Abstract

Purpose

In an urban environment, different types of actors (individuals, households, community groups, institutions, governmental organizations, nongovernmental organizations (NGO), community-based organizations (CBO) and public and private organizations, etc.) play critical roles in enhancing urban resilience to adapt to the impacts of climate change. To identify and prioritize aspects of climate resilience planning, this study aims to examine the potential impacts of climate change on diverse urban systems and evaluate the capacities of various actors to adapt to climatic stress.

Design/methodology/approach

This research selects Mongla, a coastal as well as port town in south-western Bangladesh that faces climate risks including frequent cyclones, storm surges and salinity intrusion due to sea-level and temperature rise, as reported in the National Climate Vulnerability Index 2018. This research uses the methodology proposed by ICLEI South Asia’s Climate Resilient Cities Action Plan and accesses different urban actors’ adaptive capacity for contributing to enhancing climate resilience based on three broad characteristics: the capacity to organize and respond, availability of resources and access to information. The cumulative scores of these characteristics aid in determining the climate adaptive capacity of each urban actor.

Findings

The identified 53 actors are grouped into four categories: government (local and national); international/local NGOs, CBOs and associations; community representatives and private sectors and groups and individuals. The group of NGOs, CBOs and associations has a higher overall adaptive potential than all other actor groups, according to the study. When it comes to practicing adaptive capacity, government institutions are in the second-highest position. But, the Khulna development authority, the government agency that is in charge of overseeing all forms of urban development, scored poorly on all fragile urban systems. However, the performance of the fourth group of urban actors is very subpar when it comes to adapting to climatic stress, which emphasizes the need for focused interventions.

Research limitations/implications

Variations in adaptive capacities to climate change across different actors are particularly useful for targeting actors with lower levels of climate adaptive capacities in Mongla town.

Originality/value

This paper particularly addresses the research gap in assessing the adapting capacity of urban actors in Mongla port-town. Policymakers and practitioners can create and carry out targeted interventions that address the particular needs and concerns of vulnerable actors by making use of the insights obtained from this kind of study, thereby assisting in the development of climate resilience in any urban area.

Abstract

Purpose

This paper aims to inform the readers an overview of expected impacts of sea level rise (SLR) and climate change on rice crops area, yield and the urgent need to build climate responsive infrastructures to a coastal district, Alappuzha – a high-risk area which is already under mean sea level (MSL). This research carried out to understand the realities and impacts with respect to the exposures of rise in SLR and possible inundation extent of crop land. The extreme precipitation events have caused crop loss and damage, numerous casualties and enormous economic loss in this district during the recent past and project the likely impacts under anticipated climate change.

Design/methodology/approach

Global sea levels have already been risen noticeably as a result of climate change, and this trend is anticipated to continue. To reflect on the research objectives, the paper projects a climate change scenario analysis and impact assessment on the major crop grown, i.e. rice, using a crop simulation model, DSSAT 4.7 as the first part of the study. QGIS 3.28 version and Erdas Imagine software were used for land use land cover analysis and to delineate possible inundation in the major land use land cover, especially in agriculture area under SLR scenario. It points out the need to equip the district urgently with climate responsive agriculture strategies as majority of the area comes under 10 mts of elevation as per the Sentinel 2 data. For better adapting to the current and future climate change impacts in the aspects of built environment such as early warnings in farm sector in particular and forests, urban water management, transportation systems, building construction and operation and land use planning in general. Climate change is no longer a policy issue alone; now it is a common man’s nightmare. For a coastal state like Kerala, extreme climate events during 2018 and 2019 and 2021 have posed substantial impacts and damages on the environment and society. The impacts hit the vulnerable communities in multiple ways.

Findings

From the analysis, it was revealed that there is an increasing trend in rainfall observed over the past three decades in Alappuzha district. It is projected that day and night time temperatures may increase in Alappuzha by 2.5°C and 2.6°C by 2100, respectively, under RCP 4.5. With unchecked pollution or emission reduction actions, warming may further rise and hence the median projection when SLR reaches 2.4 meters (8 ft) at Alappuzha to Cochin coast is 2130s. The possible inundation analysis shows that around 53.48% of the coastal agriculture land may be likely inundated if SLR is only with mitigation measures such as extreme carbon cuts, SLR rise can be delayed till 2200. Alappuzha is known as the rice bowl of Kerala; however, it is highly exposed to climate vulnerability in terms of its unique environmental geographical settings like coastal wetlands, lagoons and sand beaches. DSSAT simulations shows that Uma rice, a major ruling variety in the region, may have yield reductions of up to 13% in the near century for Alappuzha.

