination/operations management and offers a process model in which a fusion phase enables the affordances to be compatible and then to be actualized. The fusion phase extends A-A theory by transposing and connecting in the context of operations management. The result also shows that blockchain technology has decentralized potentials to address the issues caused by centralized organizations or information systems, while not to replace the intermediary roles of centralized organizations or information systems.
Originality/value
This study makes important theoretical contributions to the literature on blockchain used in operations management, the roles of blockchain enablement and affordance-actualization theory. The findings can also help IT practitioners to implement BC-based applications effectively.

Abstract
Purpose
The purpose of this paper is to propose a mobile and social-based question-and-answer (Q&A) system that analyzes users' social relationships and past answering behavior, considers users' interest similarity and answer quality to infer suitable respondents and forwards the questions to users that are willing to give high quality answers.
Design/methodology/approach
This research applies first-order logic (FOL) inference calculation to generate question/interest ID that combines a users' social information, interests and social network intimacy to choose the nodes that can provide high-quality answers. After receiving a question, a friend can answer it, forward it to their friends according to the number of TTL (Time-to-Live) hops, or send the answer directly to the server. This research collected data from the TripAdvisor.com website and uses it for the experiment. The authors also collected previously answered questions from TripAdvisor.com; thus, subsequent answers could be forwarded to a centralized server to improve the overall performance.
Findings
The authors have first noticed that even though the proposed system is decentralized, it can still accurately identify the appropriate respondents to provide high-quality answers. In addition, since this system can easily identify the best answerers, there is no need to implement broadcasting, thus reducing the overall execution time and network bandwidth required. Moreover, this system allows users to accurately and quickly obtain high-quality answers after comparing and calculating interest IDs. The system also encourages frequent communication and interaction among users. Lastly, the experiments demonstrate that this system achieves high accuracy, high recall rate, low overhead, low forwarding cost and low response rate in all scenarios.
Originality/value

Abstract
Purpose
The digitization of electronic document management (EDM) in the construction industry has become more common in nature with the evolution of technology. However, there are still some limitations in EDM in the common data environment which can be improved with the integration of blockchain technology. The purpose of this paper is to identify the limitations of the current EDM system in the construction industry, to determine the potential of blockchain in improving the EDM system in the construction industry and challenges towards blockchain-based EDM.
Design/methodology/approach
Semi-structured interviews were conducted with nine (9) respondents with background from the construction industry and blockchain expertise. Content analysis was used to analyze the primary data.
Findings
Current EDM system in the construction industry possessed limitations such as system maturity, high cost, slow adoption of technology and security concerns. Blockchain is able to make improvements in the current EDM system in terms of data integrity, data tracking, data immutability, data security, data trustability, and data accountability. Several challenges such as costs, blockchain scalability and industry knowledge, industry culture and hardware need to overcome prior blockchain-based EDM systems can be widely applied in the construction industry.
Originality/value
The research findings provide insight on future EDM in the construction industry and aids future research in this field.

Abstract
Purpose
This paper offers an empirical overview of European emergency managers' institutional arrangements and guidelines for using social media in risk and crisis communication.
Design/methodology/approach
The authors collected and analysed material including publicly accessible relevant legal acts, policy documents, official guidelines, and press reports in eight European countries – Germany, Italy, Belgium, Sweden, Hungary, Finland, Norway, and Estonia. Additionally, the authors carried out 95 interviews with emergency managers in the eight countries between September 2019 and February 2020.
Findings
The authors found that emergency management institutions' social media usage is rarely centrally controlled and social media crisis communication was regulated with the same guidelines as crisis communication on traditional media. Considering this study's findings against the backdrop of existing research and practice, the authors find support for a “mixed arrangement” model by which centralised policies work in tandem with decentralised practices on an ad hoc basis.
Practical implications
Comparative insights about institutional arrangements and procedural guidelines on social media crisis communication in the studied countries could inform the future policies concerning social media use in other emergency management systems.
Originality/value
This study includes novel, cross-national comparative data on the institutional arrangements and guidelines for using social media in emergency management in the context of Europe.

