Abstract

Purpose

China and India have made significant strides in transforming their agricultural sectors to cut hunger and poverty for the masses through improved agricultural productivity. Given limited land and shift of labor to non-agricultural sector, increasing productivity will continue to be central in agricultural growth in the twenty-first century. The purpose of this paper is to provide comparative analysis of the agricultural total factor productivity (TFP) growth in the two countries. It complements existing literature by examining the evolution and drivers of TFP at disaggregated sub-national level. Richer data allows a deeper understanding of the nature and drivers of TFP growth in the two countries.

Design/methodology/approach

This paper applies different analytical framework to address different research questions using data since 1980. China study estimates a parametric output-based distance function using a translog stochastic frontier function. Productivity growth index and its multiple components are calculated using parameters derived from the parametric approach to identify the characteristics of technology such as structural bias. India study first applies data envelopment analysis to estimate the aggregate productivity growth index, technical change (TC), and efficiency change. Next productivity indexes by for traditional crops are estimated using growth accounting framework at state level. Finally, a panel regression links TFP on its determinants.

Findings

Several common themes emerge from this comparative study. Faced with similar challenges of limited resources and growing demand, improving productivity is the only way to meet long-term food security. Agriculture sector has performed impressively with annual TFP growth beyond 2 percent in China and between 1 and 2 percent in India since the 1980s. The TFP growth is mainly propelled by technological advance but efficiency had been stagnant or even deteriorated. This study provides a granular picture of within country heterogeneity: fast growth in the North and Northeast part of China, South and East of India.

Research limitations/implications

The study suggests some possible policy interventions to improve agricultural productivity, including investment in agricultural R & D to create advanced production technology, effective extension programs and supportive policies to increase efficiency, and diversification from staple crops for sector-wide growth. The India study suggests certain policies may not be contributing much to productivity growth in the long run due to a negative impact on environment. Further studies are needed to expand the productivity analysis to take into consideration of the negative externalities to the society. Data enhancement to account for quality-adjusted inputs could improve the estimation of productivity growth.

Originality/value

Each country study reveals certain prospects of the agricultural sector and production technology. China analysis statistically confirms the existence of technical inefficiency and technology progress, suggests the translog form is appropriate to capture the production technology and satisfies conditions stipulated in theoretical models. The results indicate TC does not influence the contribution of output or input to the production process. India study pinpoints the lagging productivity growth of traditional crops, which still derives growth from input expansion. Although different states benefited from different crops, sector-wide productivity gain is primarily the result of diversification to high-value crops and livestock products.

Abstract

Purpose

The purpose of this monograph is to present the first English translation of a unique French colonial report on women living under colonial rule in West Africa.

Design/methodology/approach

The issue begins with a discussion of the contribution this report makes to the history of social development policy in Africa, and how it serves the on‐going critique of colonisation. This is followed by the English translation of the original report held in the National Archives of Senegal. The translation is accompanied by explanatory notes, translator’s comments, a glossary of African and technical terms, and a bibliography.

Findings

The discussion highlights contemporary social development policies and practices which featured in identical or similar forms in French colonial social policy.

Practical implications

As the report demonstrates, access to basic education and improving maternal/infant health care have dominated the social development agenda for women in sub‐Saharan Africa for over a century, and will continue to do so in the foreseeable future in the Millennium Development Goals which define the international community’s agenda for social development to 2015. The parallels between colonial and post‐colonial social policies in Africa raise questions about the philosophical and cultural foundations of contemporary social development policy in Africa and the direction policy is following in the 21st century.

Originality/value

Though the discussion adopts a consciously postcolonial perspective, the report that follows presents a consciously colonial view of the “Other”. Given the parallels identified here between contemporary and colonial policy‐making, this can only add to the value of the document in exploring the values that underpin contemporary social development practice.

