Abstract

Purpose

The paper aims to identify and assess quantitatively the influences of a few dimensions of climate awareness on people's preference for adaptation against sea level rise (SLR).

Design/methodology/approach

From the literature survey “familiarity with”, “perception about” and “intuitive knowledge about” climate change‐sea level rise (CC‐SLR) have been identified as dimensions of “climate awareness”. Empirical research was done through administering questionnaires among 285 respondents selected randomly from three coastal villages in Bangladesh. After principal component analysis, data sufficiency and colinearity test, a total of 18 variables were entered into a multinomial logistic regression model. The reference category “evacuation” was compared with other two choices, i.e. in situ adaptation with “same occupation” and “changed occupation”.

Findings

For the SLR scenario of 2050‐2075 occupational engagement, use of radio for climate information, exposure to rainfall, salinity and perception about CC‐SLR appeared as the most significant predictors of people's preference for evacuation or in situ adaptation (LR χ2=183.38, pseudo R2=0.54, p<.001). Similarly, for the SLR scenario of 2080‐2100, in addition to the factors cited above, some other factors such as educational attainment, exposure to flood, climate perception and familiarity appeared as the most significant predictor of respondent's preference (LR χ2=202.08, pseudo R2=0.60, p<0.001).

Originality/value

Two dimensions of climate awareness, i.e. familiarity with and perception about CC‐SLR may significantly influence the people's preference for adaptation choice. Launching a programme to enhance climate awareness without further delay may help people planning for anticipatory in situ adaptation against CC‐SLR.

Ever since human society developed, environmental and social changes have led to major challenges that must be dealt with. Some of these major challenges are seen as “disasters,” for which a definition that is frequently used is similar to “A serious disruption of the functioning of a community or a society causing widespread human, material, economic or environmental losses which exceed the ability of the affected community or society to cope using its own resources” (UNISDR, 2004; see, e.g., Quarantelli, 1998, and Furedi, 2007, for discussions on the meaning(s) of “disaster”). From witnessing disasters and being forced to work through the aftermath, humanity has been shifting toward trying to reduce disasters’ impacts or to avert them entirely. This field has the modern-day interpretation of “disaster risk reduction,” defined as “The conceptual framework of elements considered with the possibilities to minimize vulnerabilities and disaster risks throughout a society, to avoid (prevention) or to limit (mitigation and preparedness) the adverse impacts of hazards, within the broad context of sustainable development” (UNISDR, 2004).

In this chapter I claim that climate change poses important questions of global justice, both about mitigating the change that is now under way and about adapting to its consequences.1 I argue for a mixed policy of mitigation and adaptation, and defend one particular approach to mitigation. I also claim that those of us who are rich by global standards and benefit from excess emissions have strenuous duties in our roles as citizens, consumers, producers, and so on to reduce our emissions and to finance adaptation.

Abstract

Purpose

The purpose of this paper is to synthesize coherent theory that identifies and links the cognitive and structural elements in both the psychosocial and organizational dimensions of resilience.

Design/methodology/approach

The approach takes the form of the author's review of and reflections on the dynamics of resilience in living systems in general, and in humans in particular, drawing on seminal scholarly publications across trans‐disciplinary fields of scientific research.

Findings

Human resilience is recounted and documented in narrative form across spatial and temporal gradients: retrospectively – in historical perspective; introspectively – in the immediate aftermath of traumatic events and/or experiences; and prospectively – in anticipation of crisis. Measurements or assessments of human resilience vary according to the research questions being addressed. The variables may relate to resilience as an outcome or a process. Resilience is also assessed as an emergent attribute of individuals and communities who may have undergone post‐traumatic growth, and/or transformation associated with self‐organized and self‐governing systems. Complex systems where key functions and core identity and integrity are sustained may be examined under an integrated explanatory theoretical model that allows for systems' resilience to be measured as an Outcome; monitored as a Process; identified as an Emergent property; and Narrated – hence, OPEN theory.

Practical implications

Decision makers faced with contemporary questions of how best to embark on the fast‐moving sort of “runaway train” concept of resilience may find OPEN useful as a tool for identifying, understanding and promoting human resilience – a basis for sustainable futures.

Originality/value

This conceptual paper offers original insights with a pragmatic analytical tool that coherently links the cognitive and structural elements of human resilience.

Abstract

Purpose

This study aims to explore the utility of anticipatory adaptation to climate variability and related livelihood sensitivities in rural African contexts using the case of Mbire district situated in the mid-Zambezi valley region of Zimbabwe. The provision of decadal climate information (up to ten years), as part of an anticipatory adaptation package, is at the centre of analysis.

Design/methodology/approach

The study used semi-structured and key informant interviews, with a total of 45 semi-structured interviews being conducted with randomly selected long-term communal farmers in the case study area. Whilst data from semi-structured interviews was arranged in Microsoft Excel, thematic analysis was used in analyzing all data.

Findings

Anticipatory adaptation and decadal climate projections are shown to potentially enhance flexibility in adaptation planning vis- à-vis responding to climate variability and other challenges, as well as reduce chances of maladaptation in responding to climate challenges in the context of multiple and reinforcing stresses and shocks.