Research limitations/implications

This paper in general explains the projected climate change perspectives for Alappuzha, a climate change hotspot of Kerala with respect to SLR and coastal agriculture. and a review of the progression of DRR in the built environment and mainstreaming CCA and DRR by government and other agencies in the state.

Practical implications

This study underscores the urgent need for climate-responsive agricultural strategies in Alappuzha, Kerala, due to anticipated sea level rise, climate change, and land use changes. Equipping farmers with the knowledge and tools to adapt is essential for ensuring food security and sustainable livelihoods. Implementing climate-resilient practices and technologies will help mitigate adverse effects on rice crops, promoting economic stability and resilience in the region. Involving local stakeholders in the adaptation process is crucial, as their participation can enhance collaboration, increase awareness, and accelerate the adoption of sustainable agricultural practices, making the transition smoother and more effective.

Social implications

It is the responsibility of the scientific community to inform the knowledge gained for the benefit of the society, especially on criticality of altering the existing land use pattern and building climate resilient coastal infrastructures. Studies such as this can stand as basis for implementing planned adaption actions. This is to conclude that instead of working in silos, mainstreaming climate change adaptation holistically across sectors is very necessary at this crucial hour. Participatory action plans and policies involving all local stakeholders can strengthen awareness and fasten the learning processes for adaptation including managed retreats.

Originality/value

At present, there are no specific studies, on the impacts of climate change and SLR on rice cropping systems in the district which specifically inform how to mainstream adaptation in the agriculture strategies in low lying coastal zones of Alappuzha.

Abstract

This chapter explores the reciprocal dynamics between climate change and tourism, underlining the imperative to comprehend this connection for effective mitigation strategies and sustainable practices. It focuses on two contrasting regions, the Mediterranean and Himalayan, elucidating their geographical and economic disparities. The Mediterranean, known for its coastal and marine attractions, faces high vulnerability to climate change, impacting outdoor recreation and tourism activities. This region experiences a Mediterranean climate characterised by distinct seasonal patterns, but it also grapples with high-impact atmospheric events like floods and droughts, while the Himalayan region is experiencing more untimely rain and snowfall, erratic monsoons, and decreased snowfall. These climatic challenges, coupled with a growing population and dependence on imported resources, necessitate adaptation strategies for the agricultural and food production sectors. This chapter evaluates climate anomalies and impacts in both the Indian Himalayan and the Adriatic region, with a particular focus on the tourism industry’s adaptation and mitigation capacities.

In addition to vulnerabilities resulting from climate change, it also analysed existing measures and documents related to climate change, as well as their effectiveness based on the expert opinion of the focus groups. The findings reveal that both regions experience shared and region-specific climate change impacts, affecting agriculture, water resources, human health, and infrastructure. Further research opportunities are identified, including the study of ecosystem resilience, biodiversity preservation, sustainable water resource management, and long-term public health implications of changing climatic conditions. This chapter underscores the urgency of climate action and the imperative for adaptive strategies in a complex and uncertain landscape.

Abstract

Purpose

The construction industry is one of the major contributors of greenhouse gas emissions (UNEP, 2022), but it provides numerous valuable opportunities to contribute to the reduction of greenhouse gas emissions (IPPC, 2023). Innovation within the industry and the adoption of sustainable practices are key to achieve this. This is possible with the contribution of highly knowledgeable professionals and skilled workers. However, different countries, including Malta are facing skill gaps and resource shortages. The purpose of this paper is to define the existing skill gaps and mismatches in climate change adaptation in the built environment in Malta. The research focuses on the positionality of the professionals working in the sector as they operate within a legal framework guided through various policies, and through their role and responsibility, they are in contact with the other stakeholders in the sector.

Design/methodology/approach

The data generation strategy used in this study involved a pragmatic approach through a mixed method research methodology, namely, interviews, a questionnaire and a focus group discussion. The three tier scaffolding approach in the data generation strategy allowed for a progressive validation of the data generated.

Findings

The research indicates that the professionals in the sector are aware of their roles and responsibilities to address climate change in their practices, and they have the disposition to acknowledge the need of continuous professional training. Moreover, this study points out that the professionals in the built environment sector are concerned about other gaps within the industry and not solely by skill gaps. Their responsibility to address climate change through greener solutions is often hindered by fragmentation in the system including bureaucratic procedures, clients’ demands, lack of enforcement and general education of the need to address and adapt climate change among the general public. The professionals appeal for an overhaul in the “culture” of the construction industry through a comprehensive rather than a piecemeal approach. This research puts in the limelight the need of a comprehensive strategy to address skill gaps and mismatches in accordance with the need for climate change adaptation as the ultimate challenge rather than addressing different issues separately within the sector.