Abstract

The effects of environmental change are becoming more noticeable in the Lower Mekong Basin, where there is growing pressure on the agriculture-based livelihoods of communities living along the mainstream of the Mekong River. This chapter presents an investigation of temporal seasonal variability in four communities of Kratie Province, Cambodia, including identification of locally developed strategies to adapt to temporal changes in weather patterns. A mixed-methods approach was adopted, combining historical hydrometeorological data with participatory seasonal calendars and daily routine diaries. Seasonal calendars were compiled from nine workshops across four villages in Kratie Province, and daily diaries were collected from seven individuals across three villages. The results indicate that patterns in rainfall, flooding and drought have become more variable due to the impacts of environmental change; a phenomenon that will likely continue into the future. Without effective, locally appropriate adaptation measures, changing weather patterns will likely continue to have adverse impacts on communities in the region due to their reliance on reliable seasonal rainfall and flooding events for crop cultivation. Households and communities in the study region have already developed a number of approaches to mitigate the adverse impacts of environmental change. This research also reiterated the importance of incorporating both local knowledge and scientific data to gain the most accurate understanding of the impacts of environmental change in a given region.

Abstract

Purpose

Federal crop insurance programs are the primary risk management programs of the US farm programs. Currently, these programs have been criticized for being disproportionally in favor of the riskier areas. Despite previous researchers having widely speculated its existence, a formal study of the scale, spatial pattern and fiscal impacts of such misrating phenomenon is still missing in the literature.

Design/methodology/approach

This paper first purposes an empirically testable definition of misrating, and then detects the scale of the misrating phenomenon by using over two million actuarial records collected by United States Department of Agriculture (USDA's) risk management agency since 1989. Furthermore, multiple spatial statistics methods have been adopted to study the spatial patterns of the misrating statuses. Finally, the paper builds a simple theoretical model to study the potential fiscal impacts of any policy attempts to mitigate the misrating issue.

Findings

The result reveals that roughly 40% of the counties display some degree of misrating. Furthermore, the distribution of misrating displays a significant pattern of positive global spatial autocorrelation, which reflects the existence of regional clusters of premium rate mispricing. Last but not least, the paper concludes that whether an attempt toward fair rating decreases the total program outlay or not relies on the demand elasticity of crop insurance in both overrated and underrated regions.

Originality/value

This paper offers the first attempt to quantify the scale, identify the spatial pattern and evaluate the fiscal impact of the premium misrating in federal crop insurance programs.

Abstract

Purpose

This paper aims to investigate the impacts of climate change on the People's Republic of China's (PRC) grain output using rural household survey data. The paper highlights the regional differences of impacts by estimating output elasticities (with respect to climate change) for different grain crops and different regions.

Design/methodology/approach

The paper uses production function to investigate the responses of grain output to climate variables as well as other traditional input variables. The use of production function approach allows us to do away with the competitive land market assumption as required in the Ricardian approach. The paper will use interaction terms of climate variables and regional dummies to capture the regional differences of climate change impact on grain crops.

Findings

The results indicate that the overall negative climate impacts on the PRC's grain output range from −0.31 to −2.69 percent in 2030 and from −1.93 to −3.07 percent in 2050, under different emission scenarios. The impacts, however, differ substantially for different grain crops and different regions.

Originality/value

This paper addresses the limitations of existing literature by highlighting regional differences and crop varieties using the most recent nationwide rural household survey data. The results indicate pronounced regional differences and crop differences in the impacts of climate changes on PRC's grain output.

Purpose

Grey modeling technique is an important element of grey system theory, and academic articles applied to agricultural science research have been published since 1985, proving the broad applicability and effectiveness of the technique from different aspects and providing a new means to solve agricultural science problems. The analysis of the connotation and trend of the application of grey modeling technique in agricultural science research contributes to the enrichment of grey technique and the development of agricultural science in multiple dimensions.

