Abstract

This study investigated the development of institutional repositories (IRs) at doctoral institutions, identifying factors that influence development and best practices using a comparative case study analysis approach to gather and analyze data. The development of a repository is one of the more complex projects that librarians may undertake. While many librarians have managed large information system projects, IR projects involve a larger stakeholder group and require support from technical services, public services, and administration to succeed. A significant increase in the development of repositories is expected with technology and process improvements for digital collection development so further study is warranted. Both institutional and subject repositories were examined for the case studies. Best practices and recommendations for future developers, such as early involvement of stakeholder groups and the need to educate both librarians and teaching faculty about open access collections, are also discussed. This study contributes to a more informed understanding of the development of IRs and identifies a model framework for future IR developers. The best practices framework incorporates the processes from the case study sites and includes additional factors identified from the case study interviews. Key to the framework is the inclusion of stakeholder groups on campus and assessment measures. While the case studies focused on doctoral institutions, the framework can be adapted to any size institution.

Abstract

This chapter discusses Launching through the Surf: The Dory Fleet of Pacific City, a project which documents the historical and contemporary role of dory fishers in the life of the coastal village of Pacific City, Oregon, U.S. Linfield College’s Department of Theatre and Communication Arts, its Jereld R. Nicholson Library, the Pacific City Arts Association, the Pacific City Dorymen’s Association, and the Linfield Center for the Northwest joined forces to engage in a collaborative college and community venture to preserve this important facet of Oregon’s history. Using ethnography as a theoretical grounding and oral history as a method, the project utilized artifacts from the dory fleet to augment interview data, and faculty/student teams created a searchable digital archive available via open access. The chapter draws on the authors’ experiences to identify a philosophy of strategic collaboration. Topics include project development and management, assessment, and the role of serendipity. In an era of value-added services where libraries need to continue to prove their worth, partnering with internal and external entities to create content is one way for academic libraries to remain relevant to agencies that do not have direct connections to higher education. This project not only developed a positive “town and gown” relationship with a regional community, it also benefited partner organizations as they sought to fulfill their missions. The project also serves as a potential model for intra- and inter-agency collaboration for all types of libraries.

Abstract

This chapter outlines libraries’ (and librarians’) changing identities in the new world of research mandates from funders, institutions, and publishers. As libraries respond to the demands of these mandates on their users at the individual, departmental, and institutional levels, they need to revise their approaches to relationship building and user engagement, as well as maintain flexibility in the face of changing roles and skill requirements. This chapter will (1) outline the changing scholarly ecosystem; (2) summarize major terms and concepts to understand the process of producing research outputs; (3) discuss the perspectives of the major players in the research enterprise; (4) present some of the challenges that research mandates and the changing research environment have brought to libraries; and finally (5) review ways in which libraries have successfully addressed them. The focus here is on the academic research setting, although many of the strategies outlined can be equally applicable in both non-academic research and non-research funding contexts.

Abstract

Peer-reviewed indexable journals have expanded in recent decades as a result, in part, of the value given to research productivity (measured through citations). Latin American journals have grown prompted by the open access (OA) movement, the emergence of regional repositories/indexes, and policies linking institutional rankings and faculty salaries/promotions to indexed publications. This study’s aim was to map the ways Chilean, Colombian, and Venezuelan universities support journal publication. This qualitative study uses Margison and Rhoades’ (2002) Glonacal Agency Heuristic to describe factors that shape higher education (i.e., global, national, and local dimensions), adding university as unit of analysis. Semi-structured in-depth interviews from a previous study, current institutional documents, and websites of 12 major universities from Chile, Venezuela, and Colombia conformed the data of the study. Besides the most prestigious global indexes (Web of Science and Scopus) three regional repositories/indexes, Latindex, SciELO, and RedALyC, have played an important role as countries link faculty salaries/promotions and university ranking systems to publications included in one or more of these services. Latindex collaborates with national science and technology agencies, SciELO has country chapters based at universities (Colombia and Venezuela), and RedALyC works with individual institutions and journals. At the national level, Chile has mechanisms to provide funding for the publication and/or upgrade of journals and incentives to institutions for publications in indexed journals. Colombia’s journal evaluation system Publindex links articles in indexed journals to salary increases in public universities, standard that is also used by private institutions to grant monetary incentives to faculty for publications. Venezuela used to have a funding and publication incentive system that was discontinued in the last decade. Latin American journals are mainly published by universities. Institutions in this study have implemented strategies to support journals such as institutional repositories, discontinuation of print journals, technology support for OA publication, and funding mechanisms.