Originality/value

The paper is to define the existing skill gaps and mismatches in climate change adaptation in the built environment in Malta. By identifying these skill gaps and mismatches, it would be possible to devise an action plan to iron-out such hindrances as part of a broader climate action adaptation strategy.

Abstract

Purpose

Understanding the stakeholders' role and interest are critical for implementing climate change policy. The dichotomy between adaptation and mitigation, which arguably creates uncertainty at the implementation level, for example, is shaped by the role of the actors involved. In this regard, this study aims to investigate the interests and role of stakeholders in climate change adaptation at the national and regional levels in Indonesia. The country, Indonesia, is selected because it produces the largest amount of greenhouse gas emissions, and the people are at the highest risk of the impacts of climate change in the world. Furthermore, this study discusses the challenges in climate change adaptation in Indonesia.

Design/methodology/approach

This research uses a literature review and interviews with potential stakeholders. Purposive sampling methods were applied to select stakeholders for interviews. Interviews with key stakeholders were conducted through email and Zoom. Questions were developed based on the roles and interests of stakeholders.

Findings

According to the stakeholders, there is a need to establish links between climate change adaptation and local policy at the national and regional levels. The results reveal no integration strategy or approach to support climate change adaptation. Although there has been some climate change adaptation, few people are widely regarded as authorities on climate change policy. This study also discusses some challenges and opportunities to engage key stakeholders in Indonesia.

Originality/value

The study offers an understanding of stakeholders based on key stakeholders' interests and role in climate change adaptation in Indonesia. The research findings in this study generate prospects for the government or decision-makers or other stakeholders to deliberately aspire for policy planning. In addition, to prepare climate change adaptation policies relating to the role of stakeholders or community-based approaches to climate change adaptation, stakeholders can conduct more detailed studies to achieve community resilience in term of climate change adaptation.

Abstract

Purpose

This study aims to understand how climatic drivers of change will affect rural communities living in the hot semiarid region of Bhokardan Taluka of Jalna district in the Indian state of Maharashtra. In the context of the economic and social change they are experiencing, the concern is to evolve ways that enable them to cope with, adapt to and benefit from these challenges.

Design/methodology/approach

The focus of most of the climate change studies is on the short- to long-term trends of weather parameters such as rainfall, temperature and extreme weather events. The impact of climate variability and changing patterns on the local communities, the local economy, livelihoods and social life in specific geographies is less explored.

Findings

As the impacts of climatic and nonclimatic drivers of change are cross-sectoral, diverse, multidimensional, interlinked and dynamic, this study has adopted a transdisciplinary “research-in-use” approach involving multidisciplinary teams covering the aspects such as changes in land use and land cover, surface and groundwater status, edaphic conditions, crops and livestock, climate analysis including projected changes, socioeconomic analysis, people’s experience of climate variability and their current coping strategies and resilience (vulnerability) analysis of communities and various livelihood groups.

Research limitations/implications

The study was based on the peoples’ perspective and recommendation based on the local communities ability to cope up with climate change. However, a statistical analysis perspective is missing in the present study.

Originality/value

Based on these findings, a set of implementation-focused recommendations are made that are aimed at conserving and enhancing the resilience of the foundations that uphold and sustain the social and economic well-being of the rural communities in Bhokardan taluka, namely, land, water, agriculture, livestock, food and nutrition security, livelihoods, market access and social capital.

Abstract

Purpose

The purpose of this paper is to investigate the vulnerability of smallholder farmers to climate change in northwest Ethiopia.

Design/methodology/approach

To achieve this aim, data was collected from a survey of 352 households, which were stratified into three groups: Lay Gayint (138 or 39%), Tach Gayint (117 or 33%) and Simada district (97 or 28%). To gain a deeper understanding of the vulnerability of these households, two approaches were used: the livelihood vulnerability index (LVI), consisting of 32 indicators, and the socioeconomic vulnerability index (SeVI), containing 31 indicators. Furthermore, qualitative data was obtained through focus group discussions conducted in six randomly chosen groups from the three districts, which were used to supplement the findings.