Purpose
This paper aims to gain empirical insights into the relationship between lean production and digitalization within Industry 4.0 from a process-theoretical perspective. Following an initial report at the European Lean Educators Conference 2021 conference, the authors searched for explanations as to why digital lean tools stagnate, whereas production improves continuously.
Design/methodology/approach
This paper is based on a qualitative case study in a Norwegian processing industry company over a period of 18 months from 2020 to 2022.
Findings
Process theory offers explanations of why digitalization and lean can change over time. Despite agile development, digitalization is still characterized by centralization and programmatic planning. Lean production is decentralized, with long-term and continuous change processes. This creates challenges for coordination between digitalization and lean.
Practical implications
Organizations should strive for coordination and collaboration between central and local decision makers and between digital and business process competence. Digital systems should have built-in flexibility for local setup, and local managers need sufficient competence to set up systems that are aligned with continuous improved production.
Originality/value
This study contributes empirical insights into real-life industry challenges to a literature that has until now been theoretical and focused on potential synergies.

Abstract
Purpose
The aim of this study was to analyze the effects of carbon reduction efforts and preservation efforts on system benefits in the cold chain industry of fresh products.
Design/methodology/approach
This study develops an optimal decision game model for the fresh products in the cold chain, incorporating the retailer's preservation effort and the supplier's carbon emission reduction effort. It quantifies the relationship between carbon emission reduction effort, preservation effort and system profit. The model considers parameters like carbon trading price, consumer low-carbon preference and consumer freshness preference, reflecting real-world conditions and market trends. Numerical simulations are conducted by varying these parameters to observe their impact on system profit.
Findings
Under the carbon cap-and-trade policy, the profit of the fresh cold chain system is higher than that of the fresh cold chain system without carbon constraints, and the profit of the supplier under decentralized decision-making is increased by nine times in the simulation results. The increase in carbon trading prices can effectively improve the freshness level of fresh products cold chain, carbon emission reduction level and system profit.
Originality/value
This study comprehensively considers the factors of freshness and carbon emission reduction, provides the optimal low-carbon production decision-making reference for the fresh food cold chain and promotes the sustainable development of the fresh food cold chain.

Abstract
Purpose
The growing implementation of electronic health (e-health) systems has raised the importance of analyzing how these systems have been implemented in diverse regions. By employing a contextual sensitive approach and social mechanism theory, this study aims to better understand the reasons for the success and failure of e-health initiatives in the ex-Yugoslav region and derive useful insights for policymakers.
Design/methodology/approach
We employ a narrative review process grounded in the social mechanism theory, extended with field experts’ review, to acquire state-of-the-art information.
Findings
Findings indicate that different e-health systems coexist and evolve in different contexts in different countries, with varying levels of success. The contextual differences shape the broader environment, affecting the level of preparedness and capability for e-health implementation. Top-down approaches dominate e-health implementation in most countries when it comes to design process features, and more developed countries do not rely on strong social mechanisms for implementing e-health due to the openness of their culture towards e-health innovations.
Practical implications
Analyzing the milestones, challenges and functionalities of e-health systems in the region of interest can assist policymakers, academics and practitioners in making informed decisions and recommendations to enhance future e-health implementation.
Originality/value
No known studies evaluated e-health initiatives in the former ex-Yugoslav countries holistically and evolutionarily in the form of a comprehensive regional study. Further, our research endeavor is contextually specific since the health systems of these countries in the past were tied together under the federative umbrella health system and then diverged in terms of e-health development.

Abstract
Purpose
Warehouses are under pressure to operate as efficiently as possible. In pursuit of attaining high efficiency in the order picking process, the warehouse manager must take several planning decisions, typically supported by a central planning system. However, highly centralised work erodes the autonomy of warehouse workers, interfering with worker well-being and productivity. This study holistically explores the impact of a work system with more decision autonomy for order pickers.
Design/methodology/approach
We conduct a unique field experiment in a real-world warehouse and use a within-subjects design to compare two work systems, one with worker autonomy and one without. 18 permanent employees participate in our study, in which we measure both psychosocial and physical well-being as well as productivity. Post-experimental interviews are conducted to delve deeper into the observed effects.
Findings
Our study illustrates that involving order pickers in operational decisions can benefit their job satisfaction and motivation without compromising productivity. Although we fail to find significance at the conventional level (α = 0.05), we do find marginally significant effects of our treatment on physical well-being aspects. Furthermore, our intervention invoked a highly positive user experience.
Practical implications
We show that slightly loosening tight process control results in organisational and individual benefits without endangering smooth operational flows. The warehouse in this paper acknowledged this and decided to permanently work according to this philosophy.
Originality/value
This study is the first to holistically explore the effects of a participatory work setting in a real-world warehouse.