Abstract

With the rise of alternate discovery services, such as Google Scholar, in conjunction with the increase in open access content, researchers have the option to bypass academic libraries when they search for and retrieve scholarly information. This state of affairs implies that academic libraries exist in competition with these alternate services and with the patrons who use them, and as a result, may be disintermediated from the scholarly information seeking and retrieval process. Drawing from decision and game theory, bounded rationality, information seeking theory, citation theory, and social computing theory, this study investigates how academic librarians are responding as competitors to changing scholarly information seeking and collecting practices. Bibliographic data was collected in 2010 from a systematic random sample of references on CiteULike.org and analyzed with three years of bibliometric data collected from Google Scholar. Findings suggest that although scholars may choose to bypass libraries when they seek scholarly information, academic libraries continue to provide a majority of scholarly documentation needs through open access and institutional repositories. Overall, the results indicate that academic librarians are playing the scholarly communication game competitively.

Abstract

Purpose

Healthcare policy-makers are implementing practices based on the logic of cost-opportunity to rationalize investments and resource consumption. The successful implementation of these practices depends on policy-makers’ capacity to involve professionals dispersed in the ecosystem, and who are unaccustomed to cooperating. Our case study investigates the institutional work pursued by the Lombardy Region to stimulate a Health Technology Assessment (HTA) program.

Design/methodology/approach

This chapter is based on a longitudinal case study of institutional change linked with a HTA program in the Lombardy Region. The HTA program initiatives were implemented during the 2009–2012 period. The case study is based on triangulating data from archival data, contents of the assessment forms and interviews with regional staff and experts.

Findings

The Lombardy Region implemented two distinct strategies, with mixed results. A strategy that was based on the formalization of the HTA program in a legislative direct through educational efforts did not obtain the commitment of the key actors in the relevant ecosystem. Subsequently, the Region implemented an ‘institutional work’ design strategy that included a combination of political, cultural, technical and structural work. This strategy stimulated local HTA experiments that might be used in the future to legitimize the full diffusion of the new practice in the ecosystem.

Originality/value

This study highlights a viable strategy of change that policy-makers can use to manage processes of institutional change in a professional ecosystem. The ‘institutional work’ strategy can support the establishment of new practices that incorporate the logic of cost-opportunity, which might rationalize the use of resources and improve investment decisions.

Abstract

There have been great advances in our understanding of how universities effectively undertake community engagement, with research focused upon understanding community partner perspectives and outcomes (see Andrée et al., 2014; Srinivas et al., 2015; Sweatman & Warner, 2020), and democratic civic engagement (see Hall et al., 2013; Saltmarsh et al., 2009). This chapter builds on these studies to critically examine one university’s capacities to coordinate institutional-level change that supports and advances community-engagement scholarship. A small, rural, undergraduate university in Nova Scotia, Canada, called Acadia University was used as the case study site for this examination. Using an action research case study design, we gathered data from multiple sources within and outside of the University over a three-year period. Through this investigation Acadia’s community-engagement ethos was studied to understand if the University has the assets, resources, knowledge and motivation to create, implement and sustain democratic community engagement initiatives with community partners. From this data, key findings were categorized into three major themes: power and positionality of the University, institutional supports and barriers to engagement, and institutional assessment of community engagement initiatives. This chapter discusses these themes in depth using data from this study and current literature to unpack the practicalities and particularities of an institution committing to a deep, pervasive and integrated community engagement culture. Overall, this study found that Acadia’s community engagement ethos, as it moves towards democratic engagement while navigating systematic internal and external constraints, is diverse and complex. This study contributes to the legitimization of community engagement scholarship more broadly.

Abstract

Australian universities have a rich history for enabling, promoting and evaluating innovation and excellence in learning and teaching. Universities have used this practice to respond to drivers from government and the changing global educational environment, as well as accommodating for the characteristics of Australian universities such as scale, equity of access and the balance of domestic and international students. Often through institutional collaborations, educators have challenged pedagogical practices and introduced and tested innovative ways to enhance student learning, which has contributed to an international reputation for quality learning and teaching. However, the recent removal of specific government funding to support innovation, the increased emphasis on student success and employability outcomes and the threat of performance-based funding means that Australian universities will need to commit to the ongoing development of learning and teaching and demonstrate the potential for learning gain.