Design/methodology/approach

Based on the relevant literature selected from China National Knowledge Infrastructure, the Web of Science, SpiScholar and other databases in the past 37 years (1985–2021), this paper firstly applied the bibliometric method to quantitatively visualize and systematically analyze the trend of publication, productive author, productive institution, and highly cited literature. Then, the literature is combed by the application of different grey modeling techniques in agricultural science research, and the literature research progress is systematically analyzed.

Findings

The results show that grey model technology has broad prospects in the field of agricultural science research. Agricultural universities and research institutes are the main research forces in the application of grey model technology in agricultural science research, and have certain inheritance. The application of grey model technology in agricultural science research has wide applicability and precise practicability.

Originality/value

By analyzing and summarizing the application trend of grey model technology in agricultural science research, the research hotspot, research frontier and valuable research directions of grey model technology in agricultural science research can be more clearly grasped.

Abstract

Purpose

To illuminate the underlying logic of western Kansas farmers’ decisions to irrigate at unsustainable rates and the state’s regulatory policies and practices that enable depletion of the Ogallala aquifer.

Methodology/approach

Ethnographic interviewing of 39 western Kansas farmers, state water management personnel, and archival research.

Findings

Farmers occupy an ambiguous position as petty capitalists who focus attention on their own farms with seasonal planning horizons, and they hold a view of “good stewardship” that melds economic and noneconomic considerations, and that provides a rationale for unsustainable irrigation practices. The state resolves the contradiction between the finite groundwater resource and ideological commitments to economic growth by devolving responsibility for water management to groundwater users.

Research limitations/implications

While the small sample size is likely to be representative of the larger pool of irrigators, further research with other farmers representative of the region will be necessary to verify findings.

Social implications

Depletion of the Ogallala aquifer contributes to farm consolidation and community decline, and the ecological costs will leave future farmers and remaining communities without the benefits of groundwater. Western Kansas will likely have to revert to a system of dryland farming.

Abstract

Purpose

The implementation of circular economy strategies is one of the central objectives of several governments seeking a transition toward a sustainable development. Circular economy in agriculture deals with the production of agricultural commodities making an efficient use of resources and avoiding unnecessary waste and carbon emission generation. Disruptions in the production and supply of critical agricultural products can have serious negative repercussions for firms and consumers of the food supply chain. In recent decades, disruptions generated by natural disasters such as hurricanes, thunderstorms and floods have greatly impacted social communities and industrial sectors. Supply chain risks approaches are seen to contribute key elements to address the impacts of natural disaster toward the implementation of circular economy in agriculture, helping to prevent collapses in the production and supply of food. The purpose of this paper is to study and identify flood risk drivers and their effects on the sustainability of an agriculture supply chain in connection with a circular economy strategy. By using an extended Step-wise Weight Assessment Ratio Analysis method combined with a multi-criteria decision analysis, the most essential flood drivers with a degree of importance are reported here. Then, the authors propose an Evaluation of Data based on average ASsessment method, to rank different agricultural projects that pretend to mitigate the flood risks and its impacts on crop areas. The application of this research lies within the framework of a real agricultural project founded by the European Commission Scientific Section, called RUC-APS.

Design/methodology/approach

The authors use management science-based tools to address circular economy in agriculture. The authors propose a multi-criteria-based methodology to assess the risks of flooding in crops areas. To validate the proposed methodology, a case example from Spain is discussed to rank different agricultural projects that pretend to mitigate the flood risks and its impacts on crop areas.

Findings

The proposed multi-criteria methodology confirmed a successful application to rank different agricultural projects that pretend to mitigate the flood risks and its impacts on crop areas. Organizations and firms in the agricultural business can use the methodology to identify risks drivers and to detect the best projects to mitigate the highest impacts of flooding risks in crops areas.

Originality/value

The authors use supply chain risks approaches to address the impacts of natural disaster on the implementation of circular economy in agriculture. The authors propose a robust multi-criteria-based methodology to assess the risks of flooding in crops areas and we used to determine the best mitigating projects to face flooding risks on crop areas.