Findings

Both methods indicate that Simada is the most vulnerable district, followed by Tach Gayint and Lay Gayint. According to the SeVI approach, Simada district showed the highest level of sensitivity and exposure to climate-related hazards, as well as the lowest score for adaptive capacity. However, using the LVI approach, Simada district was found to have the highest sensitivity to climate effects and exposure to climate-related hazards, along with a higher adaptive capacity than both Lay Gayint and Tach Gayint districts.

Originality/value

Although there are numerous studies available on the vulnerability of farmers to climate change, this particular study stands out by using and contrasting two approaches – the LVI and the SeVI – to assess the vulnerability of households in the study area. Previous research has indicated that no single approach is sufficient to evaluate climate change vulnerability, as each approach has its own strengths and limitations. The findings of this study have significant implications for policymakers and development practitioners, as they can use the results to identify the households that are most vulnerable to climate change. This will enable them to design adaptation options that are tailored to the specific needs of each community and that will effectively address the risks of current and future climate change.

Abstract

Although adaptation to climate change is a well-researched topic at the individual level and in highly vulnerable industries, its integration into business strategies is poorly researched. In this chapter, we conduct bibliometric analyses on a sample of 368 relevant papers published in business journals to derive descriptive statistics and map the conceptual and intellectual structure of the field. We find an increased interest in adaptation and confirm a strong representation of industry-specific research. We complement the bibliometric analyses with a content analysis focused on emergent themes in the adaptation scholarship. We discuss systemic influences, individual effects, regulations and stakeholders, and exposure as areas likely to attract further scrutiny in future scholarship. For each theme, we derive practical implications for practitioners and policymakers.

Purpose

Facilities management (FM) organizations are pivotal in enhancing the resilience of buildings against climate change impacts. While existing research delves into the adoption of digital technologies by FM organizations, there exists a gap regarding the specific utilization of artificial intelligence (AI) to address climate challenges. This study aims to investigate the drivers and barriers influencing the adoption and utilization of AI by South African FM organizations in mitigating climate change challenges.

Design/methodology/approach

This study focuses on South Africa, a developing nation grappling with climate change’s ramifications on its infrastructure. Through a combination of systematic literature review and an online questionnaire survey, data was collected from representatives of 85 professionally registered FM organizations in South Africa. Analysis methods employed include content analysis, Relative Importance Index (RII), and Total Interpretative Structural Modeling (TISM).

Findings

The findings reveal that regulatory compliance and a responsible supply chain serve as critical drivers for AI adoption among South African FM organizations. Conversely, policy constraints and South Africa’s energy crisis emerge as major barriers to AI adoption in combating climate change challenges within the FM sector.

Originality/value

This study contributes to existing knowledge by bridging the gap in understanding how AI technologies are utilized by FM organizations to address climate challenges, particularly in the context of a developing nation like South Africa. The research findings aim to inform policymakers on fostering a conducive environment for FM organizations to harness AI in fostering climate resilience in built assets.

Abstract

Purpose

Disaster risk reduction is of prime importance in informal settlements in the Global South, where several forms of vulnerability coexist. Policy and official programmes, however, rarely respond to the needs and expectations of citizens and local leaders living in these settlements. Even though these agents constantly attempt to reduce risks in their own way, we know very little about their activities, motivations and effective impact on risk reduction. Here we seek to conceptualize bottom-up initiatives to better grasp their origins, limitations and success.

Design/methodology/approach

Through a four-year action-research project in Colombia, Cuba and Chile, we theorize about the production of change by local agents. Through detailed case studies we explored the activism of 17 local leaders. Through narrative analysis we studied their motivations and explanations. Finally, by documenting 22 initiatives, we revealed effective changes in space.

Findings

In the face of risk and disasters, residents and leaders in informal settings engaged in symbolic, physical and social spaces of interaction. Their actions were guided by trust, emotions, time cycles and activism. Local agency was justified by narratives about risk and climate change that differ from those of authorities and scholars.

Research limitations/implications

There is still limited understanding of bottom-up initiatives in informal settings. It is crucial to conceptualize their origins, limitations and success. The focus on three specific countries necessitates further research for broader applicability and understanding.

Practical implications

A better comprehension of bottom-up actions is crucial for informing policies and programmes aimed at reducing risk in informal settings. Stakeholders must recognize the political, social and cultural roles of these actions for more impactful climate action.

Originality/value

We borrow Simon’s concept of “artefact” to introduce the notion of “Artefacts of Disaster Risk Reduction”, providing insights into the multifaceted nature of bottom-up initiatives. We also emphasize the simultaneous political and phenomenological character of these actions, contributing to a deeper understanding of their origins and impact.