Originality/value

Anticipatory adaptation, with its three main pillars of future analysis, flexibility of strategies and proactive action, is emerging as key in assisting adaptation planning, the harnessing of opportunities and decision-making vis- à-vis responding to climate uncertainties and related livelihood sensitivities. Yet there have not been much empirically grounded analyses in understanding the role of anticipatory adaptation in rural Africa. This study therefore adds to evidence-based analyses towards understanding the role and utility of anticipatory adaptation in local communities in Africa.

Abstract

Purpose

This paper aims to investigate how organizational learning (OL) affects the development of anticipatory adaptation to climate change in companies. Because the need to learn increases in circumstances of greater uncertainty such as the case of climate change, one of the processes that can explain different levels of anticipatory adaptation to climate change (AACC) by companies is OL.

Design/methodology/approach

The research uses a case study design. Following the procedures of qualitative sampling, an exemplary case of organizational adaptation to climate change in a sector that is extremely affected by the impacts of weather events was chosen. Empirical data collection includes semi-structured interviews and the collection of private and public documents. Such data were analyzed through thematic analysis.

Findings

The process of OL for anticipatory adaptation to climate change presents substantial differences from the traditional OL process presented by the specialized literature. In particular, the concepts of single- and double-loop learning were challenging to fit into the learning processes required for AACC.

Originality/value

Organizations have historically been working towards the adaption to external unforeseen events, but anticipatory adaptation to climate change presents new challenges and requires new forms of learning. Previous research has examined the interplay between learning and climate change adaptation, especially at the inter-organizational level. By developing research at the organizational level, this paper addresses a gap in the literature and shows that the required learning to adapt to climate change differs from the traditional learning, described in the management literature.

Abstract

Purpose

In recent years, the manifestation of the effects of climate change in coastal zones has prompted governments to mobilize and propose adaptation measures to reduce the vulnerability of their populations. For the governments responsible for the implementation of climate policies, adaptation still represents a novel field of action. The purpose of this paper is to show, via the example of Quebec’s coastal zone, how the transformation of public action relating to adaptation remains difficult.

Design/methodology/approach

For this case study, a qualitative method which combines documentary analysis and semi-directed interviews was selected.

Findings

The study shows how adaptation becomes a new issue in public action for the different authorities dealing with the effects of climate change in Quebec’s coastal zone. However, the results show that, as with other public policies, path dependence and incrementalism can be observed and limit the scope of public action and of the transformational processes in the field of adaptation. The technical–scientific approach to risk management is dominant, and the adaptation is not approached in a transversal way, despite its importance. Finally, concrete adaptation initiatives appear to be mostly relegated to the local scale, in an informal decentralization process.

Originality/value

This study contributes to improve climate action by favouring a reflection on the consideration of the conceptual and theoretical framework in the climate change adaptation literature and offers decision-makers and practitioners keys to the understanding of mechanisms underlying public action in the field of adaptation.

Purpose

The number of poor and informal urban settlers in the world is rapidly growing, and they are increasingly vulnerable to the impacts of a changing climate. Therefore, understanding the nature and sustainability of locally adopted coping and adaptation strategies are key, yet still under-researched areas.

Design/methodology/approach

Based on ethnographic research conducted in two poor, flood-prone municipalities in Pikine/Dakar, this paper identifies such coping and adaptation strategies and examines their prospects for maladaptation.

Findings

The paper shows that poor urban dwellers are not mere passive spectators of climate change. With the very limited resources they have at their disposal, it is found that local actors respond to perennial flooding with very diverse strategies, which have varying degrees of success and sustainability. A key finding is that local coping and adaptation strategies are mainly maladaptive because they divert risks and impacts in time and space and have detrimental effects on the most vulnerable. Unless there is a broad assimilation of all groups in decision-making processes locally, individual and even collective coping and adaptation strategies may easily put the most vulnerable households at greater risk. The findings reveal that community-based adaptation is not a panacea per se, as it may not, by itself, compensate for the lack of basic services and infrastructure that is forcing the urban poor to cope with disproportionate levels of risk.

Originality/value

The paper, hence, contributes to address a central question in scholarly debates on climate adaptation, vulnerability and disaster risk management: Are local coping strategies a stepping stone towards adaptation or are they on the contrary likely to lead to maladaptation?

Abstract

Purpose

The purpose of this paper is to examine the factors influencing residents’ adaptation strategies to climate change effects in Lagos Metropolis, Nigeria.

Design/methodology/approach

The metropolis was stratified into low, medium and high residential densities. Across the residential densities, questionnaires were administered on 384 residents. The questionnaire addressed issues on resident’s socio-economic and demographic attributes, awareness of climate change and factors influencing residents’ adaptation to climate change. Data were analysed using both descriptive and inferential statistics.

Findings

Result indicated that the adaptation strategies adopted by residents in the different residential areas were similar but varied in magnitude as denoted by the resident response index RRI (RRIh = 3.32, RRIm = 3.39 and RRIl = 3.41). The multiple regression analysis computed indicated the residential characteristics such as education, average monthly income, age, house type and house ownership (p < 0.05) were significant factors influencing resident’s level of climate change adaptation strategies adopted.

Research limitations/implications

The study could be strengthened by looking at specific climate change effects such as floods or drought in major cities of Nigeria. Hence, the view presented in this paper may not be considered generalizable to the impacts of climate change in the study area.

Originality/value

In recent years, research studies on human adaptation and coping strategies to climate change have generated considerable development interest. This study contributed to this growing area of research by examining the factors influencing residents’ adaptation strategies to climate change in Lagos Metropolis, Nigeria.
