Abstract
Purpose
Planners are expected to leave leadership to elected officials. Yet, they are often asked to do more. Should planners lead? The purpose of this paper is to examine how leadership is seen in the profession and then outline major theories of leadership and planning.
Design/methodology/approach
Using content analysis, the major theories of planning and descriptions of what planners do from professional planning organizations’ codes of ethics from around the world are compared.
Findings
Results indicate that new ways of thinking about leadership (Group leadership, Servant, Adaptive, Authentic and Followership) can help planners find leadership styles that fit their comfort zones better than old leadership definitions emphasizing heroic individuals.
Originality/value
Existing literature regarding leadership in planning indicates that planners must run for office if they are to lead. This examination of planners’ codes of ethics and newer theories of leadership indicates they can be leaders and operate well within current ethical boundaries.

Abstract
In the “What’s Hot in 2019: Expanded and Interconnected Notions of Literacy” survey (Cassidy, Grote-Garcia, & Ortlieb, 2019), Early Literacy was identified as a “very hot” topic. This chapter addresses how literacy practices in homes and in schools contribute to early literacy achievement; neighborhood realities are acknowledged. A brief list of expectations for early literacy learners is discussed, and competencies not always found in standards lists are described. Examples of current community activism efforts are noted, and there is a call for literacy academics to speak out against inequities in literacy learning.

Abstract
Over 100 years ago, the bureaucratic compact and five professions were established: city/county management, city planning, civil engineering, landscape architecture, and architecture. In exchange for merit employment and independence from politics, these professions offered expertise and related values. To understand those values and changes in the compact from the 1900s to today, codes of ethics from the five professions were examined. Anticipated changes were a movement from traditional public values to business values including New Public Management. However, findings show traditional values persisting over time (e.g. public interest), but not many New Public Management values (e.g. innovation). Modern values do appear and expand professionalsʼ responsibilities into environmental protection, sustainability, and human rights, which influence what these professions offer as they seek to uphold their end of the bureaucratic compact.

Abstract
Purpose
The purpose of this paper is to set out and discuss findings from a developmental study, commissioned by the English Department of Health and the charity, Comic Relief, which was commissioned to clarify definitional issues and recommend ways of operationalising key concepts for a prospective survey of abuse, neglect and loss of dignity in the care of older people in residential care in the United Kingdom (UK).
Design/methodology/approach
As well as drawing upon their experience and expertise, the authors conducted a review of the literature, held consultation events with a range of stakeholders and undertook in‐depth interviews with international academics and care home residents.
Findings
Existing definitions and descriptions vary widely in form and content, are commonly subjective and imprecise and frequently make reference to abstract concepts which themselves need defining. Many of the concepts are also inherently evaluative, unspecific and open to interpretation. The study considered how, in this context, practical research definitions that are clear, unambiguous and widely acceptable to a range of stakeholders could be developed.
Research limitations/implications
The study took a UK focus and the review of literature was confined to the English language. Further research might usefully extend discussion about definitions cross‐culturally. The interview samples were small and should not be considered to be representative.
Originality/value
The paper identifies key issues in defining the perpetrator. It focuses on the concepts of trust and intentionality, the responsibilities of the care home and multiple perpetrators and makes practical proposals for operationalising the “perpetrator” in research. Recommendations from the study were positively received and have directly informed the Government‐funded research programme in England.

Abstract
Purpose
The purpose of this paper is to investigate how adolescent arrest and correctional confinement impact psychosocial development during the transition to adulthood.
Design/methodology/approach
The research uses a US-based sample of 12,100 youth in junior and high school and again in early adulthood. Factor analyses determine measurement of psychosocial maturity (PSM) and subsequently compare baseline and subsequent psychosocial development in a multivariate framework for males and females.
Findings
Findings show that net of socio-demographic and delinquency-related controls, all three groups have similar baseline psychosocial measures pre-confinement but by early adulthood (ages 18–25) there are significant differences between the two justice-involved groups for multiple measure of psychosocial well-being, net of any differences at baseline. Differences are exacerbated for females.
Research limitations/implications
Results suggest the need for juvenile correctional facilities to incorporate programming that allows juveniles to build psychosocial skills through activities that mirror typical adolescent responsibilities, behaviors and tasks.
Originality/value
The authors compare PSM development for three groups of adolescents: non-justice-involved youth, youth who were arrested but not confined before age 18 (arrested non-confined), and delinquent youth who served time in out-of-home correctional placement before age 18 (confined) to compare development and changes in psychosocial development over time. Further, the authors examine the interaction of gender and confinement to explore if the context of confinement disrupts PSM development differently for females.

Abstract
Purpose
Social isolation and loneliness are global issues experienced by many seniors, especially immigrant and refugee seniors. Guided by the five-stage methodological framework proposed by Arksey and O’Malley and more recently Levac, Colquhoun and O’Brien, the purpose of this paper is to explore the existing literature on social isolation and loneliness among immigrant and refugee seniors in Canada.
Design/methodology/approach
The authors conducted a literature search of several databases including: PubMed; MEDLINE; CINAHL; Web of Science; HealthStar Ovid; PschyInfo Ovid; Social Services Abstracts; AgeLine; Public Health Database, Google Scholar and Cochrane Library. In total, 17 articles met the inclusion criteria.
Findings
Based on the current literature five themes related to social isolation and loneliness emerged: loss; living arrangements; dependency; barriers and challenges; and family conflict.
Research limitations/implications
Given the increasing demographic of aging immigrants in Canada, it is useful to highlight existing knowledge on social isolation and loneliness to facilitate research, policy and programs to support this growing population.
Practical implications
The population is aging around the world and it is also becoming increasingly diverse particularly in the high-income country context. Understanding and addressing social isolation is important for immigrant and refugee seniors, given the sociocultural and other differences.
Social implications
Social isolation is a waste of human resource and value created by seniors in the communities.
Originality/value
The paper makes a unique contribution by focusing on immigrant and refugee seniors.
